Abstract: This study deals with a constitutional principle of the EU: the rule of law. The EU Treaties leave no doubt that the rule of law is a universal value on which the Union is founded. This value is not bound to remain internal; EU external relations should also be guided by the principle. However, a lack of conceptual and legal clarity on the principle makes it uncertain how it guides external relations. 0The basic question this study poses is therefore what the role of the rule of law is in EU external relations. 0More specifically, this study analyses this role by focussing on the external dimension of EU migration and asylum policy. Over the years the EU has developed this external dimension of an originally internal policy field. Measures such as externalising border control, readmission of migrants to third states or mobility opportunities for third country nationals have been promoted. This relatively new area of EU external relations is characterised by a high degree of operational and human rights sensitive activities. For example, Frontex, the EU border agency, operates beyond Europe`s borders, sometimes on the basis of undisclosed working arrangements with third States

Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe

Abstract: "The current crisis in Ukraine has revealed a striking lack of background knowledge about Ukraine's history and politics among West European politicians, journalists, intellectuals and even many academics. In this book, experts from Poland, Ukraine, the US, Russia and Western Europe fill the gap between an omnipresent and easily available narrative about Russia and a scarce, scattered knowledge about Ukraine. They show what history and political science can offer for a better understanding of the crisis and provide insights, which are based on reliable Ukrainian, Russian, Polish and Turkish sources and confidential interviews with key actors and advisors. Rather than offering easy answers, the authors present facts and knowledge, which enables the reader to make up his own informed opinion"--

Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making. Abstract: Intersecting Interregionalism moves beyond narrow understandings of regions and interregionalism that dominate the research field by focusing on the polymorphous nature of the concepts under study, theoretical advances and the empirical challenges ahead. Written by leading experts in the field, the ultimate aim of the book is to contribute to a more relevant and nuanced comparative research agenda on interregionalism in Europe and elsewhere. The volume is divided into two parts. The first provides an overview of several distinctive theoretical perspectives, with particular emphasis on the dynamic relationship between regions and interregionalism. The second part of the book uncovers the diversity of regional actors and institutions that are engaged in the creation of contemporary interregionalism. The EU is used as an entry point and detailed case studies explore the role of EU member states, the Council, the Commission, the European Parliament and the Court of Justice, in order to map out a patchwork of intersecting interregionalisms around the world

Abstract: Family policy variation in Europe is still enormous and there is very limited knowledge about the publics´ attitudes toward family-policy measures in a comparative perspective. Monika Mischke addresses this research gap by combining a profound analysis of existing family-policy measures with a thorough analysis of public attitudes. Based on institutional theory, which argues that institutions structure the process of orientation, the empirical analysis sheds light on the relationship between the current family-policy setup, the social context, and public attitudes toward particular family-policy measures in 12 countries of the European Union. The results demonstrate that the social context needs to be taken into account in order to improve our understanding of attitudinal variation among different countries and family-policy contexts. Moreover, the author points out that only a few patterns of social polarization are quasi universal, whereas many others are specific to individual countries or certain groups of countries. Contents Theoretical background and literature review Family policies in Europe - a cluster analysis Family policy, contextual features, and public opinion. Social cleavages within European welfare states Target Groups Scholars and students of social policy, sociology, political science, and social work Practitioners involved in policy making and evaluation, interest groups, and welfare organizations The Author Monika Mischke holds a PhD in sociology from the University of Mannheim and is currently working as a postdoctoral research fellow and lecturer at Siegen University

Abstract: The European Union is the world's most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU's front of formal rules lies a thick network of informal governance practices. If not the EU's rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations

Abstract: The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.

Abstract: The EU has limited legislative competence in the field of social law. However, the Member States are increasingly modernizing social services and social (welfare) protection, attempting to make social services more efficient by increasingly looking to the market for the provision of such services. This policy move brings social services into the radar of EU law. The EU response to this sensitive issue has resulted in a piecemeal and fragmented approach towards the treatment of a new policy area of Social Services of General Interest (SSGI) in EU law and policy. This book is a first contribution towards charting how SSGI have emerged as a special category of SGI in the EU, the reaction of the Member States and stake-holders and how policy is being made through new governance processes, carve-outs and safe havens in legislation and soft law, especially in the light of the new values of the EU introduced by the Treaty of Lisbon 2009. It takes an inter-disciplinary approach and will be of interest to lawyers, economists and political scientists who are interested in EU policy-making as well as practioners, EU and national policy-makers.

Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style. Abstract: European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated interaction, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots. Abstract: Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making

Abstract: The publication aims to familiarize students of public policy with the precautionary principle, which plays a vital role in the European Union’s approach toward regulating risks. The precautionary principle contends that policy makers should refrain from actions having a suspected risk of causing harm to the public and/or the environment. However, the precautionary principle only provides guidance to policy makers but does not prescribe specific policy responses. Therefore, there should be variation in the way the principle is applied. Furthermore, precautionary measures are, in principle, of a provisional nature, suggesting that they are likely to be subject to changes over time. This book is thus interested in shedding light on how the precautionary principle is put into practice and to what extent precautionary measures become modified. Empirically, it focuses on how the EU has regulated the use of growth hormones in meat production, the cultivation of genetically modified corn and the use of Stevia-based sweeteners in foods and beverages. The main theoretical argument advanced by this study is that the way in which the original regulatory standards were formulated affects whether and how they are changed. By placing particular emphasis on the relevance of scientific evidence for the (re-)definition of precautionary measures, the book is expected to appeal to both academics and practitioners

    Abstract: Thomas König
Abstract: In ten years 80 per cent of the legislation related to economics, maybe also to taxes and social aff airs, will be of Community origin. This declaration has been largely quoted, paraphrased and deformed by different authors, creating a persistent myth according to which 80% of the legislative activity of the national legislatures would soon be reduced to the simple transposition of European norms. This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the democratic deficit debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization. All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Beside that general statement, the various chapters propose a deep insight on EU constraint over national legislation, providing much information on the kind of laws and policies that are Europeanized, the evolution of this process through time, the impact of Europeanization on the balance of powers and the relations between majority and opposition at national level, the strategies developed by national institutions in that context, and many other issues, making the book of interest to academics and policy-makers concerned with Europeanization and national legislation.

Abstract: Signifying Europe provides a systematic overview of the wide range of symbols used to represent Europe and Europeanness, both by the political elite and the broader public. Through a critical interpretation of the meanings of the various symbols—and their often contradictory or ambiguous dimensions—Johan Fornäs uncovers illuminating insights into how Europe currently identifies itself and is identified by others outside its borders. While the focus is on the European Union’s symbols, those symbols are also interpreted in relation to other symbols of Europe. Offering insight into the cultural dimensions of European unification, this volume will appeal to students, scholars and politicians interested in European policy issues, cultural studies and postnational cultural identity.

Note: "How do influential social ideas contribute to global governance? This book takes an original approach to international relations by looking at the way social ideas help to portray the world in a particular way. Jonathan Joseph begins by analysing the role of important concepts such as globalisation, global civil society, social capital, networks and risk; then examines the role these concepts play in the discourse of international organisations. Using the concept of governmentality, he argues that contemporary social theories help justify contemporary forms of governance. By comparing organisations like the EU and the World Bank, Joseph investigates the extent to which these ideas are influential in theory and in practice"-- Provided by publisher. , Includes bibliographical references and index

Abstract: Having often been framed in terms of security concerns, migration issues have simultaneously given rise to issues of insecurity: on the one hand, security of borders, political, societal and economic security/insecurity in the host country; one the other, social, legal and economic concerns about human security, with regard to both EU citizens and migrants entering Europe. In terms of state security, migration is a core target of increasingly globally networked surveillance capabilities, whilst with respect to human security, it exposes the gap between the protections that migrants formally enjoy under international law and the realities they experience as they travel and work across different countries. Drawing on the latest research from across the EU, "Security, Insecurity and Migration" explores the concerns of states with regard to migration and the need to protect the fundamental rights of migrants. An interdisciplinary examination of the issues of security and insecurity raised by migration for states, their citizens and migrants themselves, this book will be of interest to scholars of politics, sociology and geography researching migration, race and ethnicity, human and state security and EU politics and policy.

Rezen

Abstract: Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto -or veto threat- has been employed in treaty negotiations of the past two decades. As he explains, the importance of veto power in treaty negotiations is one of the features that distinguishes the EU from other international organizations in which exit and expulsion threats play a greater role. At the same time, the prominence of veto power means that bargaining in the EU looks more like bargaining in a federal system. Slapin's findings have significant ramifications for the study of international negotiations, the design of international organizations, and European integration

Abstract: This book provides in-depth and innovative analysis of the minimum wage in Europe. The authors explore its role and scope within the enlarged EU, and address the question of whether there should be harmonization between the individual member states or even a common EU minimum wage. They also examine the impact of the minimum wage at the national level, looking at trends and effects through case studies of specific policy issues and industrial sectors

Abstract: "European integration is one of the most ambitious and socially far-reaching developments in world politics and in world economics. Against growing opposition and despite increasing social heterogeneity, the European Union continues to expand and to acquire new competences. But to what extent is the self-proclaimed ""ever closer union among the peoples of Europe"" a social reality? In which ways is the political European project anchored in social developments? How does social change impinge upon political integration? Societal trends in multi-cultural, multi-ethnic, multi-lingual and socially diverse Europe have never been studied systematically. Handbook of European Societies: Social Transformations in the 21st Century sets to rectify this neglect of societal developments in Europe, providing a groundwork for the sociology of European integration. The book portrays social life and social relations in the enlarged Europe, and gives a perspective on the European Union as an evolving social entity. Handbook of European Societies is a pioneering source book analyzing the current social patterns on the continent. It covers a representative selection of major topics of social concern and sociological relevance, such as Collective Action, Consumption, Identity, Power Structure, Sexuality, Stratification and Well-being. Each contribution probes key developments in a strictly comparative manner. The Handbook thus offers a detailed look into the intricacies of the national societies of Europe and into the prospect of an emerging European society. The Editors have enlisted leading researchers to synthesize existing knowledge and to make use of many different data sources in a straight-forward style. The contributions stay away from jargon, simple labeling and sweeping assertions. Instead, they provide solid and accessible information on a wide variety of social trends and processes within and across European societies."

Abstract: Abstract: "A continent moving west?" explores the expansion of migration from countries in Eastern Europe following their accession to the European Union. Fifteen expertly authored chapters address head-on what the consequences of large-scale migration have been since 2007. The analysis is conducted for both origin countries, notably Poland, Romania and Bulgaria, and destination countries, including the UK, the Netherlands and Norway. Particular attention is given to labour market impacts, while also discussing migration policies emerging throughout the continent. Overall, this book testifies to how many of the migration patterns so far generated are temporary, circular or seasonal, thus warranting the label 'incomplete' or 'liquid'. Yet, the fluid nature of such movements is expected to continue, making forecasts for future migration - and its repercussions - highly unreliable. One thing is clear. Conventional notions of migration as a one-way, permanent or long-term process are increasingl

Abstract: In the 2009 elections, the European centre-right emerged victorious, thus affirming its political domination in contemporary European politics. The aim of this book is not to provide an analysis of the factors that contributed to the EPP's political prevalence. Instead, it is to help this large political family maintain its vigour of political thought and policy prescriptions. The book provides a forum for prominent centre-right thinkers to debate the major European problems of our times, with particular emphasis on the management of the financial crisis and the next institutional steps regard
