Wirtschafts- und Sozialpolitik, an der TU Berlin (1963–1969), an der Universität zu Köln (1970–1973) sowie an der Universität Augsburg (1974–1995). This book argues that to correctly respond to these emerging issues, apart from upgrading industry and improves environmental protection techniques, China needs to establish an “ecological civilization” that provides an ideological basis for the construction of a green low-carbon model of economic growth.

    Abstract: In the past 10 years, the Member States of the European Union (EU) have intensified their exchange of information for the purposes of preventing and combating serious cross-border crime, as manifested in three main aspects. Firstly, there is a need to ensure the practical application of innovative principles (availability, mutual recognition) and concepts (Information Management Strategy, European Information Exchange Model) for tackling criminal organisations and networks that threaten the Internal Security of the EU. Secondly, there has been a gradual consolidation of EU agencies and bodies (Eurojust, Europol) aimed at promoting cooperation and dialogue among law enforcement officials and judicial authorities responsible for preventing and combating drug trafficking, trafficking in human beings, child pornography, and other serious trans-national offences. Thirdly, important EU information systems and databases (Prüm, SIS-II, ECRIS) have been created, enabling law enforcement and judicial authorities to gain access to essential information on criminal phenomena and organisations. Pursuing a practice-orientated approach, this work provides comprehensive coverage of all these measures, as well as the applicable rules governing data quality, data protection and data security. It is especially intended for law enforcement and judicial authorities who need to develop the appropriate expertise for the practical application of the above-mentioned principles. It also offers a solid basis of practical training material for police training centres and judicial schools

    Abstract: Cyberspace is everywhere in today’s world and has significant implications not only for global economic activity, but also for international politics and transnational social relations.     Abstract: This book is designed to introduce law students, legal actors and human rights activists, particularly participants in human rights dialogues with China, to the process and reality of a newly confident China’s participation in the international human rights system, albeit with inherent challenges. From an international and comparative perspective, one of the key findings of the author's research is that progress towards human rights depends more on judges than on legislators. Chinese legislators have enacted a series of reforms in order to better protect human rights. Unfortunately, these reforms have not led to greater adherence to China’s international human rights obligations in practice. The reforms failed because they have generally been misunderstood by Chinese judges, who often have a limited understanding of international human rights norms. Specifically, this book will examine how judicial misunderstandings have blocked reforms in one specific area, the use of severe punishments, based on international human rights theory and case studies and data analyses. This examination has several purposes. The first is to suggest that China ratify the ICCPR as the next step for its substantive progress in human rights and as a good preparation for its re-applying to be a member of the UN Human Right Council in the future. The second is to explain how judges could be better educated in international human rights norms so as to greatly reduce the use of severe punishments and better comply with China's human rights obligations. The third is to demonstrate how the international community could better engage with China in a manner that is more conducive to human rights improvements. The author's ultimate goal is to enhance dialogue on human rights in China between judges and the Chinese government, between Chinese judges and their foreign counterparts and between China's government and the international community. Another significant aim of this book is to clarify the controversial question of what obligations China should undertake before its ratification of the ICCPR and to re-examine trends in its developing human rights policy after standing down from the Council in late 2012. The tortuous progress of China’s criminal law and criminal justice reforms has confirmed that Chinese judges need further instruction on how to apply severe punishments in a manner consistent with international standards.     Abstract: This book presents an integrated approach to measuring the level of intra-party democracy through deductive and standardized content analysis of party statutes. Following the two main criteria of intra-party democracy inclusiveness and decentralization three main categories of intra-party democracy are theoretically derived: members' rights, organizational structure and decision-making. On the basis of theoretical considerations further sub-categories and individual items are deduced from these main categories and put together into a comprehensive coding scheme. Furthermore, precise coding instructions are presented. Since it is the ultimate aim of this book to present an approach to measuring the level of intra-party democracy for any party statute and to express this in numerical terms, the final step is the quantification of the coded data and the calculation of a numeric measure of intra-party democracy. A numeric value of intra-party democracy can be calculated for any statute of any political party. Furthermore, empirical examples from Hungary, Slovakia and Romania are presented?

    Abstract: This is the first book on the U.S. presidential election system to analyze the basic principles underlying the design of the existing system and those at the heart of competing proposals for improving the system. The book discusses how the use of some election rules embedded in the U.S. Constitution and in the Presidential Succession Act may cause skewed or weird election outcomes and election stalemates. The book argues that the act may not cover some rare though possible situations which the Twentieth Amendment authorizes Congress to address. Also, the book questions the constitutionality of the National Popular Vote Plan to introduce a direct popular presidential election de facto, without amending the Constitution, and addresses the plan's 'Achilles' Heel.' In particular, the book shows that the plan may violate the Equal Protection Clause from the Fourteenth Amendment of the Constitution. Numerical examples are provided to show that the counterintuitive claims of the NPV originators and proponents that the plan will encourage presidential candidates to 'chase' every vote in every state do not have any grounds. Finally, the book proposes a plan for improving the election system by combining at the national level the 'one state, one vote' principle - embedded in the Constitution - and the 'one person, one vote' principle. Under this plan no state loses its current Electoral College benefits while all the states gain more attention of presidential candidates. Alexander S. Belenky is the author of books and scientific articles in the fields of optimization and game theory and their applications in transportation, industry, agriculture, environmental protection, advertising, brokerage, auctioning, and U.S. presidential elections. He is the author of Operations Research in Transportation Systems: Ideas and Schemes of Optimization Methods for Strategic Planning and Operations Management published by Kluwer Academic Publishers in 1998 and republished by Springer in 2010 which has been adopted by many leading American Universities. Also, he is the author of the books Extreme Outcomes of US Presidential Elections (2003), Winning the US Presidency: Rules of the Game and Playing by the Rules (2004), and How America Chooses Its Presidents (2007, 2009). He was an invited guest on radio and TV talk shows throughout the country in the course of the 2004 election campaign, and he was the invited Guest Editor of Mathematical Modeling of Voting Systems and Elections: Theory and Applications, a special edition of Mathematical and Computer Modelling (2008), Currently, Alexander S. Belenky is a tenured professor at the Department of Mathematics for Economics and a leading scientist at the Decision Choice and Analysis Laboratory at the National Research University Higher School of Economics in Moscow, Russia, and a visiting scholar at the MIT Center for Engineering Systems Fundamentals. He holds a Ph.D. degree in systems analysis and mathematics and a D.Sc. degree in applications of mathematical methods. His opinion pieces about voting systems have appeared in The Baltimore Sun, The Boston Globe, The Boston Herald, The Christian Science Monitor, The New York Times, The Plain Dealer, Providence Journal and in other newspapers.

    Abstract: The study of power is the nucleus of political science and international relations. As a shift of power from traditional industrial countries to emerging powers has been perceived since the turn of the century, this book aims to present innovative theoretical and empirical approaches that can increase our understanding of this transition. Scholars from the fields of international relations, international political economy, economics and security studies not only explore current theoretical debates on 'power' and 'power shifts' among entities, but also provide fresh insights into relevant aspects of international power in the 21st century. With a particular focus on aspects of international security, trade and production, new methods of identifying power and its sources are presented, and their potential implications and challenges are discussed. Enrico Fels is Lecturer at the Center for Global Studies (CGS), University Bonn. He has a Masters degree from the Australian National University, where he also was a T.B. Millar Scholar in Strategic and Defence Studies, and holds a Bachelors degree from Ruhr-University Bochum. Before joining CGS, he worked as a Research Assistant for the Institute of International Relations at the Helmut Schmidt University/University of the Federal Armed Forces, Hamburg, as well as at the Chair of International Relations, Ruhr-University Bochum. Jan-Frederik Kremer is Lecturer at the Center for Global Studies, University Bonn. He has a Bachelors and Masters degree from Ruhr-University Bochum, and is pursuing a PhD at the Institute of Development Research and Development Policy (IEE). Ruhr-University Bochum. He holds a Bronnbacher Scholarship and is a member of the Ruhr-University's DFG-funded Research School. Before working at CGS he was a Research Assistant for IEE as well as the Chair of International Relations, Ruhr-University Bochum. Katharina Kronenberg is Lecturer at the Center for Global Studies, University Bonn.
