Through a sweeping archival analysis of the NAACP's battle against lynching and mob violence from 1909 to 1923, this book examines how the NAACP raised public awareness, won over American presidents, and secured the support of Congress. In the NAACP's most far-reaching victory, the Supreme Court ruled that the constitutional rights of black defendants were violated by a white mob in the landmark criminal procedure decision Moore v. Dempsey. This book demonstrates the importance of citizen agency in the making of new constitutional law in a period unexplored by previous scholarship"--

    Abstract: This book assesses the impact of post-9/11 domestic counterterrorism policy on US political life. It examines political discourse, law, institutional architecture, and state-population relations, and shows that 'homeland security' is a project with wide-ranging implications for democratic institutions and culture. These implications are addressed through a novel approach that treats law and the state as social relations, and relates developments in law to those in the state and in social dynamics. On this basis, the book examines the new political representations in counterterrorism discourse, especially regarding the relation between the state and the population. It examines the form and content of counterterrorism law, the powers it provides, and the structure and functions it prescribes for the state. By focusing on the new Department of Homeland Security and the restructuring of the intelligence apparatus, the book assesses the new, intelligence-led, policing model. Finally, it examines forms of popular support and resistance to homeland security, to discuss citizenship and state-population relations. The author concludes that homeland security has turned the US into a hybrid polity; the legal and political institutions of democracy remain intact, but their content and practices become authoritarian and exclude the population from politics. These legal and political forms remain operative beyond counterterrorism, in the context of the present economic crisis. They are a permanent configuration of power.     Abstract: This edited collection, comprising essays by an array of established and emerging scholars from Europe and the United States, offers a fresh perspective on the history of transatlantic political networks and exchanges since 1800. Historians such as Daniel T. Rodgers have already shown how important such networks were in shaping the politics of the modern Atlantic world. To date, however, this field has been dominated by studies of the activities and ideas of progressive reformers, with a particular focus on the period 1870-1940, an era in which reform networks coalesced so as to fashion the world of 'social politics' so brilliantly depicted in Rodgers's path-breaking study Atlantic Crossings (1998). The contributions gathered here challenge the chronological and ideological orientation of such work. They do so by collectively proposing a new periodization of modern transatlantic politics--one demonstrating the vitality and long-range significance both of early and mid-nineteenth, and of post-1945 interactions. At the same time, they illustrate the ideological heterogeneity of transatlantic political exchange, which encompassed a kaleidoscope of conservative, radical, and populist elements, in addition to the progressive and liberal currents about which so much has already been written.

    Abstract: Building Nations from Diversity explores the question of whether the Canadian "mosaic" has differed from the American "melting pot" and provides an informative comparison of both countries' historical and present-day similarities and differences. Garth Stevenson examines the origins of Canada and the United States and their past experiences with incorporating selected immigrant groups, particularly Irish, Chinese, and Jews. Establishing the foundational ways in which they placed new groups within their societies, Stevenson then outlines how the US and Canadian systems developed immigration policy and handled difference, detailing their treatment of "enemy aliens" during both world wars, their experience with minority languages, and recent Islamophobia. He also studies the introduction of multiculturalism into the lexicon and policy of the two countries and presents a nuanced analysis of how its meaning is understood differently on opposite sides of the border.     Abstract: " From civically and politically engaged women linking their identity as "mothers" to their fight for prohibition, public sanitation, and protective labor laws to the general call to arms of "mama grizzlies" issued by Sarah Palin in 2010, American political activists and candidates have used motherhood to rally women's interest, support, and participation throughout American history. Politicized motherhood persists, and motherhood continues to inspire women's participation and direct their concerns. In The Political Consequences of Motherhood, Jill S. Greenlee investigates the complex relationship between motherhood and women's political attitudes. Combining a historical overview of the ways motherhood has been used for political purposes with recent political opinion surveys and individual-level analysis, she explains how and when motherhood shapes women's thoughts and preferences. Greenlee argues that two mechanisms account for the durability of motherhood politics. First, women experience attitudinal shifts when they become mothers. Second, "mother" is a broad-based identity, widely shared and ideologically unconstrained, that lends itself to appeals across the political spectrum to build support for candidates and policy issues"--

    Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below.     Abstract: This book reveals how ordinary people in rich democracies responded to the Great Recession. Through cross-national statistical work and detailed case comparison, it surveys how the economic crisis affected elections, public opinion and protest behaviour between 2008 and 2011. It shows that incumbents were generally punished harshly at the polls regardless of whether they were of the left or right, yet it also reveals that citizens reacted to the recession with surprising moderation in other realms of mass politics.

    Abstract: "Why are African Americans so underrepresented when it comes to interest in nature, outdoor recreation, and environmentalism? In this thought-provoking study, Carolyn Finney looks beyond the discourse of the environmental justice movement to examine how the natural environment has been understood, commodified, and represented by both white and black Americans. Bridging the fields of environmental history, cultural studies, critical race studies, and geography, Finney argues that the legacies of slavery, Jim Crow, and racial violence have shaped cultural understandings of the "great outdoors" and determined who should and can have access to natural spaces. Drawing on a variety of sources from film, literature, and popular culture, and analyzing different historical moments, including the establishment of the Wilderness Act in 1964 and the aftermath of Hurricane Katrina, Finney reveals the perceived and real ways in which nature and the environment are racialized in America. Looking toward the future, she also highlights the work of African Americans who are opening doors to greater participation in environmental and conservation concerns. "--

    Abstract: "With vocal public figures such as Malcolm X, Elijah Muhammad, and Louis Farrakhan, the Nation of Islam often appears to be a male-centric religious movement, and over 60 years of scholarship have perpetuated that notion. Yet, women have been pivotal in the NOI's development, playing a major role in creating the public image that made it appealing and captivating.Women of the Nation draws on oral histories and interviews with approximately 100 women across several cities to provide an overview of women's historical contributions and their varied experiences of the NOI, including both its continuing community under Farrakhan and its offshoot into Sunni Islam under Imam W.D. Mohammed. The authors examine how women have interpreted and navigated the NOI's gender ideologies and practices, illuminating the experiences of African-American, Latina, and Native American women within the NOI and their changing roles within this patriarchal movement. The book argues that the Nation of Islam experience for women has been characterized by an expression of Islam sensitive to American cultural messages about race and gender, but also by gender and race ideals in the Islamic tradition. It offers the first exhaustive study of women's experiences in both the NOI and the W.D. Mohammed community"--

Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation.     Abstract: This book is the first comprehensive, full-scale treatment of the law, politics and economics with regard to the policies and policy instruments for budget stabilization at the state level. Covering the period from 1946 through 2008 in the United States, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, public service provision, and some other aspects of social and economic life. With the lingering effects of the most recent financial crisis and economic downturn, and the subsequent Tea Party movement advocating smaller government and deficit reduction, this book carries timely and important theoretical as well as practical implications, particularly in regard to the potential for counter-cyclical fiscal policy in mitigating negative impacts during a recession. The first contribution of the book is in public finance theory: it provides insights into the applications of the stabilization function in the context of strong government, thereby refining Keynesianism. The second aspect is in Public Choice: the creation and functioning of budget stabilization funds offer extra evidence to demonstrate that the general public provides input and voice in more than the conventional ways when it comes to policy making, even in an area dominated by strong government. The third aspect is in policy making, exploring the opportunities for refining policy tools in preparation for future downturns

    Abstract: This book considers the origins, performance and diffusion of national immigration policies targeting highly skilled immigrants. Unlike asylum seekers and immigrants admitted under family reunification streams, highly skilled immigrants are typically cast as 'wanted and welcome' as a consequence of their potential economic contribution to the receiving society and putative assimilability. Testing the degree to which this assumption holds is the principle aim of this book. In contrast to publications which see highly skilled immigration as functional response to labor market needs, the book probes the political and sociological dimensions of policy, drawing on contributions from an international group of established and new scholars from the fields of history, law, political science, sociology, and public policy. The book is organized into four parts. Part I probes the origins of post-WWII immigration policies in Canada, Australia, and the United States. Part II analyzes recent debates on highly skilled immigration policy in the United States, whose origins go back to the 1965 Act by Congress which favored family reunification over skilled immigration. Part III considers the degree to which highly skilled immigrants are welcome, by focusing on the integration trajectories of foreign trained professionals in Canada. Paradoxically, just as Canada has succeeded in orienting its admissions system more explicitly toward privileging highly educated and skilled professionals, highly skilled immigrants have experienced worsening economic outcomes as reflected in rates of unemployment and falling earnings. Part IV considers the internationalization of highly skilled immigration policies, focusing on Europe's most important immigration countries, Germany and Britain. As is true in Canada, the labor market outcomes for highly skilled immigrants in Europe are disappointing, and the final chapter discusses why this is the case and what might be done to improve matters. Given its combination of cross-disciplinary insights, cross-national comparisons, and empirical richness, the book will be of interest to both scholars and policymakers concerned with immigration policy

    Abstract: Regional governance is a topical public policy issue and is receiving increased attention from scholars, government officials and civic leaders. As countries continue to urbanize and centralize economic functions and population in metropolitan regions, the traditional governing system is not equipped to handle policy issues that spill over local government boundaries. Governments have utilized four basic approaches to address the regional governing problem: consolidating governments, adding a regional tier, creating regional special districts, and functional cooperative approaches. The first two are structural approaches that require major (radical) changes to the governing system. The latter two are governance approaches that contemplate marginal changes to the existing governance structure and rely generally on cooperation with other governments and collaboration with the nongovernmental sector. Canada and the United States have experimented with these basic forms of regional governance. This book is a systematic analysis of these basic forms as they have been experienced by North American cities. Utilizing cases from Canada and the United States, the book provides an in-depth analysis of the pros and cons of each approach to regional governance. This research provides an additional perspective on Canadian and U.S. regional governance and adds to the knowledge of Canadian and United States governing systems. This study contributes to the literature on the various approaches to regional governance as well as bringing together the most current literature on regional governance. The author develops a framework of the values that a regional governing system should provide and measures to assess how well each basic approach achieves these values. Based on this assessment, he suggests an approach to regional governance for North American metropolitan areas that best achieves these values.
