    Abstract: This book presents a systematic overview and assessment of the impacts of politics on the media, and of the media on politics, in authoritarian, transitional and democratic regimes in Russia, Spain, Hungary, Chile, Italy, Great Britain, Germany, Japan, the Netherlands, and the United States. Its analysis of the interactions between macro- and micro-level factors incorporates the disciplinary perspectives of political science, mass communications, sociology and social psychology. These essays show that media's effects on politics are the product of often complex and contingent interactions among various causal factors, including media technologies, the structure of the media market, the legal and regulatory framework, the nature of basic political institutions, and the characteristics of individual citizens. The authors' conclusions challenge a number of conventional wisdoms concerning the political roles and effects of the mass media on regime support and change, on the political behavior of citizens, and on the quality of democracy.

    Abstract: Societies work best where citizens trust their fellow citizens, work cooperatively for common goals, and thus share a civic culture. The accumulation of reciprocal trust, as demonstrated by voluntary efforts for the creation of common goods, builds social capital and contributes to effective government. This volume advances the study of social capital across chronological and geographical space. It examines voluntary associations, comparatively and cross-culturally, as important indicators of citizen readiness for civic engagement. An important conclusion, along the way, is that social capital may not be continuous, or endure. Several of the authors wonder if the accumulation and diminution of social capital will prove cyclical. Or has there been a societal deterioration as we enter a more anonymous age? This book is ultimately about the pattern of social and civic interactions in past times, and how these patterns may no longer exist.

    Abstract: In his study Modernity and the Holocaust, Zygmunt Bauman contrasts the hopes and expectations of the modernising world of the nineteenth century with the real outcomes of the twentieth century, where the very conditions of modernity have led to the mass destruction of humanity and of those early hopes for the betterment of humankind. This volume explores the possibilities left to those once modernising societies, not only in terms of the worlds they have constructed but also in discerning the novel conditions which the closure of modernity entails. That closure, in part the completion of industrialisation and the social order that went with it, and in part the dislocation of the kinds of social knowledge used to understand it, has raised profound and disturbing questions about the character of this brave new world and the ways in which its governance and the goal of the good society can be understood. This volume explores some of the current vicissitudes of modernity, especially in relation to the crises of the political, and the political consequences of new technologies.

    Abstract: This book examines how national and ethnic identities are being reforged in the post-Soviet borderland states. The first chapter provides a conceptual and theoretical context for examining national identities, drawing in particular upon post-colonial theory. The rest of the book is divided into three parts. In Part I, the authors examine how national histories of the borderland states are being rewritten especially in relation to new nationalising historiographies, around myths of origin, homeland, and descent. Part II explores the ethnopolitics of group boundary construction and how such a politics has led to nationalising policies of both exclusion and inclusion. Part III examines the relationship between nation-building and language, especially with regard to how competing conceptions of national identity have informed the thinking of both political decision-takers and nationalising intellectuals, and the consequences for ethnic minorities. Such perspectives on nation-building are illustrated with substantive studies drawn from the Baltic states, Ukraine, and Belarus, Transcaucasia, and Central Asia.

    Abstract: Public choice or rational politics differs from other approaches to the study of political behavior in that it builds on models in which rational individuals seek to advance their own interests. This five-part volume surveys the main ideas and contributions of the field. It contains twenty-five essays written by thirty scholars, both economists and political scientists, from North America and Europe. Part I discusses the nature and justification for the existence of government and various forms it can take, including mixed, private, and public institutions, international organizations, federalisms, and constitutional governments. Part II examines the properties of different voting rules and preference aggregation procedures. Part III explores multiparty systems, interest groups, logrolling and political business cycles. The individual decisionmaker is the focus of Part IV, with surveys of the experimental literature on individual behavior, and why people vote as they do. The final section applies public-choice reasoning to bureaucracy, taxation, and the size of government.

    Abstract: This eminently readable 1994 collection of high-quality, country-specific essays on Third World politics provides, through a variety of well-integrated themes and approaches, an examination of 'state theory' as it has been practised in the past, and how it must be refined for the future. The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies. States may help mould, but are also continually moulded by, the societies within which they are embedded. States' capacities, further, will vary depending on their ties to other social forces. And other social forces will be capable of being mobilised into political contention only under certain conditions. Political contention pitting states against other social forces may sometimes be mutually enfeebling, but at other times, mutually empowering.

    Abstract: Factionalism is an important force of social transformation, and this volume examines how factional competition in the kinship and political structures in ancient New World societies led to the development of chiefdoms, states and empires. The case studies, from a range of New World societies, represent all levels of non-egalitarian societies and a wide variety of ecological settings in the New World. They document the effects of factionalism on the structure of particular polities: for example, how it might have led to the growth of social inequality, or to changing patterns of chiefly authority, or to state formation and expansion, or institutional specialisation. Reacting against the conventional wisdom, which stresses how little attention the general public pays to political issues and the lack of consistency in their opinions, the studies presented in this book redirect attention to the processes of reasoning that can be discerned when people are confronted with choices about political issues. These studies demonstrate that ordinary people are in fact capable of reasoning dependably about political issues by the use of judgmental heuristics, even if they have only a limited knowledge of politics and of specific issues.

    Abstract: Francisco Vitoria was the earliest and arguably the most important of the Thomist political philosophers of the Counter-Reformation. Not only did he write important essays on civil and ecclesiastical power, but he became celebrated for his defence of the new world Indians against the imperialism of his own master, the King of Spain. Vitoria's political works are thus of great importance for an understanding both of the rise of modern absolutism, and the debate about the emergent imperialism of the European powers. His works are also unusually accessible, since they survive mainly in the form of 'relectiones', or summaries delivered at the end of his lecture courses on law and theology at the University of Salamanca. Translated here into English for the first time, these texts comprise the core of Vitoria's thought, and will be of interest to specialists in political theory and the history of ideas, ecclesiastical history, and the history of early modern Spain.     Abstract: A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

    Abstract: It has become something of an orthodoxy of contemporary sociology that modern democratic industrial societies are essentially alike, and that they are confronted by uniform challenges, whether industrial (strikes and demonstrations), social (the 'crisis of the welfare state'), or political. In this important collection of studies Professor Birnbaum asserts, however, that the very existence of differentiation, challenge such a hypothesis. Linking historical and sociological investigation, Birnbaum argues that it is only through divergent state-formation that regional and national state variations in, for example, industrial conflict, policing or ideological configuration can be explained. His analysis of the influence of each type of state upon the development of various collective action and mobilisation processes establishes the crucial importance of the state as a quasi-independent variable.

    Abstract: Following the publication of the book by E. R. Leach, ed., Aspects of Caste in South India, Ceylon and North-West Pakistan (1960), much additional information was gathered on caste hierarchies in South Asia, and two major attempts were made to identify the underlying unity of this material - a structuralist one by Louis Dumont and a ethnosocialogical one by McKim Marriott et al. This quest for unity seemed attractive, yet at the same time, as the contributions to the present volume indicate, premature. The four papers collected here and published in 1982 are all concerned with caste ideology and caste interaction in different locales of South Asia.
