    Abstract: "Children of the Soil traces the relationships between indigenous Malagasy people, Comorian migrants, and French colonizers across several generations in the Indian Ocean port city of Mahajanga, Madagascar. Focusing on the built environment, Tasha Rijke-Epstein considers the complex dynamics between African groups and the spatial and formal ways that they asserted their presence and claimed space in the city before, during, and after colonization. Rijke-Epstein focuses on the articulation of Malagasy power through indigenous architectural forms; then shifts her focus to consider how Comorian migrants shaped the city's spatial and cultural terrain, marrying into existing Malagasy families, constructing mosques, and animating street life. Yet despite their longstanding ties to Madagascar and shared cultural lexicon, Comorian migrants were targeted in a series of violent uprisings in 1976 that resulted in the deaths of at least 1,000 people and the expulsion of more than 16,000 people from Mahajanga. Children of the Soil gives readers a new way to understand the role of material environments in shaping national and urban belonging, as well as to understand the wave of expulsions that happened across post-colonial societies"--

    Abstract: "In Hailing the State, Lisa Mitchell explores the methods of collective assembly that people in India use to hold elected officials and government administrators accountable, demand inclusion in decision making, and stage informal referendums. Mitchell traces the colonial and postcolonial lineages of collective forms of assembly, in which participants-rather than rejecting state authority-mobilize with expectations that officials will uphold the law and fulfill electoral promises. She shows how assembly, which ranges from sit-ins, hunger strikes, and demands for meetings with officials to massive general strikes and road and rail blockades, is fundamental to the functioning of democracy in India. These techniques are particularly useful for historically marginalized groups and others whose voices may not be easily heard. Moving beyond an exclusive focus on electoral processes, Mitchell argues that to understand democracy-both in India and beyond-we must also pay attention to what occurs between elections, thereby revising understanding of what is possible for democratic action around the world"--

    Abstract: "In Planetary Longings leading postcolonial theorist and Latin American scholar Mary Louise Pratt writes from the conviction that the turn of the millennium-the last decade of the twentieth century and the first decades of the twenty first-have marked a turning point in the human and planetary condition. The millennial pivot has called for new modes of imagining and knowledge-making, and has mobilized an array of planetarized processes, forces, and aspirations, which this book contemplates from the geohistorical terrain of the Americas. Planetary Longings studies the planetarized forces of coloniality, decolonization, and indigeneity in their pre- and post-millennial forms. A series of case studies traces the permutations of coloniality from eighteenth-century Andean colonial documents, to nineteenth-century narrative, through to twentieth-century ethnography and testimonio, and twenty-first-century film. The book likewise tracks the workings of anti-colonial and decolonizing forces from eighteenth-century rebellions through nineteenth- and-twentieth-century independence struggles to contemporary indigenous mobilizations and decolonial activism. It takes particular interest in the speculative, futurological dimensions of such projects. Indigeneity is a key through line in the book. In its newly planetarized mode, it ties together the triple catastrophe of coloniality, neoliberal extractivism, and ecological devastation"--

    Abstract: "OTHERWISE WORLDS is an anthology motivated by the possibilities of other ways of being, feeling, thinking, and relating that exist outside of a settler-colonial, anti-Black ontology. In exploring the practices needed to access these possibilities, the editors and contributors call for new modes of understanding the intersections and tensions that hold Black and Indigenous communities in relation. Pushing past previous articulations of equivalence or incommensurability, solidarity or antagonism, the essays, interviews, and works of art that comprise the volume cohere around a singular, but multivocal, method: engaging with relation as a process, rather than a predetermined reality, in order to draw out the moments and spaces in which the "otherwise" might be reached. Navigating not only the formative debates that have brought Black studies and Indigenous studies scholars to the current impasse, but also the promises of otherwise futures, the editors and contributors read across difference and resist disciplining and disciplinary norms. The collection is divided into four interrelated thematic parts, each a series of provocations and engagements that highlight imaginative strategies and new forms of praxis. The first section considers otherwise potentialities through the corporeal form and the concerns of violence and pain that are themselves intrinsically bound to the body. Essays by Ashon Crawley and Denise Ferreira da Silva draw upon Hortense Spillers's invocation of flesh in order to confront understandings of corporeality focused on the sovereign body. The second section turns to Native studies scholars' use of land and conquest as analytics that productively unsettle the terrain of Black studies' inquiry (and draws a distinction between settler colonial studies and Native studies), with essays by Tiffany King and Chad Infante connecting the afterlives of slavery and conquest. The third section considers the possibilities of Black and Indigenous being-together as a site of both surveillance and resistance; essays by Maile Arvin and Cedric Sunray consider the erasure of Black and Indigenous socialities in the context of anti-Black racism among Native communities. The fourth and final section centers the crucial role of kinship in building future imaginaries through community and a more capacious understanding of relation.     Abstract: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Abstract: "THE BIRTH OF SOLIDARITY traces the emergence of social welfare legislation through debates about workplace accidents in France. François Ewald shows that with industrialization in the 19th century, workplace accidents became increasingly frequent and complex, and the rise of statistics and insurance shifted ideas about who should be held responsible. Whereas early commentators claimed workers and their patrons were responsible for the consequences of workplace accidents, by 1898 the French government declared that workplace accidents needed to be covered by a state-regulated social security policy. This shift in approach marked the emergence of the modern French welfare state. The book is divided into three parts. In the first, Ewald looks at the 1841 law governing child labor in factories and 1830s court cases concerning workplace accidents to show how these industrial regulations challenged the earlier liberal philosophies involving a social contract, which had assumed individual benevolence as the basis for all social assistance. In contrast, new forms of patronage emerging in the 1840s required French employers to provide compensation for their workers, including pensions, education, and company stores. The second part considers the development of insurance as an outgrowth of the philosophy of Adolphe Quételet, who applied probabilistic calculus to social phenomena, like risk. Ewald shows that insurance gave workers a way to save for the future and the wealthy a guarantee against accidents. The third part looks at legislators' increased focus on social solidarity rather than individual responsibility in the latter half of the 19th century, with the 1898 labor law solidifying the government's role as a regulator acting on behalf of workers, and insurance agents' role in assessing fault and responsibility. Ewald, who had been a Maoist activist during the French student uprising of May 1968, became Michel Foucault's doctoral student and assistant in the 1970s. When Foucault's partner Daniel Defert was commissioned by the French Labour Ministry to do a series of studies on the history of workplace accidents, Defert enlisted Ewald, along with a number of Foucault's other students, to conduct the research.     Abstract: "In HOME RULE Nandita Sharma examines the twentieth-century transition from a world system based on empires to one based on nations. The UN Charter of 1945 endorsed the rights of self-governance to peoples on their land. At the end of World War II many people were displaced or had become refugees. Sharma asks why such migrants would not have the same rights as those still on their land. She traces the history of the development of the categories of migrants, local residents, and indigenous peoples back through colonial administration, showing what these categories actually were designed to accomplish. She argues that while the desire for national self-governance might have seemed like an answer to colonial rule, it has done more for liberal capital than it has for actual decolonization. Accounts of settler colonialism and indigenous nationhood have often depended on this same self-rule on the land. Sharma's account will complicate such claims in seeing them as part of a wider moment in world history. HOME RULE begins with a historical investigation into the transition from direct rule to indirect rule in imperial British India. Sharma then explores the transitions in the way that European Empire exercised control through the periods of colonization, independence, and neoliberalism. While moving through this history, Sharma catalogues the various laws and economic policies that regulated the mobility of labor, and the nationalist messages that justified those laws and policies. Sharma then demonstrates in chapters 5-7 how nationalism, though originating in Euro-American nation-states, became a prominent feature in movements against colonization and for self-determination. It is in these chapters that Sharma shows how the adoption of the nation-state model contained the potential of these movements for self-determination. Sharma concludes HOME RULE with the proposal to reject borders and nations as a whole as a means of questioning more deeply the limits of nationalism in achieving liberation for former colonies. This book will be of interest to scholars of postcolonial theory, history, social theory, sociology, anthropology, and geography"--

    Abstract: It is time for International Relations (IR) to join the relational revolution afoot in the natural and social sciences. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think 'relationally'. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. International Relations in a Relational Universe asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals, or the international) come from? And can we reorient our cosmological imaginations towards more relational understanding of the universe and what would this mean for the study and practice of international politics?The book argues that we live in a world without 'things', a world of processes and relations. It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Rethinking conceptual premises of IR, Kurki points towards a 'planetary politics' perspective within which we can reimagine IR as a field of study and also political practices, including the future of democracy.

    Abstract: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff

    Abstract: This volume provides the first comprehensive analysis of international legal debates between 1955 and 1975 related to the formal decolonization process. It is during this era, couched between classic European imperialism and a new form of US-led Western hegemony, that fundamental legal debates took place over a new international legal order for a decolonised world. The book argues that this era presents in essence a battle, a battle that was fought out in particular over the premises and principles of international law by diplomats, lawyers, and scholars. In a moment of relative weakness of European powers, 'newly independent states' and international lawyers from the South fundamentally challenged traditional Western perceptions of international legal structures engaging in fundamental controversies over a new international law. The legal outcomes of this battle have shaped the world we live in today. Contributions from a global set of authors cover contemporary debates on concepts central to the time, such as self-determination, sources and concessions, non-intervention, wars of national liberation, multinational corporations, and the law of the sea. They also discuss influential institutions, such as the United Nations, International Court of Justice, and World Bank. The volume also incorporates contemporary regional approaches to international law in the 'decolonization era' and portraits of important scholars from the Global South.

    Abstract: The relationship between secularism, democracy, religion, and gender equality has been a complex one across Western democracies and still remains contested. When we turn to Muslim countries, the situation is even more multifaceted. In the views of many western commentators, the question of Women Rights is the litmus test for Muslim societies in the age of democracy and liberalism. Especially since the Arab Awakening, the issue is usually framed as the opposition between liberal advocates of secular democracy and religious opponents of women's full equality. Islam, Gender, and Democracy in Comparative Perspective critically re-engages this too simple binary opposition by reframing the debate around Islam and women's rights within a broader comparative literature. Bringing together leading scholars from a range of disciplines, it examines the complex and contingent historical relationships between religion, secularism, democracy, law, and gender equality. Part One addresses the nexus of religion, law, gender, and democracy through different disciplinary perspectives (sociology, anthropology, political science, law). Part Two localizes the implementation of this nexus between law, gender, and democracy and provides contextualized responses to questions raised in Part One. The contributors explore the situation of Muslim women's rights in minority conditions to shed light on the gender politics in the modernization of the nation and to ponder on the role of Islam in gender inequality across different Muslim countries

    Abstract: In Mozambique, where more than half of the national health care budget comes from foreign donors, NGOs and global health research projects have facilitated a dramatic expansion of medical services. At once temporary and unfolding over decades, these projects also enact deeply divergent understandings of what care means and who does it. In Medicine in the Meantime, Ramah McKay follows two medical projects in Mozambique through the day-to-day lives of patients and health care providers, showing how transnational medical resources and infrastructures give rise to diverse possibilities for work and care amid constraint. Paying careful attention to the specific postcolonial and postsocialist context of Mozambique, McKay considers how the presence of NGOs and the governing logics of the global health economy have transformed the relations-between and within bodies, medical technologies, friends, kin, and organizations-that care requires and how such transformations pose new challenges for ethnographic analysis and critique

    Abstract: An innovative, interdisciplinary and far-reaching examination of the actual reality of international courts, International Court Authority challenges fundamental preconceptions about when, why, and how international courts become important and authoritative actors in national, regional, and international politics. A stellar group of scholars investigate the challenges that international courts face in transforming the formal legal authority conferred by states into an actual authority in fact that is respected by potential litigants, national actors, legal communities, and publics. Alter, Helfer, and Madsen provide a novel framework for conceptualizing international court authority that focuses on the reactions and practices of these key audiences. Eighteen scholars from the disciplines of law, political science and sociology apply this framework to study thirteen international courts operating in Africa, Latin America, and Europe, as well as on a global level. Together the contributors document and explore important and interesting variations in whether the audiences that interact with international courts around the world embrace or reject the rulings of these judicial institutions. Alter, Helfer, and Madsen's authority framework recognizes that international judges can and often do everything they 'should' do to ensure that their rulings possess the gravitas and stature that national courts enjoy. Yet even when imbued with these characteristics, the parties to the dispute, potential future litigants, and the broader set of actors that monitor and respond to the court's activities may fail to acknowledge the rulings as binding or take meaningful steps to modify their behaviour in response to them.     Abstract: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening. Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

Counter Revolution is a bold attempt to make sense of the extraordinary events taking place in Europe today. It examines the counter-revolution developing in Europe, exploring its roots and implications. The book takes the form of a series of heartfelt letters to the late European guru Ralf Dahrendorf. Several months after the fall of the Berlin Wall, Dahrendorf wrote a book fashioned on Edmund Burke's Reflections on the Revolution in France. Like Burke, he chose to put his analysis in the form of a letter, reflecting on the implications of the turbulent period around 1989. Thirty years' later, and faced with an equally turbulent period, Jan Zielonka asks: what next? This is not a book on populism, however: it is a book about liberalism.     Abstract: The Oxford Handbook of the Ends of Empire offers the most comprehensive treatment of the causes, course, and consequences of the ends of empire in the twentieth century. The volume's contributors convey the global reach of decolonization, with chapters analysing the empires of Western Europe, Eastern Europe, China and Japan. The Handbook combines broad, regional treatments of decolonization with chapter contributions constructed around particular themes or social issues. It considers how the history of decolonization is being rethought as a result of the rise of the 'new' imperial history, and its emphasis on race, gender, and culture, as well as the more recent growth of interest in histories of globalization, transnational history, and histories of migration and diaspora, humanitarianism and development,0and human rights. The Handbook, in other words, seeks to identify the processes and commonalities of experience that make decolonization a unique historical phenomenon with a lasting resonance. In light of decades of historical and social scientific scholarship on modernization, dependency, neo-colonialism, 'failed state' architectures and post-colonial conflict, the obvious question that begs itself is 'when did empires actually end?' In seeking to unravel this most basic dilemma the Handbook explores the relationship between the study of decolonization and the study of globalization. It connects histories of the late-colonial and post-colonial worlds, and considers the legacies of empire in European and formerly colonised societies

    Abstract: Modern Russian identity and historical experience has been largely shaped by Russia's imperial past: an empire that was founded in the early modern era and endures in large part today. The Russian Empire 1450-1801 surveys how the areas that made up the empire were conquered and how they were governed. It considers the Russian empire a 'Eurasian empire', characterized by a 'politics of difference': the rulers and their elites at the center defined the state's needs minimally - with control over defense, criminal law, taxation, and mobilization of resources - and otherwise tolerated local religions, languages, cultures, elites, and institutions. The center related to communities and religions vertically, according each a modicum of rights and autonomies, but didn't allow horizontal connections across nobilities, townsmen, or other groups potentially with common interests to coalesce. Thus, the Russian empire was multi-ethnic and multi-religious; Nancy Kollmann gives detailed attention to the major ethnic and religious groups, and surveys the government's strategies of governance - centralized bureaucracy, military reform, and a changed judicial system

    Abstract: "Our world is currently divided into territorial states that resist all attempts to change their borders. But what entitles a state, or the people it represents, to assume monopoly control over a particular piece of the Earth's surface? Why are they allowed to prevent others from entering? What if two or more states, or two or more groups of people, claim the same piece of land? Political philosophy, which has had a great deal to say about the relationship between state and citizen, has largely ignored these questions about territory. This book provides answers. It justifies the idea of territory itself in terms of the moral value of political self-determination; it also justifies, within limits, those elements that we normally associate with territorial rights: rights of jurisdiction, rights over resources, right to control borders and so on. The book offers normative guidance over a number of important issues facing us today, all of which involve territory and territorial rights, but which are currently dealt with by ad hoc reasoning: disputes over resources; disputes over boundaries, oceans, unoccupied islands, and the frozen Arctic; disputes rooted in historical injustices with regard to land; secessionist conflicts; and irredentist conflicts. In a world in which there is continued pressure on borders and control over resources, from prospective migrants and from the desperate poor, and no coherent theory of territory to think through these problems, this book offers an original, systematic, and sophisticated theory of why territory matters, who has rights over territory, and the scope and limits of these rights.     Abstract: Norms Without the Great Powers" examines the nature of power in world politics, and the particular role that law plays in defining the meaning and deployment of power in the international system. Specifically, it seeks to further explicate the social dimensions of power as the capacity to shape how actors think about the world, in contrast to the more typical conception emphasizing material properties such as military or economic capabilities. Participating in international institutions and being seen as 'law-abiding' is a potent source of status for states and non-state actors alike. In engaging with the law, actors are inducted into a complex set of collective expectations that profoundly shape the way they frame their interests and pursue their policy goals. This process is first examined theoretically, and then through a detailed evaluation of two prominent-and challenging-multilateral institutions, the ban on antipersonnel mines and the International Criminal Court

    Abstract: Internationalist socialism and ethnic nationalism are usually thought of as polar opposites. But for the millions of men and women who made Social Democracy into twentieth-century Europe's most potent political force, they were often mutually reinforcing. 'Workers and Nationalism' explains this apparent paradox by looking at the history of the Social Democratic workers' movement in Habsburg Austria, which was built on the mobilization of German and Czech workers in the Empire's rapidly industrializing regions of Bohemia, Moravia, and Lower Austria. Jakub Benes takes the history of socialism out of the realm of theoretical and parliamentary debates and into the streets, city squares, pubs, and clubs of a vibrant but precarious multi-ethnic society. He reveals how ordinary workers became increasingly nationalist as they came to believe that they were the genuine representatives of their ethnic national communities. Their successful campaign to democratize parliamentary elections in 1905-1907 accelerated such thinking rapidly. It also split Social Democracy apart by 1911. Then, during the First World War, many Czech and German workers embraced revolutionary radicalism, alienating them from the regime-friendly socialist leadership. Benes's study is the first to show the profound connection between major political events and the rich culture of the Austrian workers' movement, revealing this culture's utopian and quasi-religious tendencies as well as its left populist nationalism. Based on research in eight archives and numerous libraries in Prague, Vienna, and Brno, 'Workers and Nationalism' fundamentally rethinks the relationship between socialism, nationalism, and democracy in modern Europe

    Abstract: Building and sustaining solidarity is a compelling challenge, especially in ethnically and religiously diverse societies. Recent research has concentrated on forces that trigger backlash and exclusion. The Strains of Commitment examines the politics of diversity in the opposite direction, exploring the potential sources of support for an inclusive solidarity, in particular political sources of solidarity. The volume asks three questions: Is solidarity really necessary for successful modern societies? Is diversity really a threat to solidarity? And what types of political communities, political agents, and political institutions and policies help sustain solidarity in contexts of diversity? To answer these questions, the volume brings together leading scholars in both normative political theory and empirical social science. Drawing on in-depth case studies, historical and comparative research, and quantitative cross-national studies, the research suggests that solidarity does not emerge spontaneously or naturally from economic and social processes but is inherently built or eroded though political action. The politics that builds inclusive solidarity may be conflicting in the first instance, but the resulting solidarity is sustained over time when it becomes incorporated into collective (typically national) identities and narratives, when it is reinforced on a recurring basis by political agents, and - most importantly - when it becomes embedded in political institutions and policy regimes. While some of the traditional political sources of solidarity are being challenged or weakened in an era of increased globalization and mobility, the authors explore the potential for new political narratives, coalitions, and policy regimes to sustain inclusive solidarity.--

    Abstract: Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in sympathy with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism

    Abstract: Europe is currently experiencing a "refugee crisis", demonstrated by millions of displaced people unseen since World War II. This book examines the interface between the EU's response to irregular flows, in particular the main extraterritorial border and migration controls taken by the Member States, and the rights asylum seekers acquire from EU law. "Remote control" techniques, such as the imposition of visas, fines on carriers transporting unsatisfactorily documented third-country nationals, and interception at sea are investigated in detail in a bid to assess the impact these measures have on access to asylum in the EU. The book also thoroughly analyses the rights recognised by the EU Charter of Fundamental Rights to persons in need of international protection, inclusive of the principle of non-refoulement, the right to leave any country including one's own, the right to asylum, and the right to remedies and effective judicial protection. The fundamental focus of the book is the relationship between the aforementioned border and migration controls and the rights of asylum seekers and, most importantly, how these rights (should) limit the scope of such measures and the ways in which they are implemented. The ultimate goal is to conclude whether the current series of extraterritorial mechanisms of pre-entry vetting is compatible in EU law with the EU rights of forced migrants.--

    Abstract: What explains differences in the lobbying behaviour of interest groups? And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group types as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence
