    Abstract: Between Harmony and Discrimination explores the varying expressions of religious practices and the intertwined, shifting interreligious relationships of the peoples of Bali and Lombok. As religion has become a progressively more important identity marker in the 21st century, the shared histories and practices of peoples of both similar and differing faiths are renegotiated, reconfirmed or reconfigured. This renegotiation, inspired by Hindu or Islamic reform movements that encourage greater global identifications, has created situations that are perceived locally to oscillate between harmony and discrimination depending on the relationships and the contexts in which they are acting. Religious belonging is increasingly important among the Hindus and Muslims of Bali and Lombok; minorities (Christians, Chinese) on both islands have also sought global partners.     Abstract: This book reveals how ordinary people in rich democracies responded to the Great Recession. Through cross-national statistical work and detailed case comparison, it surveys how the economic crisis affected elections, public opinion and protest behaviour between 2008 and 2011. It shows that incumbents were generally punished harshly at the polls regardless of whether they were of the left or right, yet it also reveals that citizens reacted to the recession with surprising moderation in other realms of mass politics.

Ausländer im rechtlichen Sinne dürfen nicht an allen politischen Entscheidungen mitwirken. Unter den Bedingungen einer fortschreitenden europäischen Integration und einer empirisch evidenten Zuwanderungsgesellschaft stellt sich daher die Frage, wie es um die Legitimation politischer Entscheidungen und um die politisch-demokratische Repräsentation derjenigen bestellt ist, die zwar in Deutschland wohnen, aber de jure nur eingeschränkte Teilhaberechte haben.     Abstract: Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. The ongoing persistence of corruption underlines that it is not only dysfunctional, but can be highly functional as well. This special issue brings together contributions from comparative politics, political science and economics which precisely focus on these (dys)functionalities of corruption in political regimes across various world regions. The question of methodological pluralism is especially important for studying corruption comparatively. While on an international level a trend towards an increased use of quantitative methods in political science as well as in economics can be observed, the special issue underlines the importance of having a pluralistic approach for grasping the complex and multi-layered effects of the phenomenon. Of similar importance is the adoption of a comparative perspective that includes different world regions in order to understand the different roles of corruption in developing, transforming and developed countries alike. Although specific conditions in individual countries that have experienced large-scale popular mobilizations are investigated, they are neither treated in isolation nor separated from broader developments in the region. Instead, the authors highlight connections between individual case studies and systemic conditions throughout the Arab arena. These include the crisis of political authority, the failure of economic development and new genres of mobilization and activism, especially communication technology and youth movements. The careful analysis and reflection on the prospects for democratic change in the region ensures the book will have both an immediate and enduring appeal

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance

    Abstract: Benedict Anderson hat im Zusammenhang mit der Entstehung nationaler Gebilde das erfolgreiche Konzept der imagined communities geprägt. Die Schaffung einer nationalen Sprache, einer Ursprungslegende und einer Erinnerungskultur ermöglicht die Konstitution eines Feldes der nationalen Zeit. Diesem zeitlichen Feld entspricht auch ein räumliches. So wurden nationale Formationen im europäischen Raum immer wieder auf bestimmte Landschaftstypologien zurückgeführt. Aufgrund seines diskursiv-medialen Ansatzes geraten bei Anderson landschaftliche Phänomene jedoch erst gar nicht in den Blick. Rainer Guldin schließt diese theoretische Lücke hier exemplarisch für den deutschen Sprachraum. Im Mittelpunkt stehen dabei Prozesse der Metaphorisierung, denen auch Simon Schama in seinem Buch über Landschaft und Gedächtnis nachgegangen ist.

Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation.     Abstract: „Religion und Politik“ wurde spätestens mit den jüngsten Revolutionen im arabischen Raum ein zentrales Thema für die Demokratisierungsforschung. Wie beeinflussen religiöse Akteure Demokratisierung? Welche Faktoren bedingen ihre Einflussnahme? Der vorliegende Band bietet erste Antworten auf diese Fragen. Hierfür wird ein theoretisch-konzeptionelles Analyseraster zur Untersuchung der Rolle religiöser Akteure im Regimewandel entwickelt. In keiner der behandelten jungen mehrheitlich christlichen, christlich-orthodoxen oder muslimischen Demokratien haben religiöse Akteure das Ergebnis des jeweiligen Transformationsprozesses bestimmt. Sie haben durch ihre politische und gesellschaftliche Einflussnahme aber zu Prozessen der Erosion autoritärer Herrschaft und zur Demokratisierung beigetragen. Die Möglichkeiten religiöser Akteure auf Demokratisierung einzuwirken, hängen vor allem von ihrer Organisationsform und der formalrechtlichen sowie de facto Stellung gegenüber dem politischen Regime ab. Ihre Ziele, Mittel und die politische Tragweite ihrer vertretenen Theologien sind vornehmlich davon bedingt, wie viel Unabhängigkeit sie vom Staat genießen.     Abstract: Globalization has had a sharp impact on the definition of ‘national security,’ as the interconnectedness of many threats calls for them to be addressed at the national and global level simultaneously. Law enforcement efforts must increasingly include elements of international and transnational communication and cooperation. Police forces in different countries must find common ways to share data and track international crime trends.This timely work analyzes key challenges confronting the law enforcement community, with regards to international crime, particularly illegal trafficking and terrorism.     Abstract: Policing in Central and Eastern Europe has changed greatly since the fall of the Berlin Wall. Some Central and Eastern European countries are constituent members of the European Union, while others have been trying to harmonize with the EU and international requirements for a more democratic policing and developments in accordance with Western European and international policing standards, especially in regard to issues of legality and legitimacy.Changes in the police training system (basic and advanced), internationalization of policing due to transnationalization of crime and deviance, and new police organizational structures and agencies have impacted new cultures of policing (from exclusively state to plural policing). This timely volume examines developments in the last two decades to learn the nature of these changes within Central and Eastern Europe, and their impact on police culture, as well as on society as a whole.The development of police research has varied widely throughout Central and Eastern Europe: in some countries, it has developed significantly, while in others it is still in its infancy. This work allows for a transfer of ideas and models of police organization and policing, with an aim to provide consistent and comparable data across all of the countries discussed. For the twenty countries covered, this systematic work provides: short country-based information on police organization and social control; crime and disorder trends in the last 20 years with an emphasis on policing, police training and police educational systems; changes in policing in the last 20 years; police and the media; present trends in policing (public and private, multilateral, plural policing); policing urban and rural communities; recent research trends in research on policing; and future developments

    Abstract: The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.

    Abstract: Territorial autonomy in Spain has reached a crossroads. After over thirty years of development, the consensus regarding its appropriateness has started to crumble. The transformation project embodied by the reform of Statute of Catalonia (2006) has failed to achieve its most significant demands. Although the concept of Spain as a Federation is disputed -more within the country than beyond-, the evolution of the Spanish system needs to follow a markedly federalist path. In this perspective, reference models assume critical importance.     Abstract: This book offers an original analytic and theorization of the biopolitics of development in the postcolonial present, and draws significantly from the later works of Michel Foucault on biopolitics. Foucault’s works have had a massive influence on postcolonial literatures, particularly in political science and international relations, and several authors of this book have themselves made significant contributions to that influence. While Foucault’s thought has been inspirational for understanding colonial biopolitics as well as governmental rationalities concerned with development, his works have too often failed to inspire studies of political subjectivity. Instead, they have been used to stoke the myth of the inevitability of the decline of collective political subjects, often describing an increasingly limited horizon of political possibilities, and provoking a disenchantment with the political itself in postcolonial works and studies. Working against the grain of current Foucauldian scholarship, this book underlines the importance of Foucault’s work for the capacity to recognize how this degraded view of political subjectivity came about, particularly within the framework of the discourses and politics of ‘development’, and with particular attention to the predicaments of postcolonial peoples. It explores how we can use Foucault’s ideas to recover the vital capacity to think and act politically at a time when fundamentally human capacities to think, know and to act purposively in the world are being pathologized as expressions of the hubris and ‘underdevelopment’ of postcolonial peoples. Why and how it is that life in postcolonial settings has been depoliticized to such dramatic effect? The immediacy of these themes will be obvious to anyone living in the South of the world. But within the academy they remain heavily under-addressed. In thinking about what it means to read Michel Foucault today, this book tackles some significant questions and problems: Not simply that of how to explain the ways in which postcolonial regimes of governance have achieved the debasements of political subjectivity they have; nor that of how we might better equip them with the means to suborn the life of postcolonial peoples more fully; but that of how such peoples, in their subjection to governance, can and do resist, subvert, escape and defy the imposition of modes of governance which seek to remove their lives of those very capacities for resistance, subve ...

    Abstract: Da die beiden Begriffe „Kultur“ und „Staat“ über eine große inhaltliche Breite verfügen, ist das Feld der Interpretationsmöglichkeiten außerordentlich weit. Wichtiger als der quantitative Umfang der Begriffe aber ist selbstverständlich deren qualitative Bedeutung: Sowohl vom Begriff der Kultur als auch vom Begriff des Staates lässt sich sagen, dass sie im eigentlichen Wortsinne fundamental sind. Sie legen das Fundament für das Zusammenleben der Menschen – mit Kultur ist dabei die (oft unsichtbare und doch überall wirksame) Totalität menschlicher Hervorbringungen gemeint, mit Staat die institutionelle Grundordnung einer Gemeinschaft, welche die wichtigsten Regeln der Herrschaft in einem bestimmten Territorium verbindlich festschreibt. Der Zusammenhang zwischen Kultur und Staat, genauer: Die Abhängigkeit des Staates von der Kultur, ist offensichtlich: Staaten sind immer auch Ausdruck kultureller Werte und Ideale. Ein besonderes Kulturverständnis schlägt sich in aller Regel auch in einem besonderen Staatsverständnis nieder; dabei erweisen sich die primär ideellen Werte einer Kultur häufig sogar als prioritär gegenüber ihrer materiellen Verwirklichung in Institutionen. In jedem Fall gilt, dass beide, Staat und Kultur, aufs Engste miteinander verzahnt und ineinander verwoben sind. Wie dies von großen (Kultur-)Theoretikern des 20. Jahrhunderts gesehen worden ist, dokumentiert dieser Band
