    Abstract: Resource curse theory claims that resource abundance encourages violent conflict. A study of 37 oil-producing developing countries, however, reveals that oil states with very high levels of oil revenue are remarkably stable. An analysis of the ways in which governments spend oil revenues identifies two distinct types of rentier systems - the large-scale distributive state and the patronage-based system - which are strongly linked to instability or its absence. However, some deviant cases, such as Equatorial Guinea and Gabon, illustrate the need for further research. Apparently, the notion of a "paradox of plenty" has neglected rentier mechanisms that avoid conflict. (Abstract)

    Abstract: Since March 2006 Brazil has been the ninth country to control the full nuclear fuel cycle. While the U.S. government bashes the uranium enrichment activities in Iran, it has come to an arrangement with the uranium enrichment in its backyard after transitional diplomatic tensions. As signer of the Non-Proliferation Treaty Brazil has the right to enrich uranium for peaceful use. This article focuses on the political motives and objectives connected with the domination of this key technology. Brasilia has been striving for regional leadership and participation in international decision making processes. In historical perspective the Brazilian enrichment procedure marks the liberation from the technological U.S. dependence. Brazil seems to be on the way to establish itself as a civil nuclear power in international relations. (Abstract)

    Abstract: Although laughter has been studied for centuries, the work has occurred in several different fields, and the lack of an interdisciplinary approach has hindered the integration of results. Work in philosophy has focused on why we laugh but has lacked a basis in empirical data, resulting in ungrounded theories. Studies in neuroscience and linguistics rest on empirical data, but stop short of a full description of the phenomenon of laughter, focusing on when and how we laugh, but not why. This study seeks to describe the phenomenon of laughter more fully, to describe both the nature of the laughable and laughter`s integration into conversations.To determine how laughter is related to other conversational utterances in organization and meaning, I recorded conversations among adult native speakers of English, interviewed the participants for their perceptions, and analyzed both the conversations and the interview comments. I adopted a conversation analysis approach for analyzing the conversational data, and an ethnographic approach for the interview data. By first identifying laugh tokens in conversations and then relating them to other conversational elements, I identified what triggered laughter. I then analyzed the propositional content of laughable utterances in order to determine the nature of the laughable. I also drew on folk knowledge of laughter as revealed in casual speech and cliched phrases as well as the interview comments of the participants to triangulate my analysis for validity.Structurally, laughter is integrated into the broader structure of conversation. It follows regular turn-taking structure as a second pair part in two types of adjacency pairs: 1) laughable-laugh, and 2) laugh-laugh. Laughter is also integrated into conversation as backchannel and as a speaker discourse marker. The nature of the laughable is incongruous. Incongruous utterances consist of various techniques that present the propositional content in an unreal way or consist of propositional content itself that highlights contrast, difference, improbability, or accuracy of knowledge. Finally, understanding incongruity as an expression of the unreal encompasses a phenomenological view of laughter and allows a broader interdisciplinary approach that can interrelate many of the various studies and theories of laughter.     Abstract: "Coastal archaeology in Australia differs in many respects from that of other areas, with the potential to examine relatively fine-scale variation. Nevertheless, there has been a general tendency in Australian archaeology to play down the variability and to subsume the evidence into broader homogenising models of Aboriginal cultural change. This case study clearly and self-consciously addresses the need to focus on local and regional patterns before moving on to more general levels of explanation. Coastal Themes builds a detailed chronology of Aboriginal occupation for the southern Curtis Coast in Queensland. Innovative analyses refine radiocarbon dates and explore discard behaviours and post-depositional processes affecting the integrity of coastal archaeological sites. The resulting insights highlight major changes in Aboriginal use of this region over the last 5,000 years and disjunctions between the course of occupation in this and adjacent regions."--Publisher's description.

    Abstract: The articles included in this Yearbook of the Sociology of Islam are focused on two perspectives: Some link the comparative analysis of Islam to ongoing debates on the Axial Age and its role in the formation of major civilizational complexes, while others are more concerned with the historical constellations and sources involved in the formation of Islam as a religion and a civilization. More than any other particular line of inquiry, new historical and sociological approaches to the Axial Age revived the idea of comparative civilizational analysis and channeled it into more specific projects. A closer look at the very problematic place of Islam in this context will help to clarify questions about the Axial version of civilizational theory as well as issues in Islamic studies and sociological approaches to modern Islam.     Abstract: It is often claimed that decentralisation is effective for the reduction of poverty due to inherent opportunities for higher popular participation and increased efficiency in public service delivery. This paper is a qualitative assessment of the potential of the Ugandan decentralisation reform for poverty alleviation. The Ugandan government initiated an ambitious decentralisation reform in 1992, which represents an example of full-fledged devolution with the transfer of far-reaching responsibilities to local governments. However, several shortcomings, such as low levels of accountability, insufficient human and financial resources, corruption, patronage, and central resistance to decentralisation, constrain the proper implementation of the reform, putting improvements in participation and efficiency at risk and ultimately jeopardising the intended impact on poverty.     Abstract: Following the neopatrimonialism paradigm, it can be hypothesised that in African states informal politics of the rulers infringe on the collection of taxes and in turn reduce state revenues. This article tests this proposition for the case of Zambia. The main finding is that there is no linear correlation between a neopatrimonial system and the collection of taxes. Neopatrimonial continuity in the country is evidenced by three factors; the concentration of political power, the award of personal favours and the misuse of state resources. Despite this continuity, the revenue performance has increased considerably with the creation of the semi-autonomous Zambia Revenue Authority. This demonstrates that the effect of neopatrimonialism on public policy in the African state is highly context-specific and dependent on the interaction with additional variables. Donor pressure has been the most important in the Zambian case. In order to apply neopatrimonialism for further empirical work on public policy in the African state, these additional variables have to be incorporated into the analysis.

    Abstract: Football coverage in newspapers is both an arena for and a mirror of political discourse within a society. The paper argues that discourses within football coverage referring to political issues reflect dominant - and, possibly, contesting - "truths", which themselves are linked to power relations and political struggles within a given society. The comparison of Côte d`Ivoire and Ghana, two neighbouring countries in very different conditions (particularly with regard to their historical trajectories and the degree of societal consensus), and more particularly, the comparison of dominant discourses on the topics of patriotism, peace and good governance related to the World Cup qualification of both national teams supports the hypothesis of a strong context-relatedness of a politically loaded "football language". For instance, whereas in Ghana patriotism is, when football comes in, quickly merged with pan-africanism, the Ivorian team renewed the heated political debate about "Ivorianess" by putting forward a notion of inclusive patriotism.     Abstract: The Chinese Communist Party has chosen to base the legitimacy of its rule on its perform ance as leading national power. Since national identity is based on shared imaginations of and directly tied to territory - hence place, this paper analyses both heterodox models for identification on the national and potentially competing place-based collective identities on the local level. This analysis, based on communication within a number of popular communication forums and on observation of behavior in the physical reality of today`s urban China, shows that communication within the virtual and behavior in the real world are not separated realities but form a new virreal spatial continuum consisting of imagined places both online and offline. I argue that ties to place are stronger and identities con structed on shared imaginations of place are more salient the more direct the experience of place is - be the place real, virtual or virreal. Hence in China challenges to one-party rule will probably accrue from competing localized collective identities rather than from het erodox nationalism. (Abstract)

    Abstract: Optimum Currency Area (OCA) approaches turn to be inadequate in the analysis of the new regional monetary integration schemes that have sprung up among developing and emerging market economies. Instead, in accordance with the concept of `original sin` (Eichengreen et al.) we argue that regional monetary South-South integration schemes that, unlike North-South arrangements, involve none of the international reserve currencies, have specific monetary constraints and implications which need to be duly considered. A first comparative analysis of three cases of monetary South-South cooperation in South Africa (CMA), East Asia (ASEAN) and Latin America (Mercosur) shows that these can indeed provide macroeconomic stability gains but that this strongly depends on the existence of economic hierarchies within these integration schemes.

    Abstract: The article provides a critical discussion of the literature on "patrimonialism" and "neopatrimonialism" as far as the use in Development Studies in general or African Studies in particular is concerned. To overcome the catch-all use of the concept the authors present their own definition of "neopatrimonialism" based on Max Weber`s concept of patrimonialism and legal-rational bureaucracy. However, in order to make the concept more useful for comparative empirical research, they argue, it needs a thorough operationalisation (qualitatively and quantitatively) and the creation of possible subtypes which, in combination, might contribute to a theory of neopatrimonial action.     Abstract: The globalized Western culture of innovation, as propagated by major aid institutions, does not necessarily lead to empowerment or improvement of the well-being of the stakeholders. On the contrary, it often blocks viable indigenous innovation cultures. In African societies and African Diasporas in Latin America, cultures of innovation largely accrue from the informal, not the formal sector. Crucial for their proper understanding is a threefold structural differentiation: between the formal and informal sector, within the informal sector, according to class, gender or religion, and between different transnational social spaces. Different innovation cultures may be complementary, mutually reinforcing, or conflicting, leading in extreme cases even to a `clash of cultures` at the local level. The repercussions of competing, even antagonistic agencies of innovative strategic groups are demonstrated, analyzing the case of the African poor in Benin and the African Diasporas of Brazil and Haiti.     Abstract: China`s transition to a market economy has been a process of basic institutional changes and institution building. The institutional change from a socialist labour regime (SLR) as one of the backbones upholding the traditional leninist system to a new `socialist` market labour regime (SMLR) became particularly important for the success of economic and political reforms. This analysis is based on the analytical framework of regimes and makes use of the idea of path dependence. An ensemble of institutions, mutually interconnected and influencing each other, forms the regime and shapes its trajectory. Six institutions are identified to constitute the employment regime: (1) the system of social control, (2) the production system, (3) the system of industrial relations, (4) the welfare system, (5) the family order, and (6) the educational system. The SMLR is still characterised by its socialist past and differs from other varieties of transformation labour regimes and bears little resemblance to labour regimes in Western market economies.     Abstract: It has become common to state that criminal violence has superseded political violence in Central America. This paper presents the first results of a research project which analyses the social construction of violent realities in Costa Rica, El Salvador and Nicaragua. The authors describe the print media landscape in Central America and examine both the quality of leading newspapers and the main clusters of topics constituting the news discourse on violence. The analysis of the macro-structure of topic management in Central American newspapers allows to differentiate the "talk of crime": it is more heterogeneous than often thought. There are signs that the problem of juvenile delinquency is emerging as the center of a cross-country discourse on "ordinary violence". On the other hand, the talk of crime is centered around few topic clusters, with sexual violence and border-related discourse on violence being of key importance. Finally, the paper points to a heterogeneous array of discourse events that is connected to political developments and power-relations. (Abstract)

Against this background, this paper reviews the situation in the MENA partner countries and the past performance of the EFP. It analyzes the association agreements, economic cooperation and financial assistance, discusses the major obstacles, and outlines the potential of the EFP to shape the European Neighborhood Policy.

    Abstract: The worldwide diffusion of the good governance agenda and new public management has triggered a renewed focus on state capability and, more specifically, on the capability to raise revenue in developing countries. However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions `information collection and processing`, `merit orientation` and `administrative accountability`. `Revenue performance` constitutes the fourth capability dimension which assesses tax administration`s output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. They can be a useful tool for future comparative analyses of tax administrations` capabilities in developing countries. (Abstract)

    Abstract: The informal sector (IS) plays a significant role in developing countries viz. the provision of employment, income and supplying ignored markets. However, working and employment conditions within the sector are still poor. Its expansion and changing structures have thus drawn the attention of scholars and international policy makers to the factors hindering its formalisation. Among the factors addressed are the high costs of formalisation and the lack of incentives for operating in the formal sector. A variety of approaches have been adopted by different stakeholders to overcome these factors. This paper assesses these approaches along with the factors related to informality-formality trade-off and the issue of formalisation as a solution for firms` growth. By focussing on the problems faced by informal enterprises and the literature which addresses the options for accelerating the formalisation of informal enterprises, the paper will briefly summarise the weaknesses of these approaches.

    Abstract: "The largest escalation of mining activity in Australian history is currently underway in the Pilbara region of Western Australia. Pilbara-based transnational resource companies recognise that major social and economic impacts on Indigenous communities in the region are to be expected and that sound relations with these communities and the pursuit of sustainable regional economies involving greater Indigenous participation provide the necessary foundations for a social licence to operate. This study examines the dynamics of demand for Indigenous labour in the region, and the capacity of local supply to respond. A special feature of this study is the inclusion of qualitative data reporting the views of local Indigenous people on the social and economic predicaments that face them. The basic message conveyed is that little has been achieved over the past four decades in terms of enhancing Indigenous socioeconomic status in the Pilbara. On the basis of planned economic development and corporate interest in pursuing Indigenous engagement, progress is now possible but major efforts are required from all interested stakeholders (Indigenous organisations, miners and governments) in order to ensure that this occurs."--Publisher's description.

    Abstract: As a Socialist country undergoing rapid social and economic transition, China presents a revealing case study on the role of ideology in the process of institutional change. Based on Douglass North`s theory of institutional change and on David Beetham`s theory of political legitimation, this paper argues that recent ideological reforms have been a crucial factor in sustaining the legitimacy of Communist party rule. Ideological change is conceived as a path-dependent process which helps to stabilize the social perception of transition and to frame the party`s modernization achievements. At the same time, the dominant role of ideology makes the Chinese party-state, despite its economic success, more vulnerable to legitimacy crises compared to other authoritarian regimes. (Abstract)

    Abstract: While the Guatemalan Truth Commission came to the conclusion that agents of the state had committed acts of genocide in the early 1980s, fundamental questions remain. Should we indeed speak of the massacres committed between 1981 and 1983 in Guatemala as "genocide", or would "ethnocide" be the more appropriate term? In addressing these questions, this paper focuses on the intentions of the perpetrators. Why did the Guatemalan military chose mass murder as the means to "solve the problem of subversion"? In Guatemala, the discourses of communist threat, racism and Pentecostal millenarism merged into the intent to destroy the Mayan population. This paper demonstrates that the initial policy of physical annihilation (genocidal option) was transformed into a policy of restructuring the sociocultural patterns of the Guatemalan highlands (ethnocidal option).     Abstract: The end of Cuban exceptionalism has been much announced since 1989, but a decade and a half later state socialism on the island is still enduring. Transition studies have been criticized for focusing on success stories. Exploring the deviant case of Cuba`s "non-transition" from a comparative social science perspective can shed light on the peculiarities of this case and, more importantly, test the general assumptions underlying post-1989 expectations of regime change in Cuba. Theories of path dependence and cumulative causation are particularly helpful when attempting to link Cuban current political exceptionalism with a more long-term historic perspective. Moreover, they suggest that interpretations of Cuba as simply a "belated" case of "third wave" democratization may prove erroneous, even when the health of Fidel Castro finally falters.

    Abstract: Increasingly the anthropology of moralities is becoming an important topic of study. This article contributes to these studies by considering two ethical tactics used by some contemporary Muscovites for working on themselves. These two tactics are prayer/talking with oneself and suffering. Foucault`s two technologies of the self, melete and gymnasia, are utilized to analyze these two tactics. For based on fieldwork done in Moscow over the course of three years, it has become clear that the best way to understand one aspect of the moral conceptualizations of some contemporary Muscovites is to consider these ethical tactics as performances of moral self-analysis and improvement. As such, these ethical tactics constitute a primary component of what I call in this article an ethics of hope. (Abstract)

    Abstract: International institutions increasingly affect each other`s development, maintenance and effectiveness. Research so far has merely focused on the issue of effectiveness and broader consequences. The paper argues firstly that theoretical progress could be promoted by integrating variables explaining the formation and maintenance of international institutions into a dynamic model of institutional interplay. Secondly, research ought to be extended to institutions governing issue areas like trade, finance, and security as well as their respective interactions. Thirdly, East Asia is a highly interesting region regarding regime interaction, since regional cooperation is slowly but steadily evolving in different issue areas as a reaction to institutional operations on the global level of governance.     Abstract: Though an important function of the Latin American senates, the confirmation of presidential nominations has drawn little academic attention. This paper assesses empirically the way in which two Latin American upper chambers - the Argentine and Brazilian senates - made use of their confirmation prerogatives between 1989 and 2003, namely, if one of deference to the executive proposals or a more active role including both consultation and oversight. To do this, the article first analyses all nominations regarding outcome (confirmed, rejected and withdrawn) and length of process. Then, the similarities and differences are used to advance some explanatory hypotheses. Special attention is paid to the impact of political factors, mainly divided government, and institutional features, mainly the senates` internal rules for the organization of the legislative work.     Abstract: The main objective of the paper is the investigation of leisure time friendship groups in Bulgaria, mainly during the second half of the 20th century. The specific goals are first, to establish a typology and to analyse the functioning of these friendship groups in Sofia and amongst the educated strata, focused in the context, first, of hiking, and second, of making merry in a restaurant; second, to make a comparison between the two types of groups in view of the transformation of the social and interpersonal relations since the mid-20th century. The very activity of the mountaineering groups creates a context, which largely determines their functioning. In this case the context includes the wild natural environment, and this prompts specific requirements on the behaviour and activity of the hikers associated with their safety. Practical requirements of immediate solidarity on the mountain determine the development of friendship as an after-effect of the group`s functioning. The predominant principle for structuring of the friendship groups of hikers is inclusion. The groups called `groups for fun` here are presented not so much as an object of an independent investigation than as a possibility for comparing them to the mountaineering groups. The two specific groups for fun investigated here belong to different strata of Bulgarian society (one of them clearly belongs to the new emerging middle class and the other consists of rather poor pensioners). Both differ substantially from those of the mountaineering groups. This difference offers the opportunity of tracing how social, economic and status differences reflect on the structure and the functional and cultural expressions of the groups. Unlike the groups of hikers, pragmatic aspects are absent in the activities and interaction among members of the `groups for fun`. Their members invest time and means not in the context, but in `the pure relationship`. The emotional aspect of the friendship is much stronger than among the hikers. This logically finds expression in the more explicit group identity too, as demonstrated in the self-naming of the groups, established routine practices, as well as rituals and even special emblems. The different socio-class characteristics of the friendship groups presented here show that the informal units function at various levels of the social hierarchy in the country: both in (the almost) elitist environment and in differing segments of the non-elite strata. Though seemingly paradoxical, the friendship groups are at one and the same time both evidence of the development of individualism as a life strategy, but also a means of development of personal and collective social capital.     Abstract: This monograph presents the peer-reviewed proceedings of the CAEPR conference on Indigenous Socioeconomic Outcomes: Assessing Recent Evidence, held at The Australian National University in August 2005.     Abstract: Surprisingly, the outcome of the 1999 and 2004 elections in Indonesia and the resultant constellation of political parties are reminiscent of the first Indonesian parliamentary democracy of the 1950s. The dynamics of party politics is still marked by aliran ('streams'), i.e. some of the biggest political parties still have a mass base and are embedded in specific milieus. But politik aliran has lost a lot of its significance and re-emerged in a quite different form after the fall of Suharto in 1998. Starting with this observation, it is argued that parties are still socially rooted, so a modified aliran approach still has its analytical value. However, one can also witness a weakening of aliran (dealiranisasi) and a concomitant 'Philippinisation', which is indicated by the rise of presidential or presidentialised parties, growing intra-party authoritarianism, the prevalence of 'money politics', the lack of meaningful political platforms, weak loyalties towards parties, cartels with shifting coalitions and the upsurge of new local elites.
