Abstract: This open access book brings together contributions from an internationally diverse group of scholars to celebrate Taner Akçam’s role as the first Turkish intellectual to publicly recognize the Armenian Genocide. As a researcher, lecturer, and mentor to a new generation of scholars, Akçam has led the effort to utilize previously unknown, ignored, or under-studied sources, whether in Turkish, Armenian, German, or other languages, thus immeasurably expanding and deepening the scholarly project of documenting and analyzing the Armenian Genocide

Abstract: ""Losing Istanbul" offers an intimate history of empire, following the rise and fall of a generation of Arab-Ottoman imperialists living in Istanbul. Mostafa Minawi shows how these men and women negotiated their loyalties and guarded their privileges through a microhistorical study of the changing social, political, and cultural currents between 1878 and the First World War. He narrates lives lived in these turbulent times--the joys and fears, triumphs and losses, pride and prejudices--while focusing on the complex dynamics of ethnicity and race in an increasingly Turco-centric imperial capital. Drawing on archival records, newspaper articles, travelogues, personal letters, diaries, photos, and interviews, Minawi shows how the loyalties of these imperialists were questioned and their ethnic identification weaponized. As the once diverse empire comes to an end, they are forced to give up their home in the imperial capital. An alternative history of the last four decades of the Ottoman Empire, "Losing Istanbul" frames global pivotal events through the experiences of Arab-Ottoman imperial loyalists who called Istanbul home, on the eve of a vanishing imperial world order"--

Abstract: The extraordinary global success of Turkish drama serials is a significant development in contemporary popular culture. This book presents comparative audience data from three different regions to explore its ramifications across the Global South. We learn how this phenomenon has transformed Turkey—a Muslim-majority country—into the world’s second-largest producer of scripted television serials, enticing audiences from all over the world. The book takes an audience-centred approach, investigating the reasons for the allure of Turkish dramas to Arab, Latin American, and Israeli audiences. In tandem, it explores Turkey's changing foreign policy, economic, and trade relationships since the turn of the millennium, which have coincided with the enormous success of the country's television output. It also analyses the role and importance of Turkish dramas as a soft-power tool by scrutinizing how they have influenced viewers' perceptions of Turkey, its people, and its culture. This volume will appeal to those working in various disciplines—from media and communication, international relations, public diplomacy, sociology, and Middle Eastern studies. The material will also be of great relevance to upper-level undergraduates, postgraduate students, academics, scholars and researchers

Abstract: Media, Religion, Citizenship is about Alevi media and the ways in which it has generated a particular form of citizenship. Alevis are a vibrant transnational community across Europe whose right claims for recognition has been denied in Turkey. Drawing on an ethnographic study of the community, interviews wtih media workers, and analysis of television programmes, the book demonstrates that Alevi media paves the way for transversal imaginaries and rights claims that include different localities. The book also contributes to the decoloniality of media studies by situating Alevi media within the history of Alevi movement and critically engages with Eurocentric accounts of media and citizenship

Abstract: This book makes a structural analysis of the neoliberal restructuring in the global electricity industry. The book shows that the electricity liberalisation in different countries is just a reflection of the same structural trend in the global economy and avoids from both narrow country-specific and abstract global approaches by making a structural analysis completed by a case study. Thus, it aims reaching wider conclusions about how global changes in finance and ideology / knowledge structures influence domestic energy and economic policy preferences of developing countries. The book develops a taxonomy about organising principles around which the electricity industry has been structured historically and globally, and reveals drivers of change which influences the current energy transition in the electricity sector. Combining these aspects, the book uses financial and other economic data empirically, to shed light on the structural role of global transformation of the electricity markets on the domestic energy policy preferences of the developing countries. Thus, this work will be useful not only for academic purposes, but also for practitioners dealing with these issues. Abstract: This edited volume discusses direct citizen participation and public policymaking in Turkey. Written by a diverse group of scholars and practitioners, this book advances the field of public policy by critically examining whether and how direct citizen participation may add value to government business. Structurally, the book focuses on the core topics of public administration, the generation of public services, the design and implementation of public policies, citizens and networks, new business models, and local perspectives. Using Turkey as a case study, this volume fills a gap in the literature and will appeal to researchers interested in public policy in the MENA context. .

Abstract: "Gendered Fortunes approaches the proliferating fortunetelling economy of millennial Turkey as an affective window on the gendered contradictions of (post)secularism, Islamist authoritarianism, and neoliberalism. The book ethnographically details how secular Muslim women and LGBTIQ individuals navigate their secular anxieties, gendered vulnerabilities, and economic precarities through divination."--...

Abstract: The welfare regime in Turkey has been undergoing a radical transformation since the early 2000s. Welfare provisions, especially poverty alleviation schemes, are increasingly framed as gifts, and select civil society organisations have assumed the state’s welfare provision functions through non-transparent public funding. Waqf, the Islamic institution of endowment, has played an important role in this transformation. It provides both the institutional frame of operations and the religious imaginary signification that interpellates subjects to take part as givers and receivers of gifts. This material exchange of care and money through newly configured gift-relations between the providers and beneficiaries constitutes not only a realm of politics but also a site of ethical negotiations with embodied consequences. This book is based on an extensive ethnographic study conducted between 2008-2009 among the charitable organizations of Kayseri, a central Anatolian city with booming industry and a majority conservative political orientation. A stronghold of the Justice and Development Party (AKP), which has been in power in Turkey since 2002, the city has showcased the tenets of the welfare transformation that is to come, even in the early stages of AKP rule. With a focus on the daily practices within the field of beneficence, the book investigates the gift circuits that bring together central state institutions, municipalities, local notables and business people, religious groups, volunteers and employers of charitable organisations, and the urban poor. In these gift circuits, objects, money, services, prayers, recognition, and political and social influence flow in various directions through formal and informal routes. The book illustrates the growing significance of these particular forms of gift-giving in the field of poverty alleviation and welfare provision in Turkey and their role in the drastic political transformation of the country. ; The welfare regime in Turkey has been undergoing a radical transformation since the early 2000s. Abstract: With its reconversion to a mosque in August 2020, the former monastic church of Saint Saviour in Chora entered yet another phase of its long history. The present book examines the Chora/Kariye Camii site from a transcultural perspective, tracing its continuous transformations in form and function from Late Antiquity to the present day. Whereas previous literature has almost exclusively placed emphasis on the Byzantine phase of the building’s history, including the status of its mosaics and paintings as major works of Palaiologan culture, this study is the first to investigate the shifting meanings with which the Chora/Kariye Camii site has been invested over time and across uninterrupted alterations, interventions, and transformations. Bringing together contributions from archaeologists, art historians, philologists, anthroplogists and historians, the volume provides a new framework for understanding not only this building but, more generally, edifices that have undergone interventions and transformations within multicultural societies

Abstract: "Since the early 2000s, the Turkey's Presidency of Religious Affairs (Diyanet) has considerably increased the number of women employed as religious officers. The book sheds light on the significance of this policy and retraces the broader political framework in which the process has been taking shape. Drawing on extensive ethnographic observations of the activities conducted by Diyanet women preachers in Istanbul mosques, the work breaks new ground on two fronts: on the one side, it elucidates how women access to Diyanet bureaucracy has resulted in a slow but unavoidable transformation of gender roles within Islamic institutions. The emergence of a pious, modern and highly educated woman determined to gain visibility in the (religious) public realm informs about state's attempt to standardize a multifaceted female religious participation. On the other side, the book illuminates on a broader reformulation of the religious services for women and families as a pervasive moral support which penetrates and reshapes the spaces of the secular. In this vein, the work scrutinizes the feminization of the Diyanet as a prism through which the continuous evolutions of Turkish secularism are investigated"--

Abstract: "Here, Caner Yelbasi reveals the complex and important role played by the Circassians of north-western Anatolia in the chaotic years after 1918. Because many of the key Circassian actors either sided initially with The Ottoman Government or later broke away from the 'national' movement led by Mustafa Kemal in Ankara, official Turkish historiography frequently labelled them 'traitors to the nation'. This book revises this narrative by revealing the overlapping and sometimes conflicting bonds of kinship and political loyalty that inscribed their presence in heartlands of the empire and the republic. Yelbasi shows that the Circassians played an important role in the establishment of the early republic and how the Turkification policies of the Kemalist regime in the two decades following 1918 disrupted their world. Using a wide variety of primary source material, including Ottoman and Republican archives - as well as memoirs, the press and secondary literature - this book sheds light on a minority who, unlike the Kurds or Armenians, are yet to receive scholarly attention in Turkish Studies. It will thus be a vital resource for scholars in Middle East Studies, Turkish Studies and Ottoman Studies."--Bloomsbury Publishing

Abstract: The work of teachers matters in many different ways. Not only do they provide students with the knowledge and skills needed to thrive in the labour market, but they also help develop the social-emotional skills that are vital for students’ personal development and for their active citizenship. But how do teachers best achieve this? By linking 2018 data from the Teaching and Learning International Survey (TALIS) with evidence from the Programme for International Student Assessment (PISA) – known as the TALIS-PISA link – this report aims to identify the teacher and school factors that matter most for student achievement and social-emotional development. The report uses a data-driven approach – based on machine learning and standard regression analyses – to identify the dimensions that are most strongly linked with student outcomes, and then combines this with a careful review of theory and previous research to analyse and interpret the findings. These findings provide a rich illustration of the many ways in which teachers and school leaders might influence the success of their students, acting as a tool for educators to reflect upon their own practice. Finally, the report offers several directions for education policy.

Abstract: "Turkey has gone through significant transformations over the last century-from the Ottoman Empire and Young Turk era to the Republic of today-but throughout it has demonstrated troubling continuities in its encouragement and deployment of mass violence. In particular, the construction of a Muslim-Turkish identity has been achieved in part by designating "internal enemies" at whom public hatred can be directed. This volume provides a wide range of case studies and historiographical reflections on the alarming recurrence of such violence in Turkish history, as atrocities against varied ethnic-religious groups from the nineteenth century to today have propelled the nation's very sense of itself"

Abstract: "The documents edited by H. Şükrü Ilıcak in Those Infidel Greeks comprise the English translations of select documents from the Ayniyat Registers on the Greek War of Independence preserved in the Ottoman State Archives. The primary importance of these documents is that they are a clear testimony of the larger imperial context in which the Greek War of Independence evolved and proved successful. The mass of information they contain is immense and allows the reader to follow on an almost day-to-day basis how an empire tried to suppress a national uprising-the first of its kind in the early nineteenth century. Abstract: Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind. This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia.

Abstract: Turkey is exposed to multiple natural hazard-induced disasters (NHID) and has considerable experience in managing the associated risks. Drought, in particular, has had significant impacts on the country’s agricultural sector, and the frequency of droughts is expected to increase due to climate change. Existing governance and policy frameworks seek to ensure that the agricultural sector is prepared for, and able to respond to, adverse events as they occur. While these mechanisms contribute to improved resilience, further opportunities exist to strengthen policy processes, in particular by increasing farmer and private sector participation.

Abstract: Productivity in Turkey has been growing stronger than in most peer countries since 2010 but has slowed down. Despite a remarkably entrepreneurial population, business dynamism has also been less vigorous in recent years. This working paper discusses the factors behind this slowdown and analyses a wide range of structural policies that would help to revive productivity growth and unleash the full potential of the Turkish business sector. The elevated number of informal, semi-formal and fully formal forms constitutes a key impediment to higher growth and more high-quality jobs. Structural reforms that allow more flexibility in labour markets, more competition in product markets and major progress with the quality of governance would foster productivity growth, job creation but also boost the digital transformation. Streamlining and simplifying the complex system of regulations and government support schemes would prevent firms from clustering around eligibility thresholds and thus remove obstacles to the upscaling of firms.

Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. The guiding principles of Turkish energy policy continue to be market reform and energy security. Rapid economic and population growth in the past two decades have not only driven strong growth in energy demand but also an associated increase in import dependency. Turkey has prioritised security of energy supply as one of the central pillars of its energy strategy, including efforts to boost domestic oil and gas exploration and production, diversify oil and gas supply sources and associated infrastructure, and reduce energy consumption through increased energy efficiency. Turkey has seen considerable diversification of its energy mix in the past decade, in particular through the growth of renewable electricity generation. The commissioning of Turkey’s first nuclear power facility in 2023 will further diversify the country’s fuel mix. Notwithstanding many positive changes Turkey has made toward liberalising its energy markets and diversifying its energy sources, the government should ensure that policies in place to bolster energy security – including growth in coal-fired generation and support for various forms of electricity generation – do not impede the economic efficiency of markets and the country’s longer-term decarbonisation efforts. In this report, the IEA provides energy policy recommendations to help Turkey smoothly manage the evolution of its energy sector.

Abstract: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Turkey.

Abstract: How did adults, religious institutions and the state view children during the Ottoman Empire? This volume gathers specialists in the social history of the Ottoman Empire as a whole ? in regions ranging from Anatolia through the Arab provinces to the Balkans, and from the 15th to the early 20th century ? to respond to recent theoretical calls to recognise children as active agents in history.0Divided into 5 thematic sections ? concepts of childhood, family interrelationships, children outside family circles, children?s bodies and education ? the volume covers the social and political structure of the Ottoman Empire. It uses the innovative prism of children as social agents who are not only shaped by but also shape society, rather than being the passive recipients of their social environment

Abstract: "The commodification of Islamic antiques intensified in the late Ottoman Empire, an age of domestic reform and increased European interference following the Tanzimat (reorganisation) of 1839. Mercedes Volait examines the social life of typical objects moving from Cairo and Damascus to Paris, London, and beyond, uncovers the range of agencies and subjectivities involved in the trade of architectural salvage and historic handicraft, and traces impacts on private interiors, through creative reuse and Revival design, in Egypt, Europe and America. By devoting attention to both local and global engagements with Middle Eastern tangible heritage, the present volume invites to look anew at Orientalism in art and interior design, the canon of Islamic architecture and the translocation of historic works of art"--

Abstract: "In Urban Rituals in Sacred Landscapes in Hellenistic Asia Minor, Christina G. Williamson examines the phenomenon of monumental sanctuaries in the countryside of Asia Minor that accompanied the second rise of the Greek city-state in the Hellenistic period. Moving beyond monolithic categories, Williamson provides a transdisciplinary frame of analysis that takes into account the complex local histories, landscapes, material culture, and social and political dynamics of such shrines in their transition towards becoming prestigious civic sanctuaries. This frame of analysis is applied to four case studies: the sanctuaries of Zeus Labraundos, Sinuri, Hekate at Lagina, and Zeus Panamaros. All in Karia, these well-documented shrines offer valuable insights for understanding religious strategies adopted by emerging cities as they sought to establish their position in the expanding world"--

Abstract: What is the function of clerical leadership in Alevism based on sociocultural and political understandings? To answer that complex question, Deniz Cosan Eke examines the political, cultural, and religious debates surrounding Alevis and the Alevi movement in relation to the ideas and claims of the Turkish state, Alevi communities in Turkey, and migrant Alevi communities in Germany. The book, which focuses on the emergence of collective emotions in religious rituals, the struggle of religious groups in migration processes, and the leadership role of clergy in social movements, is of great interest to a wide readership

Abstract: The work of early childhood education and care (ECEC) professionals is the major driver of the quality of an ECEC system. As evidence accumulates on the strong benefits of investing in early education, countries need effective policies to attract, maintain and retain a highly skilled workforce in the sector. This report looks at the makeup of the early childhood education and care workforce across countries, assessing how initial preparation programmes compare across different systems, what types of in-service training and informal learning activities help staff to upgrade their skills, and what staff say about their working conditions, as well as identifying policies that can reduce staff stress levels and increase well-being at work. The report also looks at which leadership and managerial practices in ECEC centres contribute to improving the skills, working conditions and working methods of staff. The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the early childhood education and care workforce. It offers an opportunity to learn about the characteristics of ECEC staff and centre leaders, their practices at work, and their views on the profession and the sector. This second volume of findings, Building a High-Quality Early Childhood Education and Care Workforce, examines factors that influence the skills development of ECEC professionals, their working conditions and well-being at work, and leadership in ECEC centres.

Abstract: This report identifies the opportunities that Islamic finance presents for donors. To achieve these, Arab and OECD Development Assistance Committee donors need to mobilise innovative forms of financing and deliver the call to deepen the transformation of development finance systems. DAC members could do so by broadening and deepening exposure to alternative forms of financing, such as Islamic finance. Islamic finance represents USD 2.5 trillion – a share of which could be mobilised for development – and its tenets resonate across the member countries of the Organisation for Islamic Cooperation and beyond. Arab donors could harness Islamic finance, as a means to strengthen partnerships with DAC members, whilst increasing the effectiveness of existing aid flows in countries and contexts where they have considerable access. Doing so could create a more equitable and stable development finance order capable of delivering the SDGs and achieve greater impact in partner countries. Both communities would then be able to chart a path for all development actors, notably the private sector, development finance institutions and other bilateral donors. This report provides a set of action points for Arab and DAC donors, highlighting the benefits of engaging in and co-operating through Islamic finance.

Abstract: "In "The Turk" in the Czech Imagination (1870s-1923), Jitka Malečková describes Czechs' views of the Turks in the last half century of the existence of the Ottoman Empire and how they were influenced by ideas and trends in other countries, including the European fascination with the Orient, images of "the Turk," contemporary scholarship, and racial theories. The Czechs were not free from colonial ambitions either, as their attitude to Bosnia-Herzegovina demonstrates, but their viewpoint was different from that found in imperial states and among the peoples who had experienced Ottoman rule. The book convincingly shows that the Czechs mainly viewed the Turks through the lenses of nationalism and Pan-Slavism - in solidarity with the Slavs fighting against Ottoman rule"--

Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

Abstract: "Breaching the Bronze Wall deals with the idea that the word of honorable Muslims constituted proof and with the concept that written documents and the word of non-Muslims were inferior. Foreign merchants in cities like Istanbul, Damascus or Alexandria could barely prove any claim, as neither their contracts nor their words were of any value if countered by Muslims. Francisco Apellániz explores how both groups labored to overcome these 'biases against non-Muslims' in the courts and markets of Mamluk Egypt and Syria of the 14th and 15th centuries, and how the Ottoman conquest (1517) imposed a new, orthodox view on the problem. The book dives into the Middle Eastern archive and the Ottoman Dīvān, and scrutinizes the intricacies of sharia and the handling of these intracacies by consuls, dragomans, qaḍīs and other legal actors"--

Abstract: "This collection explores the networks that shaped ecological change within and between European and Middle Eastern empires during the nineteenth and early twentieth centuries, and is divided into three parts. The first focuses on the role of nation-building in trans-imperial ecological transfers; the second focuses on approaches from the history of science, looking at the global transfer, circulation, and diffusion of ideas about the environment; and the third employs methods from animal studies, challenging anthropocentric views of environmental history"--

Abstract: "Articles collected in Historicizing Sunni Islam in the Ottoman Empire, c. 1450-c. 1750 engage with the idea that "Sunnism" itself has a history and trace how particular Islamic genres-ranging from prayer manuals, heresiographies, creeds, hadith and fatwa collections, legal and theological treatises, and historiography to mosques and Sufi convents-developed and were reinterpreted in the Ottoman Empire between c. 1450 and c. 1750. The volume epitomizes the growing scholarly interest in historicizing Islamic discourses and practices of the post-classical era, which has heretofore been styled as a period of decline, reflecting critically on the concepts of 'tradition', 'orthodoxy' and 'orthopraxy' as they were conceived and debated in the context of building and maintaining the longest-lasting Muslim-ruled empire. Abstract: Ottoman Dress and Design in the West is a richly illustrated exploration of the relationship between West and Near East through the visual culture of dress. Charlotte Jirousek examines the history of dress and fashion in the broader context of western relationships with the Mediterranean world from the dawn of Islam through the end of the twentieth century. The significance of dress is made apparent by the author's careful attention to its political, economic, and cultural context. The reader comes to understand that dress reflects not simply the self and one's relation to community but also that community's relation to a wider world through trade, colonization, religion, and technology. The chapters provide broad historical background on Ottoman influence and European exoticization of that influence, while the captions and illustrations provide detailed studies of illuminations, paintings, and sculptures to show how these influences were absorbed into everyday living. Through the medium of dress, Jirousek details a continually shifting Ottoman frontier that is closely tied to European and American history. In doing so, she explores and celebrates an essential source of influence that for too long has been relegated to the periphery

Abstract: Maksudyan approaches the experience of World War I in the Ottoman lands from the perspective of social history, focusing on how total mobilization altered the "lives behind the lines" through the testimony of children. She discusses how issues like lack of education, work force shortages, economic dire straits, ethnic hatred, and nationalism affected children's lives, and how these were partially shaped by the children themselves. Ultimately, Maksudyan demonstrates that children, rather than being passive victims or casualties, were engaged in every facet of war

Abstract: "During and after World War I, over one million Ottoman Greeks were expelled from Turkey, a watershed moment in Greek history that resulted in hundreds of thousands of deaths. And while few dispute the expulsion's tragic scope, it remains the subject of fierce controversy, as activists have fought for international recognition of an atrocity they consider comparable to the Armenian genocide. This book provides a much-needed analysis of the Greek genocide as cultural trauma. Neither taking the genocide narrative for granted nor dismissing it outright, Erik Sjöberg instead recounts how it emerged as a meaningful but contested collective memory with both nationalist and cosmopolitan dimensions."--

Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

Abstract: Türkiye hızla artan sera gazı emisyonları ile en hızlı büyümeye sahip OECD ekonomisidir.

Abstract: Starting from a low level in early 2000s, Turkey’s total capital stock has since expanded rapidly, but the composition and quality of investment raises questions. This study focuses on business investment, as the main driver of physical and knowledge-based capital formation and, hence, of potential output and the material foundations of well-being. Micro data allow to distinguish four types of firms: small businesses with a high rate of informality, medium-sized family firms, large formal corporations, and skilled start-ups. The relative importance of the challenges facing these different types of firms varies, notably with respect to skill shortcomings, regulatory burdens, labour costs, access to bank lending, over-leveraging and scarce equity capital. Improving the current business environment and overcoming the fragmentation of the business sector will be crucial to upgrade the quality of business investment and to enhance the allocative efficiency of capital formation. This calls for promoting formality, best management practices, the build-up of equity capital, access to long-term bank financing and other market-based financing that can complement traditional bank lending; and a faster and more inclusive transition to the digital economy.

Abstract: How can assessment and evaluation policies work together more effectively to improve student outcomes in primary and secondary schools? The country reports in this series provide, from an international perspective, an independent analysis of major issues facing evaluation and assessment policy to identify improvements that can be made to enhance the quality, equity and efficiency of school education. Turkey’s education system stands out internationally as a success story. In recent decades, participation has been vastly expanded, becoming universal at lower levels of schooling and outperforming other middle-income countries in upper secondary education. However, the education system is also marked by disparities, with only around half of 15-year olds acquiring the essential competencies they need for life and work. This review, developed in co operation with UNICEF, suggests how student assessment can be used more effectively to better support all students to do well. It provides recommendations for enhancing teachers’ classroom assessments, assessing a broader range of skills through national examinations and using the new national assessment to support improvements in learning and teachers’ assessment practice.

The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Turkey.

Abstract: This edition of the Reader’s Companion accompanies Skills Matter: Additional Results from the Survey of Adult Skills that reports the results from the 39 countries and regions that participated in the 3 rounds of data collection in the first cycle of PIAAC, with a particular focus on the 6 countries that participated in the third round of the study (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). It describes the design and methodology of the survey and its relationship to other international assessments of young students and adults. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

Abstract: Turkey is the fastest growing OECD economy with rapidly increasing greenhouse gas emissions. Since 2008, its economic growth has been relatively decoupled from air emissions, energy use, waste generation and water consumption. However, the high resource intensity of Turkey’s economy and its heavy reliance on fossil fuels will continue to increase these environmental pressures in absolute terms. More progress is needed in the transition to a low-carbon, circular economy to improve the country’s environmental performance. This is the third Environmental Performance Review of Turkey. It evaluates progress towards sustainable development and green growth, with special features on climate change and urban wastewater management.

Abstract: Robust SME sectors are critical to the prosperity of the six Western Balkan economies and Turkey, accounting for over 70% of those employed in the business sector and generating 65% of value added in these seven economies. Yet their potential remains untapped, as SMEs across the region grapple with numerous challenges that hamper their growth and productivity. They are still under-represented in international trade, and their contributions to value-added remain comparatively low as they have difficulties in moving or expanding into high value-added activities. This report provides a comprehensive overview of the implementation of the ten principles of the Small Business Act for Europe (SBA) in the seven EU pre-accession economies over the period 2016-18. It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

Abstract: The transformations in alternative media, journalism and social protest in contemporary Turkey have largely occurred due to the upsurge in use of social media. Some of the most fervent users of social media in the world come from Turkey where forms of social media are frequently banned by the Turkish government. This book looks at the structural, economic and political reasons why the current media system fails urban educated young professionals in Turkey and led them to a month long resistance and protest through the use of social media during OccupyGezi movement. The book outlines the history of alternative media use and the ways in which it has become a tool for the critics of the neoliberal economic system in Turkey. The collection concentrates on social media use within social movements and applies interdisciplinary approaches and research methods, ranging from cinema and visual arts to sociology, political science, content analysis and ethnographic study

Abstract: Non-Conceptual Negativity: Damaged Reflections on Turkey critiques those who have accused Deleuze of an unbounded affirmation which, according to them, has played directly into the hands of capitalist modes of production. Yet no one has acknowledged that under the aegis of nano-fascism, late capitalism has grown into Neanderthal capitalism, invented and developed in laboratory countries like Turkey with the aid of an international Neanderthal league. Layer upon layer, Aracagök explains in fragmentary fashion that it is not only a matter of how Turkey has grown into a prime laboratory of nano-fascism with the aid of the US and the European Union, but also how the results obtained from this laboratory are put into practice in different countries under Neanderthal capitalism, enslaving each and every one of us into accepting even the position of suicide bomber. As none of us is exempted from nano-fascism today, perhaps it is timely to reconsider the ways in which Deleuzian thought is appropriated in the form of an unquestioned affirmation of everything and how its critique has ended up in an old-fashioned formulation of the in-dividual according to a party program. If this all goes to show that we are face to face with a route different from the accepted forms of affirmation — that is, if we are all affirmed and seem to be happily affirming life as it is as a result of the Neanderthal manipulation of the negative — then isn’t it timely to rethink the Deleuzian affirmation in its non-originary origin with regard to Adorno’s resistance against affirmation? That is, the double negation never ends up in affirmation, and if it does so, it might mean your negation is not strong enough

Abstract: "Alef is for Allah is the first groundbreaking study of the emotional space occupied by children in modern Islamic societies. Focusing primarily on visual representations of children from modern Turkey, Iran, and Pakistan, the book examines these materials to investigate important concepts, ranging from innocence, cuteness, gender, virtue and devotion to community, nationhood, violence and sacrifice. In addition to exploring a topic that has never been studied comparatively before, Alef is for Allah extends the boundaries of scholarship on emotion, religion, and visual culture, providing unique insight into Islam as it is lived and experienced in the modern world."--Provided by publisher

Abstract: Recent historical studies on the Ottoman Empire have taken for granted that subjects of the Ottoman polity flourished under a so-called "Pax Ottomanica." This edited volume probes the rosy narrative of Ottoman tolerance that has long dominated the discussions. The articles carefully strive to contextualize the many issues that sound like ethnic slurs, racial stereotyping, religious discrimination, misogyny and elitism to modern ears. The goal of the volume is not to prove that Ottoman society was a persecuting one, or that dislike or distrust was its defining characteristic, but to investigate the axes of tension, blemishes, and fractures in the everyday practice of coexistence in a dynamic, multi-religious, multi-confessional and multi-ethnic empire in which difference was the norm rather than the exception

Abstract: "Turkey has witnessed remarkable sociocultural change under the regime of Recep Tayyip Erdogan and his Justice and Development Party (AKP), particularly regarding its religious communities. As individuals with pious identities have increasingly gained access to state power and accumulated economic influence, so religious appearances and practices have become more visible in Turkey's 'secular' public spaces. More than this, consumption practices have changed and new Islamic and Islamist identities have emerged. This book investigates three of the most widespread faith-inspired communities in Turkey: the Gulen, Suleymanli and the Menzil. Nazli Alimen compares these communities, looking at their diverse interpretations of Islamic rules related to the body and dress, and how these different groups compete for power and control in Turkey. In tracing what motivates consumption practices, the book adds to the growing interest in the commercial aspects of modest and Islamic fashion. It also highlights the importance of clothing and bodily rituals (such as veiling, grooming and food choices) for the formation of community identities. Based on ethnographic research, Alimen analyses the relationship between the marketplace and religion, and shows how different communities interact with each other and state institutions. Of particular note are the varied expressions of Islamic masculinities and femininities at play. Appealing to a cross-disciplinary readership, the book will be relevant for scholars within Turkish Studies, Gender Studies, Islamic Studies, Fashion, Consumption Studies, Sociology of Religion and Middle Eastern Studies."--Bloomsbury Publishing

Abstract: Agricultural Markets and Policies in Turkey and the European Union - Development and Status of Agricultural Trade Relations between Turkey and the EU - Future Agricultural Trade Relations between Turkey and the EU - Qualification and Structure of the Turkish Agricultural Sector Model for Policy Analysis - Behavioral Parameters - Data Set for Model Calibration - Projection Scenarios - Results of Policy Simulations.
Abstract: The inclusion of agricultural products in the current customs union is one of the potential future steps on the road to further political and economic integration between Turkey and the EU. This book examines the effects of such integration of agricultural markets on the Turkish agricultural sector as well as on consumers and the Turkish budget. Results are compared to alternative options for Turkish agricultural policy. To this aim, a detailed partial equilibrium model of the Turkish agricultural sector is developed. The complete liberalization of the agricultural sector is found to lead to significant welfare gains compared to the maintenance of current policies. It appears that including agricultural products in the customs union results in similar results with few but significant exemptions
