    Abstract: Suffering and charity have a long history. Both human sorrows and attempted remedies were familiar features of life in earlier eras and religious traditions, however, during the final decades of the twentieth century, natural disasters and civilian casualties of war transformed into "humanitarian crises." In these recurring dramas presented by international media, an extensive network of interstate entities and nongovernmental organizations (NGOs) supplies assistance to victims. The contemporary aid world is a mosaic of aid sectors, each skewed slightly toward a particular aspect of need and action. The development sector focuses on alleviating poverty, while the human rights sector aims to rectify identifiable wrongs. Humanitarianism directly addresses physical and psychological suffering. The contributors to Forces of Compassion examine this sector through the lens of anthropology, looking at dominant practices, tensions, and beliefs. (Umschlagtext)

    Abstract: In current archaeological research the failure to find common ground between world-systems theory believers and their counterparts has resulted in a stagnation of theoretical development in regards to modeling how early state societies interacted with their neighbors. This book is an attempt to redress these issues. By shifting the theoretical focus away from questions of state evolution to state interaction, the authors develop anthropological models for understanding how ancient states interacted with one another and with societies of different scales of economic and political organization. One of their goals has been to identify a theoretical middle ground that is neither dogmatic nor dismissive. The result is an innovative approach to modeling social interaction that will be helpful in exploring the relationship between social processes that occur at different geographic scales and over different temporal durations. The scholars who participated in the SAR Advanced Seminar that resulted in this book used a particular geographic and temporal context as a case study for developing anthropological models of interaction that are cross-cultural in scope but still deal well with the idiosyncrasies of specific culture histories.

    Abstract: As the conception of and debates on regional powers have been led by political science, this pa-per aims to contribute to the discussion from an economics perspective. Based on the discussion of different concepts of economic power—such as those of Schumpeter, Perroux, Predöhl, or Kindleberger—concepts of technological leadership, and the global value chain approaches, the paper develops a research framework for the economics of regional powers. This framework is then tested using descriptive statistics as well as regressions analysis, with a focus on the four regional powers Brazil, China, India, and South Africa. As economic power is relational, the re-lationship of regional powers to other nations in the region is analyzed. According to the findings, only limited statements on the economics of regional powers are possible: a regional power can be described as an economy with a relatively large population and land area which plays a dominant role in trade within the region and in the regional governance. The regional power develops its technological capacities, and its businesses act regionally and globally with increasing strength.

    Abstract: Since 1990 the banning of ethnic and other identity-based parties has become the norm in sub-Saharan Africa. This article focuses on Kenya, Tanzania and Uganda as three East African countries that have opted for different ways of dealing with such parties. Using case studies, it traces the origins of the party bans in Tanzania and Uganda and explores the reasons for the absence of a ban in Kenya. The analysis shows that the laws on particularistic parties have actually been implemented by the appropriate institutions. However, these laws have only marginally influenced the character of the political parties in the three countries: A comparison of regional voting patterns suggests that bans on particularistic parties have not ensured the emergence of aggregative parties with a national following in Tanzania and Uganda. In Kenya on the other hand, where such a ban was nonexistent until 2008, parties have not proven to be more regional.

    Abstract: According to the theory of "democratic peace," India, as the largest democracy in the world and as South Asia`s predominant regional power, should be expected to promote democracy in neighboring countries. However, New Delhi lacks any official democracypromotion policy, and its past record on democracy in the region is mixed at best. Against this background, the paper analyzes the substantial role India came to play in the peace and democratization process in Nepal in the years 2005-2008, asking whether this constitutes a departure from New Delhi`s traditional policy of noninterference in its neighbors` internal affairs and a move towards a more assertive approach to democracy promotion. The analysis shows that India`s involvement in Nepal was the product of short-term stability concerns rather than being an indicator of a long-term change in strategy with the intention of becoming an active player in international democracy promotion.

    Abstract: Although much attention is paid to the Caspian region with regard to energy issues, the domestic consequences of the region`s resource production have so far constituted a neglected field of research. A systematic survey of the latest research trends in the economic and political causalities of the resource curse and of rentier states reveals that there is a need for context analysis. In reference to this, the paper traces any shortcomings and promising approaches in the existent body of literature on the Caspian region. Following on from this, the paper then proposes a new approach; specifically, one in which any differences and similarities in the context conditions are captured. This enables a more precise exploration of the exact ways in which they form contemporary post-Soviet Caspian rentier states.

    Abstract: Various concepts ascribe key roles to emerging non-OECD countries in regional and global politics. This paper highlights how these concepts hint not only at a shift of global power but also at geopolitical regionalization: according to the theory of hegemonic stability, regional powers (a subcategory of emerging non-OECD countries) are key actors in overcoming international anarchy and establishing cooperative and stable relations within their regions. Because of the different impacts of different regional powers, which are categorized in this paper using typologies of hegemony, the logic of international relations varies from one region to another. From a theoretical point of view, this means that international relations theories have to make region-specific adaptations.

    Abstract: Given the importance of the assertion or prevention of regional leadership for the future global order, this paper examines the strategies and resources being used to assert regional leadership as well as the reactions of other states within and outside the respective regions. Secondary powers play a key role in the regional acceptance of a leadership claim. In this article we identify the factors motivating secondary powers to accept or contest this claim. Three regional dyads, marked by different degrees of "contested leadership," are analyzed: Brazil vs. Venezuela, India vs. Pakistan, and South Africa vs. Nigeria. The research outcomes demonstrate that the strategies of regional powers and the reactions of secondary powers result from the distribution of material capabilities and their application, the regional powers` ability to project ideational resources, the respective national interests of regional and secondary powers, and the regional impact of external powers.

    Abstract: In Bolivia, rights to increased political participation and the recognition of indigenous political systems are interrelated. The new constitution of 2009, a prime example of the "new Andean constitutionalism," defines Bolivia as a representative, participatory and communitarian democracy. It incorporates enhanced mechanisms and institutions for participatory democracy. Moreover, new social rights have been anchored in the constitution and a plurinational state is supposed to be constructed. The article raises the question of whether the new constitution will change the relations between state and civil society considerably and whether a new democratic model is being established in Bolivia. I argue that there are many limiting factors when it comes to putting the emancipatory elements of the constitution into practice. These include the increased strength of the executive branch, the intent of the government to co-opt civil society organizations and to exclude dissident views, the resistance of the conservative opposition to loosing some of its privileges, the deep-rooted social inequality, the social conflicts and polarization, the resource dependence of the current economic model, and the authoritarian characteristics of indigenous self-governance structures. The article demonstrates that the new Bolivian constitution cannot create a new society but that the processes around the elaboration of a new basic law have contributed to considerable changes in the social, political and symbolic order.

    Abstract: African Floodplains in semi-arid areas are important for local livelihoods as they harbor many common-pool resources such as fisheries, pasture, wildlife, veldt products, water and land for irrigation. However, in many of these areas resources are under pressure. This book is presenting seven case studies from Mali, Cameroon, Tanzania, Zambia and Botswana based on anthropological fieldwork (2002-08) and explores how these common-pool resources have been managed in pre-colonial, colonial and postcolonial times. The major focus of the study is how institutional change has contributed to resource management problems and offers a comparative analysis based on the New Institutionalist approach (Jean Ensminger, Elinor Ostrom), which is combined with a special focus on ideology, discourse and narratives while focusing on conflict and power issues.     Abstract: The literature on institutional determinants of intra-state violence commonly asserts that the presence of multiple political parties reduces the conflict potential within countries; by co-opting oppositional groups into an institutionalized political arena, dissidents would prefer parliamentarian means over violent rebellion in order to pursue their goals. The present paper shows that this proposition does not necessarily hold for fuel-abundant states. In the presence of natural resources such as oil or gas, countries exhibiting numerous non-competitive parties are actually more susceptible to internal conflict. Fortified by the establishment of legal political parties, regime opponents succumb more easily to the prospects of securing resource revenues, adopting rapacious behaviour. Fuel-related internal grievances as well as the opposition`s disaffection over the lack of effective political leverage and government use of political violence provide a seemingly legitimate motive for armed rebellion. Moreover, financial means for insurgency are raised by extortion or the possibility of selling future exploitation rights to natural resources. Logit models using different estimation techniques and alternative operationalizations corroborate the proposed claim. The argumentation is further illustrated by a depiction of the Colombian case.

    Abstract: This article analyzes the support for democracy in Chile from an economic, institutional and political perspective. It uses data from Latinobarómetro for the period 1996-2007 and a statistical method of estimation, "ordered logit," in order to answer the question of why support for Chilean democracy is not connected with economic growth. The analysis generates three key results of interest. First, regardless of the fact that GDP per capita does not have any effect on the level of support for democracy, it does affect individuals` perceptions of economic performance, since the variable "economic situation" is one of the most explanatory variable of the model. Second, the analysis demonstrates the importance of the degree of confidence in the Congress at the moment that perceptions of democracy are evaluated. Third, "political ideology" is the most useful variable in explaining support for democracy, a fact which suggests that the adherents of the right wing do not support the democratic system. This is the most reliable reason for the moderate level of support for democracy in Chile.

    Abstract: Despite a growing interest in African political parties, no comparative analyses of political ideology in Africa have been undertaken to date. This study addresses this shortcoming by applying the Manifesto Research Group`s (MRG) coding scheme to a complete set of African party manifestos in three African countries. The study`s main aim is to determine whether a research tool that has been seminal in the study of Western politics can be used to study political parties in nonindustrialized societies. In a first step the study examines the extent to which African manifestos advance programmatic ideas. Although most parties fail to do so, results indicate drastic differences between parties. The study subsequently investigates how African parties position themselves on a right-left spectrum. Most parties show a bias towards the political Left. Finally, the study examines the stance of individual parties on specific policy issues such as democracy and human rights, education, corruption, youth and women, and intercommunal relations. The study argues that although the MRG scheme has been designed against the historical background of European politics, it can be applied to advance the study of African parties.

    Abstract: By most estimates, as much as 90 percent of the archaeology done in the United States today is carried out in the field of cultural resource management. The effects of this work on the archaeological record, the archaeological profession, and the heritage of the American people would be difficult to overemphasize. CRM archaeology affects a wide range of federally funded or authorized developments. It influences how archaeologists educate their students, work with indigenous people, and curate field records and artifacts. It has yielded an enormous wealth of data on which most recent advances in the understanding of North American archaeology depend.     Abstract: Seit einiger Zeit stehen Regionen (wieder) auf der Agenda der Theoriediskussionen in den Internationalen Beziehungen. Es ist u.a. von einer "emerging regional architecture of world politics" die Rede und von der Zukunft eines "multiregional system of international relations" oder sogar einer "world of regions". In dieser Perspektive geht es gegenwärtig nicht mehr allein um die Frage, welche Strukturvorgaben des internationalen Systems für eine neue Weltpolitik zu berücksichtigen sind. Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen Umständen die Strukturen und Akteurskonstellationen für regionale Kontexte überhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. Mit diesem Beitrag werden zwei Ziele verfolgt: Einerseits wird die bisherige Diskussion mithilfe von drei Schlüsselkonzepten - Kooperation, Regionale Sicherheitskomplexe und Externalitäten - strukturiert; andererseits wird das konzeptionelle Verhältnis von Regionen, politischen Räumen und regionalen Ordnungen diskutiert. Dabei werden Kriterien - geografische Lage, politische Entscheidungen, Drittwirkungen dieser Entscheidungen - vorgestellt, die eine weiterführende Analyse verschiedener Typen regionaler Ordnungen ermöglichen.

Drawing largely from original sources, Paul Landau presents a history of the politics of the country's people, from the time of their early settlements in the elevated heartlands, through the colonial era, to the dawn of Apartheid. A practical tradition of mobilization, alliance, and amalgamation persisted, mutated, and occasionally vanished from view; it survived against the odds in several forms, in tribalisms, Christian assemblies, and other, seemingly hybrid movements; and it continues today. Landau treats southern Africa broadly, concentrating increasingly on the southern highveld and ultimately focusing on a transnational movement called the "Samuelites."
