Abstract: The effects of the intra-African and European deportation regimes brought about since the European Union's externalization of its migration and development policy by transferring it to countries of sub-Saharan Africa remain largely understudied - especially their effects on people's everyday life after forced returns. Based on extensive field research, Susanne U. Schultz's book analyses the supposedly "failed" migration of Malian men, the social situations in which they find themselves following deportation, and the implications of their "failure" for their social environment and broader society. This important ethnographic study creates empirical knowledge on key issues in migration research, policy, and practice in the context of a charged debate.

Abstract: In Conflict, Identity, and State Formation in East Timor 2000-2017, James Scambary analyses the complex interplay between local and national level conflict and politics in the independence period. Communal conflict, often enacted by a variety of informal groups such as gangs and martial arts groups, has been a constant feature of East Timor`s post-independence landscape. A focus on statebuilding, however, in academic discourse has largely overlooked this conflict, and the informal networks that drive Timorese politics and society. Drawing on over a decade of fieldwork, Scambary documents the range of different cultural and historical dynamics and identities that drive conflict, and by which local conflicts and non-state actors became linked to national conflict, and laid the foundations of a clientelist state. Abstract: This 10th thematic issue of International Development Policy presents a collection of articles exploring some of the complex development challenges associated with Africa`s recent but extremely rapid pace of urbanisation that challenges still predominant but misleading images of Africa as a rural continent. Analysing urban settings through the diverse experiences and perspectives of inhabitants and stakeholders in cities across the continent, the authors consider the evolution of international development policy responses amidst the unique historical, social, economic and political contexts of Africa`s urban development.

Abstract: Jan Beek's book explores everyday police work in an African country and analyses how police officers, despite prevailing stereotypes about failed states and African police, produce stateness. Drawing on highly readable ethnographic descriptions, the book shows that Ghanaian police practices often involve the exchange of money (bribes), the use of violence and the influence of politicians. However, such informal practices allow police officers to deal with the inconsistent necessities and the social context of their work. Ultimately, Ghanaian police officers are also inspired by a bureaucratic ethos and their practices are guided by it. Stateness, the book argues, is a quality of organizations, gradually emerging out of such everyday encounters. 'Producing Stateness' allows a close look at the realities of police work in Africa and provides surprising insights into the rationalities of policing and state bureaucracies everywhere.

Abstract: "This edited volume examines the experience of World War I of small nations, defined here in terms of their relative weakness vis-a`-vis the major actors in European diplomacy, and colonial peripheries, encompassing areas that were subject to colonial rule by European empires and thus located far from the heartland of these empires. The chapters address subject nations within Europe, such as Ireland and Poland; neutral states, such as Sweden and Spain; and overseas colonies like Tunisia, Algeria and German East Africa. By combining analyses of both European and extra-European experiences of war, this collection of essays provides a unique comparative perspective on World War I and points the way towards an integrated history of small nations and colonial peripheries. Abstract: As South Africa has entered the third decade after the end of apartheid, this book aims at taking stock of the post-apartheid dynamics in the, so far, often less-comprehensively analysed, but crucial fields of APRM-relevant politics, social development, land and regional relations. In the first part of the book an analysis of some structuring domestic features of post-apartheid South Africa is provided, with a focus on political processes and debates around gender, HIV/AIDS and religion. The second part of the volume focuses on the land question and part three is looking at South Africa`s role in the Southern African region. (Verlagsangaben)

Abstract: This book offers a comparative ethnography of the contested powers that shape democratization in Ethiopia. Although multi-party elections have become the norm in Africa, relatively little is known about the significance of non-state actors such as traditional authorities in electioneering. Focusing on Ethiopia`s competitive 2005 elections, this book analyzes how customary leaders, political parties and state officials confronted and complemented each other during election time. Case studies reveal the contemporaneousness of traditional authorities in modern politics, but also how multi-party competition reproduces traditional relations of domination among ethnic groups. The book documents the importance of customary authority in selecting party candidates and providing legitimacy to political parties, but also their limitations in a country dominated by a semi-authoritarian party-state. Abstract: Most governments in Africa, seeing the political mobilisation of ethnicity as a threat, have rejected the use of ethnic differences as an explicit basis for political representation. The one prominent exception is Ethiopia, which since 1991 has imposed a system of ethnic-based federalism that offers each ethnic group the right of `self-determination`. This book provides a detailed empirical study of this system at work in the complex multiethnic environment of southern Ethiopia. It finds that ethnic self-rule, in combination with the power politics of an authoritarian regime, has produced both intended and unintended outcomes. While arguably easing large-scale ethnic conflicts, it has led to `ethnicisation` of local socioeconomic disputes and to sharper inter-ethnic and intra-ethnic divides, often to the disadvantage of historically marginalised groups. Abstract: This volume presents a wide selection of studies on the issues of law, land dispute and conflict (mediation) in Africa, reconsidering the role of state agents and other actors in these matters. The focus is on analyzing how citizens, state institutions and concerned (inter)national actors aim to find solutions to disputes, tension and conflict that are part of social life. The authors have approached the subject of Land, Law and Politics in Africa from a variety of disciplinary angles. The issues at stake comprise land access and land use, state politics and democratization efforts, the relationship between constitutional/state law and customary law, the challenges of urban and rural conflicts, border issues and the conceptions of (human) rights. On the basis of new empirical studies, the authors plead for a more holistic perspective on the above issues and on developmental policy in general. The book has 15 chapters in four thematic parts, focusing on historical and cultural aspects of politics and authority; land law and land disputes; constitutionalism and politics; and conflict studies. The volume is also a tribute to the work of Gerti Hesseling (1946-2009), a Dutch Africanist with a successful career as a scholar of constitutional and land law, focusing on West Africa.

Abstract: African Floodplains in semi-arid areas are important for local livelihoods as they harbor many common-pool resources such as fisheries, pasture, wildlife, veldt products, water and land for irrigation. However, in many of these areas resources are under pressure. This book is presenting seven case studies from Mali, Cameroon, Tanzania, Zambia and Botswana based on anthropological fieldwork (2002-08) and explores how these common-pool resources have been managed in pre-colonial, colonial and postcolonial times. The major focus of the study is how institutional change has contributed to resource management problems and offers a comparative analysis based on the New Institutionalist approach (Jean Ensminger, Elinor Ostrom), which is combined with a special focus on ideology, discourse and narratives while focusing on conflict and power issues. Abstract: Recognizing that land rights are ambiguous, negotiable and politically embedded, these case studies explore the long-term processes and recent changes in contemporary rural West Africa affecting the conversion of control over land into social and political capital and vice versa. They point to the colonial origins of what came to be viewed as `customary` tenure and to the legal pluralism characterizing pre-colonial tenure arrangements. Furthermore, they show the spiritual and ritual importance of land that can be converted into political power and economic prerogatives, a dimension neglected by much of the recent literature. Analyses cover forest and savannah, state and segmentary societies, facilitating comparison and insights across the Anglo-Francophone divide. (Umschlagtext)

Abstract: Colonized in the late 15th century, São Tomé and Príncipe were ruled by Portugal for 500 years, one of the longest periods of European domination in colonial history. In fact, during this period the Portuguese colonized the islands twice. Both colonizations were driven by the production of tropical cash crops; however, they occurred under rather different circumstances. Its long history as a plantation colony has made this African archipelago in many aspects more akin to the small Caribbean states. Since its decolonization in 1975 the small and impoverished country has experienced two fundamental changes to its political and economic system in a short period of 15 years. After embracing socialism and a centralized economy at independence, in 1990 the country introduced liberal democracy and a free-market economy. This case study analyses the course of political and economic changes in postcolonial São Tomé and Príncipe. The central issue of the book is to which extent institutional changes based on external models altered local patterns of political culture and of doing politics. In addition, it examines the outcome of the consecutive economic policies and development approaches patterned on theses models. This second edition has been completely revised and updated for the period of 1998-2005, including the recent developments in the country`s emerging oil sector.

Abstract: This book analyses the ethnic conflict that engulfed Kenya`s Rift Valley Province at the turn of the nineties when multi-party democratic politics were being reintroduced in the country. Its central thesis is that ethnic conflict in the country then was a function of several issues, among them ethnocentrism, politics, the land question and criminal behaviour in certain circles. Both its determinants and consequences are demographic, economic, political and socio-cultural, implying the risks involved in oversimplifying issues.
