    Abstract: "The purpose of this book is to provide an historical examination of China's activities in Africa, an important yet overlooked aspect of the broader subject of China in Africa today. There is a tendency of observers of China in Africa to always look forward; however, there is a need to look backward. Modern China's historical presence in Africa must be scrutinized in order to understand the context of its current and future actions on the continent. As the book will illustrate, China in the past meddled in the affairs of Africa, in places like Algeria, Ghana, and Tanzania. It did so for self-interest, for the benefit of the Communist Party of China, specifically its leaders' strategic objective, which was to demonstrate influence in the world, that is, power in international politics. Though its material resources were scant in the 1950s, 1960s, and 1970s, China nevertheless used them, in addition to devoting time and attention to Africa. It was a Meddling Dragon. China was not required to devote time, attention, and resources to Africa. But it did, in Algeria, Ghana, and Tanzania, especially. China skillfully used its limited diplomatic, intelligence, and economic means to gain traction on the continent. It sought influence through a combination of means - through shaping perceptions, developing personal relationships, and providing tangible assistance. There was a rhyme and reason to China's early approach to the continent. And that rhyme and reason remains much the same today. Viewed in the broader historical and strategic contexts, China's current presence in Africa demonstrates continuity with the past rather than a renewed focus. This book contributes vitally to the discourse on Sino-African history and adds to the contemporary strategic understanding and debate about China in Africa. The Chinese arrived on the African continent without fanfare, yet maintained an active and influential presence, a presence which ultimately was more pragmatic than revolutionary. Though often couched in ideological rhetoric, China's behavior in Africa in the 1950s, 1960s, and 1970s demonstrated goals and actions of an aspiring great power in the world. Contemporary China receives much more attention in Africa, as it does everywhere else around the world. Nevertheless, it is crucial to understand the nature and character of China's historical actions on the African continent in order to properly grasp its future policies.     Abstract: "Ten years ago, in the wake of massive crimes in central Africa and the Balkans, the first permanent international criminal court was established in The Hague despite resistance from some of the world's most powerful states. In the past decade, the court has grown from a few staff in an empty building to a bustling institution with more than a thousand lawyers, investigators, and administrators from around the world. Despite its growth and the backing of more than 120 nations, the ICC is still struggling to assert itself in often turbulent political crises. The ICC is generally autonomous in its ability to select cases and investigate crimes, but it is ultimately dependent on sovereign states, and particularly on the world's leading powers. These states can provide the diplomatic, economic, and military clout the court often needs to get cooperation-and to arrest suspects. But states don't expend precious political capital lightly, and the court has often struggled to get the help it needs. When their interests are most affected, moreover, powerful states usually want the court to keep its distance. Directly and indirectly, they make their preferences known in The Hague. Rough Justice grapples with the court's basic dilemma: designed to be apolitical, it requires the support of politicians who pursue national interests and answer to domestic audiences.     Abstract: Umfang und Inhalt: "Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence : Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption. This new perspective sheds important light on violence and radical protest in post-war Germany, as previous books have failed to examine to what extent these forms of resistance should be regarded as reactions to changing regimes of provision.     Abstract: The Politics of Security tells the story of how people experienced the cold war as a war. It is about the impact of the cold war on political cultures. This crucial issue is often forgotten in historical memory. In particular, the book follows British and West German anti-nuclear-weapons activists in their attempts to campaign for and create security after the destruction of the Second World War, and how their own version of security clashed with concepts advanced by their own governments. But the book also demonstrates how, as part of the protests against nuclear weapons, activists and their societies learned to live with the Bomb: it recounts how activists first discovered the dangers of nuclear weapons, but how a different generation of activists came to focus on other issues as the Vietnam War became their primary concern. And it makes comprehensible how activists in two societies who had fought each other fiercely in the battle of dictatorships and democracies of the Second World War could now come to see each other as part of a common campaign. Fundamentally, with its transnational approach, the book highlights how these two societies drew on very similar arguments when they came to understand the cold war through the prism of the previous world war. The book is the first to capture in a transnational fashion what activists did on the marches and what it meant to them and to others. The book thus reminds us that threats are not merely out there, but that they need to be created in a political process that involves struggles for power and contestation.

    Abstract: Commissioned by the International Ombudsman Institute (IOI), the Ludwig Boltzmann Institute of Human Rights (BIM) in Vienna conducted a comparative analytical study on Ombudsman Institutions in the Australasia and Pacific region between January 2011 and April 2012. In Part 1, this book provides an analytical comparison of the public sector Ombudsman Institutions in Australia (the Commonwealth Ombudsman and the state/territory Ombudsmen of all Australian states as well as of the Northern Territory and the ACT), the Cook Islands, Hong Kong, New Zealand, Papua New Guinea, Samoa, Taiwan, Tonga and Vanuatu.     Abstract: This book considers the origins, performance and diffusion of national immigration policies targeting highly skilled immigrants. Unlike asylum seekers and immigrants admitted under family reunification streams, highly skilled immigrants are typically cast as 'wanted and welcome' as a consequence of their potential economic contribution to the receiving society and putative assimilability. Testing the degree to which this assumption holds is the principle aim of this book. In contrast to publications which see highly skilled immigration as functional response to labor market needs, the book probes the political and sociological dimensions of policy, drawing on contributions from an international group of established and new scholars from the fields of history, law, political science, sociology, and public policy. The book is organized into four parts. Part I probes the origins of post-WWII immigration policies in Canada, Australia, and the United States. Part II analyzes recent debates on highly skilled immigration policy in the United States, whose origins go back to the 1965 Act by Congress which favored family reunification over skilled immigration. Part III considers the degree to which highly skilled immigrants are welcome, by focusing on the integration trajectories of foreign trained professionals in Canada. Paradoxically, just as Canada has succeeded in orienting its admissions system more explicitly toward privileging highly educated and skilled professionals, highly skilled immigrants have experienced worsening economic outcomes as reflected in rates of unemployment and falling earnings. Part IV considers the internationalization of highly skilled immigration policies, focusing on Europe's most important immigration countries, Germany and Britain. As is true in Canada, the labor market outcomes for highly skilled immigrants in Europe are disappointing, and the final chapter discusses why this is the case and what might be done to improve matters. Given its combination of cross-disciplinary insights, cross-national comparisons, and empirical richness, the book will be of interest to both scholars and policymakers concerned with immigration policy

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. This book traces the origins of the German welfare state. The author, formerly director at the Max-Planck-Institute for European Legal History, Frankfurt, provides a perceptive overview of the history of social security and social welfare in Germany from early modern times to the end of World War II, including Bismarck’s pioneering introduction of social insurance in the 1880s. The author unravels “layers” of social security that have piled up in the course of history and, so he argues, still linger in the present-day welfare state. The account begins with the first efforts by public authorities to regulate poverty and then proceeds to the “social question” that arose during the 19th-century Industrial Revolution. World War I had a major impact on the development of social security, both during the war and after, through the exigencies of the war economy, inflation and unemployment. The ruptures as well as the continuities of social policy under National Socialism and World War II are also investigated.

The book traces the political history of the concept of social policy. „Social policy“ originated in Germany in the mid 19th century as a scholarly term that made a career in politics. The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts - like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”

This book provides a comprehensive analysis of social policy in the German Democratic Republic (GDR, 1949-1990), followed by an analysis of the “Social Union”, the transformation of social policy in the process of German unification in 1990. Schmidt’s analysis of the GDR also depicts commonalities and differences between the welfare state in East and West Germany as well as in other East European and Western countries. He concludes that the GDR was unable to cope with the trade-off between ambitious social policy goals and a deteriorating economic performance. Ritter embeds his analysis of the Social Union in a general study of German unification, its international circumstances and its domestic repercussions (1989-1994). He argues that social policy played a pivotal role in German unification, and that there was no alternative to extending the West German welfare state to the East. Ritter, a distinguished historian, bases his contribution on an award-winning study for which he drew on archival sources and interviews with key actors. Schmidt is a distinguished political scientist.

The “social” is an open and changing concept that reflects the modern quest for equality, voiced in semantics like justice, participation, inclusion and security. The “social” and the “social state” (the German term for welfare state) are enshrined in the German Constitution of 1949, the Grundgesetz. In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism
