    Abstract: The Unfinished Politics of Race argues that the past few decades have seen important transformations in the politics of race. Contending that existing accounts have focused narrowly on the mainstream political sphere, this study argues that there is a need to explore the role of race more widely. By exploring the mainstream as well as transitional and alternative spheres of political mobilisation the authors stress the need to link the analysis of both local and national processes in order to make sense of the changing contours of racialised politics. The underlying concern of this study is to outline both a theoretical frame for an analysis of racial politics, and detailed empirical accounts of different arenas of political mobilisation. By exploring the unfinished politics of race, this study provides a timely reminder that the position of racial and ethnic minorities in political institutions remains deeply contested.

Using unique sources to highlight the daily lives of the young men and women of Lebanon's youth politics, Dylan Baun traces the political and cultural history of a diverse set of youth-centric organizations from the 1920s to 1950s to reveal how these youth movements played significant roles in the making of the modern Middle East. Outlining how youth movements established a distinct type of politics and populism, Winning Lebanon reveals that these groups both encouraged the political socialization of different types of youth, and, through their attempts to 'win' Lebanon - physically and metaphorically - around the 1958 War, helped produce sectarian violence.

    Abstract: Why do ethnic politics emerge in some ethnically diverse societies but not others? Focusing on sub-Saharan Africa, Dominika Koter argues that the prevailing social structures of a country play a central role in how politicians attempt to mobilize voters. In particular, politicians consider the strength of local leaders, such as chiefs or religious dignitaries, who have historically played a crucial role in many parts of rural Africa. Local leaders can change the electoral dynamics by helping politicians secure votes among people of different ethnicities. Ethnic politics thus can be avoided where there are local leaders who can serve as credible electoral intermediaries between voters and politicians. Koter shows that there is widespread variation in the standing of local leaders across Africa, as a result of long-term historical trends, which has meant that politicians have mobilized voters in qualitatively different ways, resulting in different levels of ethnic politics across the continent.

    Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa.     Abstract: The dissolution of the USSR marked also the end of the Communist party monopoly. However, its replacement by a working democracy is not assured. First a "civil society," built upon a pluralistic infrastructure, has to be established. This requires the achievement of a "law-based state," pluralism in the political arena, unshackled media, and freedom of religion. The distinguished experts in these fields, brought together in this book, question whether such an infrastructure is firm enough as yet to preclude reversion to an authoritarian system. Current development in Russia will have an incalculable impact on the international system.     Abstract: This analysis of the growth of welfare spending examines the relative impact of class and status groups versus demographic composition and political structures. Special attention is given to the role of the aged as representative of the importance of ascription and middle-class groups in welfare growth, and to the effect of welfare spending on income inequality. Aggregate cross-national data from the UN, ILO, and the World Bank are analysed and the conclusion is drawn that a large aged population, especially in combination with democratic political processes, is a direct and crucial influence on the level of welfare spending.
