    Abstract: Militarizing Outer Space explores the dystopian and destructive dimensions of the Space Age and challenges conventional narratives of a bipolar Cold War rivalry. Concentrating on weapons, warfare and vio lence, this provocative volume examines real and imagined endeavors of arming the skies and conquering the heavens. The third and final volume in the groundbreaking European Astroculture trilogy, Militarizing Outer Space zooms in on the interplay between security, technopolitics and knowledge from the 1920s through the 1980s. Often hailed as the site of heavenly utopias and otherworldly salvation, outer space transformed from a promised sanctuary to a present threat, where the battles of the future were to be waged. Astroculture proved instrumental in fathoming forms and functions of warfare's futures past, both on earth and in space. The allure of dominating outer space, the book shows, was neither limited to the early twenty-first century nor to current American space force rhetorics

    Abstract: This book is the first study to engage with the relationship between cosmopolitan political thought and the history of global conflicts. Accompanied by visual material ranging from critical battle painting to the photographic representation of ruins, it showcases established as well as emerging interdisciplinary scholarship in global political thought and cultural history.     Abstract: This edited collection develops a gendered lens for genocide prevention by uncovering socially constructed gender roles which are crucial for the onset, form and prevention of genocide and mass atrocities. It draws on contemporary feminist theory, concepts of masculinity, critical discussions of international law, and in-depth case studies to provide a better understanding of the function of gender at different stages of genocide and mass atrocity processes as well as a basis for more comprehensive strategies for genocide prevention.
    Abstract: An understanding of gender and the ways in which gender is performed is central to achieving effective, long-term, humanist mechanisms for genocide prevention. This book develops the concept of “a gendered lens for genocide prevention,” providing innovative and effective ways in understanding the role of gender in genocide studies, and new tools for policymaking and preventative efforts. A gendered lens for genocide prevention is based on recognizing early warning signs of preconditioned behavior for perpetrating genocide and mass atrocities. While gender has been recognized as a crucial factor in understanding genocide and mass atrocities, most notably in the work of Adam Jones, a specific gendered lens for genocide prevention remains to be lacking in both policy and academia. To provide a framework for a gendered lens for genocide prevention, the authors draw on contemporary feminist theory, concepts of masculinity, critical discussions of international law and in-depth case studies. The authors uncover socially constructed gender roles for the onset, form and prevention of genocide and mass atrocities. The framework is applied to a diverse range of topics, covering historic cases of genocide and its treatment by international law, for instance the Holocaust, the Red Khmer and Rwanda, and also contemporary cases like mass atrocities committed against Yazidis in Iraq and Syria. The book does not attempt to offer a single or particular solution to preventing genocide and mass atrocities, but rather highlights the fact that it is prevention that should be at the forefront of both academic work and political initiatives. The editors propose that any future work on genocide and mass atrocity prevention should involve a better understanding of how gendered roles interact with violence at different stages, and how working with this knowledge can assist prevention efforts.

    Abstract: This volume focuses on the relationship between the media and European democracy, as important factors of EU legitimacy.     Abstract: This book brings together the fields of language policy and discourse studies from a multidisciplinary theoretical, methodological and empirical perspective. The chapters in this volume are written by international scholars active in the field of language policy and planning and discourse studies. The diverse research contexts range from education in Paraguay and Luxembourg via businesses in Wales to regional English language policies in Tajikistan. Readers are thereby invited to think critically about the mutual relationship between language policy and discourse in a range of social, political, economic and cultural spheres.     Abstract: This book explores the contours of women's involvement in the Irish Republican Army, political protest and the prison experience in Northern Ireland. Through the voices of female and male combatants, it demonstrates that women remained marginal in the examination of imprisonment during the Conflict and in the negotiated peace process. However, the book shows that women performed a number of roles in war and peace that placed constructions of femininity in dissent. Azrini Wahidin argues that the role of the female combatant is not given but ambiguous. She indicates that a tension exists between different conceptualisations of societal security, where female combatants both fought against societal insecurity posed by the state and contributed to internal societal dissonance within their ethno-national groups. This book tackles the lacunae that has created a disturbing silence and an absence of a comprehensive understanding of women combatants, which includes knowledge of their motivations, roles and experiences. It will be of particular interest to scholars of criminology, politics and peace studies

    Abstract: This book analyses the waves of protests, from spontaneous uprisings to well-organized forms of collective action, which have shaken European cities over the last decade. It shows how analysing these protests in connection with the structural context of neoliberal urbanism and its crises is more productive than standard explanations. Processes of neoliberalisation have caused deeply segregated urban landscapes defined by deepening social inequality, rising unemployment, racism, securitization of urban spaces and welfare state withdrawal, particularly from poor peripheral areas, where tensions between marginalized youth and police often manifest in public spaces. Challenging a conventional distinction made in research on protest, the book integrates a structural analysis of processes of large scale urban transformation with analyses of the relationship between 'riots' and social movement action in nine countries: France, Greece, England, Germany, Spain, Poland, Denmark, Sweden and Turkey

    Abstract: This book investigates recent public debates about the European Union (EU) in national parliaments, which have become the primary arena for public debate about the EU. Responding to claims about a politicization of European governance, the author investigates the link between two dimensions of debate - the discursive justification and party political contestation of decision-making in the EU. Embedded in a comparison between the legislatures of four Member States (Austria, France, Germany, and the United Kingdom), the main finding of the book is that generalizable links can be identified between the use of different argumentative frames and patterns of party political polarization. These insights help to clarify the context conditions in which patterns of left/right and government/opposition politics are replaced by more atypical forms of polarization. In a comparative perspective, the author demonstrates that party political factors are a more relevant factor for variation than thematic or country-specific cultural or institutional factors. Case studies include debates on EU Treaty Reform, the Eurozone crisis, and EU enlargement

    Abstract: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. Her research interests include education reform, human capital development, family and identity and religion in the public sphere. She is also a part-time lecturer in the Department of Public Administration and Development Economies at the Doha Institute for Graduate Studies, and a member of the board of directors of the 'Naqd wa Tanweer' (Enlightenment and Critique) Centre for Humanities, a pan-Arab initiative.     Abstract: This book provides a comparative analysis of how two radical left parties achieved government participation and their subsequent political experiences. In the face of the most severe and most prolonged crisis in the history of capitalism, it would be expected for radical left parties to seize the opportunity to promote their political agenda. Although reality has often confounded prognosis, two particular radical left parties - the Greek SYRIZA and the Cypriot AKEL - were elected to the highest government office. The author uses these two examples to engage with the broader question of what to expect when left-wing radicals achieve governance. This question is now of particular importance given the emergence of radical leftists in other parts of Europe, including Corbyn in the UK and Podemos in Spain. Yiannos Katsourides is Adjunct Lecturer in the Department of Social and Political Sciences at the University of Cyprus. He has also taught at the European University Cyprus. His previous book, The History of the Communist Party in Cyprus: Colonialism, Class and the Cypriot Left, was published in July 2014. Dr Katsourides has been awarded fellowships from the Institute of Commonwealth Studies of the University of London and the Hellenic Observatory of the London School of Economics

    Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm. It will be of use to students, scholars, and policy makers in the field of European studies, migration and asylum studies, international relations, and political science

    Abstract: This book brings the emergent interest in social class and inequality to the field of television studies. It reveals how the new visibility of class matters in serial television functions aesthetically and examines the cultural class politics articulated in these programmes. This ground-breaking volume argues that reality and quality TV's intricate politics of class entices viewers not only to grapple with previously invisible socio-economic realities but also to reconsider their class alignment. The stereotypical ways of framing class are now supplemented by those dedicated to exposing the economic and socio-psychological burdens of the (lower) middle class. The case studies in this book demonstrate how sophisticated narrative techniques coincide with equally complex ways of exposing class divisions in contemporary American life and how the examined shows disrupt the hegemonic order of class. The volume therefore also invites a rethinking of conventional models of social stratification.

    Abstract: Bringing together vivid ethnographic material, this book opens up a timely conversation between memory and mobility/migration studies.     Abstract: This book explores changes in the values and ideas of a large part of the political Left in recent decades. The author identifies that a questioning of the merits of economic growth; an ideal of environmental sustainability overriding the old radical visions of material abundance; a critique of instrumental reason; a suspiciousness towards universalist claims; and an attachment to subjective and pluralistic identities, have been dominant in the narratives of the Leftist milieu and of social movements. Yet the author suggests that such changes, known as ‘lifestyle activism’, could be understood in a different way, one characterised by suspiciousness towards the belief that human action guided by reason can lead society towards a future that will be better and more affluent. Using a range of case studies from the 1960's to the present day anti-austerity movement, Sotirakopoulos argues that the New Left and its ideological heirs could be understood not so much as a continuation, but as an inversion from the Old Left and, most importantly, from humanistic visions of modernity. The book will therefore be ideal reading for students and researchers of political sociology, radical politics, modern political ideologies, contentious politics and political theory and to scholars of new social movements and the New Left

    Abstract: This book considers the relationship between public spending and public deficit and the varying successes and difficulties governments have had in recent years to balance the two. As the fiscal crash of 2007/8 turned into the Great Recession and tax revenues tumbled, public finances across the UK, the USA and Europe plunged into deficit. Controversial attempts by governments to balance their budgets, commonly described as austerity by critics, had mixed success, politically and economically. Michael Burton outlines how politicians tackled the worst economic downturn in over half a century, drawing on previous examples of deficit-reduction to see how governments managed public finances in recessions and where austerity worked and where it failed. This two-part book, which for the first time provides an historical context to austerity, analyses firstly deficit-reduction in the UK in the 1970s, 1980s, 1990s and 2010-2016, and then looks at case studies in Europe, the USA, Canada and Asia Pacific. The author concludes that with the ageing population placing greater pressure through health and pensions on the public finances of the developed world, politicians and their electorates will have to learn to live long-term with austerity

    Abstract: This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage ‘disorder’ security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea. Jo Inge Bekkevold is Head of the Centre for Asian Security Studies at the Norwegian Institute for Defence Studies. With Robert S. Ross, he recently edited China in the Era of Xi Jinping: Domestic and Foreign Policy Challenges, 2016. Bekkevold is a former Norwegian diplomat who served in Hanoi and Beijing. Geoffrey Till is Professor Emeritus of Maritime Studies and Chairman of Corbett Centre for Maritime Policy Studies at King’s College London, UK. Since 2009 he has also been a Visiting Professor at the Rajaratnam School of International Studies, Singapore. He is the author of Seapower: A Guide for the 21st Century, 2013

    Abstract: This book investigates why networks, some with joined-up governance remits, appeared ineffective in handling neighbourhood unemployment even in periods when the national unemployment levels dropped. It deploys a multi-theoretical and methodological framework to investigate this empirical puzzle, and to test and analyse the causal factors influencing network outcomes. Chapters examine network concepts, network theories, outcome indicators, the historical infrastructure and management of unemployment policy, and governing network trends in post-war urban regeneration interventions. Comparative network case studies offer empirical evidence and a high degree of local variation. Mixed methods (qualitative and quantitative approaches), including social network analysis, uncover formal and informal networks, and eighty-six interviews in two English local authorities with persistent unemployment, give voice to network practitioner experiences. Findings explain why sub-optimal network outcomes prevail and operational difficulties persist on the ground. Students and academics, professionals and activists can use the results to challenge network governance theories and the policy status-quo. J.M.     Abstract: This book examines the rise of the international language Esperanto, launched in 1887 as a proposed solution to national conflicts and a path to a more tolerant world. The chapters in this volume chart the emergence of Esperanto as an answer to a widespread democratic desire for direct person-to-person international communication regardless of political boundaries. Its early success was limited, mostly because of the Czarist régime’s suspicion of direct communication with foreigners, and, later, similar suspicion by dictatorial régimes generally. As speakers of a “dangerous language,” its adepts were harassed and persecuted, especially in Germany and the Soviet Union. This book argues that the fate of Esperanto over the 130 years of its existence serves as a barometer to measure the degree to which régimes tolerate spontaneous personal contact with other countries and allow the pursuit of self-education outside prescribed national or ideological constraints. This book will appeal to a wide readership, including linguists, historians, political scientists and others interested in the history of the twentieth century from the unusual perspective of language.     Abstract: The European Neighbourhood Policy (ENP) was initially intended to create ‘a ring of friends surrounding the Union, from Morocco to Russia and the Black Sea’ (Prodi, 2002). Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions

Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective.     Abstract: In this book, the authors explore the controversial Iranian nuclear programme through the conceptual lens of nuclear hedging. In 2002, revelations regarding undeclared nuclear facilities thrust Iran’s nuclear activities under the spotlight and prompted concerns that Tehran was pursuing nuclear weapons. Iran has always denied nuclear weapons aspirations, yet it cannot be disputed that the Islamic Republic has gone well beyond what is required for a civil nuclear programme based on energy production and scientific research. What, then, is the nature and significance of Iran's nuclear behaviour? Does it form part of a coherent strategy? What can Iran's actions in the nuclear field tell us about Tehran's intentions? And what does the Iranian case teach us about proliferation behaviour more generally? This book addresses these questions by exploring the nature of nuclear hedging and how this approach might be identified, before applying this logic to the Iranian case. Since 2000, tackling human trafficking has spawned new legal, security and political architecture.
