    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: This book examines how the interplay between globalization and the assertion of local identities is reshaping the political landscape of Africa. While defending their values against external forces, people simultaneously - and paradoxically - use the interconnectivity of global networks to maximize their particular interests. Focusing on the relation between national identity and state formation, the authors explore the far-reaching consequences of these contradictory dynamics. Although Africa shares many common trends with other parts of the world, it also displays distinctive features. A region characterized by the increased mobility of people, goods and ideas challenges some conventional assumptions of statecraft and also highlights the advantages of federalism - not merely as a constitutional option, but as a pragmatic device for managing diversity and holding fragile states together. The book further explores emerging types of state formation in the same political space, as exemplified by the combination of elements of a kingdom, an independent state and a national power base in the province of KwaZulu-Natal and the careful crafting of an alternative state within a state by the Solidarity Movement in South Africa.

    Abstract: Schon vor 50 Jahren kämpfte Afrika um seine Kunst, die während der Kolonialzeit massenweise in europäische Museen gelangt war. Und es fand durchaus Unterstützung im Westen. Am Ende jedoch war der Kampf nicht nur vergebens, er wurde auch erfolgreich vergessen gemacht. Auf der Grundlage von unzähligen unbekannten Quellen aus Europa und Afrika erzählt Bénédicte Savoy die gespenstische Geschichte einer verpassten Chance, einer Niederlage, die heute mit umso größerer Wucht auf uns zurückschlägt. Afrikas Bemühungen um seine in der Kolonialzeit nach Europa verbrachte Kunst sind keineswegs neu. Schon bald nach 1960, als 18 ehemalige Kolonien die Unabhängigkeit erlangten, wurde von afrikanischen Intellektuellen, Politikern und Museumsleuten eine ungeheure Dynamik in Gang gesetzt. In ganz Europa suchten daraufhin Politikerinnen und Politiker, Journalisten, Akademiker und einige Museumsleute einen Weg, afrikanische Kulturgüter im Sinne einer postkolonialen und postrassistischen Solidarität zurückzugeben. Die Argumente aber, mit denen andere versuchten, die Forderungen aus Afrika zu entkräften und Lösungen zu verhindern, ähneln auf frappierende Weise denen von heute. Schließlich verlief alles im Sand. „Gebt koloniale Raubkunst zurück! Dafür engagiert sich Bénédicte Savoy. In ihrem Buch zeigt die Kunsthistorikerin nun, dass ihr Kampf ein alter ist. Schon in den 1960er-Jahren drängten die neu gegründeten Staaten Afrikas auf eine Rückführung – erfolglos.     Abstract: The author carves out the entanglements of jihadist ideology and warfare with geographical concepts at Africa’s periphery of the Islamic world: geographical knowledge about the boundary between the "Land of Islam" and the "Land of War"; the pre-colonial construction of "the Muslim" and "the unbeliever"; and the transfer of ideas between political elites and mobile actors (traders, pilgrims, slaves, soldiers), whose reports helped shape new definitions of the African frontier of Islam. Research for this book is based on the study of a very wide range of Arabic and West African (Hausa, Fulfulde) manuscripts. Their policies reveal the persistent reciprocity of jihadist warfare and territorial statehood, of Africa and the Middle East.

    Abstract: "China's rise to power has become one of the most discussed questions in both International Relations Theory (IRT) and Foreign Policy circles. Although power has been a core concept of IRT for a long time, the faces and mechanisms of power as it relates to Chinese foreign policy making has reinvigorated and changed the contours of that debate. With the rise of China and other powers across the global political arena comes a new visibility for different kinds of encounters between states, particularly between China and other Global South states. These encounters are made more visible to IR scholars now because of the increasing influence and impact that rising powers are making in the international system. This book shows foreign policy encounters between rising powers and Global South states do not necessarily exhibit the same logics, behaviors, or investment strategies of Euro-American hegemons. Instead, they have distinctive features that require new theoretical frameworks for their analysis. Shaping the Future of Power probes the type of power mechanisms that build, diffuse, and project China's power in Africa. It is necessary to take into account the processes of knowledge production, social capital formation, and skills transfers in Chinese foreign policy toward African states to fully understand China's power building mechanisms. These elements are crucial for the relational power framework to capture both the material aspects and ideational people-centered aspects to power.     Abstract: The 1998 attacks against US embassies in Nairobi and Dar es Salaam attest to al-Qaeda’s durable presence in Africa, yet Islamist-inspired radical organisations in the continent have gained much attention of late, the result of their campaigns of insurgent and terrorist violence directed against the state in Algeria, Somalia, Nigeria, Mali, Burkina Faso, Niger, Tanzania, Ethiopia, Uganda, Djibouti and Kenya. These groups include Al-Qaeda in the Islamic Maghreb, Harakat Al Shabaab, Boko Haram, the Movement for Oneness and Jihad in West Africa, and Ansar Dine. This book explains why the Idea of Jihad is alive and well in sub-Saharan Africa, even after more than thirty years of Western and global efforts to curtail it, and how most important organisations are formed by the interaction between the often under-estimated local and global dynamics. Stig Jarle Hansen has been researching African radical violent Islamism for more than fifteen years and is well placed to explain how and why such groups emerged, whether they manifest any specific traits compared with other violent Islamists, and what is likely to be their impact beyond the African continent. He also discusses the response of African and Western governments to this phenomenon.

In diesem Buch sind sieben Essays und Vorträge aus der Zeit vor 2009 versammelt, die grundsätzliche Themen behandeln wie die Verschleierungsfunktion des Wortes "Stamm", die Geschichte und gegenwärtige Bedeutung von Sklaverei, die afrikanischen Intellektuellen und ihr Verhältnis zur Sprachenvielfalt, zur Globalisierung und zu Massenvernichtungswaffen. Den Essays liegt "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde", was nicht bedeutet, dass die Tatsache von 50 durchaus unterschiedlichen afrikanischen Staaten und die vielfach noch bestehenden Diktaturen übergangen würden. - Das Buch mag als Hintergrundmaterial für die innerafrikanische Kritik an der Art der Dekolonisation und auch an der westlichen "Entwicklungshilfe" genutzt werden und wäre dann eine gute Ergänzung zur westlichen Kritik etwa bei V.     Abstract: Clara Usiskin has spent eight years investigating the ‘War on Terror’ and its effects in the East and Horn of Africa, documenting hundreds of cases of rendition, secret detention and targeted killings. As a result of her work exposing abuses carried out by regional governments and their international partners, Clara was deported from Kenya and Uganda and is currently persona non grata in both countries. Her book sets out the historical background to today’s covert war, including the early Somali jihads and British repression in colonial Kenya, through to the 1998 US Embassy Bombings in Nairobi and Dar es Salaam, and President Clinton’s early rendition programme. America’s Covert War in East Africa then looks at the US Military’s new Africa Command, with its emphasis on counterterrorism, alongside increasing use of targeted killings by security forces in the region, and continued renditions and secret detention. Finally, Usiskin investigates the shorter and longer term consequences of such intensive militarisation, and the proliferation of surveillance and other technologies of control in East Africa and its surrounding waters, focussing in particular on their impact on vulnerable ethnic and religious groups in a highly volatile region.

The essays selected by editors Jessica Johnson and George Hamandishe Karekwaivanane engage with topics at the cutting edge of contemporary scholarship across a wide range of disciplines. These include activism, land tenure, international legal institutions, and postconflict reconciliation. Building on recent work in sociolegal studies that foregrounds justice over and above concepts such as human rights and legal pluralism, the contributors grapple with alternative approaches to the concept of justice and its relationships with law, morality, and rights. While the chapters are grounded in local experiences, they also attend to the ways in which national and international actors and processes influence, for better or worse, local experiences and understandings of justice. The result is a timely and original addition to scholarship on a topic of major scholarly and pragmatic interest.

Als auf Dauer gestellter Ausnahmezustand führt er zur Erosion der liberalen Demokratie. Mbembes hochaktueller Essay spürt der Konsequenz dieser Erosion nach: der Ausbreitung autoritärer Regierungsformen. Er beschreibt die Bedingungen, unter denen heute die Fragen zum Verhältnis von Recht und Gewalt, Normalität und Ausnahmezustand, Sicherheit und Freiheit gestellt werden.     Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

To Live Freely in This World is the first book to tell the story of the brave activists at the beating heart of the sex workers' rights movement in Africa, the newest and most vibrant face of the global sex workers' rights struggle. African sex worker activists are proving that communities facing human rights abuses are not bereft of agency. They're challenging politicians, religious fundamentalists, and anti-prostitution advocates; confronting the multiple stigmas that affect the diverse members of their communities; engaging in intersectional movement building with similarly marginalized groups; and participating in the larger global sex workers' rights struggle in order to determine their social and political fate. By locating this counter-narrative in Africa, To Live Freely in This World challenges disempowering and one-dimensional depictions of degraded Third World prostitutes and helps fill what has been a gaping hole in feminist scholarship regarding sex work in the African context.     Abstract: This book is available as open access through the Bloomsbury Open Access programme and is available on www.bloomsburycollections.com. In order to think theoretically about our global age it is important to understand how the global has been conceived historically. 'Eurafrica' was an intellectual endeavor and political project that from the 1920s saw Europe's future survival - its continued role in history - as completely bound up with Europe's successful merger with Africa. In its time the concept of Eurafrica was tremendously influential in the process of European integration. Today the project is largely forgotten, yet the idea continues to influence EU policy towards its African 'partner'. The book will recover a critical conception of the nexus between Europe and Africa - a relationship of significance across the humanities and social sciences. In assessing this historical concept the authors shed light on the process of European integration, African decolonization and the current conflictual relationship between Europe and Africa.
