    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. It argues that practices and their background knowledge survive preferentially, communities of practice serve as their vehicle, and social orders evolve. As an evolutionary theory of world ordering, which does not borrow from the natural sciences, it explains why certain configurations of practices organize and govern social orders epistemically and normatively, and why and how these configurations evolve from one social order to another. Suggesting a multiple and overlapping international social orders' approach, the book uses three running cases of contested orders - Europe's contemporary social order, the cyberspace order, and the corporate order - to illustrate the theory. Based on the concepts of common humanity and epistemological security, the author also submits a normative theory of better practices and of bounded progress.

    Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: Empire of Hope asks how emotions become meaningful in political life. In a diverse array of cases from recent Japanese history, David Leheny shows how sentimental portrayals of the nation and its global role reflect a durable story of hopefulness about the country’s postwar path. From the medical treatment of conjoined Vietnamese children, victims of Agent Orange, the global promotion of Japanese popular culture, a tragic maritime accident involving a US Navy submarine, to the 2011 tsunami and nuclear disaster; this story has shaped the way in which political figures, writers, officials, and observers have depicted what the nation feels.Expressions of national emotion do several things: they construct the boundaries of the national body, they inform and discipline appropriate expression, and they depoliticize messy problems that threaten to produce divisive questions about winners and losers. Most important, they work because they appear to be natural, simple and expected expressions of how the nation shares feeling, even when they paper over the extraordinary divergence in how the nation’s citizens experience each incident. In making its arguments, Empire of Hope challenges how we read the relations between emotion and politics by arguing—unlike those who build from the neuroscientific turn in the social sciences or those developing affect theory in the humanities—that the focus should be on emotional representation rather than on emotion itself

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

    Abstract: Since the US-led invasion and occupation of Iraq in 2003, the challenges of sectarianism and militarism have weighed heavily on the women of Iraq. In this book, Zahra Ali foregrounds a wide-range of interviews with a variety of women involved in women's rights activism, showing how everyday life and intellectual life has developed since the US-led invasion. In addition to this, Ali offers detailed historical research of social, economic and political contexts since the formation of the Iraqi state in the 1920s. Through a transnational and postcolonial feminist approach, this book also considers the ways in which gender norms and practices, Iraqi feminist discourses, and activisms are shaped and developed through state politics, competing nationalisms, religious, tribal and sectarian dynamics, wars, and economic sanctions. The result is a vivid account of the everyday life in today's Iraq and an exceptional analysis of the future of Iraqi feminisms

    Abstract: Non-elected actors, such as non-governmental organizations and celebrity activists, present themselves as representatives of others to audiences of decision-makers, such as state leaders, the European Union, the United Nations, and the World Trade Organization. These actors are increasingly included in the deliberation and decision-making processes of such institutions. To take one well-known example, the non-governmental organization, Oxfam, presses decision-makers and governments for fair trade rules on behalf of the world's poor. What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic. However, in order to do so, we must stretch our imaginations beyond the standard normative framework of elections

    Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

    Abstract: Since the early years of the People's Republic of China, the Chinese state has sought to regulate the practice of religion. The institutions it created for that purpose were meant to ensure that religious practice would not happen outside the supervision of the state. Since the 1990s, however, unregistered religious sites have proliferated in China, and those include Protestant house churches. China is said to have more unregistered churches than registered ones. Unregistered churches have, for the most part, deliberately chosen not to register with the State Administration for Religious Affairs, and they have also bypassed a number of other central government regulations on religious activities. Despite the fact that they are illegal, local public security bureaus have tolerated those churches. The text argues that they have done so to contain the influence of Protestantism in Chinese cities.

    Abstract: Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country’s welfare state failed to adapt to widening inequalities in households’ market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain.     Abstract: 'The Future of the World' is devoted to the intriguing field of study which emerged after World War Two, futurism or futurology. Jenny Andersson explains how futurist scholars and researchers imagined the Cold War and post Cold War world and the tools and methods they would use to influence and change that world. Futurists were a motley crew of Cold War warriors, nuclear scientists, journalists, and peace activists. Some argued it should be a closed sphere of science defined by delimited probabilities. They were challenged by alternative notions of the future as a potentially open realm. Futurism also drew on an eclectic range of repertoires, some of which were deduced from positivist social science, mathematics, and nuclear physics, and some of which sprung from alternative forms of knowledge in science fiction, journalism, or religion.

    Abstract: In 2014, the ethics and politics of hospitality were brought into stark relief. Three years into the Syrian conflict, which had already created nearly 2.5 million refugees and internally displaced 6.5 million, the UN called on industrialised countries to share the burden of offering hospitality through a fixed quota system. The UK opted out of the system whilst hailing their acceptance of a moral responsibility by welcoming only 500 of the most vulnerable' Syrians. Given the state's exclusionary character, what opportunities do other spaces in international politics offer by way of hospitality to migrants and refugees? Hospitality can take many different forms and have many diverse purposes. But wherever it occurs, the boundaries that enable it and make it possible are both created and unsettled via exercises of power and their resistance.     Abstract: Left-wing intellectuals in Britain and the US had long repudiated the Soviet regime. Why was the collapse of the Eastern Bloc experienced as a shock that destabilised their identities and political allegiances then? What happened to a collective project that had started out to formulate a socialist vision different from both really existing socialism and social democracy? This study endeavours to answer both questions, focusing on generational networks rather than individuals and investigating political academic journals after 1989 to paint the picture of a Left deeply troubled by the triumph of a capitalism unfettered by any counter-force.

    Abstract: In Mandarins and Heretics , Wu Junqing explores the denunciation and persecution of lay religious groups in late imperial (14th to 20th century) China. These groups varied greatly in their organisation and teaching, yet in official state records they are routinely portrayed as belonging to the same esoteric tradition, stigmatised under generic labels such as “White Lotus” and “evil teaching”, and accused of black magic, sedition and messianic agitation. Wu Junqing convincingly demonstrates that this “heresy construct” was not a reflection of historical reality but a product of the Chinese historiographical tradition, with its uncritical reliance on official sources. The imperial heresy construct remains influential in modern China, where it contributes to shaping policy towards unlicensed religious groups

    Abstract: This interdisciplinary endeavour portrays the central features of militant movements which hold totality as an important part of their doctrinal core. Revisiting the importance of modernity, utopianism, eschatology, charisma, psychology and the history of ideas, Mihai Murariu pursues a reconstruction of the historical requirements for the emergence of such movements. Making a central use of the concept of totalism, the work establishes a conceptual bridge from antiquity to the contemporary period, whilst also arguing for the suitability of the term in comparison to totalitarianism or political religion. The author also proposes a distinct taxonomy for structural elements, variants, and development phases which may be encountered in totalist movements.     Abstract: Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present

    Abstract: Constitutions are made in almost all transformation of regimes. What are the dangers and the hopes associated with such a process? What can make constitution-making legitimate? The Adventures of the Constituent Power explores the democratic methods by which political communities make their basic law, arguing that the most advanced method developed from Spain and South Africa. The first part of this book focuses on history of the idea of constitution-making, before and during the democratic revolutions of the 18th Century. The second part traces the notion of the constituent power in recent regime transitions that were consciously post-revolutionary, from Spain to South Africa. With the return of revolutions or revolutionary patterns of constitution-making, the book examines the use and potential failure of the new ideas available.     Abstract: This book offers the first comprehensive account and re-appraisal of the formative phase of what is often termed the 'Grotian tradition' in international relations theory: the view that sovereign states are not free to act at will, but are akin to members of a society, bound by its norms. It examines the period from the later fifteenth to the mid-seventeenth centuries, focusing on four thinkers: Erasmus, Vitoria, Gentili and Grotius himself, and is structured by the author's concept of international society. Erasmus' views on international relations have been entirely neglected, but underlying his work is a consistent image of international society. The theologian Francisco de Vitoria concerns himself with its normative principles, the lawyer Alberico Gentili - unexpectedly, the central figure in the narrative - with its extensive practical applications. Grotius, however, does not re-affirm the concept, but wavers at crucial points. This book suggests that the Grotian tradition is a misnomer

    Abstract: Stefanie Walter examines the visibility of European Union citizens in the mass mediated European public sphere and argues that it can help facilitate an exchange between decision-makers and ordinary citizens. The results show that in comparison to other actor groups, such as political parties or civil society organisations, the visibility of European Union citizens is not marginal. Yet, the image of the European Union citizenry that becomes visible via the news media remains nationally entrenched and references to a truly European citizenry are rare. The study also uses multilevel regressions to explain the visibility of European Union citizens in the news coverage. The empirical analyses are based on a large-scale content analysis of TV news and newspaper articles of the 2009 European Parliament election.     Abstract: In China, East Asia and the European Union specialist authors from both Europe and Asia reflect on the dynamic relationship between the three actors from an International Relations perspective. The book is a testimony to China’s seemingly unstoppable rise, both in the East Asian region and in the relationship with the EU and its member states. The authors investigate why the economic links between the European Union and East Asia have become so firmly established, while in comparison the political bond has remained underdeveloped. They conclude that the crises the EU is currently facing seriously affect its manoeuvring space vis-a-vis China and its neighbours, both economically and politically.     Abstract: Warum verlaufen manche Wahlen gewaltsam und andere nicht? Warum bricht in manchen Ländern Gewalt zwischen ethnischen Gruppen aus und in anderen nicht? Und wie kann erklärt werden, dass nur manche Gebiete und manche Wahlkreise von Gewalt betroffen sind, während andere friedlich bleiben? Um diese Fragen zu beantworten, erfasst Anika Becher Gewalt anlässlich von Wahlen sowie ethnische Gewalt für zwei afrikanische Staaten über 20 Jahre hinweg. Anhand ihrer Daten zeigt die Autorin, wann und wo in Kenia und Malawi seit der Wiedereinführung von Mehrparteienwahlen Gewalt ausbrach, und untersucht, wie die Unterschiede zwischen den Ländern, aber auch innerhalb der Länder erklärt werden können.Sie zeigt, dass vorherrschende Erklärungsansätze für Bürgerkrieg nicht ausreichen, um ethnische und Wahlgewalt zu erklären, und dass beide – obwohl oft eng verknüpft – unterschiedliche Ursachen haben. Ein Großteil der Gewalt geht von regierungsnahen Akteuren aus und schränkt den politischen Wettbewerb ein

    Abstract: This volume focuses on interpreting the changing domestic and regional dynamics in the Arab world and Iran. Its chapters discuss an array of countries, events, actors, and issues - from an examination of the Arab Spring and the Tunisian democratic transition, to an exploration of the role of Saudi-Iranian geostrategic rivalry, to the impact of ethnic and sectarian politics in Syria, Iraq, and across the region. Chapters from expert contributors are organized into three parts. The first section of the volume covers the aspects and dynamics of change in the Arab world. The second examines the role of Islam, Islamism, Islamic governance, and sectarian and ethnic politics in the region. The third section focuses on Iranian domestic and regional politics. Yet the theme of transition is constant throughout as this multidisciplinary book draws connections across countries and events to not only inform about the prevailing regional situation, but also to invite readers to draw their own conclusions as to the future of the Middle East. Collectively the volume provides a fresh interpretation of the changing dynamics of the Arab world and Iran, unpacking the complexities of the disputes, conflicts, rivalries, failed goals, and processes of change and development that have made the Muslim Middle East so turbulent, directionless, and perpetually contested by both regional and international actors.

    Abstract: This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

    Abstract: This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order. It is taken for granted that Brazil, Russia, India, China and South Africa are now engineering a unique pool of governance that is seeking alternatives to the current order of global economic and political affairs. The fact that these countries have jointly decided to forge ahead with the BRICS constellation of states that is now taking consequential decisions such as the creation of the BRICS’ New Development Bank, is not to be treated lightly. In this book the majority of papers take a step back and systematically analyse the real state of the leadership that is provided by the BRICS on a litany of regionally and globally relevant issues. While no one doubts the fact that these countries have the capacity to provide leadership especially in their various regions on many issues, what remains moot is whether they are willing and capable to do so at the global level. Even in those cases where there is the willingness and capacity, the book argues that the acceptance of such leadership by potential followers is not always a given. .

    Abstract: Andrew Linklater's The Problem of Harm in World Politics (Cambridge, 2011) created a new agenda for the sociology of states-systems. Violence and Civilization in the Western States-Systems builds on the author's attempts to combine the process-sociological investigation of civilizing processes and the English School analysis of international society in a higher synthesis. Adopting Martin Wight's comparative approach to states-systems and drawing on the sociological work of Norbert Elias, Linklater asks how modern Europeans came to believe themselves to be more 'civilized' than their medieval forebears. He investigates novel combinations of violence and civilization through a broad historical scope from classical antiquity, Latin Christendom and Renaissance Italy to the post-Second World War era. The objects of this political hero-worship included Benito Mussolini, Adolph Hitler, Joseph Stalin, Mao Zedong, Fidel Castro and more recently Hugo Chavez, among others. This book seeks to understand the sources of these misjudgements and misperceptions, the specific appeals of particular dictators, and the part played by their charisma, or pseudo-charisma. It sheds new light not only on the political disposition of numerous Western intellectuals - such as Martin Heidegger, Eric Hobsbawm, Norman Mailer, Ezra Pound, Susan Sontag and George Bernard Shaw - but also on the personality of those political leaders who encouraged, and in some instances helped to design, the cult surrounding their rise to dictatorship

    Abstract: "This volume highlights the ways in which the prospect of peace can generate anxieties and consequently set in motion social and political processes that reproduce and reactivate conflicts. In analysing this issue, the volume builds on the notion of ontological security and its recent applications to international relations theory. Although conflicts threaten the physical security of the parties involved, they also help settle existential questions about basic parameters of life, being, and identity, and thus over time become sources of ontological security. The prospect of peace, through the resolution or transformation of conflict, threatens to unsettle the stability and consistency of self-narratives, and their associated routines and habits at the individual, group, and state levels.The contributors argue two key points: 1) that ontological insecurity may set in motion political and social processes that reproduce and reactivate conflicts; 2) that coping with peace anxieties necessitates the formulation of alternative self-narratives at the individual, societal, and state levels that re-situate the Self in relation to Other and to the world at large. Consequently, the book analyses the ways in which, and the conditions under which, conflict resolution induces ontological insecurity, and the different ways in which ontological insecurity has prevented the successful culmination of peace processes in different conflict contexts, including Cyprus, Israel-Palestine and Northern Ireland. This book will be of much interest to students of critical security studies, conflict resolution, peace and conflict studies, social theory and IR in general"..

    Abstract: Racism and imperialism are the twin forces that propelled the course of the United States in the world in the early twentieth century and in turn affected the way that diplomatic history and international relations were taught and understood in the American academy. Evolutionary theory, social Darwinism, and racial anthropology had been dominant doctrines in international relations from its beginnings; racist attitudes informed research priorities and were embedded in newly formed professional organizations. In White World Order, Black Power Politics, Robert Vitalis recovers the arguments, texts, and institution building of an extraordinary group of professors at Howard University, including Alain Locke, Ralph Bunche, Rayford Logan, Eric Williams, and Merze Tate, who was the first black female professor of political science in the country.Within the rigidly segregated profession, the "Howard School of International Relations" represented the most important center of opposition to racism and the focal point for theorizing feasible alternatives to dependency and domination for Africans and African Americans through the early 1960s. Vitalis pairs the contributions of white and black scholars to reconstitute forgotten historical dialogues and show the critical role played by race in the formation of international relations.
