Policies create new categories of individuals such as 'subject', 'citizen', 'professional', 'national', 'criminal' and 'deviant', Policies also influence the way individuals constuct themselves as subjects, acting both on and through people as free and rational agents. If policy is a tool of government, it is equally a tool for studying government, and for tracing the links beween different sites, agents and levels within the complex policy process. The conference took place in an extraordinary 'postmodern' setting. With the fall of communist regimes in Central and Eastern Europe old certainties and time-honoured concepts had become obsolete; at the same time, anthropology too was in upheaval, and long-established patterns of thought seemed inadequate to grasp the rapidly changing realities. These doubts and tensions are reflected in this collection.The first half of Grasping the Changing World focuses on ways of conceptualising, modelling and perceiving the present, while the second half reassesses the theoretical strength or otherwise of social anthropology as a modern science.     Kurzfassung: Law is a discourse of absolutes, and yet it is beset by ambiguities. Legality is inevitably identified with morality, and yet there is in all legal systems a zone where the legal and the non-legal become hard to distinguish, and where it is debatable how far the moral and social standing of particular groups or individuals can be equated with their legal status. Anthropology is typically concerned with the frontiers of legality, and with groups defined by the law as marginal. Inside and Outside the Law reflects on the ambiguities of law's authority, drawing on comparative case-studies of ethnic groups within different modern states, of groups defined as marginal through their sexual behaviour, and on analyses of the ambiguities at the heart of state authority itself.
