    Abstract: The effect on the household consumption price index from possible sources of error in capturing digital products depends on the weight of the affected products. To calculate upper bounds for this effect, we apply weights based on the average structure of household consumption in OECD countries to a maximum plausible overstatement of price change for each affected or potentially affected product. The products account for about 35% of household expenditure in 2005, declining to 32% in 2015. The upper bound simulation effect on the growth rate of the consumption deflator is somewhat less than –0.6 percentage points in 2015 – large enough to improve the picture of GDP and productivity growth in advanced economies. However, this would not overturn the conclusion that productivity growth has slowed substantially compared over the past decades.

    Abstract: Korean families are changing fast. While birth rates remain low, Koreans are marrying and starting a family later than ever before, if at all. Couple-with-children households, the dominant household type in Korea until recently, will soon make up fewer than one quarter of all households. These changes will have a profound effect on Korea’s future. Among other things, the Korean labour force is set to decline by about 2.5 million workers by 2040, with potential major implications for economic performance and the sustainability of public finances. Since the early 2000s, public policy has changed to help parents reconcile work and family commitments: Korea has developed a comprehensive formal day-care and kindergarten system with enrolment rates that are now on par with the Nordic countries. Korea also has one year of paid parental leave for both parents, but only about 25% of mothers and 5% of fathers use it, as workplace cultures are often not conducive to parents, especially fathers, taking leave. Cultural change will take time, but this review suggests there also is a need for additional labour market, education and social policy reform to help Koreans achieve both work and family aspirations, and contribute to the rejuvenation of Korean society.

    Abstract: This report reflects discussions at the OECD conference “AI: Intelligent Machines, Smart Policies” held in Paris on 26-27 October, 2017. After discussing the state of Artificial intelligence (AI) research – in particular ‘machine learning’ –, speakers illustrated the opportunities that AI provides to improve economies and societies, in areas ranging from scientific discovery and satellite data analysis to music creation. There was broad agreement that the rapid development of AI calls for national and international policy frameworks that engage all stakeholders. Discussions focused on the need for policy to facilitate the adoption of AI systems to promote innovation and growth, help address global challenges, and boost jobs and skills development, while at the same time establishing appropriate safeguards to ensure that AI systems are human-centric and benefit people broadly. Transparency and oversight, algorithmic discrimination and privacy abuses were key concerns, as were new liability, responsibility, security and safety questions.

    Abstract: Political constitutions alone do not guarantee democracy; a degree of economic equality is also essential.     Abstract: The first German women's movement embraced the belief in a demographic surplus of unwed women, known as the Frauenberschuß, as a central leitmotif in the campaign for reform. Proponents of the female surplus held that the advances of industry and urbanization had upset traditional marriage patterns and left too many bourgeois women without a husband. This book explores the ways in which the realms of literature, sexology, demography, socialism, and female activism addressed the perceived plight of unwed women.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: Declining fish stocks and expanding fishing fleets have combined with growing competition from aquaculture to put increased pressure on the fishing sector to adjust the size and nature of its operations in many countries. In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.

    Abstract: La Fédération de Russie est confrontée à d'importants problèmes économiques et sociaux. En 1998, le revenu national avait presque reculé de moitié par rapport à 1990. L’espérance de vie des hommes est aujourd’hui de 61 ans, contre 65 ans il y a dix ans. Le taux de suicides et d’automutilations est trois fois supérieur à ce qu’il est en moyenne dans la zone de l’OCDE et le taux de mortalité maternelle cinq fois supérieur à la moyenne OCDE. Les maladies infectieuses ont progressé mais le volume réel des dépenses publiques de santé a régressé de près d’un tiers. Les dépenses consacrées à de nombreux autres dispositifs sociaux ont chuté, même si on les considère par rapport à un PIB en baisse, ce qui n’empêche pas qu’une bonne partie des sommes dépensées pour lutter contre le grave problème de la pauvreté le soit en pure perte. Plus d’un quart de la population russe est frappé par la pauvreté au regard même des critères officiels. Le salaire moyen a pratiquemment diminué de moitié par rapport à son niveau réel du début des années 90 et les retards de paiement des salaires et des pensions ont posé de sérieux problèmes il n’y a pas si longtemps. Quant à l’économie informelle, elle s’est considérablement développée. Que peut-on faire pour résoudre cette crise ? Cet ouvrage présente une analyse détaillée de la crise sociale que connaît la Fédération de Russie et propose des pistes pour la mise en oeuvre de réformes qui stimuleraient les principaux rouages économiques, notamment la productivité, tout en garantissant l’application de politiques sociales et de politiques de l’emploi plus à même d’aider les plus démunis. Ce livre formule également des propositions de réformes de fond propres à améliorer le fonctionnement du marché du travail, à garantir l’offre d’un ensemble de services de soins de santé indispensables, à atténuer les disparités régionales et à résoudre la crise humaine que traversent les plus pauvres.

    Abstract: In all of the OECD countries, employment is seen to be sharply segregated by gender, with women's employment heavily concentrated in the same occupations: secretaries, primary school teachers, nurses and home helpers. These jobs, whose image has in many cases remained stereotyped and traditional, are at the heart of the information and service economy and have therefore been undergoing far-reaching changes due to information technologies, the development of a knowledge-based economy and population ageing. These transformations represent a major challenge for women's employment and for gender equality in the labour market. Beyond the high segregation and concentration scales which are a constant of women's employment in all countries, international comparisons show that there can be differences in the status of a given occupation from one country to another. These differences can stem from the way in which occupations are defined or from how the relevant activities and work are organised. Understanding these differences is essential to identify ways to promote women's career prospects in female-dominated occupations.
