    Abstract: This book is the product of an endless individual and collective process of mourning. It departs from the author's mourning for her parents, their histories and struggles in Germany as Gastarbeiter, while it also engages with the political mourning of intersectional feminist movements against feminicide in Central and South America; the struggles against state and police misogynoir violence of #SayHerName in the United States; the resistance of refugees and migrantized people against the coloniality of migration in Germany; and the intense political grief work of families, relatives, and friends who lost their loved ones in racist attacks from the 1980s until today in Germany. Bearing witness to their stories and accounts, this book explores how mourning is shaped both by its historical context and the political labor of caring commons, while it also follows the building of a conviviality infrastructure of support against migration-coloniality necropolitics, dwelling toward transformative and reparative practices of common justice.

    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: Focusing on the rising support for the populist right in Eastern Europe, this book examines how anger and resentment towards minorities is being utilized in politics. Bustikova details the process by which the acquisition of political power and demand for rights by ascendant minority groups precipitates a backlash of mobilization from the radical right. However, this book also argues that prejudice against minorities is not a sentiment exclusive to right-wing voters and is not the root cause of increasing support for the radical right. Rather, this study reveals variation in how minorities are accommodated by the government and explains the electoral successes and failures of radical right parties. By examining the capitalization on these feelings of discontent towards politically assertive minorities and with the governmental policies that yield to their demands, Bustikova exposes volatile, zeitgeist-dependent conditions under which once fringe right-wing parties have risen to prominent but precarious positions of power.

    Abstract: Scientific Cosmology and International Orders shows how scientific ideas have transformed international politics since 1550. Allan argues that cosmological concepts arising from Western science made possible the shift from a sixteenth century order premised upon divine providence to the present order centred on economic growth. As states and other international associations used scientific ideas to solve problems, they slowly reconfigured ideas about how the world works, humanity's place in the universe, and the meaning of progress. The book demonstrates the rise of scientific ideas across three cases: natural philosophy in balance of power politics, 1550-1815; geology and Darwinism in British colonial policy and international colonial orders, 1860-1950; and cybernetic-systems thinking and economics in the World Bank and American liberal order, 1945-2015. Together, the cases trace the emergence of economic growth as a central end of states from its origins in colonial doctrines of development and balance of power thinking about improvement.

    Abstract: To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

In this book, Ania Zbyszewska takes a feminist, socio-legal approach to evaluate whether the contemporary European working time regimes can support a more equal sharing of this work. Focusing on the legal and political developments surrounding the EU's Working Time Directive and the reforms of Poland's Labour Code, Zbyszewska reveals that both regimes retain this traditional gender bias, and suggests the reasons for its persistence. Major Christian thinkers of antiquity - while disparaging their Jewish contemporaries for rejecting Christian truth - depicted the Jewish past and future in balanced terms, identifying both positives and negatives. Beginning at the end of the first millennium, an increasingly large Jewish community started to coalesce across rapidly developing northern Europe, becoming the object of intense popular animosity and radically negative popular imagery. The portrayals of the broad trajectory of Jewish history offered by major medieval European intellectual leaders became increasingly negative as well. The popular animosity and the negative intellectual formulations were bequeathed to the modern West, which had tragic consequences in the twentieth century. In this book, Robert Chazan traces the path that began as anti-Judaism, evolved into heightened medieval hatred and fear of Jews, and culminated in modern anti-Semitism.

    Abstract: The Euro crisis has led to an unprecedented Europeanization and politicization of public spheres across the continent. In this volume, leading scholars make two claims. First, they suggest that transnational crossborder communication in Europe has been encouraged through the gradual Europeanization of national as well as issue-specific public spheres. Conventional theories show that Democratic control of the federal government produces more social expenditures and less inequality. Welfare for the Wealthy re-examines this relationship by evaluating how political party power results in changes to both public social spending and subsidies for private welfare - and how a trade-off between the two, in turn, affects income inequality. Christopher Faricy finds that both Democrats and Republicans have increased social spending over the last forty-two years. And while both political parties increase federal social spending, Democrats and Republicans differ in how they spend federal money, which socioeconomic groups benefit, and the resulting consequences for income inequality.

Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time.     Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity.     Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa. She argues that indigenous identity is not an accident of birth but a political achievement that offers a new voice to many of the world's poorest and most dispossessed.     Abstract: Why does the introduction of private property rights sometimes result in poverty, rather than development? Most analyses of institutional change emphasize the design of formal institutions, but this study of land privatization in the Russia-Ukraine borderlands shows how informal politics at the local level instead can drive outcomes. Local officials in both countries pursued strategies that produced a record of reform, even as they worked behind the scenes to maintain the status quo. The end result was a facade of private ownership: a Potemkin village for the post-Soviet era. Far from creating private property that would bring development to the post-Soviet rural heartland, privatization policy deprived former collective farm members of their few remaining rights and ushered in a new era of state control over land resources. This study draws upon the author's extensive primary research in the Black Earth region conducted over a period of nine years.

    Abstract: Some rebel groups abuse noncombatant populations, while others exhibit restraint. Insurgent leaders in some countries transform local structures of government, while others simply extract resources for their own benefit. In some contexts, groups kill their victims selectively, while in other environments violence appears indiscriminate, even random. This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. The book thus demonstrates how characteristics of the environment in which rebellions emerge constrain rebel organization and shape the patterns of violence that civilians experience.

    Abstract: By analytically decoupling war and violence, this book explores the causes and dynamics of violence in civil war. Against the prevailing view that such violence is an instance of impenetrable madness, the book demonstrates that there is logic to it and that it has much less to do with collective emotions, ideologies, and cultures than currently believed. Kalyvas specifies a novel theory of selective violence: it is jointly produced by political actors seeking information and individual civilians trying to avoid the worst but also grabbing what opportunities their predicament affords them. Violence, he finds, is never a simple reflection of the optimal strategy of its users; its profoundly interactive character defeats simple maximization logics while producing surprising outcomes, such as relative nonviolence in the 'frontlines' of civil war.

Can you constrain your own freedom, for instance through weakness of the will or self-deception, and are you not truly free unless you act on a rational choice? Kristján Kristjánsson offers a critical analysis of the main components of a theory of negative liberty: the nature of obstacles and constraints, the weight of obstacles and the relation of freedom to power and autonomy. Through this discussion, which examines much of the contemporary work on political freedom, he develops his own theory of negative liberty, the so-called 'responsibility view', which meets many of the goals of advocates of positive liberty while retaining its distinctive 'negative' nature. He also argues for, and implements, a method of naturalistic revision as a way of solving conceptual disputes in social philosophy.

    Abstract: This book is a 1990 account of the ways in which young Aborigines were at a disadvantage before laws and legislation had been introduced, intended to improve their position. Aboriginal Youth and the Criminal Justice System focuses on South Australia, where detailed statistics are available, in a sophisticated analysis of the exact nature of the discrimination experienced by young Aborigines. Fay Gale, Rebecca Bailey-Harris and Joy Wundersitz examine the criminal justice system in operation; from the initial intervention by a police officer, through the process of screening and assessment to the final outcome - which all too often is a criminal record. The research clearly shows that at every point where discretion was exercised within this system, Aboriginal youths received the harsher option. Thus disadvantage is heaped on disadvantage until young Aboriginals were imprisoned at 23 times the rate of other young Australians. Even for those who escaped detention, participation in the criminal justice system was often such an ordeal that it became a form of punishment in itself. Discretion, though preferable to inflexible rules could operate against a group whose lifestyle and values differed from mainstream society.
