    Abstract: Will China–U.S. relations come back to the normal track? Does the confrontational approach work for China–US relations? This book argues that it is an unrealistic hope to bring China–US relations back to the so-called normal track because the great power competition will be a new normal of China–US relations and the USA will gain more from strategic competition than cooperation in the long run.     Abstract: This book addresses the topic of autonomous flying robots physically interacting with the environment under the influence of wind. It aims to make aerial robots aware of the disturbance, interaction, and faults acting on them. This requires reasoning about the external wrench (force and torque) acting on the robot and distinguishing between wind, interactions, and collisions. The book takes a model-based approach and covers a systematic approach to parameter identification for flying robots. The book aims to provide a wind speed estimate independent of the external wrench, including estimating the wind speed using motor power measurements. Aerodynamics modeling is approached in a data-driven fashion, using ground-truth measurements from a 4D wind tunnel. Finally, the book bridges the gap between trajectory tracking and interaction control, to allow physical interaction under wind influence. Theoretical results are accompanied by extensive simulation and experimental results.

This set of articles for the GSIS emphasizes a main thematic area: transportation. Main areas of coverage include Section A: Interaction with Vehicle Automation; Section B: HCI in Automated Vehicles; Section C: Trust in Vehicle Automation; Section D: Physical Modeling of Vehicle Cabs; Section E: Task Simulation Automation via Digital Human Models; Section F: Maintenance and Manufacturing; Section G: Smart Cities and Connected Vehicles. Contributions from especially early career researchers were featured as part of this (virtual) symposium and celebration. Gavriel Salvendy initiated the conferences that run annually as Human–Computer Interaction within LNCS of Springer and Applied Human Factors and Ergonomics International (AHFE). The book is inclusive of human–computer interaction and human factors and ergonomics principles, yet it is intended to serve a much wider audience that has interest in automation and human modeling. The emerging need for human–automation interaction expertise has developed from an ever-growing availability and presence of automation in our everyday lives. Although scholars have examined presidential rhetoric and the influence it has on various policy arenas, this project is the first to take a text analytic approach to assess the nature of presidential rhetoric in the area of U.S. foreign policy and declarations of national emergencies. Broadly, Ouyang and Morgan seek to understand (1) how presidents exercise their authority to declare national emergencies and (2) how presidential rhetoric associated with each declaration of national emergencies changes over time. They begin by providing an overview of the development of presidential emergency powers. Then, they analyze the nature of presidential rhetoric in the context of U.S. foreign policy and national emergencies. Finally, they assess the strategic use of rhetoric in national emergency declarations and evaluate how this influences the implementation of economic sanctions stemming from these policies. In addressing these questions, this book helps to advance our understanding of U.S. foreign policy generally, national emergencies specifically, as well as the impact of presidential rhetoric on the policy selection and execution. Yu Ouyang is Associate Professor of Political Science at Purdue University Northwest, USA. He received his undergraduate degree from Valdosta State University and his PhD from the University of Kentucky. His research on U.S. executive politics and quantitative methods has appeared in Congress & the Presidency, Presidential Studies Quarterly, Public Administration Review, and Social Science Quarterly. Social welfare functions are originally used in economics to quantify income welfare, jointly considering average and inequality to arrive at better measures of welfare than average alone.     Abstract: This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.     Abstract: This book is the seventh volume of the successful book series on Robot Operating System: The Complete Reference, which started in 2016. The book's objective is to provide the reader with comprehensive coverage on the Robot Operating Systems (ROS) and the latest trends and contributed systems. ROS has been considered as the primary development framework for robotics applications. There are seven chapters organized into three parts. Part I presents one chapter dealing with ROS2 and presents a tutorial on using the MediaPipe framework with ROS2. This book is an edition that aims at serving researchers and practitioners in related fields with a timely dissemination of the recent progress in the areas of robotics and artificial intelligence. This book is based on a collection of papers presented at the 10th International Conference on Robot Intelligence Technology and Applications (RiTA), held at Griffith University in the Gold Coast, Queensland, Australia.     Abstract: This book investigates the phenomenon of overbalancing through an analysis of Japan’s foreign policy during the interbellum. In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War. The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The government was brainstormed, adopting the biased military perspective on international affairs. Japan overbalanced in a myopic but conscious way. Lionel P.     Abstract: This book addresses many applications of artificial intelligence in robotics, namely AI using visual and motional input. Robotic technology has made significant contributions to daily living, industrial uses, and medicinal applications. Machine learning, in particular, is critical for intelligent robots or unmanned/autonomous systems such as UAVs, UGVs, UUVs, cooperative robots, and so on. Humans are distinguished from animals by capacities such as receiving visual information, adjusting to uncertain circumstances, and making decisions to take action in a complex system. Significant progress has been made in robotics toward human-like intelligence; yet, there are still numerous unresolved issues. Deep learning, reinforcement learning, real-time learning, swarm intelligence, and other developing approaches such as tiny-ML have been developed in recent decades and used in robotics. Artificial intelligence is being integrated into robots in order to develop advanced robotics capable of performing multiple tasks and learning new things with a better perception of the environment, allowing robots to perform critical tasks with human-like vision to detect or recognize various objects. Intelligent robots have been successfully constructed using machine learning and deep learning AI technology. Robotics performance is improving as higher quality, and more precise machine learning processes are used to train computer vision models to recognize different things and carry out operations correctly with the desired outcome. We believe that the increasing demands and challenges offered by real-world robotic applications encourage academic research in both artificial intelligence and robotics.     Abstract: This book presents the main results of the 19th Latin American Congress of Automatic Control held in November 2022 in Havana, Cuba. The Congress showed several main research results obtained by researchers from diverse countries in the last four years. Fault Diagnosis in Industrial Systems Fault diagnosis in industrial plants is a very important topic in the Industry 4.0 paradigm. In this part, new techniques of fault diagnosis in mechanical systems using Poincaré features; a real case study for predicting the time of the remaining job cycle at a water treatment plant; and a predictive fault diagnosis for isolated photovoltaic systems are presented. A novel methodology for detecting and locating cyber-attacks in water distribution networks using computational intelligence tools is also presented. Part 3. Robotic and Autonomous Systems New control strategies for path following for autonomous tractors and unmanned aquatic vehicles are analyzed in this part.     Abstract: This book presents the recent research advances in linear and nonlinear control techniques. From both a theoretical and practical standpoint, motion planning and related control challenges are key parts of robotics. Indeed, the literature on the planning of geometric paths and the generation of time-based trajectories, while accounting for the compatibility of such paths and trajectories with the kinematic and dynamic constraints of a manipulator or a mobile vehicle, is extensive and rich in historical references. Path planning is vital and critical for many different types of robotics, including autonomous vehicles, multiple robots, and robot arms. In the case of multiple robot route planning, it is critical to produce a safe path that avoids colliding with objects or other robots. When designing a safe path for an aerial or underwater robot, the 3D environment must be considered. As the number of degrees of freedom on a robot arm increases, so does the difficulty of path planning. As a result, safe pathways for high-dimensional systems must be developed in a timely manner. Nonetheless, modern robotic applications, particularly those requiring one or more robots to operate in a dynamic environment (e.g., human–robot collaboration and physical interaction, surveillance, or exploration of unknown spaces with mobile agents, etc.), pose new and exciting challenges to researchers and practitioners. For instance, planning a robot's motion in a dynamic environment necessitates the real-time and online execution of difficult computational operations. The development of efficient solutions for such real-time computations, which could be offered by specially designed computational architectures, optimized algorithms, and other unique contributions, is thus a critical step in the advancement of present and future-oriented robotics. .

This implies that the overseer and controller design require different TS Fuzzy model representations of the system at hand. This book offers a comprehensive exploration of this phenomenon. The book introduces several new theoretical advancements in the TP or TS Fuzzy model transformation based control design framework. It presents a complete framework for TP and TS Fuzzy model transformation and offers various tools based on this approach to enhance control design effectiveness. The book introduces novel theoretical concepts, such as interpolation between alternative TS Fuzzy model representations, which leads to a new optimization framework. In particular, it presents novel optimization-based model predictive control strategies to solve control problems appearing in autonomous underwater vehicle applications. These novel approaches bring unique features, such as constraint handling, prioritization between multiple design objectives, optimal control performance, and robustness against disturbances and uncertainties, into the control system design. They therefore form a more general framework to design marine control systems and can be widely applied. Advanced Model Predictive Control for Autonomous Marine Vehicles balances theoretical rigor – providing thorough analysis and developing provably-correct design conditions – and application perspectives – addressing practical system constraints and implementation issues. Starting with a fixed-point positioning problem for a single vehicle and progressing to the trajectory-tracking and path-following problem of the vehicle, and then to the coordination control of a large-scale multi-robot team, this book addresses the motion control problems, increasing their level of challenge step-by-step. At each step, related subproblems such as path planning, thrust allocation, collision avoidance, and time constraints for real-time implementation are also discussed with solutions. In each chapter of this book, compact and illustrative examples are provided to demonstrate the design and implementation procedures. As a result, this book is useful for both theoretical study and practical engineering design, and the tools provided in the book are readily applicable for real-world implementation.

    Abstract: Great power competition is back on the world stage, and today’s international system is home to regional influences on great power relations that cannot be ignored. The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.     Abstract: This monograph represents the outcome of research effort of the authors on scalable synchronization of large-scale multi-agent systems (MAS). Cooperative control of multi-agent systems has been growing in popularity and is highly interdisciplinary in recent years. The application of synchronization of MAS includes automobile systems, aerospace systems, multiple-satellite GPS, high-resolution satellite imagery, aircraft formations, highway traffic platooning, industrial process control with multiple processes, and more. Most of the proposed protocols in the literature for synchronization of MAS require some knowledge of the communication network such as bounds on the spectrum of the associated Laplacian matrix and the number of agents. These protocols suffer from scale fragility wherein stability properties are lost for large-scale networks or when the communication graph changes. In the past few years, the authors of this monograph have worked on developing scale-free protocol design for various cases of MAS problems. The key contribution of the monograph is to offer a scale-free design framework and provide scale-free protocols to achieve synchronization, delayed synchronization, and almost synchronization in the presence of input and communication delays, input saturation and external disturbances. The scale-free design framework solely is based on the knowledge of agent models and does not depend on information about the communication network such as the spectrum of the associated Laplacian matrix or size of the network. Drawing upon their extensive work in this area, the authors provide a thorough treatment of agents with higher-order dynamics, different classes of models for agents, and the underlying networks representing actions of the agents. The high technical level of their presentation and their rigorous mathematical approach make this monograph a timely and valuable resource that will fill a gap in the existing literature.

    Abstract: Simultaneous Localization and Mapping (SLAM) has been a long-standing research problem in robotics. It describes the problem of a robot mapping an unknown environment, while simultaneously localizing in it with the help of the incomplete map. This book describes a technique called Switchable Constraints. Switchable Constraints help to increase the robustness of SLAM against data association errors and in particular against false positive loop closure detections. Such false positive loop closure detections can occur when the robot erroneously assumes it re-observed a landmark it has already mapped or when the appearance of the observed surroundings is very similar to the appearance of other places in the map. Ambiguous observations and appearances are very common in human-made environments such as office floors or suburban streets, making robustness against spurious observations a key challenge in SLAM. The book summarizes the foundations of factor graph-based SLAM techniques. It explains the problem of data association errors before introducing the novel idea of Switchable Constraints. We present a mathematical derivation and probabilistic interpretation of Switchable Constraints along with evaluations on different datasets. The book shows that Switchable Constraints are applicable beyond SLAM problems and demonstrates the efficacy of this technique to improve the quality of satellite-based localization in urban environments, where multipath and non-line-of-sight situations are common error sources.

    Abstract: This book focuses on the observability of hybrid systems. It enables the reader to determine whether and how a hybrid system’s state can be reconstructed from sometimes necessarily partial information. By explaining how available measurements can be used to deduce past and future behaviours of a system, the authors extend this study of observability to embrace the properties of diagnosability and predictability. H-systems shows how continuous and discrete dynamics and their interaction affect the observability of this general class of hybrid systems and demonstrates that hybrid characteristics are not simply generalizations of well-known aspects of traditional dynamics. The authors identify conditions for state reconstruction, prediction and diagnosis of the occurrence of possibly faulty states. The formal approach to proving those properties for hybrid systems is accompanied by simple illustrative examples.     Abstract: The model-based approach to fault detection and diagnosis has been the subject of continuing research for several decades. While the theoretical aspects of the fault diagnosis relying on linear models are well understood, most of the proposed computational methods for the synthesis of fault detection and isolation filters are not satisfactory from a numerical point of view. Therefore, the aim of this book to address the fault detection and isolation topics from a computational perspective, contrasts with most existing literature. This book is an attempt to close the gap between the existing well developed theoretical results and the realm of reliable computational synthesis procedures.     Abstract: This book focuses on how the BOXES Methodology, which is based on the work of Donald Michie, is applied to ill-defined real-time control systems with minimal a priori knowledge of the system. The method is applied to a variety of systems including the familiar pole and cart. This second edition includes a new section that covers some further observations and thoughts, problems, and evolutionary extensions that the reader will find useful in their own implementation of the method. This second edition includes a new section on how to handle jittering about a system boundary which in turn causes replicated run times to become part of the learning mechanism. It also addresses the aging of data values using a forgetfulness factor that causes wrong values of merit to be calculated. Another question that is addressed is “Should a BOXES cell ever be considered fully trained and, if so, excluded from further dynamic updates”. Finally, it expands on how system boundaries may be shifted using data from many runs using an evolutionary paradigm.

The most popular control strategy of power converters is the linear proportional–integral–derivative series control which is adopted as industry standard. To overcome this problem, many advanced control methodologies and techniques have been developed to improve the converter performance. This book presents the research work on some advanced control methodologies for several types of power converters, including three-phase two-level AC/DC power converter, three-phase NPC AC/DC power converter, and DC/DC buck converter. The effectiveness and advantage of the proposed control strategies are verified via simulations and experiments. The content of this book can be divided into two parts. The first part focuses on disturbance observer-based control methods for power converters under investigation. The second part investigates intelligent control methods.
