Following on from Part 1 to Part 4, which were highly acclaimed by the space community, it focuses on the role of space in supporting the UN Sustainable Development Goals in Africa, but covers an even more extensive array of relevant and timely topics addressing all facets of African development. It demonstrates that, while there have been significant achievements in recent years in terms of economic and social development, which have lifted many of Africa’s people out of poverty, there is still a great deal that needs to be done to fulfill the basic needs of Africa's citizens and afford them the dignity they deserve. To this end, space is already being employed in diverse fields of human endeavor to serve Africa’s goals for its future, but there is much room for further incorporation of space systems and data. Providing a comprehensive overview of the role space is playing in helping Africa achieve its developmental aspirations, the book will appeal to both students and professionals in fields such as space studies, international relations, governance, social, rural and technical development.

    Abstract: This book addresses the need to support decision-makers across Africa by promoting awareness of the importance of space technologies and data to African development through the presentation of existing examples where space supports education and healthcare, and by making recommendations for further roll-out of these efforts. This is necessary because of the enduring misconception that space-related research and expenditure competes with other, more pressing, needs on the continent, when in truth space can play a major role in meeting these needs. Accordingly, the book unpacks the United Nations Sustainable Development Goals (SDGs) 2030 and the critical needs they address in the African context. Secondly, it provides an analysis of the African higher education landscape and considers the network of higher education-related SDGs, their targets, and their indicators. Africa’s own development plan, Agenda 2063, is also explored. The African higher education landscape is then assessed by way of three models – the Space-Education Equation (SEE), the Benefits to Education by Space Transection (BEST), and the Enhanced Education for Sustainable Development Access and Success (EESDAS) model. The critical role of educational technologies and e-learning in bridging the educational access and success gap is appraised, as is the role of the space sector, and its technologies, applications, and data in African higher education. Finally, it explores e-health and provides an analysis of pertinent technologies required by e-health, past and present, and the opportunities and challenges it presents. Space technology can play a critical role in eliminating the barriers that are currently preventing e-health from playing a more significant role in a developing region such as sub-Saharan Africa.

    Abstract: This book is dedicated to the nascent discussion of the legal aspects of human exploration and possible settlement of Mars, and provides fresh insights and new ideas in two key areas. The first one revolves around the broader aspects of current space law, such as intellectual property rights in outer space, the legal implications of contact with extra-terrestrial intelligence, legal considerations around the freedom of exploration and use, and the International Space Station agreement as a precedent for Mars. The second one focuses on the creation and management of a new society on Mars, and includes topics such as human reproduction and childbirth, the protection of human rights in privately-funded settlements, legal aspects of a Martian power grid, and criminal justice on the red planet. With multiple national space agencies and commercial enterprises focusing on Mars, it is more than likely that a human presence will be established on the red planet in the coming decades.     Abstract: The book analyses a broad range of relevant aspects as the outer space and cyber space domain do not only present analogies but are also strongly interrelated. This may occur on various levels by technologies but also in regard to juridical approaches, each nevertheless keeping its particularities. Since modern societies rely increasingly on space applications that depend on cyber space, it is important to investigate how cyberspace and outer space are connected by their common challenges. Furthermore, this book discusses not only questions around their jurisdictions, but also whether the private space industry can escape jurisdiction by dematerializing the space resource commercial processes and assets thanks to cyber technology. In addition, space and cyberspace policies are analysed especially in view of cyber threats to space communications. Even the question of an extra-terrestrial citizenship in outer space and cyberspace may raise new views. Finally, the interdependence between space and cyberspace also has an important role to play in the context of increasing militarization and emerging weaponization of outer space. Therefore, this book invites questioning the similarities and interrelations between Outer Space and Cyber Space in the same way as it intends to strengthen them.

    Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

    Abstract: This book provides an extensive overview of the protection of cultural heritages sites on the Moon (humanity’s lunar heritage) and the various threats they face. First of all, the international legal framework, especially the relevant space treaties are analyzed in terms of how they protect cultural heritages sites on the Moon.     Abstract: This book stems from the worrying scale and intensity of conflicts, humanitarian crises, and human rights violations around the world, which can be seen in a wide range of global hotspots including Venezuela, Yemen, Syria, Myanmar, Sudan, Eritrea, and numerous others. These developments are also relevant for Europe, given the large-scale migrations they can produce. In order to effectively respond to them, it has become imperative to analyse ways in which space data and technologies can be used to uphold human rights and monitor violations. Various international tribunals, such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), are increasingly relying on satellite data and especially images when considering human rights violations cases. This use of space-related technologies represents a trend that promises to continue as the range and accuracy of space-derived data improves. Further, satellite data has important legal implications because it allows the fulfilment of international obligations to be monitored, and offers a powerful tool for dispute resolution. Accordingly, this book examines the use of satellite images for cases concerning human rights violations, since the multitude of humanitarian crises worldwide demonstrate that it is of the utmost importance to analyse how space law, policies and space-related applications could further support the implementation and monitoring of the observance of human rights, thus contributing to enhanced security and sustainable development. A range of relevant areas, such as migration, refugees (including settlements and whether they are adequately supplied with basic necessities), water distribution and quality, housing and settlement monitoring are crucial aspects addressed in this book. In closing, the use of satellite data for legal purposes is not without its fair share of problems and concerns, which are also considered to guide the evolution of this emerging field.

    Abstract: This book shares a range of new and diverse insights on On-Orbit Servicing (OOS), and examines its implications especially from political, legal, economic, and security perspectives. OSS has been evolving rapidly and presents both challenges and opportunities, such as in-space repairs, refuelling, refurbishment of spacecraft and servicing satellites, which could play a critical role in extending satellite lifecycles, while also representing a valuable next step in debris mitigation. At the same time, many legal questions have arisen in connection with OOS: the need to prevent hostile actions under the pretext of OSS; the distinction between governmental and non-governmental OOS operators; the status of re-worked and recycled space objects; the issue of control in terms of operations performed in orbit, i.e., in the international sphere; the status of objects manufactured in orbit and applicable law, including liability and registration; and the impacts on insurance law and risk management. Finally, the book examines the implications of OOS for emerging space actors in the Global South, and recommends a paradigm shift to help developing countries fully recognise the necessity and urgency of being involved in discussions on OSS, as opposed to leaving it up to the developed space actors.     Abstract: This volume is the second part of a project which hosts an interdisciplinary discussion about the relationship among law and language, legal practice and ordinary conversation, legal philosophy and the linguistics sciences. An international group of authors, from cognitive science, philosophy of language and philosophy of law question about how legal theory and pragmatics can enrich each other. In particular, the first part is devoted to the analysis of how pragmatics can solve problems related to legal theory: What can pragmatics teach about the concept of law and its relationship with moral, and, in particular, about the eternal dispute between legal positivism and legal naturalism? What can pragmatics teach about the concept of law and/or legal disagreements? The second part is focused on legal adjudication: it aims to construct a pragmatic apparatus appropriate to legal trial and/or to test the tenure of the traditional pragmatics tools in the field.     Abstract: This volume offers the reader a singular overview of current thinking on indirect reports. The contributors are eminent researchers from the fields of philosophy of language, theoretical linguistics, and communication theory, who answer questions on this important issue. This exciting area of controversy has until now mostly been treated from the viewpoint of philosophy. This volume adds the views from semantics, conversation analysis and sociolinguistics. Authors address matters such as the issue of semantic minimalism vs. radical contextualism, the attribution of responsibility for the modes of presentation associated with Noun Phrases, and how to distinguish the indirect reporter’s responsibility from the original speaker’s responsibility. They also explore the connection between indirect reporting and direct quoting. Clearly indirect reporting has some bearing on the semantics/pragmatics debate, however, there is much controversy on “what is said”, whether this is a minimal semantic logical form (enriched by saturating pronominals) or a much richer and fully contextualized logical form. This issue will be discussed from several angles. Many of the authors are contextualists and the discussion brings out the need to take context into account when one deals with indirect reports, both the context of the original utterance and the context of the report. It is interesting to see how rich cues and clues can radically transform the reported message, assigning illocutionary force, and how they can be mobilized to distinguish several voices in the utterance. Decoupling the voice of the reporting speaker from that of the reported speaker on the basis of rich contextual clues is an important issue that pragmatic theory has to tackle. Articles on the issue of slurs will bring new light to the issue of decoupling responsibility in indirect reporting, while others are theoretically oriented and deal with deep problems in philosophy and epistemology.

    Abstract: This volume is part of the series ‘Pragmatics, Philosophy and Psychology’, edited for Springer by Alessandro Capone. It is intended for an audience of undergraduate and graduate students, as well as postgraduate and advanced researchers. This volume focuses on societal pragmatics. One of the main concerns of societal pragmatics is the world of language users. We are interested in the investigation of linguistic practices in the context of societal practices (‘praxis’, to use a term used in the Wittgensteinian and other traditions). It is clear that the world of users, including their practices, their culture, and their social aims has to be taken into account and seriously investigated when we deal with the pragmatics of language. It is not enough to discuss principles of language use solely in the guise of abstract theoretical tools.     Abstract: This monograph on indirect reports offers insights on the semantics/pragmatics interface and a refinement of the notion of explicature. The volume is written in an engaging style and guides the reader through the theoretical problems and their ramifications. The thorniest problem in the study of indirect reports is their polyphonic nature, and how the listener distinguishes between the reporter’s voice and the original speaker’s voice, either by contextual clues or, in the absence of such clues, by resorting to pragmatic principles. The introductory chapter discusses the main issues that will be addressed in the volume. The next chapters focus on the various aspects of indirect reports, covering both theory and practical applications. .

    Abstract: This volume offers recent developments in pragmatics and adjacent territories of investigation, including important new concepts such as the pragmatic act and the pragmeme, and combines developments in neighboring disciplines in an integrative holistic pragmatic approach. The young science of pragmatics has, from its inception, differentiated itself from neighboring fields in the humanities, especially the disciplines dealing with language and those focusing on the social and anthropological aspects of human behavior, by focusing on the language user in his or her societal environment.     Abstract: This volume highlights important aspects of the complex relationship between common language and legal practice. It hosts an interdisciplinary discussion between cognitive science, philosophy of language and philosophy of law, in which an international group of authors aim to promote, enrich and refine this new debate. Philosophers of law have always shown a keen interest in cognitive science and philosophy of language in order to find tools to solve their problems: recently this interest was reciprocated and scholars from cognitive science and philosophy of language now look to the law as a testing ground for their theses.     Abstract: This book is about the pragmatics of language and it illustrates how pragmatics transcends the boundaries of linguistics.     Abstract: This volume provides insight into linguistic pragmatics from the perspective of linguists who have been influenced by philosophy. Theory of Mind and perspectives on point of view are presented along with other topics including: semantics vs. semiotics, clinical pragmatics, explicatures, cancellability of explicatures, interactive language use, reference, common ground, presupposition, definiteness, logophoricity and point of view in connection with pragmatic inference, pragmemes and language games, pragmatics and artificial languages, the mechanism of the form/content correlation from a pragmatic point of view, amongst other issues relating to language use. Relevance Theory is introduced as an important framework, allowing readers to familiarize themselves with technical details and linguistic terminology. This book follows on from the first volume: both contain the work of world renowned experts who discuss theories relevant to pragmatics. Here, the relationship between semantics and pragmatics is explored: conversational explicatures are a way to bridge the gap in semantics between underdetermined logical forms and full propositional content. These volumes are written in an accessible way and work well both as a stimulus to further research and as a guide to less experienced researchers and students who would like to know more about this vast, complex, and difficult field of inquiry
