    Abstract: Bribery is bad for business, so why do businesses continue to bribe? What roles do business, government, and civil society have in the fight against corruption - and notably in the fight against bribery in business? The 6th Regional Anti-Corruption Conference for Asia and the Pacific gathered experts from countries and jurisdictions of Asia and the Pacific, OECD member countries, leading enterprises and businesses associations, civil society, and development partners to respond to these questions and to share their experiences in fighting bribery in business. The conference, organized by the ADB/OECD Anti-Corruption Initiative for Asia and the Pacific in late November 2008, explored (i) possible drivers and incentives for anti-corruption reform; (ii) the role of criminal law standards and corporate compliance mechanisms; (iii) the risks and countermeasures against private-to-private corruption; (iv) preventing and managing conflicts of interest; (v) international initiatives to counter bribery; (vi) how development partners can become involved in the fight against bribery and corruption. This book presents the proceedings of the conference.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

This volume was produced as a product of the third "International Forum on Asian Perspectives", organised annually by the ADB and the OECD Development Centre. The purpose of the Forum is to encourage interchange of ideas between Asian and European specialists on questions of economic importance to the two regions.
