Abstract: At a time when the legitimacy of democracies is in question, calls to improve the quality of public debate and deliberative democracy are sweeping the social sciences. Yet, real deliberation lies far from the deliberative ideal. Theorists have argued that linguistic and cultural differences foster inequality and impede democratic deliberation. In this empirical study, the author presents the collective practices of political translation, which help multilingual and culturally diverse groups work together more democratically than homogeneous groups. Political translation, distinct from linguistic translation, is a set of disruptive and communicative practices developed by activists and grassroots community organizers in order to address inequities hindering democratic deliberation and to entreat powerful groups to work together more inclusively with disempowered groups. Based on ten years of fieldwork, Political Translation provides the first systematic comparative study of deliberation under conditions of linguistic difference and cultural misunderstandings.

Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees.

Abstract: "When South Africa finally held its first democratic elections in 1994, the country had a much higher poverty rate than in other countries at a similar level of development. This was the legacy of apartheid. Twenty years later, poverty was still widespread. Seekings and Nattrass explain why poverty has persisted in South Africa since 1994. They demonstrate who has and who has not remained poor, how public policies both mitigated and reproduced poverty, and how and why these policies were adopted. Their analysis of the South African welfare state, labour market policies and the growth path of the South African economy challenge conventional accounts that focus only on 'neoliberalism'. They argue, instead, that policies were, in important respects, social democratic. They show how social democratic policies both mitigate and reproduce poverty in contexts such as South Africa, reflecting the contradictory nature of social democracy in the global South"..

Abstract: Do Evangelical activists control the Republican Party? Do secular activists control the Democratic Party? In Godless Democrats and Pious Republicans, Ryan Claassen carefully assesses the way campaign activists represent religious and non-religious groups in American political parties dating back to the 1960s. By providing a new theoretical framework for investigating the connections between macro social and political trends, the results challenge a conventional wisdom in which recently mobilized religious and Secular extremists captured the parties and created a God gap. The new approach reveals that very basic social and demographic trends matter far more than previously recognized and that mobilization matters far less. The God gap in voting is real, but it was not created by Christian Right mobilization efforts and a Secular backlash. Where others see culture wars and captured parties, Claassen finds many religious divisions in American politics are artifacts of basic social changes. This very basic insight leads to many profoundly different conclusions about the motivations of religious and non-religious activists and voters.

Abstract: This book argues that nationalist violence in developed countries is the product of unresponsive political elites and nationalists blocked from attracting supporters through legal channels. Political elites are prone to ignoring a regional polity when their clout in that region is negligible and they do not rely on the region's support to maintain their positions of power. Conversely, when nationalists cannot make inroads through legal channels, incentives for violence are ripe. Thus, when nationalists in postwar Europe found elites unresponsive, it was state repression that helped radicals build a new group of support around militant action. The larger this new constituency legitimizing violence grew, the longer the conflict lasted. The book elucidates this complex dynamic through a deft combination of theoretical modeling, statistical methods and comparative case studies from the Basque Country, Catalonia, Corsica, Northern Ireland, Sardinia and Wales.

Abstract: The twenty-first century has seen a further dramatic increase in the use of quantitative knowledge for governing social life after its explosion in the 1980s. Indicators and rankings play an increasing role in the way governmental and non-governmental organizations distribute attention, make decisions, and allocate scarce resources. Quantitative knowledge promises to be more objective and straightforward as well as more transparent and open for public debate than qualitative knowledge, thus producing more democratic decision-making. However, we know little about the social processes through which this knowledge is constituted nor its effects. Understanding how such numeric knowledge is produced and used is increasingly important as proliferating technologies of quantification alter modes of knowing in subtle and often unrecognized ways. This book explores the implications of the global multiplication of indicators as a specific technology of numeric knowledge production used in governance.

Abstract: "Belonging, Solidarity and Expansion in Social Policy examines processes of social policy formation and shifting solidarities from the perspective of the actors most affected. Using the examples of nineteenth century mutual benefit societies in the UK and Germany, and EU level social policy, it shows empirically how actors are able to shift their solidarities towards strangers and reveals the argumentative patters concerning such a transformation. The book's innovative research programme provides theoretical and empirical insights on the question regarding the relationship of belonging and social policy. It offers a new theory on the formation of redistributive preferences based on an approach combining theories of solidarity and structural incentives. The analysis shows how these preferences are shaped by available institutional alternatives, cost-benefit-calculations and identity-oriented interests, and thus offers new empirical evidence on how individuals are able to reintegrate wider identities and align their solidarities also at the European level"--

Laudani documents the appearance of 'disobedience' in the political lexicon from ancient times to the present, and explains the word's manifestations, showing how its semantic wealth transcended its liberal interpretations in the 1960s and 1970s. Abstract: Through richly detailed anthropological case studies of the rural economics and administrative policies in Burkina Faso, and reassessment of current models of conflict, resource management and modern administration, this book explores the current political, economic and social transformation of Western Africa. Ethnic tensions, the case studies suggest, are a strategic part of social and economic local relations - a pattern that is repeated when ethnic stereotyping finds its way into the higher echelons of national administration and of international development cooperation. Conflicts are shown to be ethnicized by local and administrative elites, creating screens impenetrable to those involved in the states' formal administration, and behind which informal local economies thrive. In these 'concealed economies' individuals exploit the ethnic divide by hiding friendly and profitable inter-ethnic relations behind a rhetoric of ethnic tensions and staged conflict. Cultivating ties across ethnic divides is not limited, however, to rural relations but becomes common practice at almost all levels of national and civil administration. Andreas Dafinger is Associate Professor of Social Anthropology at the Central European University, Budapest. He has worked on Burkina Faso for almost twenty years.

Abstract: Inspired by the events leading up to the overthrow of Doctor Hastings Kamuzu Banda's Life Presidency, this book explores the deep logic of Malawi's political culture as it emerged in the colonial and early post-colonial periods. It draws on archival sources from three continents and oral testimonies gathered over a ten-year period provided by those who lived these events. Power narrates how anti-colonial protest was made relevant to the African majority through the painstaking engagement of politicians in local grievances and struggles, which they then linked to the fight against white settler domination in the guise of the Central African Federation. She also explores how Doctor Banda (leader of independent Malawi for thirty years), the Nyasaland African Congress, and its successor, the Malawi Congress Party, functioned within this political culture, and how the MCP became a formidable political machine. Central to this process was the deployment of women and youth to cut across parochial politics and consolidate a broad base of support. No less important was the deliberate manipulation of history and the use of rumor and innuendo, symbol and pageantry, persecution and reward. It was this mix that made people both accept and reject the MCP regime, sometimes simultaneously. Joey Power is professor of history at Ryerson University, Toronto, Ontario.

Abstract: The advance of economic globalization has led many academics, policy-makers, and activists to warn that it leads to a 'race to the bottom'. In a world increasingly free of restrictions on trade and capital flows, developing nations that cut public services are risking detrimental effects to the populace. Conventional wisdom suggests that it is the poorer members of these societies who stand to lose the most from these pressures on welfare protections, but this new study argues for a more complex conceptualization of the subject. Nita Rudra demonstrates how and why domestic institutions in developing nations have historically ignored the social needs of the poor; globalization neither takes away nor advances what never existed in the first place. It has been the lower- and upper-middle classes who have benefited the most from welfare systems and, consequently, it is they who are most vulnerable to globalization's race to the bottom

Abstract: People decide about political parties by taking into account the preferences, values, expectations, and perceptions of their family, friends, colleagues, and neighbours. As most people live with others, members of their households influence each other's political decisions. How and what they think about politics and what they do are the outcomes of social processes. Applying varied statistical models to data from extensive German and British household surveys, this book shows that wives and husbands influence each other; young adults influence their parents, especially their mothers. Wives and mothers sit at the centre of households: their partisanship influences the partisanship of everyone else, and the others affect them. Politics in households interacts with competition among the political parties to sustain bounded partisanship. People ignore one of the major parties and vary their preference of its major rival over time. Election campaigns reinforce these choices.

Abstract: The profound transformations that preceded the downfall of Communism originated in Poland and Hungary, but played out in strikingly different ways. Hungary led through economic reform, Poland through open political struggle. Analysis of these transformational variants yields important insights into systemic change, marketization, and democratization. This book shows how these changes were possible in authoritarian regimes as, over time, state and society became mutually vulnerable, neither fully able to dictate the terms of engagement. For Poland this meant principled confrontation; for Hungary, innovative accommodation. This book argues that different conceptual frameworks and strategies of persuasion account for these divergences in virtually identical institutional settings. Seleny traces the different political-institutional residues which, in both Hungary and Poland, now function as constraining or enabling legacies. In particular, she demonstrates that state socialist legacies account for salient differences between these two new capitalist democracies, and now condition their prospects in the European Union.

Abstract: More than a quarter of century after the end of the war in 1975, the Lao leadership is still in search for a compelling nationalist narration. Its politics of culture and representation appear to be caught between the rhetoric of preservation and the desire for modernity. Meanwhile, originating from the periphery where ethnic minorities had hitherto been symbolically, politically and administratively confined, the participation of some of their members in the Indochina Wars (1945-75) exposed these individuals to socialization and politicization processes. This rigorously researched and cogently argued book is a fine-grained analysis of substantial ethnographic material, showing the politics of identity, the geographies of memory and the power of narratives of some members of ethnic minority groups who fought during the Vietnam War in the Lao People's Liberation Army and/or were educated within the revolutionary administration. No study has ever been conducted on the latter's views on the national(ist) project of the late socialist era. Their own perceptions of their membership of the nation have been overlooked. Post-War Laos is a set to be a landmark study, and an original contribution which refines established theories of nationalism, such as Anderson's 'imagined community', by addressing a common weakness: namely, their tendency to deny agency to individuals, who in fact interpret their relationship to, and place within, the nation in a variety of ways that may change according to time and circumstance.

Hearing the Other Side examines this theme in the context of the contemporary United States. It is unique in its effort to link political theory with empirical research. Drawing on her empirical work, Mutz suggests that it is doubtful that an extremely activist political culture can also be a heavily deliberative one.

Abstract: This book analyzes the triumphs and failures of the Castro regime in the area of race relations. It places the Cuban revolution in a comparative and international framework and challenges arguments that the regime eliminated racial inequality or that it was profoundly racist. Through interviews, historical materials, and survey research, it provides a balanced view. The book maintains that Cuba has not been a racial democracy as some have argued. However, it also argues that Cuba has done more than any other society to eliminate racial inequality. The contemporary outlook of the book demonstrates how much of Cuban racial ideology was unchanged by the revolution. Thus, the current implementation of market reforms and in particular tourism has exacerbated racial inequalities. Finally, it holds that despite these shortcomings, the regime remains popular among blacks because they perceive their alternatives of the US and the Miami Exile community to be far worse.

Abstract: A new theory of ethnic cleansing based on the most terrible cases (colonial genocides, Armenia, the Nazi Holocaust, Cambodia, Yugoslavia, Rwanda) and cases of lesser violence (early modern Europe, contemporary India, and Indonesia). Murderous cleansing is modern, 'the dark side of democracy'. It results where the demos (democracy) is confused with the ethnos (the ethnic group). Danger arises where two rival ethno-national movements each claims 'its own' state over the same territory. Conflict escalates where either the weaker side fights because of aid from outside, or the stronger side believes it can deploy sudden, overwhelming force. Escalation is not simply the work of 'evil elites' or 'primitive peoples'. It results from complex interactions between leaders, militants, and 'core constituencies' of ethno-nationalism. Understanding this complex process helps us devise policies to avoid ethnic cleansing in the future.

Abstract: In the last two decades, the study of social stereotypes and prejudice has become one of the central interests in social psychology in particular. One reflection of this growing interest is the focus on shared stereotypes and prejudices. The primary reason for this development is the recognition that stereotypes and prejudice play a determinative role in shaping intergroup relations. In situations of conflict, they are simultaneously outcomes of the accumulated animosity between the involved groups and also feed on the continuation of the conflict by furnishing the cognitive-affective basis for the experienced mistrust by the parties. In spite of this recognition, no systematic analysis of the stereotypes and prejudice was carried out in real situations. This book tries to rectify this by applying a general and universal conceptual framework to the study of the acquisition and development of stereotypes and prejudice in a society involved in an intractable conflict.

Abstract: Why do ethnic riots break out when and where they do? Why do some governments try to prevent ethnic riots while others do nothing or even participate in the violence? In this book, Steven I. Wilkinson uses collected data on Hindu-Muslim riots, socio-economic factors and competitive politics in India to test his theory that riots are fomented in order to win elections and that governments decide whether to stop them or not based on the likely electoral cost of doing so. He finds that electoral factors account for most of the state-level variation in Hindu-Muslim riots: explaining for example why riots took place in Gujarat in 2002 but not in many other states where militants tried to foment violence. The general electoral theory he develops for India is extended to Ireland, Malaysia and Romania as Wilkinson shows that similar political factors motivate ethnic violence in many different countries.

Abstract: The book presents a unique combination of the study of contemporary and historical practices between Asia and Europe and brings forth some of the latest thinking on the subject. Recent debates have centered primarily on contemporary aspects of the Europe-Asia partnership in terms of international relations and economic linkages. The present volume complements this political and economic interest in Europe-Asia relationship by focusing on the academic, social and cultural connections between the two regions. The contributions in this volume have a contemporary focus but contextualize the themes within a historical perspective. They deal with academic discourses on the region, on modernity and entrepreneurship; they discuss the long-term exchange of knowledge in specific scientific fields; and they focus on the cultural interconnections in the area of film, literature and migration. The originality of this book lies in its interdisciplinary approach to the question of Asia-Europe and in its emphasis on the multifaceted complexity of the relationship between these two regions. Abstract: This book presents ten alarmingly candid interviews by some of the most prominent members of what co-editors Carol M. Swain and Russ Nieli warn is a growing White Nationalist movement. The ten people interviewed in this volume make statements that are sure to shock, amuse, challenge, and provoke the typical reader. Their remarks are of particular interest, Swain and Nieli believe, for understanding how the many race-conscious whites who lie outside the integrationist consensus on racial issues in America view developments that have taken place in the United States since the Civil Rights movement. If current trends continue, the authors predict, these ideas will become more common, especially as whites become a diminishing portion of the US population. They claim that the claims of white nationalists need to be aired in open, public forums, where they can be vigorously challenged and subjected to refutation.

Abstract: Abortion, divorce, and the family: how did the state make policy decisions in these areas in Argentina, Brazil, and Chile during the last third of the twentieth century? As the three countries transitioned from democratic to authoritarian forms of government (and back), they confronted challenges posed by the rise of the feminist movement, social changes, and the power of the Catholic Church. The results were often surprising: women's rights were expanded under military dictatorships, divorce was legalized in authoritarian Brazil but not in democratic Chile, and no Latin American country changed its laws on abortion. Sex and the State explores these patterns of gender-related policy reform and shows how they mattered for the peoples of Latin America and for a broader understanding of the logic behind the state's role in shaping private lives and gender relations everywhere.

Abstract: Studies of social movements and of political parties have usually treated them as separate and distinct. In fact they are deeply intertwined. Social movements often shape electoral competition and party policies; they can even give rise to new parties. At the same time, political parties and campaigns shape the opportunities, personnel, and outcomes of social movements. In many countries, electoral democracy itself is the outcome of social movement actions. This book, first published in 2003, examines the interaction of social movements and party politics since the 1950s, both in the United States and around the world. Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

Abstract: Since so few people appear knowledgeable about public affairs, one might question whether collective policy preferences revealed in opinion surveys accurately convey the distribution of voices and interests in a society. This study, the first comprehensive treatment of the relationship between knowledge, representation, and political equality in opinion surveys, suggests some surprising answers. Knowledge does matter, and the way it is distributed in society can cause collective preferences to reflect disproportionately the opinions of some groups more than others. Sometimes collective preferences seem to represent something like the will of the people, but frequently they do not. Sometimes they rigidly enforce political equality in the expression of political viewpoints, but often they do not. The primary culprit is not any inherent shortcoming in the methods of survey research. Rather, it is the limited degree of knowledge held by ordinary citizens about public affairs. Accounting for these factors can help better appreciate thepossibilities for using opinion polls to represent the people's voice.

Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. Abstract: Feminist analysis shows that the prevailing concepts of citizenship often assume a male citizen. How, then, does this affect the agency and participation of women in modern democracies? Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. Abstract: This book, first published in 2000, is a full-length study of the representation of deceit and lies in classical Athens. Dr Hesk traces the ways in which Athenian drama, democratic oratory and elite prose-writing construct and theorize a relationship between dishonesty and civic identity. He focuses on the ideology of military trickery, notions of the 'noble lie' and the developing associations of rhetorical language with deceptive communication. Deception and Democracy in Classical Athens combines close analysis of Athenian texts with lively critiques of modern theorists and classical scholars. Athenian democratic culture was crucially informed by a nuanced, anxious and dynamic discourse on the problems and opportunities which deception presented for its citizenry. Mobilizing comparisons with twentieth-century democracies, the author argues that Athenian literature made deception a fundamental concern for democratic citizenship. This ancient discourse on lying highlights the dangers of modern resignation and postmodern complacency concerning the politics and morality of deception.

Abstract: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

Abstract: Eliz Sanasarian's book explores the political and ideological relationship between non-Muslim religious minorities in Iran and the state during the formative years of the Islamic Republic to the present day. Her analysis is based on a detailed examination of the history and experiences of the Armenians, Assyrians, Chaldeans, Jews, Zoroastrians, Bahais and Iranian Christians, and describes how these communities have responded to state policies regarding minorities. Many of her findings are constructed out of personal interviews with members of these communities. While the book is essentially an empirical study, it also highlights more general questions associated with exclusion and marginalization and the role of the state in defining these boundaries. This is an important and original book which will make a significant contribution to the literature on minorities and to the workings of the Islamic Republic.

Abstract: Fundamentalism, Sectarianism, and Revolution is a major comparative analysis of fundamentalist movements in cultural and political context, with an emphasis on the contemporary scene. Leading sociologist S. N. Eisenstadt examines the meaning of the global rise of fundamentalism as one very forceful contemporary response to tensions in modernity and the dynamics of civilization. He compares modern fundamentalist movements with the proto-fundamentalist movements which arose in the 'axial civilizations' in pre-modern times; he shows how the great revolutions in Europe which arose in connection with these movements shaped the political and cultural programmes of modernity; and he contrasts post-Second World War Moslem, Jewish and Protestant fundamentalist movements with communal national movements, notably in Asia. The central theme of the book is the distinctively Jacobin features of fundamentalist movements and their ambivalent attitude to tradition: above all their attempts to essentialize tradition in an ideologically totalistic way. Eisenstadt has won the Amalfi book prize.
