    Abstract: Analysing how water development projects unfolded in five rural communities in Mozambique, Emily Van Houweling offers an alternative perspective on water and the politicised nature of water management in the region. Using a hydro-social cycle framework, she demonstrates how water is tied to everyday life in matrilineal Nampula and how social relations, gender roles, and local politics were reconfigured during the project. While centring the experience of community members, Van Houweling also includes the perspectives of project implementers, showing how project plans were translated and negotiated as they worked their way down to the community. Employing the concept of organisational culture, Van Houweling reveals the tensions that resulted from different actors' decision-making processes and motivations, and illuminates possible explanations for the gaps between policy and practice. Exploring women's empowerment, community ownership, and participation, this book facilitates innovative ways for thinking about evaluation, sustainability, and gender-water relations.

    Abstract: No contemporary figure is more demonized than the Islamist foreign fighter who wages jihad around the world. Spreading violence, disregarding national borders, and rejecting secular norms, so-called jihadists seem opposed to universalism itself. In a radical departure from conventional wisdom on the topic, The Universal Enemy argues that transnational jihadists are engaged in their own form of universalism: these fighters struggle to realize an Islamist vision directed at all of humanity, transcending racial and cultural difference. Anthropologist and attorney Darryl Li reconceptualizes jihad as armed transnational solidarity under conditions of American empire, revisiting a pivotal moment after the Cold War when ethnic cleansing in the Balkans dominated global headlines. Muslim volunteers came from distant lands to fight in Bosnia-Herzegovina alongside their co-religionists, offering themselves as an alternative to the US-led international community. Li highlights the parallels and overlaps between transnational jihads and other universalisms such as the War on Terror, United Nations peacekeeping, and socialist Non-Alignment. Developed from more than a decade of research with former fighters in a half-dozen countries, The Universal Enemy explores the relationship between jihad and American empire to shed critical light on both.

    Abstract: Do elections turn people into democratic citizens? Elections have long been seen as a way to foster democracy, development and security in Africa, with many hoping that the secret ballot would transform states. Adopting a new approach that focusses on the moral economy of elections, Nic Cheeseman, Gabrielle Lynch and Justin Willis show how elections are shaped by competing visions of what it means to be a good leader, bureaucrat or citizen. Using a mixed-methods study of elections in Ghana, Kenya and Uganda, they explore moral claims made by officials, politicians, civil society, international observers and voters themselves. This radical new lens reveals that elections are the site of intense moral contestation, which helps to explain why there is such vigourous participation in processes that often seem flawed. Demonstrating the impact of these debates on six decades of electoral practice, they explain why the behaviour of those involved so frequently transgresses national law and international norms, as well as the ways in which such transgressions are evaluated and critiqued – so that despite the purported significance of 'vote-buying', the candidates that spend the most do not always win.

    Abstract: "China's rise to power has become one of the most discussed questions in both International Relations Theory (IRT) and Foreign Policy circles. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policy making has reinvigorated and changed the contours of that debate. With the rise of China and other powers across the global political arena comes a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are made more visible to IR scholars now because of the increasing influence and impact that rising powers are making in the international system. This book shows foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for their analysis. Shaping the Future of Power probes the type of power mechanisms that build, diffuse, and project China's power in Africa. It is necessary to take into account the processes of knowledge production, social capital formation, and skills transfers in Chinese foreign policy toward African states to fully understand China's power building mechanisms.     Abstract: Decolonization revolutionized the international order during the twentieth century. Yet standard histories that present the end of colonialism as an inevitable transition from a world of empires to one of nations - a world in which self-determination was synonymous with nation-building - obscure just how radical this change was. Drawing on the political thought of anticolonial intellectuals and statesmen such as Nnamdi Azikiwe, W.E.B Du Bois, George Padmore, Kwame Nkrumah, Eric Williams, Michael Manley, and Julius Nyerere, this important new account of decolonization reveals the full extent of their unprecedented ambition to remake not only nations but the world. Adom Getachew shows that African, African American, and Caribbean anticolonial nationalists were not solely or even primarily nation-builders. Responding to the experience of racialized sovereign inequality, dramatized by interwar Ethiopia and Liberia, Black Atlantic thinkers and politicians challenged international racial hierarchy and articulated alternative visions of worldmaking. Seeking to create an egalitarian postimperial world, they attempted to transcend legal, political, and economic hierarchies by securing a right to self-determination within the newly founded United Nations, constituting regional federations in Africa and the Caribbean, and creating the New International Economic Order. Using archival sources from Barbados, Trinidad, Ghana, Switzerland, and the United Kingdom, Worldmaking after Empire recasts the history of decolonization, reconsiders the failure of anticolonial nationalism, and offers a new perspective on debates about today's international order.

    Abstract: "The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for "the people." To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation.     Abstract: Clara Usiskin has spent eight years investigating the ‘War on Terror’ and its effects in the East and Horn of Africa, documenting hundreds of cases of rendition, secret detention and targeted killings. Her book sets out the historical background to today’s covert war, including the early Somali jihads and British repression in colonial Kenya, through to the 1998 US Embassy Bombings in Nairobi and Dar es Salaam, and President Clinton’s early rendition programme. America’s Covert War in East Africa then looks at the US Military’s new Africa Command, with its emphasis on counterterrorism, alongside increasing use of targeted killings by security forces in the region, and continued renditions and secret detention. Finally, Usiskin investigates the shorter and longer term consequences of such intensive militarisation, and the proliferation of surveillance and other technologies of control in East Africa and its surrounding waters, focussing in particular on their impact on vulnerable ethnic and religious groups in a highly volatile region.

Critics decry the environmental side effects of floriculture, and human rights activists demand better wages and living conditions for workers. In this rich portrait of Kenyan floriculture, Megan Styles presents the point of view of local workers and investigates how the industry shapes Kenyan livelihoods, landscapes, and politics.     Abstract: Faisal Devji argues that new forms of militancy, such as the actions of al-Qaeda, are informed by the same desire for agency and equality that animates other humanitarian interventions, such as environmentalism and pacifism. To the militant, victimized Muslims are more than just symbols of ethnic and religious persecution-they represent humanity's centuries-long struggle for legitimacy and agency.     Abstract: From the upheavals of recent national elections to the success of the #MyDressMyChoice feminist movement, digital platforms have already had a dramatic impact on political life in Kenya - one of the most electronically advanced countries in sub-Saharan Africa. While the impact of the Digital Age on Western politics has been extensively debated, there is still little appreciation of how it has been felt in developing countries such as Kenya, where Twitter, Facebook, WhatsApp and other online platforms are increasingly a part of everyday life. Written by a respected Kenyan activist and researcher at the forefront of political online struggles, this book presents a unique contribution to the debate on digital democracy. For traditionally marginalised groups, particularly women and the disabled, digital spaces have allowed Kenyans to build new communities which transcend old ethnic and gender divisions. But the picture is far from wholly positive. Digital Democracy, Analogue Politics explores the drastic efforts being made by elites to contain online activism, as well as how `fake news', a failed digital vote-counting system and the incumbent president's recruitment of Cambridge Analytica contributed to tensions around the 2017 elections. Reframing digital democracy from the African perspective, Nyabola's ground-breaking work opens up new ways of understanding our current global online era.

    Abstract: Why Europe Intervenes in Africa analyses the underlying causes of all European decisions for and against military interventions in conflicts in African states since the late 1980s. It focuses on the main European actors who have deployed troops in Africa: France, the United Kingdom and the European Union. When conflict occurs in Africa, the response of European actors is generally inaction. This can be explained in several ways: the absence of strategic and economic interests, the unwillingness of European leaders to become involved in conflicts in former colonies, and sometimes the Euro-centric assumption that conflict in Africa is a normal event which does not require intervention. When European actors do decide to intervene, it is primarily for motives of security and prestige, rather than for economic or humanitarian reasons. The weight of past relations with Africa can also be a driver for European military intervention, but the impact of that past is changing. This book offers a theory of European intervention based mainly on realist and post-colonial approaches. It refutes the assumptions of liberals and constructivists who posit that states and organisations intervene primarily in order to respect the principle of the ‘responsibility to protect’.

    Abstract: "Central Asian states have experienced a number of historical changes that have challenged their traditional societies and lifestyles. The most significant changes occurred as a result of the revolution in 1917, the incorporation of the region into the Soviet Union, and gaining independence after the collapse of the USSR. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the 'official' descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public's experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the 'official' descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public's experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. The book discusses that the way in which people in Central Asia reconcile their Soviet past to a great extent refers to the three-fold process of recollecting their everyday experiences, reflecting on their past from the perspective of their post-Soviet present, and re-imagining. These three elements influence memories and lead to selectivity in memory construction, emphasising the aspects of the Soviet era people choose to recall in positive and negative lights.
