However, a study has yet to elucidate the precise manner in which the Bible has shaped Whitman’s poetic style. This is the deficit that F. W. Dobbs-Allsopp seeks to address in his new piece of literary scholarship: 'Divine Style: Walt Whitman and the King James Bible'. Dobbs-Allsopp, Professor of Old Testament at Princeton Theological Seminary, explicitly approaches Whitman from the perspective of a biblical scholar.     Abstract: "Subjects and Sojourners explores how French colonial rule in Indochina extended Indochina's colonial society into France. Perhaps two hundred thousand Indochinese sojourned in France between conquest in the 1850s and decolonization a century later. They came from all parts of colonial society, from ruling monarchs to the most marginal laborers. In France, they studied, labored, fought, and lived in contexts that, although still within the empire, remained profoundly different from their places of origin. Their French sojourns were socially, culturally, and politically transformative. And when these sojourners returned to Indochina, virtually all parts of colonial society bore traces of their experiences abroad. Subjects and Sojourners shows, in short, that Indochina did not simply receive and refashion 'France' in the colony: they went and lived it for themselves"--

    Abstract: Police are required to obey the law. While that seems obvious, courts have lost track of that requirement due to misinterpreting the two constitutional provisions governing police conduct: the Fourth and Fourteenth Amendments. The Fourth Amendment forbids "unreasonable searches and seizures" and is the source of most constitutional constraints on policing. Although that provision technically applies only to the federal government, the Fourteenth Amendment, ratified in the wake of the Civil War, has been deemed to apply the Fourth Amendment to the States. This book contends that the courts' misinterpretation of these provisions has led them to hold federal and state law enforcement mistakenly to the same constitutional standards. The Fourth Amendment was originally understood as a federalism, or "states' rights," provision that, in effect, required federal agents to adhere to state law when searching or seizing. Thus, applying the same constraint to the States is impossible. Instead, the Fourteenth Amendment was originally understood in part as requiring that state officials (1) adhere to state law, (2) not discriminate, and (3) not be granted excessive discretion by legislators. These principles should guide judicial review of modern policing. Instead, constitutional constraints on policing are too strict and too forgiving at the same time. In this book, Michael J.Z. Mannheimer calls for a reimagination of what modern policing could look like based on the original understandings of the Fourth and Fourteenth Amendments

    Abstract: Will China–U.S. relations come back to the normal track? Does the confrontational approach work for China–US relations? This book argues that it is an unrealistic hope to bring China–US relations back to the so-called normal track because the great power competition will be a new normal of China–US relations and the USA will gain more from strategic competition than cooperation in the long run. This book shows that the strategy of “great power cooperation through competition” is more positive and constructive than the approaches of “peaceful coexist” and “maximum pressure.” This book does not intend to provide policy recommendations for governments to consider, but mainly to explain why the great power competition is inevitable and why it is necessary to continuously work with China in some areas through strategic competition. This book alarms the importance of understanding the nature of the Chinese Communist Party during the great power competition and aims to motivate both sides to revisit their foreign policy practice and come up with a better foreign policy strategy of handling China–US relations. Jinghao Zhou is Associate Professor of Asian Studies at Hobart and William Smith Colleges in New York, USA. His research focuses on Chinese ideology, politics, religions, and US–China relations.     Abstract: This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.     Abstract: This book presents the results of an international comparative study on the causes of rule deviation in business and medical organizations. Based on document and interview analyses as well as experiments, the discrepancy between (state) regulations and organizational practice is elaborated and discussed in an interdisciplinary perspective.     Abstract: This book investigates the phenomenon of overbalancing through an analysis of Japan’s foreign policy during the interbellum. In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War. The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The government was brainstormed, adopting the biased military perspective on international affairs. Japan overbalanced in a myopic but conscious way. Lionel P.     Abstract: "This book is a history of the field of sociology as it existed from the interwar, wartime, and postwar periods in France and its Empire. This does not refer just to sociologists who did some work in the colonies, or occasionally thought about them in their metropolitan work, but a specific field which was constituted to understand and then govern these colonies. The author argues that the re-founding of French sociology during and after World War II - which spawned the likes of Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu - occurred within the context of the re-founding of the French empire. Though there was been much discussion of "decolonizing" sociology in the postwar period, the deep history of sociology's connection to French colonialism and empire has been ignored when, the author argues, it is central. The main driver of the expansion of sociology in this period was colonial developmentalism. Sociologists became favored partners of colonial governments, applying their expertise to an array of "social problems," such as de-tribalization, poverty, labor migration, rapid urbanization and the growth of shantytowns, and the decay of traditional families and religious beliefs, and working on "modernizing" solutions. Many sociologists whose careers began in the overseas colonies formulated concepts and theories that quickly entered metropolitan (and then global) sociology, and their origins were forgotten. Steinmetz examines the ways in colonial sociologists differed from the rest of the discipline -in many ways they represented its most dynamic cutting edge-and how their locations may have affected their intellectual agendas and scholarship. He explores the ways in which these sociologists networked and tracks their major intellectual innovations and influence as a group. He also explores the marginalization faced by both sociologists working in the colonies and those born there, while showing the ways in which they were able to overcome them. The specific challenges of colonial sociology-including some very strongly anticolonial colonial sociologists-shaped sociological theory in ways that are still dominant. The book amounts to a historical sociology of French academia all told-with an emphasis on sociology and other human sciences-as well as a collective biography of many of the major figures, many who are continually read and cited to this day"--
    Abstract: "A new history of French social thought that connects postwar sociology to colonialism and empireIn this provocative and original retelling of the history of French social thought, George Steinmetz places the history and development of modern French sociology in the context of the French empire after World War II. Connecting the rise of all the social sciences with efforts by France and other imperial powers to consolidate control over their crisis-ridden colonies, Steinmetz argues that colonial research represented a crucial core of the renascent academic discipline of sociology, especially between the late 1930s and the 1960s. Sociologists, who became favored partners of colonial governments, were asked to apply their expertise to such "social problems" as detribalization, urbanization, poverty, and labor migration.     Abstract: Great powers have often found that military adventurism to force their will in distant lands comes with the risk of spending excessive military, economic, and moral capital to the extent that war is no longer sustainable. Written by a former BBC Afghanistan correspondent who set up the corporation’s bureau in Kabul in the early 1990s, this book draws both from scholarly knowledge as well as first-hand insights on how the Americans met that fate in Vietnam, and the Soviets and Americans in Afghanistan. America’s 1975 retreat from Vietnam was a consequential event, prompting US commentators to explain it as reluctance to get involved in foreign wars, a mindset described as the Vietnam Syndrome. As Deepak Tripathi points out, the Vietnam experience made the Americans determined to give the Soviets their own Vietnam. The 1979 Soviet invasion of Afghanistan, and retreat after a decade of occupation, represented the revenge America sought. However, President George W.     Abstract: This book examines how presidents utilize their emergency powers, as well as factors that influence presidential rhetoric in U.S. foreign policy and declarations of national emergencies. Although scholars have examined presidential rhetoric and the influence it has on various policy arenas, this project is the first to take a text analytic approach to assess the nature of presidential rhetoric in the area of U.S. foreign policy and declarations of national emergencies. Broadly, Ouyang and Morgan seek to understand (1) how presidents exercise their authority to declare national emergencies and (2) how presidential rhetoric associated with each declaration of national emergencies changes over time. They begin by providing an overview of the development of presidential emergency powers. Then, they analyze the nature of presidential rhetoric in the context of U.S. foreign policy and national emergencies. Finally, they assess the strategic use of rhetoric in national emergency declarations and evaluate how this influences the implementation of economic sanctions stemming from these policies. In addressing these questions, this book helps to advance our understanding of U.S. foreign policy generally, national emergencies specifically, as well as the impact of presidential rhetoric on the policy selection and execution. Yu Ouyang is Associate Professor of Political Science at Purdue University Northwest, USA. He received his undergraduate degree from Valdosta State University and his PhD from the University of Kentucky. His research on U.S. executive politics and quantitative methods has appeared in Congress & the Presidency, Presidential Studies Quarterly, Public Administration Review, and Social Science Quarterly. His recent book examines Donald Trump’s use of Twitter: Trump, Twitter, and the American Democracy: Political Communication in the Digital Age. Michael A. Morgan is Associate Professor of Political Science at Marietta College, USA. He received his undergraduate degree from Marietta College and his MA and PhD from the University of Kentucky. His research focuses primarily on American foreign policy and international security. He has had work published in Presidential Studies Quarterly and Contemporary Cases in U.S. Foreign Policy.

    Abstract: This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. The exploration ultimately highlights the multidimensional nature of international discussion on nuclear non-proliferation as the ROK’s nuclear development attempts, U.S. non-proliferation efforts, and the U.S.-France nuclear technology cooperation in the 1970s were all deeply connected. .

    Abstract: This open access book consists of essays selected from Joseph S. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole.

    Abstract: In Disappearing Rooms Michelle Castañeda lays bare the criminalization of race enacted every day in US immigration courts and detention centers. She uses a performance studies perspective to show how the theatrical concept of mise-en-scène offers new insights about immigration law and the absurdist dynamics of carceral space. Castañeda draws upon her experiences in immigration trials as an interpreter and courtroom companion to analyze the scenography - lighting, staging, framing, gesture, speech, and choreography - of specific rooms within the immigration enforcement system. Castañeda’s ethnographies of proceedings in a “removal” office in New York City, a detention center courtroom in Texas, and an asylum office in the Northeast reveal the depersonalizing violence enacted in immigration law through its embodied, ritualistic, and affective components. She shows how the creative practices of detained and disappeared people living under acute duress imagine the abolition of detention and borders. Featuring original illustrations by artist-journalist Molly Crabapple, Disappearing Rooms shines a light into otherwise hidden spaces of law within the contemporary deportation regime.     Abstract: This open access book examines warranty obligations in western France during the central Middle Ages. Warranty refers to the commitments that an individual undertook when alienating property to protect the transfer from outside challenge, and to provide compensation if they failed to defend a transaction successfully. The subject has never received a full-length study before, meaning that scholars’ interpretation of warranty is marred by a number of untested generalisations. Warranty has generally only been viewed as a thirteenth-century development owing to the influence of Roman law and changes in family structure. This book, therefore, considers the evidence for warranty in western France en masse, starting with the first appearance of warranty clauses in documents in the 1040s up until the compilation of vernacular lawbooks in the 1270s. This book opens a window onto legal practice in the central Middle Ages, raising questions about wider processes of legal change. It emphasises the importance of lordship, in particular, when it comes to making sense of how and why warranty obligations developed the way they did. It thus challenges the prevailing explanatory narratives invoked by scholars when discussing warranty, and invites us to ask questions about the sorts of stories we tell when looking at legal change. Combining documentary and prescriptive lawbooks, along with a rich corpus of case material, this book offers a comprehensive account of a little-studied phenomenon, one that can elucidate much larger interpretative questions that are central to French legal history.

In search of some pathway toward consensus, Evil Twins and the Ultimate Insight: Ayn Rand, Vladimir Nabokov, and the Polarized Politics of Reading looks to the works of two iconic Russian-American writers whose literary rivalry mirrors the rift between political parties in the U.S. The matchup has all the markings of an evil-twin narrative, pitting Rand, the muse of libertarian conservatism, against Nabokov, the trickster-genius of the Western canon. Their mid-century novels afford a rare opportunity to arbitrate, by proxy, American political grievances and resolve, in print, its electoral dysfunction. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

This paper seeks to identify the attractiveness factors of the public service in the French regions and across the member countries of the European Union, particularly within a context of major trends in public employment that are constantly changing. The first section aims to shed light on the attractiveness of the French public service in French regions, through a mostly qualitative focus on four regions (Grand Est, Hauts-de-France, Île-de-France, Normandy). These regions are facing, in whole or in part, difficulties in attracting, recruiting, and retaining their public employees. The second section, in addition to a better understanding of the major trends affecting public employment across the European Union and OECD member countries and the implications for the Human Resources (HR) function, explores the measures implemented by other administrations in OECD member countries as well as the private sector to develop or adapt their human resources policies in order to better plan attractiveness efforts.

    Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

    Abstract: Policies aimed at reducing the environmental impact of human activities have important consequences for labour markets, jobs, and skills. As employment is shifting towards more sustainable activities, workers are increasingly expected to have skills that support the transition to a greener economy. Assessing and anticipating emerging skill needs is crucial to avoid bottlenecks and sustain the green transition. This report sheds light on existing methods to measure changes in skill demand and supply related to the green transition through an in-depth review of practices in five OECD countries (Australia, Austria, France, Norway and Sweden). It also identifies best practice on how to feed information on changing skill needs into policies, notably in the areas of employment, career guidance, education and adult learning.

    Abstract: The United States, the world’s largest economy, has made progress in reducing several environmental pressures while maintaining one of the highest Gross Domestic Products per capita in the world. It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: This report addresses housing inequities through a series of analytical chapters and case studies. The cross-country chapters examine the effects of the COVID-19 pandemic on housing demand, develop a proposal for a green land value tax, evaluate the dynamics between fiscal autonomy and housing supply responsiveness, as well as explore the drivers of inter-regional migration. The case studies unravel the changes of Korea's progressive national property tax and a programme to address regional imbalances, assess the impact of the US property tax system on housing, dive into Norway's property taxation in relation to inequality, as well as survey Belgium's approaches to housing policy. With a blend of empirical data and critical analysis, the report underscores the pressing need for comprehensive strategies in addressing housing inequities. It also offers insights for policymakers and scholars, highlighting the complex balance between national and local housing policies.
