The papers that comprise this volume examine the concept of precedence as a form of local discourse and as a mechanism for ordering status, at different levels, within specific Austronesian-speaking societies. This is the first volume of its kind to focus entirely on precedence and to provide an explication of its social uses and the way in which it is contested. Each paper is ethnographically-focused and offers its own distinctive approach to the examination of precedence. The papers, however, relate closely to one another and are thus able to proffer a variety of comparative reflections.

    Abstract: The Costa Rican talk of crime is fundamentally based on the assumption that a formerly explicitly nonviolent nation has been transformed into a battleground for social violence—that is, on the belief that an alarming "crime wave" is occurring today while there was no crime at all in the past. On the basis of this assumption, the fear of crime and the call for zero tolerance and drastic law enforcement actions have been increasing. In this paper I discuss the Costa Rican talk of crime from a historical perspective to demonstrate that crime has always been a topic that has generated pervasive feelings of insecurity and social pessimism. I argue that social changes in Costa Rican society and the paradigmatic shift in economic and social-welfare politics since the 1980s have been essential in the transformation of the talk of crime. As part of this transformation, the politicization of crime since the 1990s has been one of the most powerful changes in the dominant discourse.

    Abstract: In this 1996 cultural history which considers the transformation of south Indian institutions under British colonial rule in the nineteenth century, Pamela Price focuses on the two former 'little kingdoms' of Ramnad and Sivaganga which came under colonial governance as revenue estates. She demonstrates how rivalries among the royal families and major zamindari temples, and the disintegration of indigenous institutions of rule, contributed to the development of nationalism and identity amongst the people of southern Tamil country. The author also shows how religious symbols and practices going back to the seventeenth century were reformulated and acquired a new significance in the colonial context. Arguing for a reappraisal of the relationship of Hinduism to politics, Price finds that these symbols and practices continue to inform popular expectation of political leadership today.

    Abstract: Poverty in developing countries is a result of various factors which affect people's well being. This study analyses parameters surrounding gender biased access to land in investigating the phenomena of poverty in Lindi district, south east Tanzania. Of particular importance are gendered rights of land use, access, ownership and control. In this study, gender as a tool of analysis has been used throughout and this has broadened the perspective of women's land rights in a village (rural) setting. Since Tanzania is an agrarian country, land can be considered as one of the fundamental factors in analysing poverty. While few people in rural Tanzania enjoy other modes of survival, for example wage employment, many Tanzanians are mostly engaged in farming activities. However, little is known about the increasing insecurity of women over land matters. Most of the country's land tenure systems give women access to land not in their own right. Their right is widely determined by their relationship with men, in particular as wives. In this sense, land tenure systems have affected women and men differently. Consequentially, the relative distribution of poverty between women and men differs significantly. The study addresses women's disadvantages in land matters and establishes a connection to their poor socio-economic situation. This study establishes a close relationship between marriage and women's land rights. This suggests that gender role is a major factor influencing women's land rights at household level. It has increased women's land tenure insecurity and hence increased their vulnerability to poverty. The main focus of this study is directed towards gender related aspects of land tenure rights. In addition, the study analyses the kind of land rights that societies in Tanzania (represented by the Nyangao case study) accord to women on their own capacity. Other specific objectives are: 1. to analyse local views on poverty 2. to assess the conditions under which women acquire and control land 3. to identify factors which either facilitate or constrain women's efforts towards poverty reduction as far as ownership and control over land is concerned in a male dominated socio-economic framework 4. to assess the gender division of labour and household decision making. The findings from this study shows that women's vulnerability to poverty in Nyangao village is a result of both socio-cultural and socio-economic factors. Those findings point to the fact that women heads of households in Nyangao village enjoy land tenure rights through allocation by the village government. Furthermore, the findings report that there is an increase in the number of female-headed households who were allocated land by their parents. This is contrary to the patriarchal orientation (currently followed by societies in south-east Tanzania) and poses a challenge to that system as it encourages the evolution of land transfers beyond patriarchially defined procedures. The study also reveals that the Nyangao women?s land holding status is threatened by the agrarian reforms as influenced by the Structural Adjustment Programmes (SAPs) and economic liberalization. In this, land allocation provided by parents which were beneficial to women especially single mothers are increasingly being threatened by land privatisation and commoditization. Furthermore the findings reveal that the relatively gender sensitive intra-household redistribution of land and the encouraging new direction (as obtained from the respondents views) towards equal inheritance rights between female and male children suggests that this may lead to the eventual creation of women's economic independence. Women's access and control over land may create welfare, efficiency, equity and empowerment. This is expected to reduce gender inequality which is an important mechanism for poverty reduction. This study is based on the qualitative and quantitative data, collected between August and December 2003. The primary emphasis is placed on qualitative data due to the nature of the study. Both primary and secondary sources of data collection were consulted. A case study of Nyangao village located in Lindi rural district, Lindi region, south-east Tanzania was selected and used as a source of primary data. The qualitative data were collected through Focus Group Discussions (FGDs), in-depth interviews, life histories and observation. The study also used structured questionnaires. A total of 180 sampled respondents from 180 sampled households were selected. While quantitative data was analysed by using the SPSS package, the qualitative data was manually processed and interpreted. (Verlagsangaben)

    Abstract: This dissertation deals with three major issues: Kyrgyz nomadic customs, Islamic revival, and the emergence of a new national ideology, Tengirchilik . These three factors have current significance in post-Soviet Kyrgyz society and in the development of Kyrgyz national identity. The socio-cultural legacy of nomadic life and the worldview of Tengirchilik, which are closely related to each other, conflict with fundamentalist Islamic ideas and practices, which come from outside. In the past, the nomadic Kazakhs and Kyrgyz easily adopted Sufism, especially the veneration of Sufi saints, because its idea of 'saint worship' was similar to their native religious concept of 'ancestor cult.' Today, unlike Sufism, which was tolerant of people's traditional religious beliefs and practices, foreign and underground Islamic fundamentalist groups in Kyrgyzstan, such as Hizb-ut Tahrir al-Islamiyya (Party of Islamic Liberation), are becoming intolerant towards many Kyrgyz customs and religious practices, and condemn them as bid'ah, idolatrous innovations. In Kyrgyzstan, the clash between 'normative Islam' and 'local Islam' is most evident in traditional religious practices and customs, such as funerals. Traditional funeral rituals among the Kyrgyz and Kazakhs form an institutionalized custom, which is deeply connected with the socio-economic necessities of nomadic life, and that they were able to survive by incorporating some Islamic practices. However, the core native customs and rituals continue to play a significant role in Kazakh and Kyrgyz societies. In response to the competing Islamic and Christian religious activities in their countries, native Kazakh and Kyrgyz intellectuals are trying to revive the ancient, but living worldview of Tengirchilik, which comes from the Old Turkic word Tangri (Sky/God). To replace the commonly accepted term 'shamanism,' which focuses on the figure of the shaman, native intellectuals coined a new term, Tengirchilik, by systematizing all the native religious beliefs and practices shared by Turkic peoples. The advocates of Tengirchilik believe that this ancient worldview offers much more sophisticated views about life and the world than other world religions such as Islam and Christianity. Tengirchilik might find universal support in the future, especially among international environmental organizations, for it treats Nature as God and puts it above everything.

    Abstract: This is the first book to deal comprehensively with the history, anthropology and recent social and economic development of the Pamiri people in Gorno-Badakhshan, Eastern Tajikistan since Olufsen and Schulz published their monographs on the Pamirs in 1904 and 1914. After the collapse of the Soviet Union, such high mountain areas were more or less forgotten and people would have suffered severely from their isolation if an Aga Khan Foundation project in 1993-4 had not afforded broader support. A picture of an almost surrealistic world: Pamiri income and living conditions after 1991 dropped to the level of a poor Sahelian country, and former scientists, university professors and engineers found themselves using ox-ploughs to plant potatoes and wheat for survival. In contrast to this, a literacy rate of 100% and excellent skills have proved to be an enormous human capital resource for economic recovery, resulting in agricultural production, which during Soviet times had never occurred.

    Abstract: Central Asia has become the battleground for the major struggles of the 21st century: radical Islam versus secularism, authoritarianism versus identity politics, Eastern versus Western control of resources, and the American 'War on Terror'. Nowhere are these conflicts more starkly illustrated than in the case of Tajikistan. Embedded in the oil-rich Central Asian region, and bordering war-torn Afghanistan, Tajikistan occupies a geo-strategically pivotal position. It is also a major transit hub for the smuggling of opium, which eventually ends up in the hands of heroin dealers in Western cities. In this timely book, Lena Jonson examines Tajikistan's search for a foreign policy in the post 9/11 environment. She shows the internal contradictions of a country in every sense at the crossroads, reconciling its bloody past with an uncertain future. She assesses the impact of regional developments on the reform movement in Tajikistan, and in turn examines how changes in Tajik society (which is the only Central Asian country to have a legal Islamist party) might affect the region. The destiny of Tajikistan is intimately connected with that of Central Asia, and this thorough and penetrating book is essential reading for anyone seeking to make sense of this complex and important region.

    Abstract: This book is a study of the role of clan networks in Central Asia from the early twentieth century through 2004. Exploring the social, economic, and historical roots of clans, and their political role and political transformation in the Soviet and post-Soviet periods, it argues that clans are informal political actors that are critical to understanding politics in this region. The book demonstrates that the Soviet system was far less successful in transforming and controlling Central Asian society, and in its policy of eradicating clan identities, than has often been assumed. In order to understand Central Asian politics and their economies, scholars and policy makers must take into account the powerful role of these informal groups, how they adapt and change over time, and how they may constrain or undermine democratization in this strategic region.

    Abstract: This paper shows the ways in which the positions and powers of traditional authorities in the Somali context have changed over the last 150 years. I argue that in analysing these developments the concept traditional authority has remained useful. By examining its components `traditional` and `authority` against their wider historical and social background, transformations of this institution of power become obvious. Viewing changes over time leads to a better understanding of the roles traditional authorities play in contemporary Somali politics, as well as to possible comparisons with other cases of resurgence of traditional institutions in Africa and elsewhere.     Abstract: The main objective of the paper is the investigation of leisure time friendship groups in Bulgaria, mainly during the second half of the 20th century. The specific goals are first, to establish a typology and to analyse the functioning of these friendship groups in Sofia and amongst the educated strata, focused in the context, first, of hiking, and second, of making merry in a restaurant; second, to make a comparison between the two types of groups in view of the transformation of the social and interpersonal relations since the mid-20th century. The very activity of the mountaineering groups creates a context, which largely determines their functioning. In this case the context includes the wild natural environment, and this prompts specific requirements on the behaviour and activity of the hikers associated with their safety. Practical requirements of immediate solidarity on the mountain determine the development of friendship as an after-effect of the group`s functioning. The predominant principle for structuring of the friendship groups of hikers is inclusion. The groups called `groups for fun` here are presented not so much as an object of an independent investigation than as a possibility for comparing them to the mountaineering groups. The two specific groups for fun investigated here belong to different strata of Bulgarian society (one of them clearly belongs to the new emerging middle class and the other consists of rather poor pensioners). Both differ substantially from those of the mountaineering groups. This difference offers the opportunity of tracing how social, economic and status differences reflect on the structure and the functional and cultural expressions of the groups. Unlike the groups of hikers, pragmatic aspects are absent in the activities and interaction among members of the `groups for fun`. Their members invest time and means not in the context, but in `the pure relationship`. The emotional aspect of the friendship is much stronger than among the hikers. This logically finds expression in the more explicit group identity too, as demonstrated in the self-naming of the groups, established routine practices, as well as rituals and even special emblems. The different socio-class characteristics of the friendship groups presented here show that the informal units function at various levels of the social hierarchy in the country: both in (the almost) elitist environment and in differing segments of the non-elite strata. Though seemingly paradoxical, the friendship groups are at one and the same time both evidence of the development of individualism as a life strategy, but also a means of development of personal and collective social capital.
