    Abstract: "How do the worlds that state administrators manage become the feelings publics embody? In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on 16 months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics.     Abstract: Since the end of World War II, Japan has not sought to remilitarize, and its postwar constitution commits to renouncing aggressive warfare. Yet many inside and outside Japan have asked whether the country should or will return to commanding armed forces amid an increasingly challenging regional and global context and as domestic politics have shifted in favor of demonstrations of national strength. Tom Phuong Le offers a novel explanation of Japan's reluctance to remilitarize that foregrounds the relationship between demographics and security. Japan's Aging Peace demonstrates how changing perceptions of security across generations has culminated in a culture of antimilitarism that constrains the government's efforts to pursue a more martial foreign policy. Le challenges a simple opposition between militarism and pacifism, arguing that Japanese security discourse should be understood in terms of "multiple militarisms," which can legitimate choices such as the mobilization of the Japan Self-Defense Forces for peacekeeping operations and humanitarian relief missions. Le highlights how factors that are not typically linked to security policy, such as aging and declining populations and gender inequality, have played crucial roles. He contends that the case of Japan challenges the presumption in international relations scholarship that states must pursue the use of force or be punished, showing how widespread normative beliefs have restrained Japanese policy makers. Drawing on interviews with policy makers, military personnel, atomic bomb survivors, museum coordinators, grassroots activists, and other stakeholders, as well as analysis of peace museums and social movements, Japan's Aging Peace provides new insights for scholars of Asian politics, international relations, and Japanese foreign policy.

    Abstract: "In late 1945 local Japanese turned their energies toward creating new behaviors and institutions that would give young people better skills to combat repression at home and coercion abroad. They rapidly transformed their political culture-policies, institutions, and public opinion-to create a more equitable, democratic and peaceful society. Post-Fascist Japan explores this phenomenon, focusing on a group of highly educated Japanese - humanists, historians and social scientists -- based in the former capital and coastal city of Kamakura, where the new political culture was particularly visible. Many of these leftist elites had been seen as 'the enemy' during the war, making this project of domestic repair deeply personal for them. The book argues that they saw the problem as one of fascism, an ideology that had succeeded because it had addressed real problems. They turned their efforts to overtly political-legal systems but also to ostensibly non-political and community institutions such as universities, art museums, and local tourism and environmental policies, aiming not only for reconciliation over the past but also to reduce the anxieties that had drawn so many towards fascism. By focusing on a particular group of people in a particular place who had an outsized influence on Japan's political culture, Hein's study is both local and national. She grounds her theoretical discussion by using specific personalities, showing their ideas about 'post-fascism', how they implemented them and how they interacted with the American Occupiers. This is a unique, engaging and important study which will be extremely valuable for students and scholars of 20th-century Japanese intellectual, political and social history"--

For most of the twentieth century, this 'merchant' identity was unusually stable. Japan refrained from any power policies outside of its borders, including United Nations peacekeeping missions, and focused on economic recovery and foreign trade. In the last three decades, however, Japan's self-perception along with its foreign policy seems to have changed. Gradually, Tokyo has conducted a number of foreign policy measures as well as internal symbolic gestures that would have been unthinkable a few decades ago and that symbolize a new and more confident Japan. Japanese politicians - including the Prime Minister Abe Shinzō - have adopted a new discourse depicting pacifism as a hindrance, rather than asset, to Japan's foreign policy. Japan is at a crossroads. But while political elites and a portion of the Japanese public call for re-articulation of Japan's peaceful national identity, there are still those who cherish the long-held idea of pacifism.     Abstract: This book examines how Asianism became a key concept in mainstream political discourse between China and Japan and how it was used both domestically and internationally in the contest for political hegemony. It argues that, from the early 1910s to the early 1930s, this contest changed Chinese and Japanese perceptions of?Asia?, from a concept that was foreign-referential, foreign-imposed, peripheral, and mostly negative and denied (in Japan) or largely ignored (in China) to one that was self-referential, self-defined, central, and widely affirmed and embraced. As an ism, Asianism elevated?Asia? as a geographical concept with culturalist-racialist implications to the status of a full-blown political principle and encouraged its proposal and discussion vis-à-vis other political doctrines of the time, such as nationalism, internationalism, and imperialism. By the mid-1920s, a great variety of conceptions of Asianism had emerged in the transnational discourse between Japan and China. Terminologically and conceptually, they not only paved the way for the appropriation of?Asia? discourse by Japanese imperialism from the early 1930s onwards but also facilitated the embrace of Sino-centric conceptions of Asianism by Chinese politicians and collaborators

    Abstract: "This book examines five features of Japan's 'Lost Decades': the speed of the economic decline in Japan compared to Japan's earlier global prowess; a rapidly declining population; considerable political instability and failed reform attempts; shifting balances of power in the region and changing relations with Asian neighbouring nations; and the lingering legacy of World War Two. Addressing the question of why the decades were lost, this book offers 15 new perspectives ranging from economics to ideology and beyond. Investigating problems such as the risk-averse behaviour of Japan's bureaucracy and the absence of strong political leadership, the authors analyse how the delay of 'loss-cutting policies' led to the 1997 financial crisis and a state of political gridlock where policymakers could not decide on firm strategies that would benefit national interests. To discuss the rebuilding of Japan, the authors argue that it is first essential to critically examine Japan's 'Lost Decades' and this book offers a comprehensive overview of Japan's recent 20 years of crisis. The book reveals that the 'Lost Decades' is not an issue unique to the Japanese context but has global relevance, and its study can provide important insights into challenges being faced in other mature economies.     Abstract: This study analyses the politics of labour market reforms in Germany and Japan in the period between 1990 and 2010. Unlike conventional policy studies which tend to focus solely on legislative politics, this study assesses cases of reform and non-reform in the context of industrial relations and corporate consultation practices. Acknowledging the multi-dimensional nature of labour market regulation helps to explain not only why some reforms are implemented but also the timing and scope of legislative reforms. Theoretically, the approach combines the insights of public policy and political economy literatures. The analyses cover several areas of labour market policy, i.e. temp agency work, fixed-term employment, working time, employment protection and minimum working conditions. The findings suggest that the institutions commonly associated with non-liberal capitalism possess considerable political clout as they can amplify, antedate, or mediate legislative reforms. Moreover, they can be used strategically by policy-makers to manage the salience of labour market policies, e.g. blame avoidance strategies. This also explains why reform processes frequently defy standard explanatory models of political reform such as veto player or partisan theory. Also, the institutional framework in the German and Japanese labour market arrangements also explaing why both countries are characterised by a strong labour market dualism which includes a dualisation of jobs, regulation and firm practices.

    Abstract: Japan is currently the only advanced industrial democracy with a fourth-generation immigrant problem. As other industrialized countries face the challenges of incorporating post-war immigrants, Japan continues to struggle with the incorporation of pre-war immigrants and their descendants. Whereas others have focused on international norms, domestic institutions, and recent immigration, this book argues that contemporary immigration and citizenship politics in Japan reflect the strategic interaction between state efforts to control immigration and grassroots movements by multi-generational Korean resident activists to gain rights and recognition specifically as permanently settled foreign residents of Japan. Based on in-depth interviews and fieldwork conducted in Tokyo, Kawasaki, and Osaka, this book aims to further our understanding of democratic inclusion in Japan by analyzing how those who are formally excluded from the political process voice their interests and what factors contribute to the effective representation of those interests in public debate and policy.

    Abstract: From the Publisher: This book looks at the emergence of internationally linked Japanese nongovernmental advocacy networks that have grown rapidly since the 1990s in the context of three conjunctural forces: neoliberalism, militarism, and nationalism. It connects three disparate literatures-on the global justice movement, on Japanese civil society, and on global citizenship education. Through the narratives of fifty activists in eight overlapping issue areas-global governance, labor, food sovereignty, peace, HIV/AIDS, gender, minority and human rights, and youth-Another Japan is Possible examines the genesis of these new social movements; their critiques of neoliberalism, militarism, and nationalism; their local, regional, and global connections; their relationships with the Japanese government; and their role in constructing a new identity of the Japanese as global citizens. Its purpose is to highlight the interactions between the global and the local-that is, how international human rights and global governance issues resonate within Japan and how, in turn, local alternatives are articulated by Japanese advocacy groups-and to analyze citizenship from a postnational and postmodern perspective.

    Abstract: "The book is packed with intriguing revelations about common trends in the countries studied. The contributors note, for instance, that waning participation in unions, churches, and political parties seems to be virtually universal, a troubling discovery as these forms of social capital are especially important for empowering less educated, less affluent portions of the population. Indeed, in general, the researchers found more social grouping among the affluent than among the working classes and also found evidence of a younger generation that is singularly uninterested in politics, distrustful both of politicians and of others, cynical about public affairs, and less inclined to participate in enduring social organizations. On the bright side, social capital appears as strong as ever in Sweden, where 40% of the adult population participate in "study circles" - small groups who meet weekly for educational discussions."
