This collection contains several insights and lessons learnt for scholars as well as practitioners of policing.” —Marleen Easton, Professor and head of the research group 'Governing and Policing Security' (GaPS) at the Department of Public Governance and Management at Ghent University, Belgium This book critically examines how countries across Europe have dealt with the COVID crisis from a policing and security perspective. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: This book undertakes a thorough study of Reindeer in the Upper Pleniglacial and Tardiglacial societies in France. It addresses two main topics - the economy of animal resources within the societies and the exploitation of Reindeer organized within the annual cycle, in terms of space and time, between 30,000 and 14,000 cal BP in France. The author proposes an analysis and hypothesis regarding the economy of animal resources and the nomadic cycle of the last Paleolithic hunter-gatherer societies, in order to identify a "Reindeer system." The author discusses the relationship between Reindeer and human mobility and offers some conclusions regarding the annual cycles of nomadism. The volume scrutinizes the distinct eco systems in three regions and its effects on the movements of both human and animal. This book is of interest to zooarchaeologists and prehistorians.

    Abstract: Schon vor 50 Jahren kämpfte Afrika um seine Kunst, die während der Kolonialzeit massenweise in europäische Museen gelangt war. Und es fand durchaus Unterstützung im Westen. Am Ende jedoch war der Kampf nicht nur vergebens, er wurde auch erfolgreich vergessen gemacht. Auf der Grundlage von unzähligen unbekannten Quellen aus Europa und Afrika erzählt Bénédicte Savoy die gespenstische Geschichte einer verpassten Chance, einer Niederlage, die heute mit umso größerer Wucht auf uns zurückschlägt. Afrikas Bemühungen um seine in der Kolonialzeit nach Europa verbrachte Kunst sind keineswegs neu. Schon bald nach 1960, als 18 ehemalige Kolonien die Unabhängigkeit erlangten, wurde von afrikanischen Intellektuellen, Politikern und Museumsleuten eine ungeheure Dynamik in Gang gesetzt. In ganz Europa suchten daraufhin Politikerinnen und Politiker, Journalisten, Akademiker und einige Museumsleute einen Weg, afrikanische Kulturgüter im Sinne einer postkolonialen und postrassistischen Solidarität zurückzugeben. Die Argumente aber, mit denen andere versuchten, die Forderungen aus Afrika zu entkräften und Lösungen zu verhindern, ähneln auf frappierende Weise denen von heute. Schließlich verlief alles im Sand. „Gebt koloniale Raubkunst zurück! Dafür engagiert sich Bénédicte Savoy. In ihrem Buch zeigt die Kunsthistorikerin nun, dass ihr Kampf ein alter ist. Schon in den 1960er-Jahren drängten die neu gegründeten Staaten Afrikas auf eine Rückführung – erfolglos.     Abstract: Water is a global resource for modern societies - and water was a global resource for pre-modern societies. The many different water systems serving processes of urbanisation and urban life in ancient times and the Middle Ages have hardly been researched until now. The numerous contributions to this volume pose questions such as what the basic cultural significance of water was, the power of water, in the town and for the town, from different points of view. Symbolic, aesthetic, and cult aspects are taken up, as is the role of water in politics, society, and economy, in daily life, but also in processes of urban planning or in urban neighbourhoods. Not least, the dangers of polluted water or of flooding presented a challenge to urban society. The contributions in this volume draw attention to the complex, manifold relations between water and human beings. This collection presents the results of an international conference in Kiel in 2018. It is directed towards both scholars in ancient and mediaeval studies and all those interested in the diversity of water systems in urban space in ancient and mediaeval times.     
    Abstract: Wasser ist eine globale Ressource für heutige Gesellschaften – Wasser war eine globale Ressource vormoderner Gesellschaften. Die manigfaltigen unterschiedlicher Wassersysteme für Prozesse der Urbanisierung und das urbane Leben in der Antike und dem Mittelalter ist bislang kaum erforscht. Die zahlreichen Beiträge dieses Bandes fragen nach der grundlegenden kulturellen Bedeutung von Wasser ( bzw. power of water) in der Stadt und Wasser für die Stadt aus unterschiedlichen Perspektiven. Symbolische, ästhetische oder kultische Aspekte werden ebenso thematisiert wie die Rolle von Wasser in Politik, Gesellschaft oder Wirtschaft und dem alltäglichen Handeln, aber auch in Stadtplanungsprozessen oder städtischen Teilräumen. Nicht zuletzt stellen die Gefahren von verschmutzten Wasser oder Überschwemmungen die städtische Gesellschaft vor Herausforderungen. Die Beiträge diesen Band lenken den Blick auf die komplexen und vielfältigen Beziehungen zwischen Wasser und Menschen. Das Sammelwerk präsentiert die Ergebnisse einer internationalen Tagung in Kiel 2018. Es wendet sich gleichermaßen an Leser aus den altertumskundlichen wie mediävistischen Fächern und darüberhinaus an alle Interessierten, die sich über die Vielfalt von Wassersystemen im Stadtraum der Antike und des Mittelalters informieren möchten

    Abstract: For a decade now, borders in Europe have been back on the political agenda. Border research has responded and is breaking new ground in thinking about and exploring borders. This book follows this development and strengthens a perspective that is interested in life realities and that focuses on everyday cultural experiences of borders. The authors reconstruct such experiences in the context of different forms of migration and mobility as well as language contact situations and are sensitive to the freedom of the participants. In this way, they empirically identify everyday cultural usage or appropriation strategies of borders as vastly different experiences of borders. The readers of this volume will gain insights into current developments in border research and liefe realities in Europe where borders are (made) relevant.     Abstract: Im Jahr 2006 hat die Europäische Kommission ihre vertragliche Handelspolitik neu ausgerichtet. Seitdem setzt sie auf den Abschluss reformierter bilateraler Handelsverträge mit strategischen Partnerstaaten, in welche Vorschriften und Konzepte des europäischen Beihilfenrechts exportiert werden sollen, um im globalisierten Umfeld verbesserte Wettbewerbsbedingungen zu schaffen. Felix Neumann analysiert erstmalig die subventionsrechtlichen Vorschriften dieser bilateralen Übereinkünfte der neuen Generation, zeigt die Grenzen für eine Europäisierung des internationalen Subventionsrechts mittels bilateraler Handelsabkommen auf und betrachtet die Interdependenzen zwischen den verschiedenen Subventionsordnungen.     Abstract: Das Handbuch zeichnet die Entwicklung des gerichtlichen Verwaltungsrechtsschutzes vom 19. Jahrhundert bis zur Gegenwart vor dem jeweiligen politischen, sozialen und rechtskulturellen Hintergrund nach, deutet sie und ordnet sie im europäischen Vergleich ein. Zugleich werden den Lesern die maßgeblichen Primärquellen zugänglich gemacht. Dazu wird die historische Entwicklung der Verwaltungsgerichtsbarkeit in Deutschland und Europa in Länderberichten nachgezeichnet; Querschnittsanalysen sowie Beiträge zum Rechtsschutz auf europäischer und internationaler Ebene eröffnen eine übergreifende Perspektive. Erstmals analysiert das Handbuch dabei systematisch alle in Deutschland eingeführten Systeme der Verwaltungsgerichtsbarkeit, von Baden (1864) bis Bremen (1924). Vorangestellt sind Beiträge zu den Formen der Verwaltungskontrolle auf Reichsebene einschließlich ihrer Ursprünge sowie die Vorgeschichte in den Ländern. Auch die Besatzungszeit und die Zusammenführung der verschiedenen Traditionen in der Verwaltungsgerichtsordnung werden einschließlich der nachfolgenden Reformetappen ausführlich behandelt. Die Entwicklung des Verwaltungsrechtsschutzes in anderen europäischen Staaten wird bis hin zur Gegenwart ebenfalls in Einzeldarstellungen präsentiert und durch Vergleichs- und Querschnittsanalysen eingeordnet. Über den Titel des Handbuchs hinaus wird der Blick auf ausgewählte, mit Europa in engem Rezeptionszusammenhang stehende Systeme des Verwaltungsrechtsschutzes erweitert. Der praktische Nutzen des Handbuchs wird dadurch erhöht, dass Originalquellen über die Errichtung, die Zuständigkeiten und das Verfahren der Verwaltungsgerichte abgedruckt sind.     Abstract: Traditionelle Völker und Gemeinschaften sind das wichtigste Erbe der Menschheit. Weltweit können etwa eine Milliarde Menschen traditionellen Völkern und Gemeinschaften zugerechnet werden, etwa ein Drittel davon gehört indigenen Völkern an. Eine wichtige Erkenntnis aller Kolloquien seit 2009 ist, dass für ihre Zukunftssicherung die Kontrolle über die Territorien eine zentrale Bededeutung hat. Im V. Internationalen Kolloqium Traditionelle Völker und Gemeinschaften setzten sich Referierende und Teilnehmende mit übergreifenden Aufgabenstellungen sowie dazugehörenden spezifischeren Fragen auseinander. Die Weltregionen Brasilien, Indien, Westafrika und die Alpen sowie die Region Nordhessen standen im Zentrum der Debatte. Die Themenblöcke „Identität und Tradition“, „Territorien, Rechte und Bedrohung“, „Territorium, Rechte und Nachhaltigkeit“ sowie „Migration und Ökonomie“ wurden stets für zwei Regionen diskutiert; dies ermöglichte Vergleichbarkeiten machte aber auch Unterschiede in den Ländern deutlich.

    Abstract: Migration war immer ein wichtiger Aspekt der Geschichte der europäischen Integration. Die bestehende Literatur hat dieses Thema hauptsächlich von einer nationalen und sozioökonomischen Perspektive betrachtet. Dieses Buch jedoch integriert solche fragmentierten Analysen, betrachtet sie aus einem weiteren Blickwinkel und ordnet sie im breiteren Zusammenhang des sozialen und demografischen Wandels Europas sowie der politischen und wirtschaftlichen Geschichte der europäischen Integration ein.Das Buch untersucht die Auswirkungen der EU-Migrationspolitik auf die politischen und wirtschaftlichen Außenbeziehungen Europas und erkennt die Migration aus osteuropäischen Ländern vor 1989 als Teil der europäischen Integration an.Indem das Buch zeigt, dass die Migrationspolitik und ihr Einfluss auf europäische Gesellschaften nur im Zusammenhang der EU-Rahmenbedingungen vollständig verstanden werden können, trägt es wesentlich zur Migrationsforschung im Allgemeinen bei.Mit Beiträgen von:Giulia Bentivoglio, Marcel Berlinghoff, Cristina Blanco Sío-López, Elena Calandri, Alice Cunha, Yves Denéchère, Pawel Jaworski, Slawomir Lukasiewicz, Willem Maas, Guia Migani, Simone Paoli, Dimitris Parsanoglou, Yvette Santos, Beatrice Scutaru, Jacek Tebinka, Moshik Temkin, Giota Tourgeli und Roberto Ventresca.
    Abstract: Movement of people has been a key feature in the whole history of European integration. While existing literature has mostly adopted national viewpoints and a socioeconomic perspective, this book integrates these existing fragmented analyses, views them from a broader perspective and places them in the wider context of the social and demographic transformation of Europe and the political and economic narrative of continental integration. It highlights the impact made by EC/EU immigration policies on the external political and economic relations of Europe and acknowledges that pre-1989 migration from East European countries is part of European integration. By showing that migration policies and their impact on European national societies and economies cannot be fully understood without taking into account the EC framework, this book, therefore, contributes to migration studies as a whole.

    Abstract: The regulation of civil society provides the framework under which those organisations can most effectively provide services in education, health, social services, housing, development aid and so on. Civil Society in Europe identifies common principles of civil society law in two ways. First, the approaches of the Council of Europe and the European Union are explored. Next civil society regulation in twelve domestic legal systems are investigated on a broad range of substantive areas of law including internal organisation, registration, external supervision, public benefit organisations and international activities. From these, the authors distill a set of minimum norms and optimal conditions under which civil society can deliver its aims most effectively. This book is essential reading for policymakers and legislators across Europe and beyond

Old Europe, New Suburbanization? takes us on a journey of rediscovery into some of Europe's oldest metropolises. The volume's contributors reveal the great variety of patterns and processes of urbanization that make Europe a fruitful ground for furthering the diversity of global suburbanisms. The effects of urban history found in such cities as Athens, London, Madrid, Montpellier, and Sofia, varies greatly due to the sheer variety of economic, industrial, land, and expansionist policies at play on the continent.     Abstract: This anthology provides an in-depth analysis and discusses the issues surrounding nudging and its use in legislation, regulation, and policy making more generally. The 17 essays in this anthology provide startling insights into the multifaceted debate surrounding the use of nudges in European Law and Economics. Nudging is a tool aimed at altering people’s behaviour in a predictable way without forbidding any option or significantly changing economic incentives. It can be used to help people make better decisions to influence human behaviour without forcing them because they can opt out. Its use has sparked lively debates in academia as well as in the public sphere. This book explores who decides which behaviour is desired. It looks at whether or not the state has sufficient information for debiasing, and if there are clear-cut boundaries between paternalism, manipulation and indoctrination. The first part of this anthology discusses the foundations of nudging theory and the problems associated, as well as outlining possible solutions to the problems raised. The second part is devoted to the wide scope of applications of nudges from contract law, tax law and health claim regulations, among others. This volume is a result of the flourishing annual Law and Economics Conference held at the law faculty of the University of Lucerne. The conferences have been instrumental in establishing a strong and ever-growing Law and Economics movement in Europe, providing unique insights in the challenges faced by Law and Economics when applied in European legal traditions.

    Abstract: In Europe, the far right is gaining momentum on the streets and in parliaments. By taking a close look at contemporary practices and strategies of far-right actors, the present volume explores this right-ward shift of European publics and politics. It assembles analyses of changing mobilization patterns and their effects on the local, national and transnational level. International experts, among them Tamir Bar-On, Liz Fekete, Matthew Kott, and Graham Macklin, scrutinize new forms of coalition building, mainstreaming and transnationalization tendencies as aspects of diversified far-right politics in Europe.

    Abstract: Legal studies and consequently legal history focus on constitutional documents, believing in a nominalist autonomy of constitutional semantics.Reconsidering Constitutional Formation in the late 18th and 19th century, kept historic constitutions from being simply log-books for political experts through a functional approach to the interdependencies between constitution and public discourse. Sovereignty had to be ‘believed’ by the subjects and the political élites. Such a communicative orientation of constitutional processesbecame palpable in the ‘religious’ affinities of the constitutional preambles. They were held as ‘creeds’ of a new order, not only due to their occasional recourse to divine authority, but rather due to the claim for eternal validity contexts of constitutional guarantees. The communication dependency of constitutions was of less concern in terms of the preamble than the constituents’ big worries about government organisation. Their indecisiveness between monarchical and popular sovereignty was established through the discrediting of the Republic in the Jacobean reign of terror and the ‘renaissance’ of the monarchy in the military resistance against the French revolutionary and later Napoleonic campaigns. The constitutional formation as a legal act of constituting could therefore defend the monarchy from the threat of the people (Albertine Statute 1848), could be a legal decision of a national constituent assembly (Belgian Constitution 1831), could borrow from the old liberties (Polish May Constitution 1791) or try to remain in between by referring to the Nation as sovereign (French September Constitution 1791, Cádiz Constitution 1812). Common to all contexts is the use of national sovereignty as a legal starting point. The consequent differentiation between constituent and constituted power manages to justify the self-commitment of political power in legal terms. National sovereignty is the synonym for the juridification of sovereignty by means of the constitution. The novelty of the constitutions of the late 18th and 19th century is the normativity, the positivity of the constitutional law as one unified law, to be the measure for the legality of all other law.     Abstract: This book analyses the waves of protests, from spontaneous uprisings to well-organized forms of collective action, which have shaken European cities over the last decade. It shows how analysing these protests in connection with the structural context of neoliberal urbanism and its crises is more productive than standard explanations. Processes of neoliberalisation have caused deeply segregated urban landscapes defined by deepening social inequality, rising unemployment, racism, securitization of urban spaces and welfare state withdrawal, particularly from poor peripheral areas, where tensions between marginalized youth and police often manifest in public spaces.     Abstract: Selten wird ein Thema seit Ende der 1990er Jahre so intensiv diskutiert wie die politische Bildung und Beteiligung von Jugendlichen. Seither wird der Frage nachgegangen, welche Möglichkeiten der politischen Partizipation Jugendlichen eingeräumt werden sollen. Die ‚Bilanzierung‘ und ‚Perspektiven‘ der politischen Bildung und Beteiligung Jugendlicher bilden den Schwerpunkt des Bandes, um sowohl das Verhältnis Jugendlicher zur Politik heute neu zu bestimmen als auch einen systematischen Vergleich vorzunehmen und damit weitere Impulse für die Entwicklung der künftigen Jugendpolitik zu gewinnen. It looks at how border controls have become more diffuse in the face of increased human flows from Africa and presents a critical analysis of the dispositif of European migration control, including detention without trial, derogation of human rights law, torture, 'extraordinary rendition,' the curtailment of civil liberties and the securitization of migration. By examining the role of Gaddafi's Libya in the last ten years as a gendarme of Europe, it argues for a re-visioning of borders and frontiers in ways that can account for their dialectical nature, and for the dialectical nature of political life.
