Abstract: Introduction: becoming EU citizens – consequences for Bulgarian migrants in Germany -- Background: history of Bulgarian migration to Germany -- Methodology: a time-location sampling survey among Bulgarians in Hamburg -- Migration patterns: empirical evidence beyond official statistics -- Labour market integration: analysing the impact of restricted freedom of work -- Political integration: exploring the electoral participation of recent EU citizens -- Naturalisation: explaining the exceptional willingness of Bulgarians to naturalise -- Conclusion: the unnoticed effects of EU accession.
Abstract: This study provides empirical evidence on the considerable but often unnoticed impact of EU accession on the mobility and integration of migrants from Bulgaria in Germany. Original data from a time-location sampling survey in Hamburg reveal that free movement not only induced a high level of mobility among EU citizens from Bulgaria after 2007 but also enabled their more permanent settlement in Germany. The study also provides statistical evidence that EU citizenship contributed to better legal integration of Bulgarian migrants in Germany, but national policies shaped to a greater extent their integration in terms of participation in the core areas of life. Restrictive policies such as transitional periods in the freedom of work hampered labour market integration and created more disadvantaged positions for workers. Inclusive policies such as the dual citizenship policy facilitated the naturalisation of settled migrants and led to exceptionally high naturalisation rates for Bulgarians that point to their successful integration in society. However, integration successes remain almost unnoticed in public discourse, which is dominated by the image of Bulgarian migration as a challenge. About the author Vesela Kovacheva is a researcher at the Centre for Migration Research and Integration Practice at the Hamburg University of Applied Sciences (HAW).

Abstract: This interdisciplinary endeavour portrays the central features of militant movements which hold totality as an important part of their doctrinal core. Revisiting the importance of modernity, utopianism, eschatology, charisma, psychology and the history of ideas, Mihai Murariu pursues a reconstruction of the historical requirements for the emergence of such movements. Making a central use of the concept of totalism, the work establishes a conceptual bridge from antiquity to the contemporary period, whilst also arguing for the suitability of the term in comparison to totalitarianism or political religion. The author also proposes a distinct taxonomy for structural elements, variants, and development phases which may be encountered in totalist movements. Contents • Totality and Totalism: Theory and Concepts • Evolving Perspectives: Eschatology and Utopia • The Totalist Types: Between Renovative and Utopian Strands • Totalism Transformed: Power, Purity, and Truth from Heterodoxy to Ideocracy • The Legion of the Archangel Michael and the “Hybrid” Totalist Type Target Groups • Lecturers and students of political science, security studies, history, sociology, philosophy • Academics, policymakers About the Author Mihai Murariu is an independent researcher, as well as a writer and essayist. His research interests focus on the roots of radicalism, modernity, terrorism, and the interplay between ideology, security and militant movements, and the challenges these bring about in contemporary pluralist societies

Abstract: Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election. Abstract: An unprecedented number of people is currently on the move seeking refuge in Europe. Large parts of European societies respond with anxiety and mistrust to the influx of people. Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean. Target Groups • Researchers and students in political science, International Relations, European Studies, Area Studies focusing on migration • Policymakers on the regional, national and sub-national level • Civil society actors working in the field of migration and integration The Editors Dr. Annette Jünemann is Professor for Political Science and International Relations, Helmut Schmidt University, Hamburg. Abstract: Annette Ranko analyses the Muslim Brotherhood’s challenging of the Mubarak regime and the ensuing struggle between the two from 1981 to 2011. She furthermore traces how the group evolved throughout the process of that struggle. She studies how the Brotherhood’s portrayal of itself as an attractive alternative to the regime provoked the Mubarak regime to level anti-Brotherhood propaganda in the state-run media in order to contain the group’s appeal amongst the public. The author shows how the regime’s portrayal of the Brotherhood and the Brotherhood’s engagement with it have evolved over time, and how this ideational interplay has combined with structural institutional aspects in shaping the group’s behaviour and ideology. Abstract: Astrid Bothmann examines historical, political and socioeconomic factors that explain the absence of transitional justice in Nicaragua from 1990 to 2012. The author provides the first systematic analysis of the reasons for the lack of transitional justice in Nicaragua after the end of the Sandinista regime and the civil war (1990). Contrary to other Latin American states of the third wave of democratization, which put the perpetrators of past crimes on trial, established truth commissions, purged political and military officials, and made reparations to the victims, Nicaragua’s first post-war government opted for a policy of national reconciliation that was based on amnesty and oblivion. Subsequent governments followed this course so that the past has not been dealt with until today. Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making. Abstract: Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making

Abstract: European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated interaction, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots. Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style.
