    Abstract: Special enumeration procedures for Indigenous Australians were introduced in the 1971 Census, and have been a feature of the Australian national census ever since. In 2001, as in previous years, the Indigenous Enumeration Strategy (IES) involved the use of locally recruited, mostly Indigenous, interviewers and the administration of modified forms.This monograph presents the results of the first detailed comparative appraisal of the IES. Three CAEPR researchers observed the 2001 Census enumeration, each in a different remote-area context: Martin at Aurukun, a major Aboriginal township on Cape York Peninsula, Morphy at a small outstation community in the Northern Territory, and Sanders in the town camps of Alice Springs. The Australian Bureau of Statistics facilitated the research by granting the researchers status as official observers.The introductory chapter by John Taylor gives a brief history of the IES and sets the context for the research. The three case-studies form the central chapters, and are followed by a concluding chapter that summarises the findings and recommendations.While each locality had its unique characteristics, the authors found some common problems across the board which lead to general recommendations about the future design of the IES. They advocate a simplification of the enumeration procedure, the abandonment of the `two-form` structure, the focusing of the IES more narrowly on people in `traditionally-oriented` discrete Indigenous communities, and substantial changes in the design and content of any new `special Indigenous` census form.

    Abstract: Anne Schady thematisiert in ihrer durch Prof. Dr. Michael Bollig betreuten Magisterschrift den Umgang mit der HIV/AIDS Pandemie in Swaziland, einem südafrikanischen Kleinstaat, der in den letzten Jahren durch extrem hohe Infektionsraten eine traurige Berühmtheit erlangte. Sie stellt die grundlegende Frage, wie angesichts der sehr umfassenden und kostspieligen Anti-AIDS Kampagnen erklärt werden kann, dass Infektionsraten weiterhin steigen. Der offensichtliche Misserfolg der Kampagnen wurde bislang unterschiedlich erklärt: Es wurde die schwache Position der Frau, die Persistenz traditioneller Beziehungsmuster, aber auch die abnehmende Bindung traditioneller Normen angesprochen. Anne Schady geht einen anderen Weg: sie stellt die Frage inwieweit Anti-AIDS Kampagnen tatsächlich angemessen konzipiert sind. Mit 'Community Education' und 'Peer Education' greift sie zwei Schlüsselkonzepte der Anti-AIDS Kampagne kritisch auf. Die Arbeit beruht auf einer mehrmonatigen Feldarbeit, die Anne Schady als Praktikantin der GTZ in Swaziland, dann aber auch während ihres einjährigen Studienaufenthaltes an der University of Cape Town in Swaziland unternahm. Während dieser Zeit widmete sie sich vor allem der Arbeit einer Nicht- Regierungsorganisation (NRO), die in der Anti-AIDS Arbeit aktiv war. Theoretisch fußt Anne Schadys Arbeit auf der Ethnologie der Entwicklung, einer Richtung, die sich kritisch mit Strukturen und Inhalten der Entwicklungszusammenarbeit auseinandersetzt. Die von Schady untersuchte NRO ging Anfang der 1990er aus einem Projekt der Entwicklungszusammenarbeit hervor, ohne dabei Organisationsform oder inhaltliche Orientierung wesentlich zu verändern. Schady stellt heraus, dass die NRO das vage Verständnis von dem, wer zu einer community gehört und was eine community konstituiert aus der Entwicklungszusammenarbeit übernimmt. Sie stellt fest, dass tatsächlich nur ein bestimmter Personenkreis auf den anberaumten Treffen zwischen community und NRO erscheint: In der Regel sind dies ältere, mit der traditionellen Autorität in Verbindung stehende Männer. Auch das Konzept peer education wird hinterfragt. De facto wissen die Mitarbeiter der NRO nicht, wer die peers, mit denen sie zusammenarbeiten, sind und wie sie in der Gemeinschaft verankert sind. Die Dekonstruktion der Begriffe erfolgt auf der Basis von Interviewmitschnitten und einer ausführlichen Analyse schriftlicher Dokumente. (Verlagsangaben)

    Abstract: The Northern East Kimberley region of Western Australia is poised at a development crossroads with decisions pending on the extension or closure of Argyle Diamond Mine, and the ever-present prospect of agricultural expansion based on Ord Stage II. This region also has a major economic development problem—half of its adult population (almost all Aboriginal) is highly dependent on welfare, mostly outside the mainstream labour market, and ill-equipped to engage it.Aboriginal people are major stakeholders in the region as its customary owners and most permanent residents. Whatever decisions are made about future development, it is essential that they bring about improvements in Aboriginal participation, not least because of the high opportunity cost to Aboriginal people and to government of failing to do so.This study profiles social and economic conditions in the region, focusing on the Aboriginal population. It examines demography, the labour market, income, education and training, housing and infrastructure, health status, and regional involvement in the criminal justice system. It provides a quantum to discussions of need, aspirations and regional development capacities, as well as a benchmark against which the impact of developmental actions may be assessed.

    Abstract: The current situation in Zimbabwe under the ZANU-PF government shows increasing signs of abuse of power by those in political control. They also direct their desire to suppress criticism towards the media. Press organs in private ownership have been closed down and journalists have been physically harassed, arrested and expelled. Laws are abused to regulate and manipulate public opinion by a policy of banning. Worldwide condemnation of the growing restrictions upon the freedom of expression goes hand in hand with the protests inside the country against the growing tendencies of totalitarian rule.Current events are critically reflected upon and the background to these developments is summarised in this publication. It is based on some of the contributions to a recent conference on Zimbabwe organised by the Nordic Africa Institute and offers insights into the contested space of public opinion in Zimbabwe. The critical analyses of current developments are there-by complemented with particular reference to the media sector in the ongoing battle for hegemonic control over the public sphere.     Abstract: The Council of Australian Governments is trialing Indigenous Community Coordination Pilot schemes around the country aimed at fostering whole-of-government approaches to service delivery and development. A notable example is in the Thamarrurr region of the Northern Territory focused on the Aboriginal town of Wadeye and its hinterland. Under new governance arrangements the Thamarrurr Regional Council has identified a need to profile existing social and economic conditions as a basis for its current planning and future evaluation.This study provides an innovative template for such profiling. With substantial input from local people it uncovers a region of high population growth with major challenges in areas of employment, income, education and training, housing and infrastructure, health status and criminal justice. It yields a baseline of available data to assist discussions of regional needs, aspirations and development capacities. By using population projections, it shifts government and community thinking away from reactive responses to historic need, to a more pro-active future-oriented approach to development.The Thamarrurr people view this document as an important planning tool for their people. Their aim is to have the same access to services and opportunities as other Australians. "Give every kid a chance" is their catch cry. This study lays out what is required from governments and the community to achieve that vision.

    Abstract: This study deals with cultural transformations and negotiations of social identity among urban Aymara speakers (bilingual Spanish-Aymara) in the city of La Paz in Bolivia in the last decade of the twentieth century. The main question concerns how they experience and express their sense of belonging in relation to their subordinated roles in society and the new spaces that are opened up by the democratization process. This question is dealt with through the study of social strategies of survival, for a better life and social mobility. The study also discusses how people use and contest traditional social and cultural ideals when dealing with and organizing everyday problems and activities.Theoretical perspectives on identity formation in relation to migration could be located on a continuum in terms of the emphasis that is placed on adaptation, on the one hand, and cultural continuity, on the other. This study shows that migrants do not conceptualize moving to the city as a big rupture but rather as a gradual process. Even if migration is part of a striving for social mobility, the migrants do not aspire to assimilate into the cultural context of the elite, but rather to advance within their own real and imagined community. In the urban setting, people form identities that combine or balance various points of reference, of which the most important are the citizenship in the state (class identity) and the membership in the Aymara community (ethnic identity). While people use rural practices and traditions as models for many of their activities and preoccupations, these are constantly contested and negotiated. People make their choices of strategies from a marginalized and subordinated position within the socio-economic and political structure of the city and the country. In the city all inhabitants, irrespective of background, are part of a cultural context in which different values and cultural models are constantly confronted and negotiated. (Abstract)

    Abstract: This study looks at the social incorporation of affluent first generation immigrants from Taiwan who migrate to the deconcentrated settlement spaces of South Orange County in Southern California. Based on the socioeconomic and demographic profiles of these immigrants, it is assumed that not only will they experience economic and political integration, but also social integration into the mainstream society. At first glance, opportunities for incorporation into the larger society of the United States seem both plentiful and scarce. While some conditions facilitate integration, other circumstances work against integration. The present study aims to describe the present conditions for social integration of immigrants from Taiwan. It also discusses the nature of the incorporation process and the relation between spatial structure and social structure. Findings from ethnographic fieldwork, including 60 structured, 30 semi-structured interviews and numerous informal interviews, show that the social networks of ethnic Chinese and ethnic Taiwanese immigrants are not comparable to the densely knit, broadly-based ties linking neighbors and kin group members attributed to traditional immigrants. Instead, the social networks of immigrants with high levels of human and economic capital are based on loosely bounded, sparsely knit, and dynamic specialized ties. Recent immigrants have local networks involving less kinship, but higher numbers of former classmates and members of joint recreational associations. However, space- and time-compressing technologies still afford opportunities to maintain ties with family and friends in Taiwan as well as in other places around the globe. In addition, although immigrants from Taiwan choose to live geographically dispersed from other members of their ethnic group, they favor ethnically exclusive interaction outside their work or school environment. Numerous voluntary associations have evolved but are only weakly connected. However, membership in these religious, educational and recreational organizations fluctuates. This dissertation identifies the important structural constraints that shape the formation of personal networks of ethnic Taiwanese and ethnic Chinese immigrants from Taiwan and the degree of overlap created by these networks. Special attention is given to the implications of varying network structures for male and female immigrants on their sense of well-being and the different choices men and women make in building bridges to other social worlds. Analysis of personal network structures and the extent of connectivity between and across various subethnic community organizations is based on the notion that heterogeneity in network composition decreases while homogeneity increases the likelihood of social integration. Overall, there are few structural constraints to interaction with members of other ethnic groups in the social networks of ethnic Chinese and Taiwanese immigrants from Taiwan. However, while immigrants are economically integrated, the likelihood of social integration is not very high since immigrants rarely encounter the need to contact people outside their ethnic groups in their private lives.     Abstract: This volume presents nine papers from a conference concerning Jan Czekanowski (1882-1965), who made his name as the ethnographer in the expedition of Adolf Friedrich, Duke of Mecklenburg, to East Central Africa in 1907-8. In what are today Ruanda, western Uganda and eastern Democratic Republic of Congo he collected material artefacts and skulls, ethnographic and other information, as well as recording music and speech. After returning to Poland he published the results of his research (mainly in German) and, in the 1920s and 1930s, became a leading specialist in the physical anthropology of Central Europe.

    Abstract: During its first six years (1986-1991), the journal Cultural Anthropology provided a unique forum for registering the lively traffic between anthropology and the emergent arena of cultural studies. The nineteen essays collected in Rereading Cultural Anthropology, all of which originally appeared in the journal, capture the range of approaches, internal critiques, and new questions that have characterized the study of anthropology in the 1980s, and which set the agenda for the present. Drawing together work by both younger and well-established scholars, this volume reveals various influences in the remaking of traditions of ethnographic work in anthropology; feminist studies, poststructuralism, cultural critiques, and disciplinary challenges to established boundaries between the social sciences and humanities. Moving from critiques of anthropological representation and practices to modes of political awareness and experiments in writing, this collection offers systematic access to what is now understood to be a fundamental shift (still ongoing) in anthropology toward engagement with the broader interdisciplinary stream of cultural studies.     Abstract: John Hawkins' three voyages to Guinea were anomalous in respect of the first eight decades of English commercial voyaging to Guinea (1550s-1630s), in that they were slaving voyages and hence proceeded to America. His third voyage of 1567-1569 was the most ambitious and, partly because it ended in disaster, the best recorded. This edition analyses the Guinea section of the voyage by drawing on English, Portuguese and Spanish sources. Two notable features are an attack on a Portuguese shipping base in River Cacheu, an episode concealed in the account published at the time, and the mercenary assistance lent to one side in an African civil war in Sierra Leone. The evidence for each Guinea episode, much of it previously unpublished, is presented with a commentary.

    Abstract: This volume is an exception to this generalisation. It looks at various ways in which an African 'presence' was felt in the German city of Leipzig before 1950. Among the topics covered are: - the collection of 'curiosities', ethnographic artefacts, books and travellers' records - the publication of books - missionary work - teaching and research at the university (languages, 'racial science', ethnology etc.) - the display of Africans at trade fairs and exhibitions. Short biographies of 17 men who studied or taught at the University of Leipzig and made a contribution to the study of Africa are also included.
