    Kurzfassung: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Kurzfassung: With the outbreak of the Korean War, the poor, rural West German state of Rhineland-Palatinate became home to some of the largest American military installations outside the United States. In GIs and Frauleins, Maria Hohn offers a rich social history of this German-American encounter and provides new insights into how West Germans negotiated their transition from National Socialism to a consumer democracy during the 1950s. Focusing on the conservative reaction to the American military presence, Hohn shows that Germany's Christian Democrats, though eager to be allied politically and militarily with the United States, were appalled by the apparent Americanization of daily life and the decline in morality that accompanied the troops to the provinces. Conservatives condemned the jazz clubs and striptease parlors that Holocaust survivors from Eastern Europe opened to cater to the troops, and they expressed scorn toward the German women who eagerly pursued white and black American GIs. While most Germans rejected the conservative effort to punish as prostitutes all women who associated with American GIs, they vilified the sexual relationships between African American men and German women. Hohn demonstrates that German anxieties over widespread Americanization were always debates about proper gender norms and racial boundaries, and that while the American military brought democracy with them to Germany, it also brought Jim Crow.

    Kurzfassung: Im ausgehenden 19. Jahrhundert standen alle Städte vor dem Problem, eine rasch wachsende Bevölkerung mit öffentlichen Dienstleistungen zu versorgen. Diese Aufgabe ging weit über den bisherigen Tätigkeitsbereich der Gemeinden hinaus. In unterschiedlichem Ausmaß und Breite boten die Städte Leistungen an, die bislang als gänzlich private Angelegenheit gegolten hatten. Während einerseits "Munizipalsozialismus" eine Politik bezeichnete, die am Anfang des modernen Wohlfahrtsstaates steht, galt er andererseits als Staatsintervention, welche die Grundlagen der liberal-kapitalistischen Gesellschaft bedrohte. Die aktuellen Debatten über Deregulierung und die bereits verwirklichten Schritte in diese Richtung lassen es sinnvoll erscheinen, einen Blick darauf zu werfen, was denn "Munizipalsozialismus" in Europas zwischen 1880 und 1939 tatsächlich bedeutete. Die Beiträge über Frankreich, Spanien, Deutschland, England und die Schweiz zeigen die ganze Spannweite kommunaler Interventionspolitik auf, die sich je nach den politischen Rahmenbedingungen von purem Fiskalismus bis zu Maßnahmen erstreckte, die eindeutig sozialistischer Theorie entsprangen.

    Kurzfassung: The authors offer a sustained argument that the single currency as currently implemented does not promise to deliver prolonged growth. They contend that the economic impact of the euro, and its accompanying institutions, is likely to be destabilising and deflationary; that the political impact is profoundly undemocratic and that the social consequences are likely to be deleterious. They do not reject the concept of a single currency but are highly critical of policy arrangements such as the Stability and Growth Pact which govern the euro. The authors propose alternative policy and institutional arrangements within which the euro should be embedded. They demonstrate that these would have the benefits of a single currency whilst avoiding many of the potential costs identified by detractors

    Kurzfassung: Few challenges to the modern dream of democratic citizenship appear greater than the presence of severe ethnic, religious, and linguistic divisions in society. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen.This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides.The Politics of Multiculturalism will be of special interest to students of Southeast Asian history and society, anthropologists grappling with questions of citizenship and culture, political scientists studying democracy across cultures, and all readers concerned with the prospects for civility and tolerance in a multicultural world

    Kurzfassung: Netwar-like cyberwar-describes a new spectrum of conflict that is emerging in the wake of the information revolution. Netwar includes conflicts waged, on the one hand, by terrorists, criminals, gangs, and ethnic extremists; and by civil-society activists (such as cyber activists or WTO protestors) on the other. What distinguishes netwar is the networked organizational structure of its practitioners-with many groups actually being leaderless-and their quickness in coming together in swarming attacks. To confront this new type of conflict, it is crucial for governments, military, and law enforcement to begin networking themselves.

    Kurzfassung: Improving the quality of, and access to, early childhood education and care has become a major policy priority in OECD Member countries. The early years are increasingly viewed as the first step in lifelong learning and a key component of a successful educational, social, and family policy agenda. Countries have adopted diverse strategies to policy development in this field - strategies which are deeply embedded in particular country contexts, values, and beliefs. In particular, early childhood policy and provision are strongly linked to cultural and social beliefs about young children, the roles of families and government, and the purposes of early childhood education and care within and across countries. Yet, countries share many similar challenges and issues. Taking a broader and more holistic approach than previous studies, this book provides a comparative analysis of major policy developments and issues in 12 OECD countries, highlights innovative approaches, and proposes policy options that can be adapted to varied country contexts. What are the most promising strategies for organising policy in ways which promote child and family well-being? Looking towards the future, the report proposes eight key elements of successful policy for decision makers seeking to promote equitable access to quality early childhood education and care.

    Kurzfassung: In this ambitious work, first published in 1983, Cedric Robinson demonstrates that efforts to understand black people's history of resistance solely through the prism of Marxist theory are incomplete and inaccurate. Marxist analyses tend to presuppose European models of history and experience that downplay the significance of black people and black communities as agents of change and resistance. Black radicalism must be linked to the traditions of Africa and the unique experiences of blacks on western continents, Robinson argues, and any analyses of African American history need to acknowledge this.To illustrate his argument, Robinson traces the emergence of Marxist ideology in Europe, the resistance by blacks in historically oppressive environments, and the influence of both of these traditions on such important twentieth-century black radical thinkers as W. E. B. Du Bois, C. L. R. James, and Richard Wright.

Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains.     Kurzfassung: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? This insightful book, first published in 2000, presents a systematic comparison of the links between women's social rights and democratic citizenship in three different citizenship models: republican citizenship in France, liberal citizenship in Britain, and social citizenship in Denmark. Birte Siim argues that France still suffers from the contradictions of pro-natalist policy, and that Britain is only just starting to re-conceptualise the male-breadwinner model that is still a dominant feature. In her examination of the dual-breadwinner model in Denmark, Siim presents research about Scandinavian social policy and makes an important and timely contribution to debates in political sociology, social policy and gender studies

It is also widely agreed that schools have a key role to play in laying the foundations for lifelong learning for all of us. But, how well are these aims being met? How innovative are schools as institutions? And what are some of the most promising examples across OECD countries from which we can learn? This volume addresses these questions, drawing on a major OECD/Japan conference which was held in Hiroshima and attended by experts from 24 countries and a "virtual" conference conducted in parallel. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration.
