    Abstract: "For more than a century before World War II, traders, merchants, financiers, and laborers steadily moved between places on the Indian Ocean, trading goods, supplying credit, and seeking work. This all changed with the war and as India, Burma, Ceylon, and Malaya wrested independence from the British empire. Set against the tumult of the postwar period, Boats in a Storm centers on the legal struggles of migrants to retain their traditional rhythms and patterns of life, illustrating how they experienced citizenship and decolonization. Even as nascent citizenship regimes and divergent political trajectories of decolonization papered over migrations between South and Southeast Asia, migrants continued to recount cross-border histories in encounters with the law. These accounts, often obscured by national and international political developments, unsettle the notion that static national identities and loyalties had emerged, fully formed and unblemished by migrant pasts, in the aftermath of empires. Drawing on archival research conducted in India, Sri Lanka, Myanmar, London, and Singapore, Kalyani Ramnath narrates how former migrants battled legal requirements to revive prewar circulations of credit, capital, and labor, in a postwar context of rising ethno-nationalisms that accused migrants of stealing jobs and hoarding land. Ultimately, Ramnath shows how decolonization was marked not only by shipwrecked empires and nation-states assembled and ordered from the debris of imperial collapse, but also by these forgotten stories of wartime displacements, their unintended consequences, and long afterlives."

    Abstract: Neoliberals hate the state. Or do they? In the first intellectual history of neoliberal globalism, Quinn Slobodian follows a group of thinkers from the ashes of the Habsburg Empire to the creation of the World Trade Organization to show that neoliberalism emerged less to shrink government and abolish regulations than to redeploy them at a global level. Slobodian begins in Austria in the 1920s. Empires were dissolving and nationalism, socialism, and democratic self-determination threatened the stability of the global capitalist system. In response, Austrian intellectuals called for a new way of organizing the world. But they and their successors in academia and government, from such famous economists as Friedrich Hayek and Ludwig von Mises to influential but lesser-known figures such as Wilhelm Roepke and Michael Heilperin, did not propose a regime of laissez-faire. Rather they used states and global institutions--the League of Nations, the European Court of Justice, the World Trade Organization, and international investment law--to insulate the markets against sovereign states, political change, and turbulent democratic demands for greater equality and social justice. Far from discarding the regulatory state, neoliberals wanted to harness it to their grand project of protecting capitalism on a global scale. It was a project, Slobodian shows, that changed the world, but that was also undermined time and again by the inequality, relentless change, and social injustice that accompanied it.

    Abstract: "In a new perspective on the Russian Revolution, Tsuyoshi Hasegawa examines in detail the convulsions of the revolutionary year from March 1917 to March 1918 through the lens of violent crime, police behavior, and the responses of ordinary people in the capital city, St. Petersburg. A frightening rise in crime, especially violent crime, threatened the daily life of ordinary citizens. They often took the law into their own hands, and frequently resorted to mob justice, a reflection of the breakdown of the social fabric as well as the psychological state of people uneasy about or threatened by the changes going on around them. Crime and Punishment in the Russian Revolution examines how the new police power created under the Provisional Government broke down, the nature of the crimes threatening the city, and how people reacted. It then explores how violent crime continued to rise under the Bolshevik regime, and what the Bolsheviks did to control upheaval in the streets. The result is a new way of looking at the nature of Bolshevik power after the October Revolution. The violent explosion of drunken pogroms in November and December 1917 greatly shocked the Bolshevik leadership. Unlike previous works that treat them as a minor episode, this book considers the drunken pogroms the crucial turning point of the Bolsheviks' policy on the maintenance of law and order. The Bolshevik leadership reconstituted the police as a strongly centralized force with power over the local forces and militias, establishing a top-down pattern of control that would continue, even intensify, when the capital was moved to Moscow"--

    Abstract: Drive the streets of Nairobi, and you are sure to see many matatus—colorful minibuses that transport huge numbers of people around the city. Once ramshackle affairs held together with duct tape and wire, matatus today are name-brand vehicles maxed out with aftermarket detailing. They can be stately black or extravagantly colored, sporting names, slogans, or entire tableaus, with airbrushed portraits of everyone from Kanye West to Barack Obama. In this richly interdisciplinary book, Kenda Mutongi explores the history of the matatu from the 1960s to the present. As Mutongi shows, matatus offer a window onto the socioeconomic and political conditions of late-twentieth-century Africa. In their diversity of idiosyncratic designs, they reflect multiple and divergent aspects of Kenyan life—including, for example, rapid urbanization, organized crime, entrepreneurship, social insecurity, the transition to democracy, and popular culture—at once embodying Kenya’s staggering social problems as well as the bright promises of its future.     Abstract: After 1898 the United States not only solidified its position as an economic colossus, but by annexing Puerto Rico and the Philippines it had also added for the first time semi-permanent, heavily populated colonies unlikely ever to attain statehood. In short order followed a formal protectorate over Cuba, the "taking" of Panama to build a canal, and the announcement of a new Corollary to the Monroe Doctrine, proclaiming an American duty to "police" the hemisphere. Empire had been an American practice since the nation's founding, but the new policies were understood as departures from traditional methods of territorial expansion. How to match these actions with traditional non-entanglement constituted the central preoccupation of U.S. foreign relations in the early twentieth century. International lawyers proposed instead that the United States become an impartial judge. By becoming a force for law in the world, America could reconcile its republican ideological tradition with a desire to rank with the Great Powers. Lawyers' message scaled new heights of popularity in the first decade and a half of the twentieth century as a true profession of international law emerged. The American Society of International Law (ASIL) and other groups, backed by the wealth of the Carnegie Endowment for International Peace, held annual meetings and published journals. They called for the creation of an international court, the holding of regular conferences to codify the rules of law, and the education of public opinion as to the proper rights and duties of states. To an extent unmatched before or since, the U.S. government-the executive branch if not always the U.S. Senate-embraced this project. Washington called for peace conferences and pushed for the creation of a "true" international court. It proposed legal institutions to preserve order in its hemisphere. Meanwhile lawyers advised presidents and made policy. The ASIL counted among its first members every living secretary of state (but one) who held office between 1892 and 1920. Growing numbers of international lawyers populated the State Department and represented U.S. corporations with business overseas. International lawyers were not isolated idealists operating from the sidelines. Well-connected, well-respected, and well-compensated, they formed an integral part of the foreign policy establishment that built and policed an expanding empire.

Their ideas anticipated the work of Edward Said and post-colonial scholarship by half a century. The similarities between the two groups were, in fact, genealogical. Said was indebted, via Arab intellectuals of the 1960s who studied in the Soviet Union, to the revisionist ideas of Russian Orientologists of the fin de siecle. But why did this body of Russian scholarship of the early twentieth century turn out to be so innovative? Should we agree with a popular claim of the Russian elites about their country's particular affinity with the 'Orient'? There is no single answer to this question. The early twentieth century was a period when all over Europe a fascination with things 'Oriental' engendered the questioning of many nineteenth-century assumptions and prejudices. In that sense, the revisionism of Russian Orientologists was part of a pan-European trend. And yet, Tolz also argues that a set of political, social, and cultural factors, which were specific to Russia, allowed its imperial scholars to engage in an unusual dialogue with representatives of the empire's non-European minorities.     Abstract: In a bold rethinking of the Hollywood blacklist and McCarthyite America, Joseph Litvak reveals a political regime that did not end with the 1950s or even with the Cold War: a regime of compulsory sycophancy, in which the good citizen is an informer, ready to denounce anyone who will not play the part of the earnest, patriotic American. While many scholars have noted the anti-Semitism underlying the House Un-American Activities Committee's (HUAC's) anti-Communism, Litvak draws on the work of Theodor W. Adorno, Hannah Arendt, Alain Badiou, and Max Horkheimer to show how the committee conflated Jewishness with what he calls "comic cosmopolitanism," an intolerably seductive happiness, centered in Hollywood and New York, in show business and intellectual circles. He maintains that HUAC took the comic irreverence of the "uncooperative" witnesses as a crime against an American identity based on self-repudiation and the willingness to "name names"

    Abstract: Die Nationalbibliothek in Wien war zum Zeitpunkt des "Anschlusses" Österreichs an das Deutsche Reich im März 1938 nicht die größte wissenschaftliche Bibliothek im Lande, sondern nunmehr die drittgrößte im Deutschen Reich. Ihre Stellung bzw. Ihr Einfluss als Institution in der Bibliothekslandschaft wurde durch die Person des neuen Generaldirektors Dr. Paul Heigl noch verstärkt. Erwerbungen der Nationalbibliothek in den Jahren 1938 bis 1945 aus unterschiedlicher Provenienz und unter unterschiedlichsten Umständen sind ein Schwerpunkt der vorliegenden Geschichte, durch die sich die Person und die Tätigkeit Heigls wie ein roter Faden zieht. Es ist nämlich nicht schwierig, dessen persönliche Einflussnahme bei Enteignungen, die die Geschichte der Bibliothek in der NS-Zeit prägten, nachzuweisen.Nach ihrem Selbstbild mag die Nationalbibliothek stets "unpolitisch" gewesen sein, doch darf man nicht übersehen bzw. unterschätzen, dass sie im Zeitraum, der hier behandelt wird, drei verschiedenen Staatsformen diente. Da die Wirklichkeit von diesem Selbstbildnis so starkt abweicht, werden die bisherigen Selbstdarstellungen von Seiten der Bibliothek nicht nur Schlusswort stark in Zweifel gezogen, sondern im Laufe der Arbeit kontinuierlich hinterfragt. Die politische Instrumentalisierung der NB zeigt sich spätestens in der Zeit des Ständestaats in den 30er Jahren. Die vorliegende Arbeit räumt mit der Tabuisierung der eigenen Geschichte der Nationalbibliothek bzw. dem Verschweigen der Verstrickung in NS-Verbrechen in offiziellen Publikationen seit dem Ende des Zweiten Weltkriegs auf und schildert die aktive Rolle, die die Bibliothek bei Erwerbungen spielte. Diese Geschichte will nicht nur auf unrechtmäßige Erwerbungen fokussieren, sondern auch den Versuch unternehmen, den Alltag in der Bibliothek in der NS-Zeit einzufangen.Diese Geschichte versteht sich auch als Beitrag zur eher stiefmütterlich behandelten Geschichte des Bibliothekswesens ganz allgemein in Österreich in den Jahren 1938 bis 1945. In einer seiner vielen Funktionen war Paul Heigl nämlich bei der Auflösung von Amts- und Stiftsbibliotheken als Berater tätig, und somit wird das Schicksal dieser Büchereien erstmals ausführlich beleuchtet. Nicht unwesentlich für die Geschichte der NB ist beispielsweise auch noch, dass Paul Heigl - nach dem Überfall auf Belgrad - für die wissenschaftlichen Bibliotheken in Südosteuropa offiziell zuständig wurde.     Abstract: When Austria was annexed by Hitler Germany in March 1938, the National Library in Vienna was not only the biggest scientific library in the country, it was now the third largest in the German Reich. Its status among and influence on the scholarly libraries in the Reich was considerably enhanced by one person during the Nazi period, namely the newly-appointed director-general Dr. Paul Heigl, a fervent National socialist, Acquisitions by the Library during the years 1938 to 1945 are a key focal point of this history, and Heigl played both an active and significant role in the process of book looting in the interest of the National Library.The Library may well have regarded itself in the inter-war years as being „apolitical“ – and house historians have tended to reinforce this image – but this does not stand up to closer scrutiny even during the political period of the „Corporate State“ und Dollfuss and Schuschnigg, let alone during the time of national socialist rule in Austria. The study breaks with the previos taboos and presents the essentially political role of the Library both before and after March 1938 by investigating its involvement in the crimes of the Nazi regime. But the study does not only concentrate on acquisitions made through improper means, it also attempts to capture some of the atmosphere of a major library under the NS-regime and in war-time.The examination also sees itself as a contribution to the hitherto neglected history of libraries in Austria in the Nazi period in general and of church and official libraries in particular. It might be noted that Paul Heigl was not only in charge of scholary libraries in south-eastern Europe following the German invasion of Yugoslavia in April 1941, he was also a library consultant for local Nazi officials and had considerable sway in forging library policy. Our study discusses a number of chapters in the Library ´s history during the Nazi period which have so far been absent from official histories, primarily those which implicate the Library and point to the vast and varied acquisitions. The main chapter focusses on the development and acquisitions of the Library´s many collections from 1938 o 1945, chiefly on the basis of library records and files, and attempts to describe not only the looting, but also fate of stolen books, libraries and collections immediately after World War Two and on up to the present day.
