    Abstract: India, the Lifestyle for Environment (LiFE) initiative aims to encourage the adoption of sustainable lifestyles in India and internationally to tackle the challenges of environmental degradation and climate change. This report examines how India has integrated several policies in its energy transition strategy that are aligned with the LiFE initiative, highlighting the potential for behavioural change and consumption choices to help advance energy transitions globally. It then analyses the impact on energy consumption, costs and emissions of measures like those proposed by the LiFE initiative, such as buying an EV or taking public transport, if they were adopted globally. Finally, it considers how India’s first G20 Presidency could strengthen the LiFE initiative by anchoring it in the G20’s current framing of energy transitions and initiating processes to gather experience and best practices of policies and programmes that G20 members are already conducting.

    Abstract: This report assesses the impact of the road transport sector on energy demand, CO2 emissions and air pollution in several selected major emerging economies over the coming decades under several IEA modelling scenarios. Most notably the Announced Pledges Scenario (APS) aims to show to what extent announced ambitions and targets, including the most recent ones, are on the path to deliver emissions reductions required to achieve net zero emissions by 2050. Bringing about a road transport decarbonisation pathway in line with the APS in the selected major emerging economies - Brazil, People's Republic of China, India, Indonesia, Mexico and South Africa - will require significant enhancement of existing policies and the introduction of new innovative policies and measures in each of selected countries. Our report sets out six policy areas critical to the achievement of the road transport transitions and a series of recommendations for strengthening financing for the sector. Importantly, the report provides detailed reference to a wide range of policy measures and good practice already in place in many major emerging economies elsewhere to facilitate knowledge sharing among countries. It also places a special emphasis on the road transport sectors of India and Indonesia. These countries are IEA partners in their respective regions and benefit from an enhanced programme of work.

    Abstract: India is home to a dynamic and vibrant community of civil society organisations (CSOs). Indian CSOs are often innovating to bridge development gaps and cater to the needs of marginalised and vulnerable groups. Historically, India is a pioneer of triangular co‑operation with first projects dating back to India’s independence in 1947. Over the past decade, triangular co-operation has gathered momentum at the global level and India has been a champion of this. A specific Indian model of triangular co-operation is emerging through which India and its partners aim to leverage domestic development innovations and the strengths of India’s diverse landscape of civil society organisations by scaling up bilateral co-operation and partnerships via triangular initiatives. Especially in African and neighbouring Asian countries there is a high demand to learn from Indian innovations and expertise, as they are considered to be easier to adapt to the local contexts. This paper provides insights into different ways of engaging in triangular co‑operation with India and sets out opportunities as well as challenges in enhancing triangular co-operation in the future with a broad range of CSO and government partners.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by India.

    Abstract: Air pollution has emerged as one of India’s gravest social and environmental problems in recent years. At the same time, the country is experiencing signs of a warming climate with potentially devastating effects in the long term. Energy-related fuel combustion is at the heart of both crises. It is a main source of three major air pollutants, NOX, SO2 and PM2.5, and the largest contributor to India’s CO2 emissions. In many locations, concentrations of particulate matter persistently exceed recommended national and international standards with severe implications for public health. In 2019 alone, India experienced an estimated 1.2 million air pollution-related premature deaths. At the same time, India’s growing economy is driving CO2 emissions, which increased by more than 55% in the last decade, and are expected to rise by 50% to 2040. Today’s energy choices matter for future development, as they have direct and far-reaching implications for the lives of a growing population. Energy-related air pollutants and CO2 emissions often arise from the same sources, therefore the adoption of an integrated approach to tackle both can deliver important co-benefits. This report shows that well designed, coherent policy packages can deliver such synergies if properly implemented. In order to demonstrate co-benefit potential, it provides quantitative analysis that presents the ways in which flagship energy policies can contribute to both air pollution reduction and climate change mitigation in tandem. Four key sectors are assessed for this purpose: captive power plants, industrial energy efficiency, road transport electrification and expanded access to clean cooking. Policy frameworks that accommodate these synergies will provide a more impactful response and deliver durable benefits to the most pressing national health and environmental challenges, while offering great potential for India’s contribution in the global fight against climate change.

    Abstract: The paper describes inequality trends in selected emerging economies (Brazil, Colombia, Costa Rica, China, India, Indonesia and South Africa) in a range of monetary (i.e. income) and non-monetary dimensions of people’s life (i.e. education, health status, employment and subjective well-being). Inequalities are analysed not only in terms of overall dispersion, but also as gaps between population groups defined by specific characteristics (i.e. sex, age, educational attainment and place of living). To the extent made possible by the nature of available data, measures of income inequality for these emerging countries, as well as for 7 Latin American countries (Bolivia, Dominic Republic, Ecuador, Panama, Paraguay, Peru and Uruguay), are based on concepts and definitions similar to those used by the OECD for its member countries. All the emerging economies covered in the paper show levels of income inequality higher than in the five most unequal OECD countries, while the picture is more mixed when it comes to inequalities in other dimensions of people’s well-being. An annex complements the analysis by presenting an assessment of the quality of the available data on income distribution for the emerging countries covered in the paper.

    Abstract: This report assesses the performance of agricultural and food policy in India and calculates a set of policy indicators providing a comprehensive picture of agricultural support. These indicators, developed by the OECD, are already used regularly in the analysis of the agriculture and food sector in 51 OECD countries and emerging economies and are now available for India for the first time. Government intervention in India is found to provide both negative and positive support to agriculture, with market and trade interventions often depressing prices, while subsidies to fertilisers, water, power and other inputs incentivise their use. This reveals the inherent difficulty in attempting to secure remunerative prices and higher incomes for farmers, while at the same time keeping food prices low for consumers. The report also points to policy-induced pressures on natural resources such as water and soil. Detailed recommendations are offered which, if implemented, have the potential to improve farmers' welfare, reduce environmental damage, alleviate some of the pressure on scarce resources, better prepare the sector for climate change, improve food and nutrition security for the poor, improve domestic market functioning and position India to participate more fully in agro-food global value chains.

    Abstract: While India’s per capita income is converging towards that of the richer countries, inequality has drifted up. Spatial inequality – across states and between urban and rural areas – is pronounced, with large differences in output per capita and in access to core public services, such as electricity, roads, and education. Implementing the GST will contribute to reduce trade barriers across states while recent changes in the federalism model are empowering states and promoting experimentation. Prompting states to modernise product and labour market regulations should allow firms in the organised sector to reach an efficient size, and promote job creation and rising incomes in all states. Raising the living standards in poorer states would also require increasing productivity in the agricultural sector by supporting farm consolidation and improving infrastructure in rural areas, particularly roads that connect villages to market towns, crop storage infrastructure and access to sustainable irrigation technologies. As working population moves out of agriculture, urbanisation will gather pace. However, exploiting cities’ potential for job creation, productivity gains and improvement in the quality of life would require better physical and social urban infrastructure. Local spending and regulatory competences should be clarified. Performance of local bodies should be assessed regularly to make them accountable. Municipalities should also be granted clear revenue-raising power (in particular property taxes and user charges for urban infrastructure) to enable them to fund better public infrastructure and services.

    Abstract: This paper highlights India’s unique services export led growth path. Observing that Indian business services have helped manufacturers all over the world to become more efficient and productive, it raises the question how Indian business services can do the same for local manufacturers and thus support the Make in India initiative. The paper also explores the potential for broadening the export base in services. The services sector that appears to have the largest prospect for unleashing the potential of both manufacturing and knowledge intensive business services is the telecommunications sector, particularly broadband internet services. In addition reforms in the distribution sector that enable multi-channel wholesale and retailing could facilitate the development of marketing channels for SME manufacturers both across the vast Indian market and abroad. Reforms in the logistics sector would further improve the competitiveness of local manufacturers producing time-sensitive goods including inputs to global value chains. Finally, competitiveness in knowledge-intensive services is obtained through knowledge sharing across borders. A prerequisite for broadening the export base in these sectors is openness to foreign professionals. The set of proposed recommendations emerging from this analysis underlines the importance of streamlining sector-level regulatory frameworks in all sectors to encourage foreign entry and competition, and the role that cross-cutting improvements in the trade and business environment would play to render services providers as well as down-stream manufacturers more competitive.

    Abstract: Business taxation in India is characterised by high effective tax rates, a narrow tax base, and an uncertain tax environment for potential investors. However, India has now begun a process of significant business tax reform, including a staged reduction of the corporate income tax rate and removal of a range of business tax concessions. This paper sets the scene for these (and further) reforms by examining the taxation of business income in India with a particular focus on its impact on the investment climate. The paper calculates corporate effective tax rates to highlight the impact of the tax system on investment incentives, investigates the narrowness of the current tax base and the proposed base-broadening reforms, and examines the degree of investor certainty as to the tax rules and their application.     Abstract: In relation to GDP, India's public debt and interest payments are high compared with most other emerging economies and rating agencies have put India's sovereign debt at the lowest investment grade. On the other hand, India benefits from strong economic growth and needs to increase spending on social and physical infrastructure to support economic growth and to meet the needs of its fast-growing population. This paper assesses recent fiscal developments in India, discusses the threshold beyond which debt has adverse effects on the economy, quantifies the uncertainties surrounding key macroeconomic variables and the risks of overshooting the debt threshold to define a "prudent" debt level. It also provides a debt sustainability analysis. It concludes that under a "no-policy change" scenario, the debt-to-GDP ratio will decline gradually to close to the "prudent" level by 2040. However, adverse shocks could derail this benign scenario.

    Abstract: Tax reforms are crucial to promoting inclusive growth in India. The replacement of a myriad of consumption taxes by a Goods and Services Tax (GST) will boost India's competitiveness, investment, job creation and tax compliance. The potential to raise additional revenue from taxes on goods and services is however limited. In contrast, reforming income and property taxes should help to i) raise more revenue to finance much needed social and physical infrastructure while keeping public debt under control; ii) reduce inequality by increasing the redistributive effect of taxation; iii) promote productivity by reducing distortions in the allocation of resources which emanate from the corporate income tax; iv) boost job creation by eliminating the bias against labour-intensive activities; v) promote confidence, and thus investment, by improving clarity and certainty regarding tax rules and their application and vi) reinforce the ability of states and municipalities to provide key public infrastructure and services. This paper presents the main characteristics of the tax system as well as the rationale and options for reform.

    Abstract: Greater integration into the world economy and important policy reforms have resulted in Brazil, China, India and South Africa becoming major actors in the globalisation process, with impressive results in terms of economic growth, social development and poverty reduction. But the benefits of stronger growth have not always been shared equally and income inequality has remained at very high levels. Existing evidence suggests that the evolution of the distribution of income in these four countries is the result of many forces. These include demographic change, migration, unequal access to education, informal employment, existing regulations and their enforcement, social norms and cultural legacy. These forces are often interlinked and reinforce one another. However, as employment is the primary source of income for most households, understanding the impact of labour market outcomes is crucial. This book focuses on the role of growth and employment/unemployment developments in explaining recent income inequality trends in Brazil, China, India and South Africa, and discusses the roles played by labour market and social policies in both shaping and addressing these inequalities. It includes the papers presented at the joint OECD and European Union High-Level Conference on Inequalities in Emerging Economies held in Paris in May 2010. This work is part of OECD’s ongoing dialogue and co-operation with non-member economies around the world.
