    Kurzfassung: Until the 1980s, it was presumed that technical change in most communications services could easily be monitored from centralized state and federal agencies. This presumption was long outdated prior to the commercialization of the Internet. With the Internet, the long-forecast convergence of voice, video, and text bits became a reality. Legislation, capped by the Telecommunications Act of 1996, created new quasi-standards such as "fair" and "reasonable" for the FCC and courts to apply, leading to nonstop litigation and occasional gridlock. This book addresses some of the many telecommunications areas on which public policy makers, corporate strategists, and social activists must reach agreement. Topics include the regulation of access, Internet architecture in a commercial era, communications infrastructure development, the Digital Divide, and information policy issues such as intellectual property and the retransmission of TV programming via the Internet

    Kurzfassung: Annotation, MY LIFE IN THE SOUTH is Jacob Stroyer's absorbing first person account of his experiences of life as a slave. Jacob Stroyer was born into slavery in 1849 on a large plantation in South Carolina. In 1864 after the Civil War ended, Stroyer moved north and became an African Methodist Episcopal minister in Salem Massachusetts. Originally published in 1879, Stroyer's records his memories of his life in the south. While he describes his experiences and the burdens of life as a slave along with the severity of the discipline on a plantation, he also includes some of the customs of both slaves and their owners. This new and enlarged edition was printed in 1885 and is considered a valuable resource for all ages

    Kurzfassung: "Las reflexiones presentadas en este libro son producto de las ocho investigaciones ganadoras del concurso que abordan el tema del impacto social del Internet en los ámbitos de la cultura escolar (estudios de caso en Colombia, Chile y Argentina) y la gobernabilidad (estudios de caso en los gobiernos de Montevideo, Buenos Aires y las municipalidades de las comunidades chilenas de Rancagua, Puente Alto y El Bosque). Adicionalmente, la obra incluye la descripción de dos herramientas desarrolladas dentro del marco y con apoyo del concurso: la primera, elaborada en Colombia para medir el impacto social del Internet a partir de variables sociales (de género, escolaridad, acceso a los medios de comunicación, entre otras); la segunda, elaborada en Argentina, es una aplicación multimedia destinada a inducir una cultura de participación ciudadana en los niños a través de su relación con su entorno y comunidad local. Además, colaboran seis especialistas con artículos adicionales publicados aquí sobre los temas: derechos de autor e Internet, una propuesta de régimen de franquicias para telecentros, políticas públicas relevantes para el Internet, un análisis de la experiencia de la "Comunidad Virtual MÍSTICA", y una descripción del proyecto "Monitor de Políticas Internet en América Latina y el Caribe."

    Kurzfassung: "International business transactions are heavily influenced by culture,practice and rule. The pursuit of business relationships within nation-states can be subject to differences in the generation of norms and the processing of disputes, but these conflicts are magnified many times over in cross-border transactions where nation-state control and support is weak or absent. This book seeks different explanations of the ways in which business people and their legal advisers try to minimise the effect of these magnified difficulties. At the outset the editors suggest four sources through which the international business community might be considered to have supplemented nation-state conflict prevention and dispute resolution institutions - an international legal order; the development of a private normative order based on common business practices (denominated the lex mercatoria); through the efforts and work product of internationalised law firms, and by means of extensive, thick personal relationships often referred to by their Chinese term guanxi. Since most explanations are dominated by North American and European legal scholarship and practice, a second concern of this book is to open up the discussion to competing explanatory frameworks. Specifically, it develops the notion that global legal convergence may not be the immediate, inevitable result of increased global economic interaction. Rather, less formal mechanisms for achieving normative understanding and predictability in business dealings may also flourish."--Bloomsbury Publishing

    Kurzfassung: Die demographische Entwicklung in Deutschland in den nächsten Dekaden und die EU-Osterweiterung haben zu einer heftigen Debatte über die zu erwartenden Konsequenzen für die Wirtschaftsentwicklung und Wirtschaftspolitik Deutschlands geführt. Die hier zusammengefassten Tagungsbeiträge beschäftigen sich mit der Frage, welche Bedeutung die Arbeitskräftewanderungen in diesem Zusammenhang haben werden. So zeigt Henkel auf, wie dringend eine Zunahme der Einwanderung ist, soll der Abnahme der Erwerbsbevölkerung und der daraus erwachsenden Belastung der Sozialversicherungssysteme begegnet werden. -- Im Hinblick auf die Integration der Arbeitsmärkte im Zuge der EU-Osterweiterung verdeutlichen Brücker und Flaig, dass der Einfluss nicht-beobachteter, länderspezifischer Determinanten des Migrationsverhaltens große Unsicherheit bringt. Walwei argumentiert, die erwartete Zuwanderung begründe kein Nachlassen der Anstrengungen zur Stärkung des einheimischen Arbeitskräftepotentials, und Bonin widerspricht der Erwartung, dass die zukünftige Einwanderung die öffentlichen Haushalte belasten muss. Ein positiver Beitrag sei um so mehr zu erwarten, wenn es der Migrationspolitik gelänge, die Einwanderung überdurchschnittlich qualifizierter Arbeitskräfte zu erreichen. In der Frage möglicher positiver Wirkungen der Migration im Zuge erhöhter sozialer Mobilität der zuwandernden Arbeitsbevölkerung zeigt Dietz, inwieweit Unsicherheiten über den Aufenthaltsstatus oder formale Qualifikationsanforderungen einen sozialen Aufstieg von Immigranten behindert haben. Von Löffelholz schließlich schätzt, dass eine Intensivierung der bisherigen integrationspolitischen Maßnahmen sehr hohe soziale Netto-Erträge induzieren würde

    Kurzfassung: Southeast Asia is regarded as one of the birthplaces of modern humans. Recent genetic evidence shows that it was probably the entry point of modern humans from Africa into East Asia and Oceania. With the help of new markers X mostly from the Y-chromosome and mtDNA X several recent efforts have been made to study the populations of Southeast Asia, which have been somewhat neglected in the past. A new picture of the origin and migrations of modern humans in this region is quickly emerging.
