    Kurzfassung: What does the collapse of India`s tea industry mean for Dalit workers who have lived, worked and died on the plantations since the colonial era? Plantation Crisis offers a complex understanding of how processes of social and political alienation unfold in moments of economic rupture. Based on long-term ethnographic fieldwork in the Peermade and Munnar tea belts, Jayaseelan Raj - himself a product of the plantation system - offers a unique and richly detailed analysis of the profound, multi-dimensional sense of crisis felt by those who are at the bottom of global plantation capitalism.Tea production in India accounts for 25 per cent of global output. The colonial era planation system - and its two million strong workforce - has, since the mid-1990s, faced a series of ruptures stemming from neoliberal economic globalisation. In the South Indian state of Kerala, otherwise known for its labour-centric development initiatives, the Tamil speaking Dalit workforce, whose ancestors were brought to the plantations in the 19th century, are at the forefront of this crisis and the profound impacts it brings to their social identity and economic wellbeing. Out of the colonial history of racial capitalism and indentured migration, Plantation Crisis opens our eyes to the collapse of the plantation system in India, and the profound impacts this has on the Dalit workers who lived there for generations.

    Kurzfassung: In 2002 widespread communal violence tore apart hundreds of towns and villages in rural parts of Gujarat, India. In the aftermath, many Muslims living in Hindu-majority villages sought safety in the small town of Anand, some relocating with the financial assistance of their relatives overseas. Following such dramatic displacement and disorientation, Anand emerged as a site of opportunity and hope. For its residents and transnational visitors, Anand`s Muslim area is not just a site of marginalization; it has become an important focal point and regional center from which they can participate in the wider community of Gujarat and reimagine society in more inclusive terms.This compelling ethnography shows how in Anand the experience of residential segregation led not to estrangement or closure but to distinctive practices of mobility and exchange that embed Muslim residents in a variety of social networks. In doing so, New Lives in Anand moves beyond established notions of ghettoization to foreground the places, practices, and narratives that are significant to the people of Anand. It asks how people get on with their lives after an episode of violence to create new spaces and societies and to reconfigure their sense of belonging. (Verlagsangabe)

At the same time, the contributions highlight the nature of contemporary social life, including virtual communication, the nature of communities, neoliberalism and contemporary political economies, and the shifting nature of nation states and the role of government.     Kurzfassung: Peruvian migrant workers began arriving in South Korea in large numbers in the mid-1990s, eventually becoming one of the largest groups of non-Asians in the country. Migrant Conversions shows how despite facing unstable income and legal exclusion, migrants have come to see Korea as an ideal destination, sometimes even as part of their divine destiny. Faced with a forced end to their residence in Korea, Peruvians have developed strategies to transform themselves from economic migrants into heads of successful transnational families, influential church leaders, and cosmopolitan travelers. Set against the backdrop of the 2008 global financial crisis, Migrant Conversions explores the intersections of three types of conversions - monetary, religious, and cosmopolitan - to argue that migrants use conversions to negotiate the meaning of their lives in a constantly changing transnational context. As Peruvians carve out social spaces, they create complex and uneven connections between Peru and Korea that challenge a global hierarchy of nations and migrants. Exploring how migrants, churches, and nations change through processes of conversion reveals how globalization continues to impact people`s lives and ideas about their futures and pasts long after they have stopped moving or after a particular global moment has come to an end. It documents the everyday practices that local female actors adopt to deal with the continuous economic, political, and social insecurities that emerge in times of political transformations. Carole Ammann argues that women`s political articulations in Muslim Guinea do not primarily take place within women`s associations or institutional politics such as political parties; but instead women`s silent forms of politics manifest in their daily agency, that is, when they make a living, study, marry, meet friends, raise their children, and do household chores. The book also analyses the relationship between the female population and the local authorities, and discusses when and why women`s claim making enjoys legitimacy in the eyes of other men and women, as well as representatives of `traditional` authorities and the local government. Paying particular attention to intersectional perspectives, this book will be of interest to scholars of African studies, social anthropology, political anthropology, the anthropology of gender, urban anthropology, gender studies, and Islamic studies."

    Kurzfassung: Isolation measures to contain the spread of COVID-19 means that social researchers who have for doing fieldwork in a pandemic - specifically, ideas for avoiding in-person interactions by using mediated forms that will achieve similar ends. Social research has been conducted online for many years, of course. There are many examples of using online survey tools or doing content analyses or ethnographies using existing online interactions as research materials. Interviews have been conducted by phone or Skype for a long time. This document was initially directed at ways for how to turn fieldwork that was initially planned as using face-to-face methods into a more `hands-off` mode. However, people have added useful material about `born digital` research (content already generated on the internet by online interactions), which provides an alternative source of social research materials if researchers decide to go down that path.

    Kurzfassung: Histories of the colonisation of Australia have recognised distinct periods or eras in the colonial relationship: 'protection' and 'assimilation'. It is widely understood that, in 1973, the Whitlam Government initiated a new policy era: 'self-determination'. Yet, the defining features of this era, as well as how, why and when it ended, are far from clear. In this collection we ask: how shall we write the history of self-determination? How should we bring together, in the one narrative, innovations in public policy and Aboriginal and Torres Strait Islander initiatives? How (dis)continuous has 'self-determination' been with 'assimilation' or with what came after? Among the contributions to this book there are different views about whether Australia is still practising 'self-determination' and even whether it ever did or could. This book covers domains of government policy and Indigenous agency including local government, education, land rights, the outstation movement, international law, foreign policy, capital programs, health, public administration, mission policies and the policing of identity. Each of the contributors is a specialist in his/her topic. Few of the contributors would call themselves 'historians', but each has met the challenge to consider Australia's recent past as an era animated by ideas and practices of Indigenous self-determination.

    Kurzfassung: Networks, Labour and Migration among Indian Muslim Artisans provides an ethnography of life, work and migration in a North Indian Muslim-dominated woodworking industry. It traces artisanal connections within the local context, during migration within India, and to the Gulf, examining how woodworkers utilise local and transnational networks, based on identity, religiosity, and affective circulations, to access resources, support and forms of mutuality. However, the book also illustrates how liberalisation, intensifying forms of marginalisation and incorporation into global production networks have led to spatial pressures, fragmentation of artisanal labour, and forms of enclavement that persist despite geographical mobility and connectedness. By working across the dialectic of marginality and connectedness, Thomas Chambers thinks through these complexities and dualities by providing an ethnographic account that shares everyday life with artisans and others in the industry. Descriptive detail is intersected with spatial scales of `local`, `national` and `international`, with the demands of supply chains and labour markets within India and abroad, with structural conditions, and with forms of change and continuity. Empirically, then, the book provides a detailed account of a specific locale, but also contributes to broader theoretical debates centring on theorisations of margins, borders, connections, networks, embeddedness, neoliberalism, subjectivities, and economic or social flux

He focuses on the indigenous representations of nature, environment, economy, state and sovereignty that have triggered nationalist and statist responses to the mining boom. In doing so, he explores the ways in which these responses have shaped the apparently ‘neo-liberal’ policies of twenty-first century Mongolia, and the economy that has emerged from them, in the face of competing mining companies, protest movements, international donor organizations, economic downturn, and local and central government policies.

    Kurzfassung: Between 2009 and 2013 Cymene Howe and Dominic Boyer conducted fieldwork in Mexico's Isthmus of Tehuantepec to examine the political, social, and ecological dimensions of moving from fossil fuels to wind power. Their work manifested itself as a new ethnographic form: the duograph—a combination of two single-authored books that draw on shared fieldsites, archives, and encounters that can be productively read together, yet can also stand alone in their analytic ambitions. In her volume, Ecologics, Howe narrates how an antidote to the Anthropocene became both failure and success. Tracking the development of what would have been Latin America's largest wind park, Howe documents indigenous people's resistance to the project and the political and corporate climate that derailed its renewable energy potential. Using feminist and more-than-human theories, Howe demonstrates how the dynamics of energy and environment cannot be captured without understanding how human aspirations for energy articulate with nonhuman beings, technomaterial objects, and the geophysical forces that are at the heart of wind and power.

Drawn from the author`s ethnographic research of British-born Muslim men in the English town of Luton, Being Young, Male and Muslim in Luton explores the everyday lives of the young men and, in particular, how their identity as Muslims has shaped the way they interact with each other, the local community and the wider world.Through a study of religious values, the pressures of masculinity, the complexities of family and social life, and attitudes towards work and leisure, Ashraf Hoque argues that young Muslims in Luton are subverting what it means to be `British` through consciously prioritising and re-articulating self-confessed `Muslim identities` in novel and dynamic ways that suit their experiences as a post-colonial diaspora. Employing extensive participant observation and rich interview content, Hoque paints a detailed picture of young Muslims living in a town consistently associated in the popular media with terrorist activity and as a hotbed for radicalisation.     Kurzfassung: Moving far beyond predominant views of Africa as a place to be 'saved', and even more recent celebratory formulations of it as 'rising', African Luxury: Aesthetics and Politics highlights and critically interrogates the visual and material cultures of lavish and luxurious consumption already present on the continent. Methodologically, conceptually and analytically, the collection dismantles taken-for-granted ideas that the West is the source and focus of high-end and hyper-desirable material cultures. It explores what the culture of consumption means in Africa in both historical and contemporary contexts, studying diverse luxury phenomena including fashion advertising, reality television, retail, gendered consumption and gardening to re-centre the discussion on existing contemporary luxury cultures across the continent.     Kurzfassung: Ruptures brings together leading and emerging international anthropologists to explore the concept of ‘rupture’. Understood as radical and often forceful forms of discontinuity, rupture is the active ingredient of the current sense of a world in turmoil, lying at the heart of some of the most defining experiences of our time: the rise of populist politics, the corollary impulse towards protest and even revolutionary change, as well as moves towards violence and terror, and the responses these moves elicit. Rupture is addressed in selected ethnographic and historical contexts: images of the guillotine in the French revolution; reactions to Trump’s election in the USA; the motivations of young Danes who join ISIS in Syria; ‘butterfly effect’ activism among environmental anarchists in northern Europe; the experiences of political trauma and its ‘repair’ through privately sponsored museums of Mao’s revolution in China; people’s experience of the devastating 2001 earthquake in Gujarat; the ‘inner’ rupture of Protestant faith among Danish nationalist theologians; and the attempt to invent ex nihilo an alphabet for use in Christian prophetic movements in Congo and Angola.

    Kurzfassung: The Owners of Kinship investigates how kinship in Indigenous Amazonia is derived from the asymmetrical relation between an "owner" and his or her dependents. Through a comprehensive ethnography of the Kanamari, Luiz Costa shows how this relationship is centered around the bond created between the feeder and the fed. Building on anthropological studies of the acquisition, distribution, and consumption of food and its role in establishing relations of asymmetrical mutuality and kinship, this book breaks theoretical ground for studies in Amazonia and beyond. By investigating how the feeding relation traverses Kanamari society from the relation between women and the pets they raise, shaman and familiar spirit, mother and child, chiefs and followers, to those between the Brazilian state and the Kanamari The Owners of Kinship reveals how the mutuality of kinship is determined by the asymmetry of ownership.

    Kurzfassung: Die Identifikation (Targeting) der (extrem) Armen ist ein Muss für eine gezielte und effiziente Unterstützung vor allem im Rahmen von sozialen Sicherungssystemen. Die Vermeidung von Inklusions- und Exklusionsfehlern stellt dabei eine Herausforderung da, zudem wird nur allzuhäufig Targeting in zu großen zeitlichen Abständen durchgeführt. Mit dem System ID Poor wurde in Kambodscha ein Verfahren entwickelt, das durch Partizipation an der Basis und Transparenz relativ wenige Inklusions- und Exklusionsfehler aufweist. Zudem erfolgt der Targeting-Prozess regelmäßig, bisher landesweit alle drei Jahre, und wie dieser INEF-Bericht zeigt, ist seit 2018 auch eine Nachidentifikation bisher nicht berücksichtigter armer Personen zwischen den Gesamterhebungen möglich.

Nikolai Ssorin-Chaikov grounds his theoretical exploration in fascinating ethnographic and historical material on two Lenins: the first is the famed Soviet leader of the early twentieth century, and the second is a Siberian Evenki hunter—nicknamed "Lenin"—who experienced the collapse of the USSR during the 1990s. Through their intertwined stories, Ssorin-Chaikov unveils new dimensions of ethnographic reality by multiplying our notions of time.Ssorin-Chaikov examines Vladimir Lenin at the height of his reign in 1920s Soviet Russia, focusing especially on his relationship with American businessperson Armand Hammer. He casts this scene against the second Lenin—the hunter on the far end of the country, in Siberia, at the far end of the century, the 1990s, who is tasked with improvising postsocialism in the economic and political uncertainties of post-Soviet transition. Moving from Moscow to Siberia to New York, and traveling form the 1920s to the 1960s to the 1990`s, Ssorin-Chaikov takes readers beyond a simple global history or cross-temporal comparison, instead using these two figures to enact an ethnographic study of the very category of time that we use to bridge different historical contexts.     Kurzfassung: Navigating the Future draws on long-term ethnographic fieldwork with Kubo people and their neighbours, in a remote area of Papua New Guinea, to explore how worlds are reconfigured as people become increasingly conscious of, and seek to draw into their own lives, wealth and power that had previously lain beyond their horizons. In the context of a major resource extraction project - the Papua New Guinea Liquefied Natural Gas (PNG LNG) Project - taking shape in the mountains to the north, the people in this area are actively reimagining their social world. This book describes changes in practice that result, tracing shifts in the ways people relate to the land, to each other and to outsiders, and the histories of engagement that frame those changes. Inequalities are emerging between individuals in access to paid work, between groups in potential for claiming future royalties, and between generations in access to information. As people at the village of Suabi strive to make themselves visible to the state and to petroleum companies, as legal entities entitled to receive benefits from the PNG LNG Project, they are drawing new boundaries around sets of people and around land and declaring hierarchical relationships between groups that did not exist before. They are struggling to make sense of a bureaucracy that is foreign to them, in a place where the state currently has minimal presence. A primary concern of Navigating the Future is with the processes through which these changes have emerged, as people seek to imagine - and work to bring about - a radically different future for themselves while simultaneously reimagining their own past in ways that validate those endeavours.     Kurzfassung: Parallel to the abolition of Atlantic slavery, new forms of indentured labour stilled global capitalism's need for cheap, disposable labour. The famous 'coolie trade' - mainly Asian labourers transferred to French and British islands in the Indian Ocean, Australia, Indonesia, South Africa, the Caribbean, the Americas, as well as to Portuguese colonies in Africa - was one of the largest migration movements in global history. Indentured contract workers are perhaps the most revealing example of bonded labour in the grey area between the poles of chattel slavery and 'free' wage labour.This interdisciplinary volume addresses historically and regionally specific cases of bonded labour relations from the 18th century to sponsorship systems in the Arab Gulf States today.     Kurzfassung: A number of recent studies have expressed optimism about the constant decrease in armed conflicts around the world. The prognosis for Africa does not reflect the same optimism. Poverty reduction, transparent and accountable governance and citizen satisfaction with the delivery of public goods and service have shown no sign of significant improvement. In this lecture, Victor Adetula examines the performance of Africa's regional organisations in ensuring peace and security on the continent. In doing this, he draws attention to the need for national and regional actors to pay attention to good governance and development as part of their efforts to operate effective collective security systems and conflict resolution mechanisms without ignoring the essence of the global context.     Kurzfassung: The idea that human beings are inextricably bound to one another is at the heart of this book about African agency, especially drawing on the African philosophy Ubuntu, with its roots in human sociality and inclusivity. Ubuntu's precepts and workings are severely tested in these times of rapid change and multiple responsibilities. Africans negotiate their social existence between urban and rural life, their continental and transcontinental distances, and all the market forces that now impinge, with relationships and loyalties placed in question. Between ideal and reality, dreams and schemes, how is Ubuntu actualized, misappropriated and endangered? The book unearths the intrigues and contradictions that go with inclusivity in Africa. Basing his argument on the ideals of trust, conviviality and support embodied in the concept of Ubuntu, Francis Nyamnjoh demonstrates how the pursuit of personal success and even self-aggrandizement challenges these ideals, thus leading to discord in social relationships. Nyamnjoh uses a popular Ivorian drama with the same title to substantiate life-world realities and more importantly to demonstrate that new forms of expression, from popular drama to fiction, thicken and enrich the ethnographic component in current anthropology.

    Kurzfassung: This book is a unique window into a dynamic time in the politics and history of Australia. The two decades from 1970 to the Bicentennial in 1988 saw the emergence of a new landscape in Australian Indigenous politics. There were struggles, triumphs and defeats around land rights, community control of organisations, national coalitions and the international movement for Indigenous rights. The changes of these years generated new roles for Aboriginal people. Leaders had to grapple with demands to be administrators and managers as well as spokespeople and lobbyists. The challenges were personal as well as organisational, with a central one being how to retain personal integrity in the highly politicised atmosphere of the `Aboriginal Industry`. Kevin Cook was in the middle of many of these changes - as a unionist, educator, land rights campaigner, cultural activist and advocate for liberation movements in Southern Africa, the Pacific and around the world. But `Cookie` has not wanted to tell the story of his own life in these pages. Instead, with Heather Goodall, a long time friend, he has gathered together many of the activists with whom he worked to tell their stories of this important time. Readers are invited into the frank and vivid conversations Cookie had with forty-five black and white activists about what they wanted to achieve, the plans they made, and the risks they took to make change happen.     Kurzfassung: This paper investigates changing notions of ageing and the social situation of elderly people in Daiden, a Bosmun place located at the Lower Ramu River in Northeast Papua New Guinea. It is argued that 'new ideologies of age' are currently transforming local ideas about the social, psychological, and physical alterations commonly called 'ageing' in the gerontological discourse. These ideologies will be variously addressed as 'chronological age', 'bio-medical age', and 'psychological age'. By exploring changing understandings of elderhood and elderly care, I show that a rather positive perception of ageing, as based on emic or so-called 'traditional' worldviews, turns into a rather negative perception, as a result of adhering to new 'Western'-based explanations. Finally, I argue that these new ideologies of age influence local politics of age, eventually leading to a shift in the exercise of power.

    Kurzfassung: Die vorliegende Arbeit widmet sich der Frage nach den sozialen Praxen und gesellschaftlichen Bedeutungen von Schönheit bei den Karo Batak in Sumatra, Indonesien. In Tanah Karo, einer agrarisch geprägten Hochebene, säumen Aerobic- Studios und Schönheitssalon die Straßen der zwei Kleinstädte Berastagi und Kabanjahe. Weibliche Schönheit in Form von Femininität gilt als modern. Moderne Weiblichkeit, die ihren Ausdruck in einem schönen Körper findet, wird durch ein komplexes Bündel von Diskursen und Praxen lokaler, nationaler und globaler Provenienz konstituiert. Ausgehend vom Körper, der als die vermittelnde Instanz zwischen Diskursen und Praxen verstanden wird, analysiert die Verfasserin die Komplexität des Themas Schönheit und Modernität aus Perspektive der Akteurinnen. Welche Ziele verfolgen sie mit der strategischen Aneignung des Ideals der modernen Weiblichkeit? Wie strukturieren soziale Positionen die jeweiligen Aneignungsprozesse? Die Verfasserin zeigt, wie die zunehmende Bedeutung von Schönheit mit Transformationen im Bereich der Geschlechterverhältnisse, des Konsums und der sozialen Differenzierung verknüpft ist. Moderne Weiblichkeit konstituiert sich an der Schnittstelle ästhetischer, aber vor allem auch sozialer, ökonomischer, kultureller, religiöser und moralischer Diskurse. Das zentrale Motiv der Akteurinnen für die Aneignung von als modern erachteten Schönheitsidealen stellt die Erweiterung der eigenen Handlungsfähigkeit in der patrilinearen Gesellschaft der Karo Batak dar. Die jeweiligen sozialen Positionen führen zu unterschiedlichen Formen der Aneignung, die in verschiedenen Formen moderner Weiblichkeit resultieren. Am Beispiel von Frauen der städtischen Mittelschicht, jungen Frauen vom Land und waria, Menschen mit weiblicher transgender-Identität, werden diese Aneignungsprozesse und ihre gesellschaftlichen Bedeutungen vergleichend diskutiert. Die Globalisierung von Schönheit, so lässt sich resümieren, bringt - selbst auf begrenzter lokaler Ebene - verschiedene moderne Weiblichkeiten hervor.

    Kurzfassung: In the early decades of the 19th century, Indigenous Australians suffered devastating losses at the hands of British colonists, who largely ignored their sovereignty and even their humanity. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed. These white philanthropists raised questions which have shaped Australian society ever since.Did Indigenous Australians have rights to land, rationing, education and cultural survival? If so, how should these be guaranteed, and what would people have to give up in return? Would charity and paternalism lead to effective government or dismal failure - to a powerful defence of an oppressed people, or to new forms of oppression?     Kurzfassung: Across almost all standard indicators, the Indigenous population of Australia has worse outcomes than the non-Indigenous population. Despite the abundance of statistics and a plethora of government reports on Indigenous outcomes, there is very little information on how Indigenous disadvantage accumulates or is mitigated through time at the individual level. The research that is available highlights two key findings. Firstly, that Indigenous disadvantage starts from a very early age and widens over time. Secondly, that the timing of key life events including education attendance, marriage, childbirth and retirement occur on average at different ages for the Indigenous compared to the non-Indigenous population. To target policy interventions that will contribute to meeting the Council of Australian Governments` (COAG) Closing the Gap targets, it is important to understand and acknowledge the differences between the Indigenous and non-Indigenous lifecourse in Australia, as well as the factors that lead to variation within the Indigenous population.

Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993.     Kurzfassung: Central America has the reputation of being a violent region with high crime rates, youth gangs, drug traffic, and ubiquitous insecurity. Politicians, the media, and social scientists in and outside the region often claim that the societies are in complete agreement with their judgment of the situation and that all society members are calling for law and order and social segregation. Focusing on Costa Rica, El Salvador, and Nicaragua, the paper analyzes the social perception of violence and crime. On the basis of essays written by secondary school students and interviews with citizens from all walks of life in the three countries, the paper points out how elite arguments on violence and crime are translated into everyday life, and what society members suggest be done to deal with these problems. The sources prove that there are noticeable hegemonic discourses on violence and crime in Costa Rica, El Salvador, and Nicaragua. Simultaneously, a majority of the respondents call for social and integrative solutions rather than the so-called "iron fist." The repressive trend in Central American policies therefore does not necessarily receive the presumed affirmation asserted by many authorities on and in the region. (Verlagsangabe)

    Kurzfassung: It is generally acknowledged that a higher degree of party and party system institutionalisation is positively correlated with the consolidation of democracy. It is, thus, useful to compare different levels and types of institutionalisation. In this article the distinction made by Levitsky (`value infusion` vs. `behavioural routinisation`) with reference to party institutionalisation will be employed. Moreover, institutionalised party systems are characterized, according to Mainwaring and Torcal, by `stability of interparty competition`. The empirical research of this paper finds that the early organisational consolidation of social cleavages, such as in Indonesia, enhances institutionalisation. Furthermore, the relation between central and local elites appears to be essential: strong bosses or cliques undermine institutionalisation in the Philippines and in Thailand respectively. Most Indonesian parties are better institutionalised than those in the Philippines and Thailand with reference to `value infusion`. In addition, the party system in Indonesia is better institutionalised in terms of `stability of interparty competition`.

    Kurzfassung: Conventional wisdom holds that ethnicity provides the social cleavage for voting behaviour and party affiliation in Africa. Because this is usually inferred from aggregate data of national election results, it might prove to be an ecological fallacy. The evidence based on individual data from an opinion survey in Zambia suggests that ethnicity matters for voter alignment and even more so for party affiliation, but it is certainly not the only factor. The analysis also points to a number of qualifications which are partly methodology-related. One is that the degree of ethnic voting can differ from one ethno-political group to the other depending on various degrees of ethnic mobilisation. Another is that if smaller ethnic groups or subgroups do not identify with one particular party, it is difficult to find a significant statistical correlation between party affiliation and ethnicity - but that does not prove that they do not affiliate along ethnic lines.

Pilbara-based transnational resource companies recognise that major social and economic impacts on Indigenous communities in the region are to be expected and that sound relations with these communities and the pursuit of sustainable regional economies involving greater Indigenous participation provide the necessary foundations for a social licence to operate. This study examines the dynamics of demand for Indigenous labour in the region, and the capacity of local supply to respond. A special feature of this study is the inclusion of qualitative data reporting the views of local Indigenous people on the social and economic predicaments that face them. The basic message conveyed is that little has been achieved over the past four decades in terms of enhancing Indigenous socioeconomic status in the Pilbara.     Kurzfassung: This work examines, from a comparative perspective, the perceptions of parliamentary elites from MERCOSUR member countries regarding the armed forces as well as security and defence issues. In light of the growing cooperation in the field of security, it explores values and convictions among political elites so as to find signs of the development towards a regional security community in the south of Latin America. Taking into account the results of two empirical research projects on parliamentary elites, the article identifies similarities and discrepancies between deputies and senators in Argentina, Brazil, Chile, Paraguay and Uruguay and discusses possible consequences for the future cooperation in security matters.

    Kurzfassung: Interdependence, collective identities and common institutions are the preconditions for the evolution of a pluralistic security community. While the interaction of the states of Southern Latin America already meets the first two criteria, this article focuses on the third one, particularly the common institutions of the regional defence and security sector. The bilaterally organised defence cooperation has been attested democratic deficiencies be cause military actors are over-proportionally represented in these committees. Military nationalism and an exaggerated notion of national sovereignty in the military academies of the region can be regarded as cooperation hampering qualifiers. Non-military threats (organised crime, transnational terrorism) have centripetal effects on the subregional co operation, which is structured multilaterally and shows a relatively high degree of institu tionalisation.     Kurzfassung: The Council of Australian Governments is trialing Indigenous Community Coordination Pilot schemes around the country aimed at fostering whole-of-government approaches to service delivery and development. A notable example is in the Thamarrurr region of the Northern Territory focused on the Aboriginal town of Wadeye and its hinterland. Under new governance arrangements the Thamarrurr Regional Council has identified a need to profile existing social and economic conditions as a basis for its current planning and future evaluation.This study provides an innovative template for such profiling. With substantial input from local people it uncovers a region of high population growth with major challenges in areas of employment, income, education and training, housing and infrastructure, health status and criminal justice. It yields a baseline of available data to assist discussions of regional needs, aspirations and development capacities. By using population projections, it shifts government and community thinking away from reactive responses to historic need, to a more pro-active future-oriented approach to development.The Thamarrurr people view this document as an important planning tool for their people. Their aim is to have the same access to services and opportunities as other Australians. "Give every kid a chance" is their catch cry. This study lays out what is required from governments and the community to achieve that vision.

    Kurzfassung: The current situation in Zimbabwe under the ZANU-PF government shows increasing signs of abuse of power by those in political control. They also direct their desire to suppress criticism towards the media. Press organs in private ownership have been closed down and journalists have been physically harassed, arrested and expelled. Laws are abused to regulate and manipulate public opinion by a policy of banning. Worldwide condemnation of the growing restrictions upon the freedom of expression goes hand in hand with the protests inside the country against the growing tendencies of totalitarian rule.Current events are critically reflected upon and the background to these developments is summarised in this publication. It is based on some of the contributions to a recent conference on Zimbabwe organised by the Nordic Africa Institute and offers insights into the contested space of public opinion in Zimbabwe. The critical analyses of current developments are there-by complemented with particular reference to the media sector in the ongoing battle for hegemonic control over the public sphere.     Kurzfassung: The Northern East Kimberley region of Western Australia is poised at a development crossroads with decisions pending on the extension or closure of Argyle Diamond Mine, and the ever-present prospect of agricultural expansion based on Ord Stage II. This region also has a major economic development problem—half of its adult population (almost all Aboriginal) is highly dependent on welfare, mostly outside the mainstream labour market, and ill-equipped to engage it.Aboriginal people are major stakeholders in the region as its customary owners and most permanent residents. Whatever decisions are made about future development, it is essential that they bring about improvements in Aboriginal participation, not least because of the high opportunity cost to Aboriginal people and to government of failing to do so.This study profiles social and economic conditions in the region, focusing on the Aboriginal population. It examines demography, the labour market, income, education and training, housing and infrastructure, health status, and regional involvement in the criminal justice system. It provides a quantum to discussions of need, aspirations and regional development capacities, as well as a benchmark against which the impact of developmental actions may be assessed.
