    Abstract: In Conflict, Identity, and State Formation in East Timor 2000-2017, James Scambary analyses the complex interplay between local and national level conflict and politics in the independence period. Communal conflict, often enacted by a variety of informal groups such as gangs and martial arts groups, has been a constant feature of East Timor`s post-independence landscape. A focus on statebuilding, however, in academic discourse has largely overlooked this conflict, and the informal networks that drive Timorese politics and society. Drawing on over a decade of fieldwork, Scambary documents the range of different cultural and historical dynamics and identities that drive conflict, and by which local conflicts and non-state actors became linked to national conflict, and laid the foundations of a clientelist state.     Abstract: Jan Beek's book explores everyday police work in an African country and analyses how police officers, despite prevailing stereotypes about failed states and African police, produce stateness. Drawing on highly readable ethnographic descriptions, the book shows that Ghanaian police practices often involve the exchange of money (bribes), the use of violence and the influence of politicians. However, such informal practices allow police officers to deal with the inconsistent necessities and the social context of their work. Ultimately, Ghanaian police officers are also inspired by a bureaucratic ethos and their practices are guided by it. Stateness, the book argues, is a quality of organizations, gradually emerging out of such everyday encounters. 'Producing Stateness' allows a close look at the realities of police work in Africa and provides surprising insights into the rationalities of policing and state bureaucracies everywhere.

    Abstract: This book deals with the legacies of the Indian experiences of migration and diaspora in South Africa. It highlights the social imaginaries of the migrants and citizens as they negotiate between a reconstructed notion of 'India' and their real present and future in the country of citizenship. Both South Africa and India have had a long history of group-based identity movements against exploitation around caste and race, intersecting with class, gender, language, religion and region. The combined history has allowed them to participate in novel ways in the global arena as regional powers. The book suggests that the question of identity concerns itself with exploitation and oppression of excluded groups in both countries. The authors are particularly attentive to the manner in which the two democratic states have confronted the challenges of history together with contemporary demands of inclusion and discuss the dilemmas involved in resolving them. The volume also raises questions regarding future roles, especially in the fields of education and the environment.     Abstract: This book focuses on River Basin Organizations as the key institutions for managing internationally shared water resources. This includes a comparative analysis of all River Basin Organizations worldwide and three in-depth case studies from three different continents. The detailed case studies are the Senegal (West Africa), Mekong (South-east Asia) and Danube (Europe) rivers. The book contributes to the academic debate on how shared natural and environmental resources can be managed in a sustainable way and which institutional and legal mechanisms actually matter for doing so. It adopts the neo-institutionalist approach, according to which international environmental institutions do make a difference. The analysis not only confirms this argument for the specific case of shared water resources, but also refines existing hypotheses on the influence of different independent variables, namely the nature of the collective action problem, the constellation of actors and the institutional design of an international environmental institution. The work also contributes to the policy debate on how to better govern internationally shared natural resources and the environment. It provides policy makers with advice on which exogenous conditions to be aware of when managing water resources they share with co-riparians and which institutional design features and governance mechanisms to set up in order to increase effectiveness in management.

    Abstract: This book offers a comparative ethnography of the contested powers that shape democratization in Ethiopia. Although multi-party elections have become the norm in Africa, relatively little is known about the significance of non-state actors such as traditional authorities in electioneering. Focusing on Ethiopia`s competitive 2005 elections, this book analyzes how customary leaders, political parties and state officials confronted and complemented each other during election time. Case studies reveal the contemporaneousness of traditional authorities in modern politics, but also how multi-party competition reproduces traditional relations of domination among ethnic groups. The book documents the importance of customary authority in selecting party candidates and providing legitimacy to political parties, but also their limitations in a country dominated by a semi-authoritarian party-state.     Abstract: Most governments in Africa, seeing the political mobilisation of ethnicity as a threat, have rejected the use of ethnic differences as an explicit basis for political representation. The one prominent exception is Ethiopia, which since 1991 has imposed a system of ethnic-based federalism that offers each ethnic group the right of `self-determination`. This book provides a detailed empirical study of this system at work in the complex multiethnic environment of southern Ethiopia. It finds that ethnic self-rule, in combination with the power politics of an authoritarian regime, has produced both intended and unintended outcomes. While arguably easing large-scale ethnic conflicts, it has led to `ethnicisation` of local socioeconomic disputes and to sharper inter-ethnic and intra-ethnic divides, often to the disadvantage of historically marginalised groups.     Abstract: A global debate has emerged within Islam about how to coexist with democracy. Even in Asia, where such ideas have always been marginal, radical groups are taking the view that scriptural authority requires either Islamic rule (Dar-ul-Islam) or a state of war with the essentially illegitimate authority of non-Muslims or secularists. This book places the debate in a specifically Asian context. It draws attention to Asia (east of Afghanistan), as not only the home of the majority of the world's Muslims but also Islam's historic laboratory in dealing with religious pluralism. In Asia, pluralism is not simply a contemporary development of secular democracies, but a long-tested pattern based on both principle and pragmatism. For many centuries, Muslims in Asia have argued about the legitimacy of non-Islamic government over Muslims, and the legitimacy of non-Muslim peoples, polities and rights under Islamic governance. This book analyses such debates and the ways they have been reconciled, in South and Southeast Asia, up to the present. The evidence presented here suggests that Muslims have adapted flexibly and creatively to the pluralism with which they have lived, and are likely to continue to do so. -- Publisher description

    Abstract: Colonized in the late 15th century, São Tomé and Príncipe were ruled by Portugal for 500 years, one of the longest periods of European domination in colonial history. In fact, during this period the Portuguese colonized the islands twice. Both colonizations were driven by the production of tropical cash crops; however, they occurred under rather different circumstances. Its long history as a plantation colony has made this African archipelago in many aspects more akin to the small Caribbean states. Since its decolonization in 1975 the small and impoverished country has experienced two fundamental changes to its political and economic system in a short period of 15 years. After embracing socialism and a centralized economy at independence, in 1990 the country introduced liberal democracy and a free-market economy. This case study analyses the course of political and economic changes in postcolonial São Tomé and Príncipe. The central issue of the book is to which extent institutional changes based on external models altered local patterns of political culture and of doing politics. In addition, it examines the outcome of the consecutive economic policies and development approaches patterned on theses models. This second edition has been completely revised and updated for the period of 1998-2005, including the recent developments in the country`s emerging oil sector.
