    Abstract: This volume focuses on interpreting the changing domestic and regional dynamics in the Arab world and Iran. Its chapters discuss an array of countries, events, actors, and issues - from an examination of the Arab Spring and the Tunisian democratic transition, to an exploration of the role of Saudi-Iranian geostrategic rivalry, to the impact of ethnic and sectarian politics in Syria, Iraq, and across the region. Chapters from expert contributors are organized into three parts. The first section of the volume covers the aspects and dynamics of change in the Arab world. The second examines the role of Islam, Islamism, Islamic governance, and sectarian and ethnic politics in the region. The third section focuses on Iranian domestic and regional politics. Yet the theme of transition is constant throughout as this multidisciplinary book draws connections across countries and events to not only inform about the prevailing regional situation, but also to invite readers to draw their own conclusions as to the future of the Middle East. Collectively the volume provides a fresh interpretation of the changing dynamics of the Arab world and Iran, unpacking the complexities of the disputes, conflicts, rivalries, failed goals, and processes of change and development that have made the Muslim Middle East so turbulent, directionless, and perpetually contested by both regional and international actors.

    Abstract: This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

    Abstract: This book provides an accessible and timely analysis of how the British discourse on Europe has evolved over the past forty years. It focuses on three key episodes: the 1975 referendum on the UK’s continued membership of the European Economic Community; the 1992-3 debates on ratification of the Maastricht Treaty; and the more recent proto-referendum debates sparked by David Cameron’s Bloomberg speech in January 2013. Using a discourse-analytical approach, the book analyses how political and media voices seek to delineate a British sense of self from a Continental other. Importantly, the book also pays close attention to the rising prominence of immigration issues within the British discourse on Europe. John Todd is a PhD candidate at the University of Oslo’s Department of Criminology and Sociology of Law, Norway. He holds a Master’s degree in International Relations from the Norwegian University of Life Sciences and has worked in a range of policy roles within the civil service in Belfast and London.

This analytical approach focuses on the similarities between Switzerland's EU policies and the integration of EU member states. The latter have often been the focus of research as Switzerland is the last Western European country not to have become a member of the European Union (EU) or the European Economic Area (EEA). The book claims that Switzerland’s position on the European integration map is different in terms of degree from many EU member states, but not different in kind. The cornerstone of the book is new empirical data quantitatively measuring Switzerland’s differentiated integration during the period 1990 – 2010. The data rely on the sectoral agreements Switzerland concluded with the EU and the voluntary incorporation of EU law into domestic legislation. The book shows, among other findings, that over time Swiss European policies have begun to resemble integration policies and that the more they did so, the more dynamically they evolved.     Abstract: This book is a study of the multiple meanings of European citizenship, which has been represented and publicly communicated by the European Commission in five distinctive ways - Homo Oeconomicus (1951-1972), A People's Europe (1973-1992), Europe of Transparency (1993-2004), Europe of Agorai (2005-2009) and Europe of Rights (2010-2014). The public communication of these five distinct representations of European citizenship reveal how the European Commission conceived of and attempted to facilitate the development of a Civil Europe. Ultimately this history, which is based upon an analysis of public communication policy papers and interviews with senior European Commission officials past and present, tells a story about changing identities and about who we as Europeans might actually be and what kind of Europe we might actually belong to

    Abstract: This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm. It will be of use to students, scholars, and policy makers in the field of European studies, migration and asylum studies, international relations, and political science

    Abstract: The book addresses the topic of EU legitimacy by exploring the forms, origins and effects of citizens' support to EU institutions. Through examining the wide-ranging levels of support, the authors show how these multi-faceted attitudes cast shade on the outdated, somewhat one-dimensional concept of Euroscepticism. Di Mauro and Memoli not only observe how political issues and the economic crisis affect public opinion, but also demonstrate how national contexts play a crucial role in shaping attitudes towards Europe at any level of support. This volume shows how the lack of accountability in the EU system makes it increasingly vulnerable to the negative effects of economic and societal shocks, and the 'national lens' that we view the EU through influences our voting choices. Danilo Di Mauro is post-doc fellow at the University Unitelma Sapienza in Rome, Italy, and Research Assistant at the European University Institute (EUI) where he was Marie Curie Research Fellow.     Abstract: This volume presents the critical perspectives of feminists, critical race theorists, and queer and postcolonial theorists who question the adoption of European norms in the postcolonial world and whether such norms are enabling for disenfranchised communities or if they simply reinforce relations of domination and exploitation. It examines how postcolonial interventions alter the study of politics and society both in the postcolony and in Euro-America, as well as of the power relations between them. Challenging conventional understandings of international politics, this volume pushes the boundaries of the social sciences by engaging with alternative critical approaches and innovatively and provocatively addressing previously disregarded aspects of international politics. The fourteen contributions in this volume focus on the silencing and exclusion of vulnerable groups from claims of freedom, equality and rights, while highlighting postcolonial-queer-feminist struggles for transnational justice, radical democracy and decolonization, drawing on in-depth empirically-informed analyses of processes and struggles in Asia, Africa, Europe and Latin America. They address political and social topics including global governance and development politics; neo-colonialism, international aid and empire; resistance, decolonization and the Arab Spring; civil society and social movement struggles; international law, democratization and subalternity; body politics and green imperialism.     Abstract: Challenging the assumptions of ‘mainstream’ International Political Economy (IPE), this Handbook demonstrates the considerable value of critical theory to the discipline through a series of cutting-edge studies. The field of IPE has always had an inbuilt vocation within Historical Materialism, with an explicit ambition to make sense, from a critical standpoint, of the capitalist mode of production as a world system of sometimes paradoxically and sometimes smoothly overlapping states and markets. Having spearheaded the growth of a vigorous critical scholarship in the 1960s and 1970s, however, Marxism and neo-Gramscian approaches became increasingly marginalized over the course of the 1980s. The authors respond to the exposure of limits to mainstream contemporary scholarship in the wake of the onset of the Global Financial Crisis, and provide a comprehensive overview of the field of Critical International Political Economy. Problematizing socioeconomic and political structures, and considering these as potentially transitory and subject to change, the contributors aim not simply to understand a world of conflict, but furthermore to uncover the ways in which purportedly objective analyses reflect the interests of those in positions of privilege and power

    Abstract: This book engages in the controversies of the European Union’s Common Agricultural Policy (CAP) reforms, demonstrating how these are reiterated by mainstream theoretical approaches in the field. The reforms that the European Union’s CAP underwent during the last three decades were intended to make it less trade-distorting, more taxpayer-friendly and more able to meet the new challenges of environmental concerns and rural development/territorial cohesion. The outcome of the reforms has, however, contradicted these objectives, with the controversies being reiterated by the mainstream theoretical approaches in the field. European Union’s Common Agricultural Policy Reforms argues that these controversies are due to reductionist, rationalist and idealist assumptions with regard to the object of inquiry applied by mainstream approaches. It proposes an alternative critical approach that takes into account the role of real material factors. Critical realism is not just an alternative explanation of CAP reforms but an alternative theory of how explanations can be made, which enables readers to reflect upon and endorse the results of existing lines of research in proceeding towards deeper level theory

    Abstract: This book considers the relationship between public spending and public deficit and the varying successes and difficulties governments have had in recent years to balance the two. As the fiscal crash of 2007/8 turned into the Great Recession and tax revenues tumbled, public finances across the UK, the USA and Europe plunged into deficit. Controversial attempts by governments to balance their budgets, commonly described as austerity by critics, had mixed success, politically and economically. Michael Burton outlines how politicians tackled the worst economic downturn in over half a century, drawing on previous examples of deficit-reduction to see how governments managed public finances in recessions and where austerity worked and where it failed. This two-part book, which for the first time provides an historical context to austerity, analyses firstly deficit-reduction in the UK in the 1970s, 1980s, 1990s and 2010-2016, and then looks at case studies in Europe, the USA, Canada and Asia Pacific. The author concludes that with the ageing population placing greater pressure through health and pensions on the public finances of the developed world, politicians and their electorates will have to learn to live long-term with austerity

    Abstract: This book examines the formation and operation of the Conservative and Liberal Democrat coalition government from May 2010 to May 2015. The authors outline the factors that enabled the union, including economic circumstances, parliamentary politics, the initially amicable relationship established between David Cameron and Nick Clegg, and the apparent ideological closeness of Conservative modernisers and Orange Book Liberal Democrats. The authors then analyse how these factors shaped the policy agenda pursued over the five years, including the issues of deficit reduction, public sector reform, and welfare reduction, before discussing the tensions that developed as a result of these decisions.     Abstract: This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy in Europe. A unique, holistic approach is taken to examine e-democracy’s current state and prospects in Europe from three, partially overlapping and interlocking perspectives: e-public, e-participation and e-voting. The authors provide both theory-inspired reflections on e-democracy’s contribution to the formation of the European public sphere, as well as rich empirical analyses of contemporary e-participation phenomena such as the European Citizens’ Initiative or e-voting practices in Estonia. Based on the presented findings, the concluding chapter combines a prospective outlook with recommendations for future paths towards meaningful integration of e-democracy in European politics and governance.

    Abstract: This work examines violence in the age of the terror wars with an eye toward the technologies of governance that create, facilitate, and circulate that violence. In performing a rhetorical cartography that explores the rise of the US armed drone program as well as moments of resistive violence that occurred during the Arab Spring directed at generating a counter-hegemony by Muslim populations, Hayes argues that the problem of the global terror wars is best addressed by a rhetorical understanding of the ways that governments, as well as individual subjects, turn to violence as a response to, or product of, the post September 11th terror society.     Abstract: Craig Berry assesses UK economic policy in the wake of the financial crisis through the lens of the austerity agenda, focusing on monetary policy, economic rebalancing, industrial and regional policy, the labour market, welfare reform and budgetary management. He argues that austerity is geared towards a resurrection of financialisation and the UK’s pre-crisis economic model, through the transformation of individual behaviour and demonisation of the state. Cutting public spending and debt in the short term is, at most, a secondary concern for the UK policy elite. However, the underlying purpose of austerity is frequently misunderstood due to its conflation with a narrow deficit reduction agenda, not least by its Keynesian critics. Berry also demonstrates how austerity has effectively dismantled the prospect of a centre-left alternative to neoliberalism

    Abstract: This book studies the unprecedented decision of 23 June 2016, which saw the UK electorate vote to leave the EU, turning David Cameron’s referendum gamble into a great miscalculation. It then evaluates the implications that this decision has for the country’s international relations as well as for its domestic politics.     Abstract: In this book, Barbora Moormann-Kimáková analyses the possibility of finding an optimal language regime in multinational and multiethnic countries – either by defining the contents of an optimal language regime, or with the help of a criterion enabling to evaluate whether a language regime is optimal or not. The process of the selection or change of a language regime often becomes a matter of a language-related conflict. These conflicts are mostly accompanied by other political or social conflicts, as for example in Ukraine or former Yugoslavia, which render solutions – and their evaluation – difficult.     Abstract: This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. This edited volume makes a timely and interdisciplinary contribution to the ongoing academic and political debate on the future of open borders and legitimate security governance in Europe. It offers a valuable resource for scholars in the fields of international security and migration studies, as well as for practitioners dealing with border management mechanisms.

    Abstract: This is the first book to explore ways of conceptualizing Germany’s ongoing energy transition. Although widely acclaimed in policy and research circles worldwide, the Energiewende is poorly understood in terms of social science scholarship. There is an urgent need to delve beyond descriptive accounts of policy implementation and contestation in order to unpack the deeper issues at play in what has been termed a 'grand societal transformation.' The authors approach this in three ways: First, they select and characterize conceptual approaches suited to interpreting the reordering of institutional arrangements, socio-material configurations, power relations and spatial structures of energy systems in Germany and beyond. Second, they assess the value of these concepts in describing and explaining energy transitions, pinpointing their relative strengths and weaknesses and exploring areas of complementarity and incompatibility. Third, they illustrate how these concepts can be applied - individually and in combination - to enrich empirical research of Germany’s energy transition

Through a research design that employs both mainstream and critical IPE theory, Mark Hibben uncovers three major tendencies. Principal-agent analysis, he argues, demonstrates that coalition formation among powerful states, IMF staff and management, and other influential actors is necessary for policy reform. At the same time, he uses constructivist analysis to show that ideational frameworks of what merits appropriate macroeconomic policy response also have an impact on reform efforts, and that IMF management and staff seek legitimacy in their policy choices. In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform. By drawing from diverse theoretical traditions, the author thus provides a unique framework for the study of contemporary IMF change and how best those interested in LIDC policy reform can meet this objective.     Abstract: This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order. It is taken for granted that Brazil, Russia, India, China and South Africa are now engineering a unique pool of governance that is seeking alternatives to the current order of global economic and political affairs. The fact that these countries have jointly decided to forge ahead with the BRICS constellation of states that is now taking consequential decisions such as the creation of the BRICS’ New Development Bank, is not to be treated lightly. In this book the majority of papers take a step back and systematically analyse the real state of the leadership that is provided by the BRICS on a litany of regionally and globally relevant issues. While no one doubts the fact that these countries have the capacity to provide leadership especially in their various regions on many issues, what remains moot is whether they are willing and capable to do so at the global level. Even in those cases where there is the willingness and capacity, the book argues that the acceptance of such leadership by potential followers is not always a given. .

    Abstract: In this book, Ferdi De Ville and Mattias Vermeiren examine the linkages between the economic crisis in the euro area and the rise of Brazil, India and China (BICs) in the global monetary and trading system. Drawing on the insights of the comparative capitalism literature, the authors show that the latter development has been a key source of the escalation of trade imbalances in the euro area, which are widely seen as an important cause of the financial and economic crisis in the region.     Abstract: In this book, Ferdi De Ville and Mattias Vermeiren examine the linkages between the economic crisis in the euro area and the rise of Brazil, India and China (BICs) in the global monetary and trading system. Drawing on the insights of the comparative capitalism literature, the authors show that the latter development has been a key source of the escalation of trade imbalances in the euro area, which are widely seen as an important cause of the financial and economic crisis in the region.     Abstract: The European Neighbourhood Policy (ENP) was initially intended to create ‘a ring of friends surrounding the Union, from Morocco to Russia and the Black Sea’ (Prodi, 2002). Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions

    Abstract: This book explores the discourse of regulatory crisis in the UK and examines why, despite the increasing contestation of the principles underpinning the regulatory state, its institutions and practices continue to be firmly embedded within the governance of the British state. It considers its implications for our understanding of the contemporary nature of the British state, and to the study of regulation which is no longer confined to the domain of low politics, populated by technocrats, but is scrutinised by elected politicians, and the subject of the front pages rather than the financial pages. The author sets the British regulatory tradition in a wider context, both spatially, in terms of the challenges presented by Europeanisation, and temporally, critically analysing the process of crisis construction in the narratives of neoliberalism and participatory democracy in the contemporary era

    Abstract: This book addresses the regulatory capacity of the EU as it responds to the huge challenge of realizing the single market. It explores its weaknesses, the EU regulatory networks, expert committees and EU agencies formed in response, and the exceptionally large and complex transnational regulatory system which has resulted. It defines the EU regulatory space as a multi-faceted phenomenon of institutional expansion whose shape varies across sectors and changes over time. Empirically based on the exploration of how regulatory delegation has emerged and evolved in three key EU policies (food safety, electricity, and telecommunications), the book disentangles and links together the functional, institutional and power-distributional factors and their interplay over time into a unified explanation of the many faces of the EU regulatory space. Emmanuelle Mathieu is a postdoctoral research fellow at the German Research Institute for Public Administration, Speyer, Germany. She holds a PhD from the European University Institute, Italy, and has previously worked as a researcher at the Université Catholique de Louvain, Belgium.     Abstract: This book uses comparative economic analysis to provide a common conceptual framework for all current European Union member states. Based on empirical investigation, the author identifies the Nordic, North-western, Mediterranean, and Central and Eastern models of capitalism on the threshold of the 2008 global financial and economic crisis. The chapters also examine the resulting institutional responses to the crisis and the methods of crisis management adopted by each member state. The analysis reveals that the crisis has not triggered radical institutional change but, instead, highlighted deep institutional differences not between the old and new member states, but between the Nordic, North-western, Mediterranean, and Central and Eastern European countries. These institutional differences are so significant that they require the rethinking of European integration theory. Models of Capitalism in the European Union serves as a useful handbook for academics, advanced students, policy-makers and advisors who are interested in European economic issues

    Abstract: This book examines the political oratory, rhetoric and persona of Margaret Thatcher as a means of understanding her justifications for ‘Thatcherism’. The main arenas for consideration are set piece speeches to conference, media engagements, and Parliamentary orations. Thatcher’s rhetorical style is analysed through the lens of the Aristotelian modes of persuasion (ethos, pathos, logos). Furthermore, the classical methods of oratorical engagement (deliberative, epidictic, judicial) are employed to consider her style of delivery. The authors place her styles of communication into their respective political contexts over a series of noteworthy issues, such as industrial relations, foreign policy, economic reform, and party management.     Abstract: This volume analyses the historical background of violent international conflicts. Starting with an analysis of the conflict and cooperation structures in post-communist Eastern Europe and the eastern expansion of the European Union, the author discusses the problem of acts of intervention in response to severe human rights violations, taking Kosovo, Libya and in a further text also Darfur, as examples.
