    Abstract: South America`s security agenda demands the simultaneous management of domestic crises, interstate conflicts and transnational threats. Though located at different systemic levels (national, international, transnational), the three conflict clusters are often interrelated and tend to overlap in the region`s border areas. The region`s policy makers, aware of this highly complex agenda and in spite of their striking differences, have tended to build regional structures of authority that coordinate, manage and rule collective responses to these threats. In addition, the unilateral, bilateral and multilateral structures and the region`s capabilities to solve conflicts have become more important than the respective inter-American bodies over the past decade. Given this shift in the management of regional security affairs, we ask if a multilevel approach on the part of an overarching security architecture is more effective than separate governance schemes regarding each specific security threat. Since neither the traditional models of power balancing and alliance building nor the security-community approach can sufficiently explain the region`s security dynamics, we assume and provide evidence that different systems of security governance overlap and coexist in South America.

    Abstract: Death and the Idea of Mexico is the first social, cultural, and political history of death in a nation that has made death its tutelary sign. Examining the history of death and of the death sign from the sixteenth-century holocaust to contemporary Mexican American identity politics, anthropologist Claudio Lomnitz`s innovative study marks a turning point in understanding Mexico`s rich and unique use of death imagery. Unlike contemporary Europeans and Americans, whose denial of death permeates their cultures, the Mexican people display and cultivate a jovial familiarity with death. This intimacy with death has become the cornerstone of Mexico`s national identity.It is tempting to view this rich elaboration of death imagery as yet another example of an "invented tradition," that is, a cult shaped by the modern state`s cultural policies or by the narrow interests of contemporary identity politics. Lomnitz takes a different approach. Rather than flattening out the tradition by insisting only on the ways it is willfully manipulated, this book focuses on the dialectical relationship between dying, killing, and the administration of death, and the very formation of the colonial state, of a rich and variegated popular culture, and of the Mexican nation itself. The elevation of Mexican intimacy with death to the center of national identity is but a moment within that history - within a history in which the key institutions of society are built around the claims of the fallen.Based on a wide range of sources - from missionary testimonies to newspaper cartoons, from masterpieces of artistic vanguards to accounts of public executions and political assassinations - Death and the Idea of Mexico moves beyond the limited methodology of traditional historiographies of death to probe the depths of a people and a country whose fearless acquaintance with death shapes the very terms of their social compact. This work effects a novel turn in the classical historiography of death - a turn that can be characterized by a move from social and cultural history to political history. The move toward the politics of death gives readers a unique insight into the peculiar story of death in the Americas.

    Abstract: Since March 2006 Brazil has been the ninth country to control the full nuclear fuel cycle. While the U.S. government bashes the uranium enrichment activities in Iran, it has come to an arrangement with the uranium enrichment in its backyard after transitional diplomatic tensions. As signer of the Non-Proliferation Treaty Brazil has the right to enrich uranium for peaceful use. This article focuses on the political motives and objectives connected with the domination of this key technology. Brasilia has been striving for regional leadership and participation in international decision making processes. In historical perspective the Brazilian enrichment procedure marks the liberation from the technological U.S. dependence. Brazil seems to be on the way to establish itself as a civil nuclear power in international relations. (Abstract)

    Abstract: The Sons of Sheba's Race: African-Americans and the Italo-Ethiopian War, 1935-1941 illustrates the response to the Italo-Ethiopian War of people of color, who linked the Ethiopian struggle to their own battles against racism and imperialism. William R. Scott demon-strates the significance of Ethiopia as a his-torical symbol for African-Americans. They prayed, preached, and protested to help save the world's last outpost of authentic black rule from white control. The African-American response to the Italian invasion of Ethiopia provides a picture of black intel-lectual thought in America in the 1930s.William R. Scott challenges the view that the Great Depression virtually ended sup-port for black nationalism, showing that ele-ments of the nationalist creed remained crucial to black American ideology a de-cade after the decline of Garveyism and contributed to African-American sympathy for Ethiopia. Scott focuses on the pro-Ethio-pian activities of the Harlem united front, which brought together black nationalists, communists, and civil rights moderates. He shows the extensive elite and grassroots interest in Ethiopia's fate and the wide-spread recognition that Ethiopia's indepen-dence was extremely important to black racial pride. The book also cogently exam-ines the issue of Ethiopian racial identity, the controversy over this issue, and its effect on African-American support for the Ethiopian cause.Pan-Africanism, Africa and African-American relations, and the role of the religiopolitical concept of Ethiopianism all came into play in the doomed efforts to assist Ethiopia in its struggle against fascist tyranny. Scott concludes that black poverty and powerlessness impeded black American efforts to assist Ethiopia, but that prodigious pro-Ethiopian activism produced important new appreciations of Africa, the Western powers, and world race relations among the black American masses.

    Abstract: Since the collapse of the Soviet Union, a number of linkages have been established between newly independent Central Asian states, or populations within them, and diaspora ethnic groups. This book explores the roles that diaspora communities play in the recent and ongoing emergence of national identities in Central Asia and the Caucasus. The loyalties of these communities are divided between their countries of residence and those states that serve as homeland of their particular ethno-cultural nation, and are further complicated by connections with contested transnational notions of common cultures and 'peoples'.     Abstract: The war that broke out between Eritrea and Ethiopia in May 1998 came like a bolt from the blue, as border skirmishes escalated into all out war. The two countries, which had been allies until that point, were pitched into a brutal conflict. Intense political mediation by the international community, including personal interventions by President Clinton and Kofi Annan, were unable to halt the fighting. Finally, after two and a half years, and following serious reversals for the Eritreans, a peace agreement was finally signed. A United Nations force was deployed to the region to hold the line, while the border was being demarcated by an international tribunal in the Hague. The demarcation has now been made, and both countries are attempting to come to terms with its consequences. Certainly the political consequences of the conflict have been immense for the entire region. The ruling parties in both Addis Ababa and Asmara have, for the first time since their founding, been split from top to bottom, and their leaderships have had to contend with the most serious challenges they have ever had to face. The regional repercussions of the war are still playing themselves out and the economies of both Ethiopian and Eritrea have been severely effected. The aim of the book is to bring together a set of readings that will take students of the region through the recent events in a coherent fashion. It will combine original documents with commentaries on the events, as well as providing details of other sources of information.

    Abstract: Bond without Blood constructs the narrative of the Ethiopian-Caribbean ties with three interwoven themes in mind: pan-African nationalism, repatriation, and cultural cross-fertilization. Central in all this is the evocative role of Ethiopian symbolism, the precursor of modern racial nationalism, in the shaping of a collective pan-black consciousness. The overall unitary thesis that holds this book together is that contemporary Ethiopian-Caribbean relation is deeper than a mere psychological preoccupation. Both societies, despite a great physical distance, continue to impact on each other's awareness through migration, religion, secular culture, as well as through a shared history of anti-colonial activism.Throughout the first half of the 20th century, Ethiopia invoked the image of the promised land. In the same way diasporan Jews looked to Palestine, Zion, as a historic homeland, racial nationalists in the New World sought repatriation to Northeast Africa on cultural, spiritual and political grounds. Although famine and civil war have characterized Ethiopia's recent image abroad, the country continues to be celebrated by Rastafarians as an irreplaceable relic of history. Like the mythical bird Sankofa that never loses sight of its source, Rastafarians find in Ethiopia's mythic image a point of historical reference, a blueprint for future revival, a vision to cherish, an ideal to strive for.Modern West Indian love affair with Ethiopia is, however, much more than a search for an idyllic past. Given the state-of-the-art means of communication, Ethiopia is no longer a far off exotica or a land of romantic abstraction. Modern Ethiopian-Caribbean ties are articulated by tangible historical events. The manifestation of Ethiopian art in Reggae, the Rastafarian deification of Haile Selassie, and the transplantation of the Ethiopian Orthodox Church in the English Caribbean, are all examples of Ethiopian cultural crossovers in the New World. Inversely, black American Soul and Jamaican Reggae have spiced Ethiopian urban culture, as have their political heroes and sports icons. In other words, Ethiopians have turned to secular black culture as a mark of cosmopolitan sophistication, while West Indians have turned toward Ethiopia in search of spiritual stimulation.

    Abstract: This timely and unique book is an analytical study of post-liberation Eritrea. The work offers an extraordinary account of the events and developments that have taken place in the country`s politics, economy and foreign relations and of the things that have gone wrong since independence. By focusing on the economy, constitutional development or lack thereof, and foreign relations, the book illuminates objectively the internal and external difficulties and constraints the country faced in building a democratic society, viable economy, and sustainable foreign policy after liberation. Mengisteab and Yohannes insightfully demonstrate the structural and historical conditions and leadership patterns that account for the striking similarities between post-colonial Eritrea and post-colonial African states. The book makes an enormous contribution not only to the study of contemporary Eritrea but also to the comparative study of African politics and government. Since there is no work to date that treats the economy, politics and diplomacy of Eritrea from a comparative perspective, this timely book will go a long way in closing the gap in our understanding of post-liberation Eritrea, and the post-colonial African state as well.

    Abstract: As Mexican migrants have found new lives in the United States, the appearance of migrant organizations reflects the revitalization of ancestral community life. One example, the Binational Oaxacan Indigenous Front, includes participants from cities along the border and represents diverse organizations of indigenous migrants from Oaxaca. Its creation reflects the vast changes that have taken place in migrants` lives in less than thirty years. Mixtec Transnational Identity is the first book to describe in detail the emergence of a wide range of transnational indigenous organizations and communities in the greater Mexico-U.S. border region. It documents and analyzes the construction of novel identities formed within transnational contexts that may not conform to identities in either the "sending" or "receiving" societies. Laura Velasco Ortiz investigates groups located on both sides of the border that have maintained strong links with towns and villages in the Mixteca region of Oaxaca in order to understand how this transformation came about. Through a combination of survey, ethnography, and biography, she examines the formation of ethnic identity under the conditions of international migration, giving special attention to the emergence of organizations and their leaders as collective and individual ethnic agents of change. Velasco Ortiz reconstructs the Mixtec experience through three lines of analysis: the formation of organizations beyond the confines of home communities; the emergence of indigenous migrant leaders; and the shaping of ethnic consciousness that assimilates the experiences of a community straddling the border. Her research brings to light the way in which the dispersion of members of different communities is offset by the formation of migrant networks with family and community ties, while the politicization of these networks enables the formation of both hometown associations and transnational pan-ethnic organizations. An important focus of her analysis is gender differentiation within the ethnic community. There has been little research into the relationship between the process of collective agency and the reconstitution of the migrants` ethnic identity. Mixtec Transnational Identity should stimulate further study of Latino migration to the U.S. border region and its consequences on ethnic identity.
