    Abstract: Was migration to Germany a blessing or a curse? The main argument of this book is that the Greek state conceived labor migration as a traineeship into Europeanization with its shiny varnish of progress. Jumping on a fully packed train to West Germany meant leaving the past behind. However, the tensed Cold War realities left no space for illusions; specters of the Nazi past and the Greek Civil War still haunted them all. Adopting a transnational approach, this monograph retargets attention to the sending state by exploring how the Greek Gastarbeiter’s welfare was intrinsically connected with their homeland through its exercise of long-distance nationalism. Apart from its fresh take in postwar migration, the book also addresses methodological challenges in creative ways. The narrative alternates between the macro- and the micro-level, including subnational and transnational actors and integrating a diverse set of primary sources and voices. Avoiding the trap of exceptionalism, it contextualizes the Greek case in the Mediterranean and Southeast European experience

    Abstract: This book examines the digitalization of Small and Medium Enterprises (SMEs) in Indonesia and its challenges in the context of an emerging economy and the Covid-19 crisis. During the Covid-19 pandemic, business digitalization became a must for a business to avoid collapse and people saw that digital transformation is a panacea for SMEs to help them survive and revive from the crises. Governments and other stakeholders in many countries including Indonesia have launched policies and programs to support SMEs. Transforming SMEs' conventional businesses into digitalized versions, however, is a complex issue influenced by various factors. These factors encompass both internal changes within the organization and external dynamics in the ecosystem in which they operate. This book, therefore, is a new approach towards understanding the digitalization of SMEs in Indonesia and includes contributions from scholars with different, multi-disciplinary perspectives and demonstrates that digital transformation of SMEs is not all about technology adoption but also involves other aspects such as social, economic, and public governance factors. It discusses opportunities and challenges of digital transformation of SMEs in Indonesia, such as digital talent, financial inclusion, platform capitalism, automation, government’s role, governance, open competition, and inclusive digital economy. The book is of interest to researchers and students of social economics, SMEs and entrepreneurship, human capital research, and economy and governance.

    Abstract: This book introduces a new theoretical framework that examines Iran in relation to the theological concept of Anfal, a confiscatory regime seen in Iran since 1979 where public assets belong to the leader of Iran. Through analysing the economic impacts of Anfal, the effects of political capitalism and destructive coordination and how they lead to the economics of hoarding and the flight of capital and labour are highlighted. The economics of predation, ecological disaster, and cooperative coordination are also discussed. This book aims to highlight the economic consequences of Anfal and its role in sustaining destructive condition and shaping the Islamic political capitalism. It will be relevant to students and researchers interested in the political economy, Middle Eastern and Islamic studies. Mehrdad Vahabi is Professor of Economics at University Sorbonne Paris Nord and director of the research center on Economics at North Paris (CEPN) affiliated to the French National Center for Scientific Research (CNRS).     Abstract: This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline. Joseph Downing is Senior Lecturer in International Relations and Politics, Aston University, UK, and Visiting Fellow in the European Institute, London School of Economics and Political Science, UK. He was previously Marie-Curie Fellow at the Laboratoire méditerranéen de sociologie, CNRS, Université Aix-Marseille Marseille, and the School of Oriental and African Studies, University of London. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: This book deals with a central aspect of Marx’s critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx’s scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is’ but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences – consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure’ science. By analyzing Marx’s concept of truth the authors also attempt to shed light on a pivotal problematique of any modern critique of society that raises a reasoned claim of being true.     Abstract: The European Union (‘EU’) is promoting a suite of innovations in international economic regulation—among them, reforms for secure and sustainable investment, a comprehensive approach to the mutual recognition of professional qualifications, a viable carbon border adjustment mechanism, heightened intellectual property rights protection, the arm’s length principle in taxation, and an increased commitment to non-economic vales. Through a critical analysis of key regulations and policies, this volume explores the evolving architectures of international economic agreements in light of EU practice. A comprehensive analysis indicates that novelties are rooted in geoeconomic considerations, through which a fundamental shift is underway towards the adoption of comprehensive bilateral trade agreements. Whilst innovation has the potential to significantly harmonise cross-border regulatory frameworks, it can also trigger significant fractures, particularly when applied restrictively and asymmetrically. Arguably, the ‘Brussels effect’ will to a certain extent foster a progressive development of international economic regulation, while in some respects being constrained by the status quo of the international economic regime. This volume is part of the Jean Monnet project Third Country Engagement with EU Trade Policy led by the ANU Centre for European Studies at the Australian National University, and supported by the European Commission under the Erasmus+ actions. The project seeks to explore and improve understanding of the EU’s evolving trade policy and its implications for third countries, including Australia and countries in the Asia-Pacific region.

    Abstract: In Infertile Environments, Janelle Lamoreaux investigates how epigenetic research into the effects of toxic exposure conceptualizes and configures environments. Drawing on fieldwork in a Nanjing, China, toxicology lab that studies the influence of pesticides and other pollutants on male reproductive and developmental health, Lamoreaux shows how the lab's everyday research practices bring national, hormonal, dietary, maternal, and laboratory environments into being. She situates the lab's work within broader Chinese history as well as the contemporary cultural and political moment, in which declining fertility rates and reproductive governance and technology are growing concerns. She also points to how toxicology in China is a transnational endeavor tied to both local conditions and international research agendas and infrastructures, which highlights the myriad scales and scope of epigenetic environments. At a moment of growing concerns about toxins, endocrine-disrupting chemicals, and climate change, Lamoreaux demonstrates that epigenetic research's proliferation of environments produces new kinds of toxic relations that impact multiple generations of humans.

    Abstract: Working-class Britons played a crucial role in the pioneering settlement and integration of South Asians in imperial Britain. Using a host of new and neglected sources, Imperial Heartland revises the history of early South Asian immigration to Britain, focusing on the northern English city of Sheffield. Rather than viewing immigration through the lens of inevitable conflict, this study takes an alternative approach, situating mixed marriages and inter-racial social networks centrally within the South Asian settlement of modern Britain. Whilst acknowledging the episodic racial conflict of the early inter-war period, David Holland challenges assumptions that insurmountable barriers of race, religion and culture existed between the British working classes and non-white newcomers. Imperial Heartland closely examines the reactions of working-class natives to these young South Asian men and overturns our pre-conceptions that hostility to perceived racial or national difference was an overriding pre-occupation of working-class people during this period. Imperial Heartland therefore offers a fresh and inspiring new perspective on the social and cultural history of modern Britain.

    Abstract: Barry Buzan proposes a new approach to making International Relations a truly global discipline that transcends both Eurocentrism and comparative civilisations. He narrates the story of humankind as a whole across three eras, using its material conditions and social structures to show how global society has evolved. Deploying the English School's idea of primary institutions and setting their story across three domains - interpolity, transnational and interhuman - this book conveys a living historical sense of the human story whilst avoiding the overabstraction of many social science grand theories. Buzan sharpens the familiar story of three main eras in human history with the novel idea that these eras are separated by turbulent periods of transition. This device enables a radical retelling of how modernity emerged from the late 18th century. He shows how the concept of 'global society' can build bridges connecting International Relations, Global Historical Sociology and Global/World History.

    Abstract: In this bold and provocative book, Damani J. Partridge examines the possibilities and limits of a universalized Black politics. Young people in Germany of Turkish, Arab, and African descent use claims of Blackness to hold states and other institutions accountable for their everyday struggle. Partridge tracks how these youth invoke the expressions of Black Power, acting out the medal-podium salute from the 1968 Olympics, proclaiming "I am Malcolm X," expressing mutual struggle with Muhammad Ali and Spike Lee, and standing with raised and clenched fists next to Angela Davis. Partridge also documents the demands by public-school teachers, federal-program leaders, and politicians that young immigrants account for the global persistence of anti-Semitism as part of the German state's commitment to antigenocidal education. He uses these stories to interrogate the relationships among European Enlightenment, Holocaust memory, and Black futures, showing how noncitizens work to reshape their everyday lives. In doing so, he demonstrates how the concept of Blackness energizes, inspires, and makes possible participation beyond national belonging for immigrants, refugees, Black people, and other People of Color.

    Abstract: Since 1994, as the ruling party in South Africa, the ANC have become synonymous with and indivisible from the fight against apartheid rule. This has left little space for competing accounts, visions, and political projects to find their appropriate place in the historical narrative. In this innovative book, Toivo Asheeke moves beyond these well-trodden histories, to tell the previously neglected story of the Black Consciousness Movement (BCM), a militant revolutionary nationalist wing of the anti-colonial struggle. Using archival sources from four countries and interviews with former veterans of the movement, Asheeke explores the BCM's engagement with guerrilla warfare, community feminism and Black Internationalism. Uncovering the personal and political histories of those who have previously received scant scholarly attention, Asheeke both illuminates the history of Africa's decolonization struggle and that of the wider Cold War

Basierend auf Umfragedaten sowie Fokusgruppendiskussionen wird in diesem Buch gezeigt, dass Erwartungen auf den Zugang zu urbaner Bürgerschaft trotz der wiederholt erfahrenen Frustration eben dieser Erwartungen steigen, obwohl soziales Vertrauen in informellen Siedlungen gering bleibt und obwohl unter Bewohner:innen informeller Siedlungen meist keine starke Bindung an die Stadt empfunden wird. Es kann damit erstmals gezeigt werden, dass unter Menschen in Kenias urbaner Informalität nicht nur Erwartungen, sondern Ansprüche auf Zugang zu Bürgerschaft zunehmen. Urbane Informalität in Kenia prägt damit Bürgerschaft auf spezifische Art und Weise.
    Abstract: Access to the social and political means of citizenship is a distinct expectation of those living and working in Nairobi’s urban informality. In an empirical analysis based on original survey data comparing rural and urban Kenya and focus-group discussions in informal settlements of Nairobi, this book shows that expectations of accessing public goods were high when people first arrived in the city and rose over time among dwellers in Nairobi’s urban informality, despite previous repeated frustrations of such expectations as well as strong attachments to rural areas. The book demonstrates that urban informality distinctly shapes citizenship.

    Abstract: This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. The objective of this book is to study the 2019 electoral sequence (parliamentary elections, appointment of EU institutions leaders, investiture of the Commission, new legislative programme) and determine its influence on the main institutional and political challenges for the 2019-2024 legislature. In other words, the volume deals with the question of who holds the EU’s leadership after the 2019 elections and how it handles the 2020-2021 pandemic.     Abstract: This book explores the role of capital and labor migration in the expansion of the capitalist world-system. It presents comprehensive case studies on various historical periods of hegemony recognized by world-system theory: the Dutch hegemony (1625-1675), British hegemony (1815-1873), and US hegemony (1945-1970). Moreover, the book identifies an earlier period of economic dominance in Western Europe when merchant-bankers from Florence dominated the regional wool trade in the early thirteenth century. In these four intervals of dominance, i.e., from the medieval period to the late twentieth century, capital and labor migration formed the basis of capitalist development in the hegemonic core states as well as in peripheral regions under their economic and political influence. In turn, the book analyzes the migration patterns associated with the rise of hegemony from the perspectives of class relations between employers and workers, technological advances at the workplace, economic cycles, and state policies on labor migration. It concludes with a projection that heightened migration will continue to characterize the capitalist world system, especially as many poor and displaced populations in peripheral regions resort to migration for survival.     Abstract: This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises it created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscape to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the post-communist transitions as well as the contemporary politics of CEE. It also shows how European Union bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general.     Abstract: Despite massive investments in mitigation capabilities, financial crime remains a trillion-dollar global issue with impacts that extend well beyond the financial services industry. Although it is not possible to measure money laundering in the same way as legitimate economic activity, the scale of the problem is considered enormous. The cybersecurity landscape is always shifting, with threats becoming more sophisticated all the time. Managing risks in the banking and financial sectors requires a thorough understanding of the evolving risks as well as the tools and practical techniques available to address them. Cybercrime is a global problem, which requires a coordinated international response. This book outlines the regulatory requirements that come out of cyber laws and showcases the comparison in dealing with AML/CFT and cybersecurity among the G-20, which will be of interest to scholars, students and policymakers within these fields.     Abstract: This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.     Abstract: While the ambitious objectives outlined in the EU’s Green Deal aim at making Europe the first climate-neutral continent by 2050, national implementation greatly varies depending on local geographies, history, culture, economics, and politics. This book analyses Member States’ and EU neighbours’ national efforts to combat climate change. It subsequently draws on these factors to highlight local challenges, tensions, and opportunities on the road towards climate neutrality. In the context of inter-country dependencies following Russia’s war against Ukraine, it addresses strategic questions regarding EU integration, the transformation of our economies, the reduction of energy dependencies, and public perception of the above. The book also makes concrete recommendations, in various policy areas, on how individual countries and the EU as a whole should deal with the climate crisis. The Editors Dr. Michael Kaeding holds a Jean Monnet Chair for European Integration and European Union Politics at the Institute of Political Science, University of Duisburg-Essen, Germany. He is a visiting fellow of the European Institute of Public Administration in Maastricht and member of the flying faculties of the College of Europe, Bruges, and the Turkish-German University in Istanbul. From 2016 to 2019 he was the chairman of the Trans European Policy Studies Association. Many of the basic structures of Finnish public administration have remained intact during the country’s relatively short independence of 100 years, but Finland has been able to tackle major turbulence ranging from wars and financial crises to the Covid-19 pandemic. Finland has also had to adjust to greater European integration, a new constitution, an ageing population, increased globalization of markets, and climate change. Chapters in this volume examine a wide range of themes pertinent to Finnish public administration, including government, regionalisation, health care policy, performance management, budgeting, and higher education policy. Placing these themes within the wider context of Nordic administrative developments, the book showcases public administration in Finland as pragmatism in action.     Abstract: Does power sharing bring peace? Policymakers around the world seem to think so. Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states

    Abstract: This book sheds light on the theory of political leadership, which is still an under-researched field of political science. It is related to the philosophical argument about determinism versus activism and helps to understand the basic conflict of the 21st century between liberal democracy and new authoritarianism. The book looks at Max Weber’s typology of political rule and his concept of the ethics of responsibility, which are key to the theory of leadership. The author shows that the unfinished contest between democracy and new authoritarianism in the 21st century confirms the importance of leadership in old and new democracies as well as in the neo-authoritarian regimes and calls for a new type of political leaders. Political scientists and political sociologists tend to concentrate on the analysis of social forces, often to the extent of ignoring the active role of leading individuals. Two main trends in 19th century philosophy (Hegelian determinism vs. Carlyle’s romanticism) can be reconciled by adopting which interpretation of history based on the concept of „alternative roads“, the choice between which makes political leadership crucial for understanding politics. Leaders play particularly important roles in times of crises. In the 20th century such crises were created by two world wars (with the crucial role of such leaders as Woodrow Wilson, Winston Churcill, Charles de Gaulle, but also Adolph Hitler und Joseph Stalin) and revolutions (with Wladimir Lenin and Mao Zedong as revolutionary leaders of totalitarian states). During the cold war emerged a new type of democratic leadership devoted to the solidarity of democratic states and to the European integration (Konrad Adenauer, Willy Brandt, Robert Schuman). The transition to democracy in the last quarter of the 20th century depended to a large degree on the quality of leaders as demonstrated both by successes and failures of post-dictatorial regimes (Mikhail Gorbachev and Boris Yeltsin in Russia, Lech Walesa and Wojciech Jaruzelski in Poland, Adolfo Suarez in Spain, Nelson Mandela in South Africa etc.).

    Abstract: "How do the worlds that state administrators manage become the feelings publics embody? In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on 16 months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics. Invoking the term "administering affect" to illustrate how anxiety becomes a bureaucratic target, technique, and unintended consequence of promoting Japan's national popular culture, the book presents an ethnographic portrait of the at-times surprisingly emotional lives of Japan's state bureaucrats. In examining how anxious feelings come to drive policymaking, White delivers an intimate anthropological analysis of the affective forces interconnecting state governance, popular culture, and national identity"--

This book presents a new theoretical explanation of how executives wield legislative power, based in a formal model. The model is tested using new data from Portugal. It shows that in political systems where one of the political actors has veto powers which can easily be overridden, the type of parliamentary majority is the main consideration for the government's choice of legislative instrument.     Abstract: This book explores the Arctic as a rapidly evolving phenomenon in international affairs of a rising number of stakeholders. For decades, Arctic studies used to be an affair of a relatively narrow group of experts from northern countries. This time is over due to a new Chinese Arctic policy, as well as growing regional interests from South Korea, Singapore, India and Japan. Contributors reflect on new roles for the Arctic region: both as a playground for the old school nation state competition and even confrontation, and a new source for international cooperation in energy, logistics and natural sciences. Climate change, political tensions and economic competition make Arctic a hotter venue of international relations. This new Arctic fever, studied through a comparative analysis of different regional agendas, especially with a focus on the US–China–Russia triangle, represents the main subject of our book, which will be of interest to scholars of geopolitics, of climate change, and of 21st century energy economics. Anastasia Likhacheva works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia. She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014. She also co-leads the ThinkArctic Project within the Program of Russian Chairmanship in the Arctic Councli 2021-2023.

    Abstract: This book offers critical insights into the China-led Belt and Road Initiative (BRI) from an EU perspective. It analyzes the political, cultural, and diplomatic effectiveness of Xi's efforts to expand socio-cultural ties and build new trade corridors between Europe and the Far East, and sheds light on the lasting success and influence of China-led economic programs. The book is divided into three parts. The first part provides an overview of the various dimensions of the BRI initiative, including the challenges and opportunities of the EU-China trade relationship, China's geopolitical interests, and foreign policy approaches. Joachim, Radboud University, Nijmegen, Netherlands By analyzing the UN Environment Programme’s (UNEP’s) contribution to peacebuilding, this book aims to show how international bureaucracies develop knowledge and thereby come to matter on the world stage. Portraying UNEP as an open system, it explores how a growing understanding within the Programme of how environmental degradation shapes insecurities and vice versa has motivated its work on peacebuilding. The theoretical part of this book addresses knowledge, open systems, and knowledge creation. It then presents a historical discussion of UNEP’s development in an open system context. Finally, it investigates how knowledge emergence on the linkage between the environment, conflicts, and insecurities influenced UNEP’s interests and its work on environmental peacebuilding. Natalia Dalmer is a researcher at the Institute of Political Science at Leibniz University Hannover, Germany. She works on international bureaucracies, knowledge, and environmental politics.
