    Abstract: With the spread of smartphones in Africa, social media applications particularly WhatsApp, Facebook and Twitter offer due to their commentary function a platform for political debate but also for political communication. We ask whether and how local administrations use this communication channel. We draw on our study of social media platforms in three selected districts in Ghana and examine the contents of local political discussions on these platforms. Although the topics of debate often vary according to local contexts, the outbreak of the COVID-19 pandemic presents crosscutting concerns that affect both urban and rural districts. We analyse topical issues communicated on the platforms as well as how local people react to those topics. Insights from earlier fieldwork and recent interview data allow us to compare the congruence between the topics of social media debates with the everyday contents of local political debates.     Abstract: Das vom äthiopischen Landwirtschaftsministerium durchgeführte und von mehreren Geberorganisationen geförderte Sustainable Land Management Programme (SLMP) in Äthiopien wird in insgesamt sechs Bundes- ländern und darin in 176 woredas (Landkreise) implementiert. Dabei werden Wassereinzugsgebiete berücksichtigt, die durch hohe Bodenerosion und Bodendegradation gekennzeichnet sind, die die hauptsächlich von der Landwirtschaft lebenden Menschen in hohem Maße vulnerabel machen. Zu den vom SLMP geförderten Maßnahmen zählen zu- nächst die Organisation und Schulung der betroffenen Bevölkerung für die Planung, Verwaltung und Durch- führung der Maßnahmen auf verschiedenen adminis- trativen Ebenen. Die Wassereinzugsgebiete werden im nächsten Schritt mit wasserspeichernden und bodenverbessernden Maßnahmen wie z.B. dem Verbau von Ero- sionsrinnen ( gullies? ), der Aufforstung von Hangkuppen, der Terrassierung von Hängen bzw. der Pflanzung von Grasstreifen entlang der Hangkonturlinien rehabilitiert und in Wert gesetzt. Des Weiteren werden Gebiete ge- schützt und der natürlichen Regeneration überlassen bzw. mit Mehrzweckbäumen und Gräsern aufgeforstet. Zusätzliche Projektaktivitäten sind das Bohren von Brunnen, der Bau von Zufahrtsstraßen sowie die Förderung von Kleinbewässerung und Tierhaltung zur Schaffung von zusätzlichem Einkommen. Eine Grundvoraussetzung für die Nachhaltigkeit der Maßnahmen, die den Bauern und Bäuerinnen auch Rechtssicherheit bei der Bewirtschaftung ihrer Felder verschafft, ist die Registrierung der Flächen und Vergabe von Landtiteln an Ehepaare. Die Teilnahme am Projekt hat zu einer enormen Steigerung des Grundwassers und bei allen im Rahmen der INEF-Studie befragten Familien zu einem höheren Einkommen durch die Produktionssteigerung auf den in Wert gesetzten Flächen geführt.

    Abstract: The project " Multi-dimensional food and nutrition security in Amhara ", carried out by Welthungerhilfe and the Ethiopian non-governmental organisation ORDA (Organization for Rehabilitation and Development in Amhara), works in three woredas (districts) in the highlands of Northern Ethiopia. Around 10,400 smallholder households, or a total of 50,000 people, benefit from the project measures. The project addresses the problem of food security in the region from several angles. On the one hand, agricultural production is increased and thus more food is produced directly on the smallholder farm. Erosion control, compost formation, irrigation and other measures help to sustainably increase agricultural production. Instead of just one harvest a year previously in rainfed agriculture, small farmers can now achieve up to three harvests a year. On the other hand, improved storage models are made available in order to mini- mise the high post-harvest losses. A third area of intervention is the further training of men and women in improved hygiene and nutrition, combined with gender training. Participation in the project has led to a quantitative and qualitative improvement in nutrition and a higher income for all families surveyed in this study. The introduction of savings and credit groups helps people to use their additional income profitably. The additional income is first invested in the education and care of the children. In addition to the economic impact of the project, the farmers also appreciate its social effects, which have increased the standing of poor families and strengthened cohesion in the community

    Abstract: In the public political debate the existence of an African civil society is usually taken for granted. The great number of non-governmental organizations (NGOs) is regarded as evidence. While the first civil society organizations emerged during colonial times, the growing number of NGOs and community-based organizations (CBOs) today is mainly a result of the high level of support given to these organizations in global development politics since the 1980s. Other types of organization, such as trade unions, also emerged with the support of their globally acting partners. Nevertheless these organizations form the nucleus of an African civil society, with varying degrees of relevance and influence in different African countries. Aside from the organizations that match European patterns, there is a realm of societal self-organization which cannot be captured adequately with the concept of civil society. This includes local forms of political organization such as chiefs, councils of elders, local defence units, militia groups, militant social movements, or violence entrepreneurs, which are part of newly negotiated political arrangements. They are not simply relics of former traditions but local responses to globalized modernity. The concept of civil society with its strict normative standards is too narrow to cover all these complex African socio-political structures.

    Note: Abstract:Typical shortages of the public debate on globalization are reflected in the academic discussion such as the distorting simplicity of catchwords like the "global village", "jihad vs. McWorld", the "new global age" or the assumption that globalization is a completely new phenomenon. However, the academic debate itself is still restricted. There are only few attempts to cover and analyze processes of globalization on a broader basis in all parts of the world: not only the "North", but also the "South". Despite the multi-centric character of the world, the analysis of processes of globalization has remained largely confined to the North, while events in Africa, for instance, are taken notice of only when they are of specific relevance to the North. This paper, which originally is the introduction to an edited book (published in German), tries to analyze these shortages and to present approaches which look at the processes of globalization from different and perhaps more "African" perspectives. However, this overview shows that it is still debated, whether established concepts of the globalization paradigm can be confirmed from an African perspective or whether they have to be revised or even rejected.
