    Abstract: This Open-Access-book questions the relationship between institutionalized images and understandings of policing – the monolithic ideas common to most, if not all, Western law enforcement agencies – and contextual, situative, and local interactions where the human representatives of policing – street-level officers – come into contact with residents. The political and theoretical association of specific forms of “Western” policing with democratic society can be illustrated in the case of German integration: narratives of reform and essentially forging new democratic police agencies in the “new German states” stand at odds with much of the experience and statements of officers who continued to serve following (Re)Unification. Officers who present their works primarily in terms of their local responsibilities, expectations and more specifically to their unique and individual relationship and connection to their communities downplay the relevance of high-level policing policy. Based on a two-year ethnographic study of policing in a rural county in the German state of Brandenburg, this book explores the local nature of policing both in terms of how police officers imagine their communities to be and with reference to broader societal expectations and assumptions of what police, essentially, are, can effectively do, and should effectively do. About the author Aaron Bielejewski is a research associate at the Centre for Criminological Research Saxony. He studies cultural and interactionist aspects of police work and prison.

    Abstract: Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country’s welfare state failed to adapt to widening inequalities in households’ market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain.     Abstract: Sandu-Daniel Kopp investigates whether carbon reduction targets are compatible with market-driven competition in gas (and power) industries, and whether security of supply is compatible with competitive markets. He examines the policy trade-offs which need to be made between the three different elements, and whether these policy judgements should be economically or politically based. The analysis shows the need for a complex set of politically determined options to protect (competitive) markets from price risks and emergency events and demonstrates that this has thus far failed the policy test. Overall, the author argues that the three major elements of EU energy policy are incompatible in important respects and thereby challenges much of the conventional wisdom of EU and Member State policies of the past decade. She demonstrates that ideas about problems and solutions in transboundary policy-making differ widely, and that these differences are caused by the decision makers’ policy contexts and self-interests. The differences concern key aspects in global governance on renewables, such as global challenges to be addressed, favored renewables options, barriers to renewables promotion, and tasks for cooperation.     Abstract: Eva-Maria Heberer provides an overview over the history of prostitution in Germany, in which she discusses changes in legislation, in society and its view on prostitution, as well as in the market for commercial sex since 1846. Two different models describing a woman’s decision to engage in sex work are suggested. Both are kept as general as possible and based on universal microeconomic models. The effect of a changing probability of getting caught selling commercial sex is analyzed using the Slutsky decomposition. Relevant variables influencing the supply of sex work are identified and measured using historical and up-to-date data for the state of Hamburg and Germany. Correlations between the variables are described and discussed, allowing to conclude that a higher probability of getting caught led to a lower supply of commercial sex over the years.
