    Abstract: The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. Against this backdrop, the book proposes to advance a truly global IR understanding of the post-hegemonic world, and weaves together the pluralist and multi-disciplinary perspectives of scholars located all around the world. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking - thus bringing the role of multilateralism back to the discussion.

    Abstract: Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public-private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations at the local, urban, sub-regional, subnational, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of ‘local’ and ‘global’ are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent an opportunity and a challenge for the study of both public administration and policy studies. The contributors to this Handbook advance their analysis beyond the methodological nationalism of mainstream approaches to re-invigorate policy studies and public administration by considering policy processes that are transnational and the many new global spaces of administrative practice.

    Abstract: Even before the Ukrainian crisis, neither Russia nor the EU were content with their relationship. Despite economic interdependence, strategic partnership, official declarations of belonging culturally and historically to the same "European family" and in spite of Russia’s stated interest in establishing an economic community stretching from Lisbon to Vladivostok, the two actors found it difficult to agree on important issues. The conflicted atmosphere between the EU and Russia has three main dimensions: normative issues, energy relations, and the shared neighborhood, with the latter being particularly salient after the launch of the Eastern Partnership (EaP) in 2009. The former Soviet space is at the core of Russian foreign policy. Moscow’s special interest in this area results from economic factors, diaspora issues, and, most importantly, from its perceived security need. Obsessed by a fear of being encircled by enemies, Russia sees its hegemony over the former Soviet republics as paramount to the protection of its own borders. Therefore, the rapprochement of any other actor towards this region is regarded with high suspicion. Against this background, Vasile Rotaru analyzes EU-Russia relations with a particular emphasis on the impact of the EaP on Moscow’s relations with Brussels. He argues that the EaP represented a turning point in EU-Russia relations, determining Moscow to revise its attitude towards the Union. Rotaru explains that, even if the EaP was Brussels’ initiative, the Partnership met the aspirations of the six former Soviet republics. Moreover, despite its opposition towards the EU’s initiative, Russia itself acted involuntarily as a propeller of the EaP. By aiming to keep the former Soviet republics close, Moscow often conducts an assertive, aggressive policy in the "near abroad." This strategy, however, had mostly opposite effects, causing Russia’s neighbors to look elsewhere for support of their sovereignty. From this perspective, the rapprochement of Moldova, Belarus, Ukraine, and the three Caucasus republics with the EU has not been determined only by Brussels’ prosperity and soft-power attractiveness but also by existential fears in the former Soviet republics.

    Abstract: Is a global institutional order composed of sovereign states fit for cosmopolitan moral purpose? Cosmopolitan political theorists challenge claims that states, nations or other collectives have ultimate moral significance. They focus instead on individuals: on what they share and on what each may owe to all the others. They see principles of distributive justice - and increasingly political justice - applying with force in a global system in which billions continue to suffer from severe poverty and deprivation, political repression, interstate violence and other ills. Cosmopolitans diverge widely, however, on the institutional implications of their shared moral view. Some argue that the current system of competing sovereign states tends to promote unjust outcomes and stands in need of deep structural reform. Others reject such claims and contend that justice can be pursued through transforming the orientations and conduct of individual and collective agents, especially states. This volume brings together prominent political theorists and International Relations scholars — including some skeptics of cosmopolitanism — in a far-ranging dialogue about the institutional implications of the cosmopolitan approach. Contributors offer penetrating analyses of both continuing and emerging issues around state sovereignty, democratic autonomy and accountability, and the promotion and protection of human rights. They also debate potential reforms of the current global system, from the transformation of cities and states to the creation of some encompassing world government capable of effectively promoting cosmopolitan aims.

    Abstract: This Handbook—one of a new series—sets out to describe the current state of the art in International Political Theory, and to advance this discourse into new areas. A key feature of the Handbook is the way in which its contributors engage with “real politics”: although the importance of developing so-called ideal theory is acknowledged in several chapters, the main emphasis of the book is on an engagement with empirical data and real-world politics. Conventional distinctions such as that between “critical theory” and “problem-solving theory” are challenged—the underlying contention is that, ultimately, all theory is problem-solving, and an emphasis on norms and normative theory cannot be understood as separate from so-called positive International Relations Theory.     Abstract: "How has race shaped Canada's international encounters and its role in the world? How have the actions of politicians, diplomats, citizens, and non-governmental organizations reflected and reinforced racial power structures in Canada? In this book, leading scholars in Canadian international relations grapple with these complex questions, destabilizing conventional understandings of Canada in the world. Dominion of Race exposes how race thinking--normalizing racial differences and perpetuating them through words and actions that legitimize a discriminatory system of beliefs--has informed priorities and policies, positioned Canada in the international community, and contributed to a global order rooted in racial beliefs. Four themes develop throughout the volume: the relationship between empire, identity, and liberal internationalism; the tensions between individual, structure, theory, and practice; the mutual constitution of domestic and international spheres; and the notion of marginalized terrain and space. While the contributors reconsider familiar topics, including the Paris Peace Conference and Canada's involvement with the United Nations, they also enlarge the scope of Canada's international history by subject, geography, and methodology.     Abstract: Statements of resolve - in which leaders indicate that their country is committed to a position and will not back down - are a fixture of international conflict. However, scholars have not agreed on how much these statements affect conflict outcomes or which conditions give them coercive credibility. Statements of Resolve argues that an important and underappreciated factor influencing the impact of resolved statements is the ability to follow through. Roseanne W. McManus explains how adversaries analyze a leader's ability to follow through on statements and shows that perceptions of the ability to follow through are influenced not only by military capabilities but also by less obvious domestic political conditions. Through rigorous statistical tests based on quantitative coding of US presidential statements and case studies of three Cold War conflicts, this book shows that resolved statements can effectively coerce adversaries, but only when a sufficient physical and political ability is present

    Abstract: This book depicts the sophisticated relationship between Russia and China as a pragmatic one, a political marriage of convenience. Yet at the same time the relationship is stable, and will remain so. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations

    Abstract: This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

This precipitated a new regional order in which six external protagonists--the United States, Russia, Iran, Saudi Arabia, Turkey, and Qatar--have violently competed for influence, with Syria a key battleground. Drawing on a plethora of original interviews, Phillips constructs a new narrative of Syria's war. Without absolving the brutal Bashar al-Assad regime, the author untangles the key external factors which explain the acceleration and endurance of the conflict, including the West's strategy against ISIS. He concludes with some insights on Syria and the region's future"--

    Abstract: This volume focuses on interpreting the changing domestic and regional dynamics in the Arab world and Iran. Its chapters discuss an array of countries, events, actors, and issues - from an examination of the Arab Spring and the Tunisian democratic transition, to an exploration of the role of Saudi-Iranian geostrategic rivalry, to the impact of ethnic and sectarian politics in Syria, Iraq, and across the region. Chapters from expert contributors are organized into three parts. The first section of the volume covers the aspects and dynamics of change in the Arab world. The second examines the role of Islam, Islamism, Islamic governance, and sectarian and ethnic politics in the region. The third section focuses on Iranian domestic and regional politics. Yet the theme of transition is constant throughout as this multidisciplinary book draws connections across countries and events to not only inform about the prevailing regional situation, but also to invite readers to draw their own conclusions as to the future of the Middle East. Collectively the volume provides a fresh interpretation of the changing dynamics of the Arab world and Iran, unpacking the complexities of the disputes, conflicts, rivalries, failed goals, and processes of change and development that have made the Muslim Middle East so turbulent, directionless, and perpetually contested by both regional and international actors.

    Abstract: This book presents a systematic collation of the regional and global dimensions of the leadership role of BRICS countries (Brazil, Russia, India, China and South Africa). It analyses the rising regional and global leadership of BRICS, using specific benchmarks to gauge the nature of this leadership. The elements examined include willingness to lead, the capacity to do as much, and the degree to which the given actor is accepted as a leader both within and beyond its region. The chapters in the book capture the nature of trends in regional and global leadership within the contexts of a changing international order. It is taken for granted that Brazil, Russia, India, China and South Africa are now engineering a unique pool of governance that is seeking alternatives to the current order of global economic and political affairs. The fact that these countries have jointly decided to forge ahead with the BRICS constellation of states that is now taking consequential decisions such as the creation of the BRICS’ New Development Bank, is not to be treated lightly. In this book the majority of papers take a step back and systematically analyse the real state of the leadership that is provided by the BRICS on a litany of regionally and globally relevant issues. While no one doubts the fact that these countries have the capacity to provide leadership especially in their various regions on many issues, what remains moot is whether they are willing and capable to do so at the global level. Even in those cases where there is the willingness and capacity, the book argues that the acceptance of such leadership by potential followers is not always a given. .

    Abstract: Whether in global markets, in the EU, or in international law - constitutions are long being formed beyond the state with severe consequences. In this post-democratic constitutionalism, a market-liberal program is given the status of an unquestionable consensus, reinforced by a higher-ranking law. Kolja Möller connects system theory, post-Marxist resources, and democracy theory to show, using different examples: Neither returning to national democracy nor spreading individual global citizen rights will improve this situation. Instead, a deposing power is needed to resolve the substantive over-formation of constitutions beyond the state. The new and critical constitutional theory thus created challenges the current diagnoses of declining status of democracy, and sheds a new light on the "democratic deficit" of globalization

    Abstract: "Critical Security Methods offers a new approach to research methods in critical security studies. It argues that methods are not simply tools to bridge the gap between security theory and security practice. Rather, to practice methods critically means engaging in a more free and experimental interplay between theory, methods and practice. This recognises that the security practices we research are often methods in their own right, as forms of surveillance, data mining, visualisation, and so on, and that our own research methods are themselves practices that intervene and interfere in those sites of security and insecurity. Against the familiar methdological language of rigour, detachment and procedural consistency, Critical Security Methods reclaims the idea of method as experiment. The chapters offer a series of methodological experimentations that assemble concepts, theory and empirical cases into new frameworks for critical security research. They show how critical engagement and methodological innovation can be practiced as interventions into diverse instances of insecurity and securitisation, including airports, drug trafficking, peasant struggles, biometrics and police kettling. The book will be a valuable resource for students and researchers in critical security studies, politics and international relations"--

    Abstract: This volume analyses the historical background of violent international conflicts. Starting with an analysis of the conflict and cooperation structures in post-communist Eastern Europe and the eastern expansion of the European Union, the author discusses the problem of acts of intervention in response to severe human rights violations, taking Kosovo, Libya and in a further text also Darfur, as examples. To analyse the subject of ethnonational autonomy and independence movements, the author presents case studies on Bosnia-Herzegovina, Belgium, Cyprus, on the Kurdish areas of Iraq, Iran, Syria and Turkey, on Israel/Palestine, on China with regard to Tibet and Xinjiang, and on the genocide of the Armenians in the Ottoman Empire. The classic subjects of inter-state security and armament policy include the controversy over the nuclear policies of Iran and North Korea, while the analysis of the changes in Russia’s political system focuses on their far-reaching consequences for international politics. This book will appeal to students and scholars of international relations and peace and conflict studies, as well as to practitioners and decision makers in the field of peace politics
