    Abstract: As America has become more racially diverse and economic inequality has increased, American politics has also become more clearly divided by race and less clearly divided by class. In this landmark book, Zoltan L. Hajnal draws on sweeping data to assess the political impact of the two most significant demographic trends of last fifty years. Examining federal and local elections over many decades, as well as policy, Hajnal shows that race more than class or any other demographic factor shapes not only how Americans vote but also who wins and who loses when the votes are counted and policies are enacted. America has become a racial democracy, with non-Whites and especially African Americans regularly on the losing side. A close look at trends over time shows that these divisions are worsening, yet also reveals that electing Democrats to office can make democracy more even and ultimately reduce inequality in well-being

    Abstract: When and why do people obey political authority when it runs against their own interests to do so? This book is about the channels beyond direct repression through which China's authoritarian state controls protest and implements ambitious policies from sweeping urbanization schemes that have displaced millions to family planning initiatives like the one-child policy. Daniel C. Mattingly argues that China's remarkable state capacity is not simply a product of coercive institutions such as the secret police or the military. Instead, the state uses local civil society groups as hidden but effective tools of informal control to suppress dissent and implement far-reaching policies. Drawing on evidence from qualitative case studies, experiments, and national surveys, the book challenges the conventional wisdom that a robust civil society strengthens political responsiveness. Surprisingly, it is communities that lack strong civil society groups that find it easiest to act collectively and spontaneously resist the state.

    Abstract: This book offers a scholarly perspective on heritage as a discourse, concept and lived experience in Malaysia. It argues that heritage is not a received narrative but a construct in the making. Starting with alternative ways of “museumising” heritage, the book then addresses a broad range of issues involving multicultural and folklore heritage, the small town, nostalgia and the environment, and transnationalism and cosmopolitanism. In so doing it delivers an intervention in received ways of talking about and “doing” heritage in academic as well as state and public discourse in Malaysia, which are largely dominated by perspectives that do not sufficiently engage with the cultural complexities and sociopolitical implications of heritage. The book also critically explores the politics and dynamics of heritage production in Malaysia to contest “Malaysian heritage” as a stable narrative, exploring both its cogency and contingency, and builds on a deep engagement with a non-westernsociety in the service of “provincialising” critical heritage studies, with the broader goal of contributing to Malaysian studies.

    Abstract: "Originally published in Spanish in 2017, Pluriversal Politics theorizes what is possible and real and how our conceptualizations of these notions at different moments in time determine our political practices at both the individual and collective levels. For Arturo Escobar, realities are plural and always in the making, and this manner of theorizing the world has profound political implications for imagining liberation and a world otherwise. The chapters, which were originally written as essays, point towards diverse ontologies- or modes of being in the world -and ultimately offer tools for thinking about what to do in our current planetary crisis, one driven by predatory global capitalism. Escobar moves us toward a pluriversal worldview, or a world where many worlds fit, and gestures at how we can find evidence of these possibilities in social movements, particularly Afro-Colombian and indigenous movements from Colombia. These indigenous movement leaders in Colombia problematize ontologies in defense of their territories, worlds, and modes of existing thereby destabilizing notions of the real and the possible. Most of the essays were originally written in Spanish between 2014 and 2017, and presented in contexts ranging from academic presentations to activist gatherings. Chapter 1 explores diverse examples of the real and the possible, such as those found in ancestral traditions and in other societies as well as those theorized by academics in attempts to destabilize the real. Chapter 2 proposes ways of thinking from the bottom and with the Earth, inspired by the revolutionary Mexican Zapatistas. In chapter 3 Escobar presents a discourse analysis of a statement by the Nasa people of the Northern Cauca region of Colombia to argue for the adoption of a Mother Earth Liberation concept/movement. Chapters 4 and 5, respectively, explore epistemologies of the South and autonomous social theory productions from Latin America. Chapter 6 considers the idea of "living beyond development" and examines relevant experiences in the resistance to development that provide a glimpse into other worlds while chapter 7 considers a radical sustainability strategy for Colombia given the current planetary crisis. Finally, chapter 8 imagines a different design for the ecologically devasted city of Cali, Colombia, a new design grounded in self-organization and the relationality of life.     Abstract: Here is the whole sweep of the Soviet experiment and experience as told by its last steward. Drawing on his own experience, rich archival material, and a keen sense of history and politics, Mikhail Gorbachev speaks his mind on a range of subjects concerning Russia's past, present, and future place in the world. Here is Gorbachev on the October Revolution, Gorbachev on the Cold War, and Gorbachev on key figures such as Lenin, Stalin, and Yeltsin. The book begins with a look back at 1917. While noting that tsarist Russia was not as backward as it is often portrayed, Gorbachev argues that the Bolshevik Revolution was inevitable and that it did much to modernize Russia. He strongly argues that the Soviet Union had a positive influence on social policy in the West, while maintaining that the development of socialism was cut short by Stalinist totalitarianism. In the next section, Gorbachev considers the fall of the USSR. What were the goals of perestroika? How did such a vast superpower disintegrate so quickly? From the awakening of ethnic tensions, to the inability of democrats to unite, to his own attempts to reform but preserve the union, Gorbachev retraces those fateful days and explains the origins of Russia's present crises. But Gorbachev does not just train his critical eye on the past. He lays out a blueprint for where Russia needs to go in the twenty-first century, suggesting ways to strengthen the federation and achieve meaningful economic and political reforms. In the final section of the book, Gorbachev examines the "new thinking" in foreign policy that helped to end the Cold War and shows how such approaches could help resolve a range of crises, including NATO expansion, the role of the UN, the fate of nuclear weapons, and environmental problems.     Abstract: This is a study of Vietnam's socialist transition and state transformation, generally known as đổi mới. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.

    Abstract: The Mediterranean Sea is now the deadliest region in the world for migrants. Although the death toll has been rising for many years, the EU response remains fragmented and short sighted. Politicians frame these migration flows as an unprecedented crisis and emphasize migration control at the EU's external boundaries. In this context, 'At Europe's Edge' investigates why the EU prioritizes the fortification of its external borders; why migrants nevertheless continue to cross the Mediterranean and to die at sea; and how EU member states on the southern periphery respond to their new role as migration gatekeepers. This work addresses these questions by examining the relationship between the EU and Malta, a small state with an outsized role in migration politics as EU policies place it at the crosshairs of migration flows and controls.

    Abstract: The global phenomenon of political consumerism is known through such diverse manifestations as corporate boycotts, increased preferences for organic and fair-trade products, and lifestyle choices such as veganism. It has also become an area of increasing research across a variety of disciplines. Political consumerism usesconsumer power to change institutional or market practices that are found ethically, environmentally, or politically objectionable. Through such actions, the goods offered on the consumer market are problematized and politicized. Distinctions between consumers and citizens and between the economy and politics collapse. The Oxford Handbook of Political Consumerism offers the first comprehensive theoretical and comparative overview of the ways in which the market becomes a political arena. It maps the four major forms of political consumerism: boycotting, buycotting (spending to show support), lifestyle politics, and discursive actions, such as culture jamming. Chapters by leading scholars examine political consumerism in different locations and industry sectors, and in consideration of environmental and human rights problems, political events, and the ethics of production and manufacturing practices. This volume offers a thorough exploration of the phenomenon and its myriad dilemmas, involving religion, race, nationalism, gender relations, animals, and our common future. Moreover, the Handbook takes stock of political consumerism's effectiveness in solving complex global problems and its use to both promote and impede democracy.

    Abstract: In The Israeli Radical Left, Fiona Wright traces the dramatic as well as the mundane paths taken by radical Jewish Israeli leftwing activists, whose critique of the Israeli state has left them uneasily navigating an increasingly polarized public atmosphere. This activism is manifested in direct action solidarity movements, the critical stances of some Israeli human rights and humanitarian NGOs, and less well-known initiatives that promote social justice within Jewish Israel as a means of undermining the overwhelming support for militarism and nationalism that characterizes Israeli domestic politics. In chronicling these attempts at solidarity with those most injured by Israeli policy, Wright reveals dissent to be a fraught negotiation of activists' own citizenship in which they feel simultaneously repulsed and responsible.Based on eighteen months of fieldwork, The Israeli Radical Left provides a nuanced account of various kinds of Jewish Israeli antioccupation and antiracist activism as both spaces of subversion and articulations of complicity. Wright does not level complicity as an accusation, but rather recasts the concept as an analysis of the impurity of ethical and political relations and the often uncomfortable ways in which this makes itself felt during moments of attempted solidarity. She imparts how activists persistently underline their own feelings of complicity and the impossibility of reconciling their principles with the realities of their everyday lives, despite the fact that the activism in which they engage specifically aims to challenge Jewish Israeli citizens' participation in state violence. The first full ethnographic account of the Israeli radical left, Wright's book explores the ethics and politics of Jewish Israeli activists who challenge the violence perpetrated by their state and in their name.

    Abstract: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below

    Abstract: The Syrian crisis has confounded political leaders and experts who forecast a rapid fall of the regime. This monumental error of interpretation has had tragic consequences for the unfolding of the crisis and its slide into a frightful civil war with regional and international ramifications. This book looks at Syrian reality in a new light. By analysing twenty-five constitutions and constitutional texts and proposing an innovative classification of the different political regimes that have shaped Syria over the last one hundred years, the author retraces the country's intense history and the persistence of a Syrian model defined by the Founding Fathers. If, on emerging from this war, Syria maintains its unity and gives itself a democratic regime reflecting its society, then the concept of Syria may find a new lease of life and Syria will once again be perceived as an idea full of promises.

    Abstract: "Over much of its rule, the Syrian regime of Hafez al-Asad and his successor, Bashar al-Asad, used violence on a massive scale, deploying disproportionate physical and destructive force to silence its critics and opponents. Indeed, the regime, as constituted under the al-Asads, has as its nucleus not only the figures occupying the top rung of political office, but also the apparatuses of violence, in particular the security services and elite military units. This security regime (al-nidham al-amni) has consistently acted in ways that convey the message that violence is the primary and organising modality of action in dealing with domestic opposition. The extent and scope of killing and destruction mounted by the security and military forces over approximately 40 years of al-Asad regime rule has made manifest a politics of extermination and annihilation as integral to the form of rule in Syria. Rather than betraying an irrational approach to government, this violence is governmental, not in the sense of being merely repressive, but as productive and performative...as shaping regime-citizen relations and forming political subjectivities"...

    Abstract: The Postcolonial African State in Transition offers a new perspective on a set of fundamental, albeit old questions with salient contemporary resonance: what is the nature of the postcolonial state? How did it come about? And more crucially, the book poses an often neglected question: what was the postcolonial African state internally built against? Through a detailed historical investigation of the Voltaic region, the book theorizes the state in transition as the constitutive condition of the African state, rendering centralization processes as always transient, uncertain, even dangerous endeavors. In Africa and elsewhere in the colonial and postcolonial world, the centralized sovereign state has become something of a meta-model that bears the imprint of necessity and determinism. This book argues that there is nothing natural, linear, conventional or intrinsically consensual about the centralized state form. In fact, the African state emerged, and was erected against, and at the expense of a variety of authority structures and forms of self-governance. The state has sustained itself through destructive practices, internal colonization, and in fact the production and alienation of a range of internal others

Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public.     Abstract: Race mixture, or mestizaje, has played a critical role in the history, culture, and politics of Latin America. Peter Wade draws on a multidisciplinary research study in Mexico, Brazil, and Colombia. He shows how Latin American elites and outside observers have emphasized mixture's democratizing potential, depicting it as a useful resource for addressing problems of racism (claiming that race mixture undoes racial difference and hierarchy), while Latin American scientists participate in this narrative with claims that genetic studies of mestizos can help isolate genetic contributors to diabetes and obesity and improve health for all. Wade argues that, in the process, genomics produces biologized versions of racialized difference within the nation and the region, but a comparative approach nuances the simple idea that highly racialized societies give rise to highly racialized genomics. Wade examines the tensions between mixture and purity, and between equality and hierarchy in liberal political orders, exploring how ideas and scientific data about genetic mixture are produced and circulate through complex networks

Decolonization is often understood as a moment when Western forms of political order were imposed on non-Western societies, but this book draws attention instead to debates over universal questions about the nature of politics, concept of freedom and the meaning of citizenship. These debates generated political narratives that were formed in dialogue with both global discourses and local political arguments. The United Nations Trusteeship Territory of Tanganyika, now mainland Tanzania, serves as a compelling example of these processes. Starting in 1945 and culminating with the Arusha Declaration of 1967, Emma Hunter explores political argument in Tanzania's public sphere to show how political narratives succeeded when they managed to combine promises of freedom with new forms of belonging at local and national level

    Abstract: Covering a period from the late eighteenth century to today, this volume explores the phenomenon of urban violence in order to unveil general developments and historical specificities in a variety of Middle Eastern contexts. By situating incidents in particular processes and conflicts, the case studies seek to counter notions of a violent Middle East in order to foster a new understanding of violence beyond that of a meaningless and destructive social and political act. Contributions explore processes sparked by the transition from empires - Ottoman and Qajar, but also European - to the formation of nation states, and the resulting changes in cityscapes throughout the region.

    Abstract: This chronology for 2004 to 2013 compiles the chapters on Mozambique previously published in the 'Africa Yearbook. Politics, Economy and Society South of the Sahara'. The country has over the years remained one of the poorest, and poverty is not declining. But the discovery of huge gas fields could bring changes by the mid 2020s. During the period under review, the sheen began to fade from Mozambique's status as a donor darling, as donors increasingly objected to corruption while government was angered by donor impositions and took an increasingly autonomous line. The former liberation movement Frelimo remains the predominant party and has won all national elections, while two presidents have stepped down after two terms. The main opposition party Renamo retains an armed wing launching small military actions. A second opposition party gained control of four cities. A younger and better-educated generation that remembers neither the liberation struggle nor the 1982-92 civil war is beginning to challenge the established leadership

    Abstract: The papers collected in this volume congeal around a debate about the ways and extent of the dominance of linear time and progressive history and the concomitant delineation of the nation in Chinese and Japanese historiography. As China and Japan entered the global capitalist system of nation states, the Chinese and Japanese regimes implemented a number of reforms, which resulted in transformations that affected everyday experience. In the face of imperialism and the perceived threat of being split up, the Meiji and late Qing governments radically reoriented policies in order to become wealthy and powerful in the global arena. People not only began to experience time and space in new ways, but elites also were increasingly exposed to Western theories of history and concepts of nationhood, which became dominant. These changes contributed to the production of new types of historical consciousness and collective identity. The essays in this volume each provide a perspective on the complex ways in which imagining national and regional identity in East Asia were and continue to be enmeshed with visions of time and history. This book should be of interest to all those who are interested in nationalism, modernity in China and Japan, global capitalism and the politics of time

    Abstract: This book discusses the forms and dynamics of political processes in rural India with a special emphasis on West Bengal, the nation's fourth-most populous state. West Bengal's political distinction stems from its long legacy of a Left-led coalition government for more than thirty years and its land reform initiatives.     Abstract: This book looks at sovereignty as a particular form of power and politics. It shows that the fate of bodies in the transition from life to death can provide a key to understanding fundamental ways in which sovereignty is claimed and performed. The contributions analyse (post-)conflict as well as non-conflict contexts, which too often are studied in isolation from one another. Focusing on contemporary issues rather than the equally important historical dimensions, they all grapple with the questions of who governs the dead bodies, how, why and with what effects. The book analyses how dead bodies are placed and dealt with in spaces between competing, overlapping and nested sovereign orders, under normal as well as exceptional conditions. It looks at contributions that draw on psychoanalysis, critical theory, the structuralist-functionalist anthropology of burial rituals and recent ideas of agency and materiality. The book first explains the efforts of states to contain and separate out dead bodies in particular sites. It explores the ways in which such efforts of containment are negotiated and contested in struggles between different entities that claim the dead bodies. The book then shows how entities that claim sovereignty produce effects of sovereignty by challenging and transgressing the laws regarding the legitimate use of violence and how dead bodies should be treated with dignity

Comprising approximately one-eighth of Kenya's population, the British considered the Kamba East Africa's premier 'martial race' by the mid-twentieth century: a people with an apparent aptitude for soldiering. The reputation, indeed, was one that Kamba leaders used to leverage financial rewards from the colonial state. However, beneath this simplistic exterior was a maelstrom of argument and debate. Men and women, young and old, Christians and non-Christians, and the elite and poor fought over the virtues they considered worthy of honor in their communities, and which of their visions should constitute 'Kamba' identity. Based on extensive archival research and more than 150 interviews, Ethnicity and Empire is one of the first books to analyze the complex process of building and shaping 'tribe' over more than two centuries. It reveals new ways to think about themes crucial to the history of colonialism: soldiering, 'loyalty', martial race, and indeed the nature of empire itself

    Abstract: Between the radical, creative capacity of our imagination and the social imaginary we are immersed in is an intermediate space philosophers have termed the imaginal, populated by images or (re)presentations that are presences in themselves. Offering a new, systematic understanding of the imaginal and its nexus with the political, Chiara Bottici brings fresh insight into the formation of political and power relationships and the paradox of a world rich in imagery yet seemingly devoid of imagination. Bottici begins by defining the difference between the imaginal and the imaginary, locating the imaginal's root meaning in the image and its ability to both characterize a public and establish a set of activities within that public. She identifies the imaginal's critical role in powering representative democracies and its amplification through globalization. She then addresses the troublesome increase in images now mediating politics and the transformation of politics into empty spectacle. The spectacularization of politics has led to its virtualization, Bottici observes, transforming images into processes with an uncertain relationship to reality, and, while new media has democratized the image in a global society of the spectacle, the cloned image no longer mediates politics but does the act for us. Bottici concludes with politics' current search for legitimacy through an invented ideal of tradition, a turn to religion, and the incorporation of human rights language

    Abstract: Many have argued in recent years that the U.S. constitutional system exalts individual rights over responsibilities, virtues, and the common good. Answering the charges against liberal theories of rights, James Fleming and Linda McClain develop and defend a civic liberalism that takes responsibilities and virtues—as well as rights—seriously. They provide an account of ordered liberty that protects basic liberties stringently, but not absolutely, and permits government to encourage responsibility and inculcate civic virtues without sacrificing personal autonomy to collective determination. The battle over same-sex marriage is one of many current controversies the authors use to defend their understanding of the relationship among rights, responsibilities, and virtues. Against accusations that same-sex marriage severs the rights of marriage from responsible sexuality, procreation, and parenthood, they argue that same-sex couples seek the same rights, responsibilities, and goods of civil marriage that opposite-sex couples pursue. Securing their right to marry respects individual autonomy while also promoting moral goods and virtues. Other issues to which they apply their idea of civic liberalism include reproductive freedom, the proper roles and regulation of civil society and the family, the education of children, and clashes between First Amendment freedoms (of association and religion) and antidiscrimination law. Articulating common ground between liberalism and its critics, Fleming and McClain develop an account of responsibilities and virtues that appreciates the value of diversity in our morally pluralistic constitutional democracy.
