    Abstract: Khawaja Sira of Pakistan are a heterogeneous group of marginalized gender nonconforming individuals who defy traditional notions of gender and sexuality. Based on ethnographic fieldwork in Lahore, Pakistan, Governing Thirdness provides important insights about the identity, marginalization and governance of the Khawaja Sira as they try to live an unliveable life. Taking a broad view of governance, this book includes a comprehensive analysis of governance of the Khawaja Sira across legal, social and administrative institutions. It also argues that labels like third gender and transgender fails to account for the gender fluid lives and multiple types of individuals who identify as Khawaja Sira, yet these categories, largely imported from the west, are used without much thought to govern this heterogeneous group

    Abstract: Arguing that demographic thought begins not with quantification but in attempts to control the qualities of people, Human Empire traces two transformations spanning the early modern period. First was the emergence of population as an object of governance through a series of engagements in sixteenth- and seventeenth-century England, Ireland, and colonial North America, influenced by humanist policy, reason of state, and natural philosophy, and culminating in the creation of political arithmetic. Second was the debate during the long eighteenth century over the locus and limits of demographic agency, as church, civil society, and private projects sought to mobilize and manipulate different marginalized and racialized groups - and as American colonists offered their own visions of imperial demography. This innovative, engaging study examines the emergence of population as an object of knowledge and governance and connects the history of demographic ideas with their early modern intellectual, political, and colonial contexts

    Abstract: How do memory and remembrance relate to the specific mode of transitional justice that lays emphasis on restoration? What is captured and what is obliterated in individual and collective efforts to come to terms with a violent past? Across this volume consisting of twelve in-depth contributions, the politics of memory in various countries are related to restorative justice under four headings: restoring trust, restoring truth, restoring land and restoring law. While the primary focus is a philosophical one, authors also engage in incisive analyses of historical, political and/or legal developments in their chosen countries.     Abstract: In the Middle Ages everyone, it seems, entered into some form of marriage. Nuns - and even some monks - married the bridegroom Christ. Bishops married their sees. The popes, as vicars of Christ, married the universal Church. And lay people, high and low, married each other. What united these marriages was their common reference to the union of Christ and Church. Christ's marriage to the Church was the paradigmatic symbol in which all the other forms of union participated, in superior or inferior ways. This book grapples with questions of the impact of marriage symbolism on both ideas and practice in the early Christian and medieval period. In what ways did marriage symbolism - with its embedded concepts of gender, reproduction, household, and hierarchy - shape people's thought about other things, such as celibacy, ecclesial and political relations, and devotional relations? How did symbolic cognition shape marriage itself? And how, if at all, were these two directions of thinking symbolically about marriage related?

    Abstract: This remarkable study develops a theoretical critique of contemporary discourses on secularism and assimilation, arguing that the perspective of assimilating distinct religious minorities by incorporating them into a secular and supposedly neutral public sphere may be self-subverting. To flesh out this insight, Jansen draws on the paradoxes of assimilation as experienced by the French Jews in the late 19th century through a contextualised reading of Proust's In Search of Lost Time. Sie verließen die Türkei aufgrund des Militärputsches von 1980, der Diskriminierung ihrer kurdischen und/oder alevitischen Identität oder des gescheiterten Gezi-Protests und erneuter Einschränkungen von Minderheitsgruppierungen im Musikleben. Kirsten Seidlitz untersucht, wie sie von Deutschland aus mit ihrem musikalischen Schaffen politisch kommentieren, inwiefern die deutsche Gesellschaft mit Musik erreicht, aufgeklärt und beeinflusst werden kann, und ob die in Deutschland produzierte Musik zurück in die Türkei gelangt.

    Abstract: Though the Beatles are nowadays considered national treasures, this book shows how and why they inspired phobia as well as mania in 1960s Britain. As symbols of modernity in the early sixties, they functioned as a stress test for British institutions and identities, at once displaying the possibilities and establishing the limits of change. Later in the decade, they developed forms of living, loving, thinking, looking, creating, worshipping and campaigning which became subjects of intense controversy.     Abstract: American political observers express increasing concern about affective polarization, i.e., partisans' resentment toward political opponents. We advance debates about America's partisan divisions by comparing affective polarization in the US over the past 25 years with affective polarization in 19 other western publics. We conclude that American affective polarization is not extreme in comparative perspective, although Americans' dislike of partisan opponents has increased more rapidly since the mid-1990s than in most other Western publics. We then show that affective polarization is more intense when unemployment and inequality are high; when political elites clash over cultural issues such as immigration and national identity; and in countries with majoritarian electoral institutions. Our findings situate American partisan resentment and hostility in comparative perspective, and illuminate correlates of affective polarization that are difficult to detect when examining the American case in isolation

    Abstract: Why do Americans have such animosity for people who identify with the opposing political party? Jaime E. Settle argues that in the context of increasing partisan polarization among American political elites, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public. Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized, quantified blend of politically informative 'expression', 'news', and 'discussion' seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically. The inherent features of Facebook, paired with the norms of how people use the site, heighten awareness of political identity, bias the inferences people make about others' political views, and foster stereotyped evaluations of the political out-group

    Abstract: Over the last years, kollektiv orangotango has gathered more than 40 counter-cartographies from all over the world. As the first of its kind, this collection shows how maps are created and transformed as part of political struggles, for critical research, or in art and education: from indigenous struggles in the Amazon to the anti-eviction movement in San Francisco, from defending commons in Mexico to mapping refugee camps with balloons in Lebanon, from slums in Nairobi to squats in Berlin, from supporting communities in the Philippines to accusing sexual harassment in Cairo. This Is Not an Atlas seeks to inspire, to document the underrepresented, and to be a useful companion for those seeking to become counter-cartographers themselves.

    Abstract: "Niccolò Machiavelli is the most prominent and notorious theorist of violence in the history of European political thought - prominent, because he is the first to candidly discuss the role of violence in politics; and notorious, because he treats violence as virtue rather than as vice. In this original interpretation, Yves Winter reconstructs Machiavelli's theory of violence and shows how it challenges moral and metaphysical ideas. Winter attributes two central theses to Machiavelli: first, violence is not a generic technology of government but a strategy that tends to correlate with inequality and class conflict; and second, violence is best understood not in terms of conventional notions of law enforcement, coercion, or the proverbial 'last resort', but as performance. Most political violence is effective not because it physically compels another agent who is thus coerced; rather, it produces political effects by appealing to an audience. As such, this book shows how in Machiavelli's world, violence is designed to be perceived, experienced, remembered, and narrated"...

    Abstract: This book uses an intersectional approach to analyze the impact of the experience of race on Afro-Brazilian political behavior in the cities of Salvador, São Paulo, and Rio de Janeiro. Using a theoretical framework that takes into account racial group attachment and the experience of racial discrimination, it seeks to explain Afro-Brazilian political behavior with a focus on affirmative action policy and Law 10.639 (requiring that African and Afro-Brazilian history be taught in schools). It fills an important gap in studies of Afro-Brazilian underrepresentation by using an intersectional framework to examine the perspectives of everyday citizens. The book will be an important reference for scholars and students interested in the issue of racial politics in Latin America and beyond

    Abstract: Frontiers of Citizenship is an engagingly-written, innovative history of Brazil's black and indigenous people that redefines our understanding of slavery, citizenship, and the origins of Brazil's 'racial democracy'. Through groundbreaking archival research that brings the stories of slaves, Indians, and settlers to life, Yuko Miki challenges the widespread idea that Brazilian Indians 'disappeared' during the colonial era, paving the way for the birth of Latin America's largest black nation. Focusing on the postcolonial settlement of the Atlantic frontier and Rio de Janeiro, Miki argues that the exclusion and inequality of indigenous and African-descended people became embedded in the very construction of Brazil's remarkably inclusive nationhood. She demonstrates that to understand the full scope of central themes in Latin American history - race and national identity, unequal citizenship, popular politics, and slavery and abolition - one must engage the histories of both the African diaspora and the indigenous Americas

    Abstract: American violence is schizophrenic. On the one hand, many Americans support the creation of a powerful bureaucracy of coercion made up of police and military forces in order to provide public security. At the same time, many of those citizens also demand the private right to protect their own families, home, and property. This book diagnoses this schizophrenia as a product of a distinctive institutional history, in which private forms of violence - vigilantes, private detectives, mercenary gunfighters - emerged in concert with the creation of new public and state forms of violence such as police departments or the National Guard. This dual public and private face of American violence resulted from the upending of a tradition of republican governance, in which public security had been indistinguishable from private effort, by the nineteenth-century social transformations of the Civil War and the Market Revolution

    Abstract: Who watches over the party-state? In this engaging analysis, Maria Repnikova reveals the webs of an uneasy partnership between critical journalists and the state in China.     Abstract: An innovative examination of American society, culture, and politics, The Age of Charisma argues that the modern relationship between American leaders and followers grew out of a unique group of charismatic social movements prominent in the late-nineteenth and early-twentieth centuries. Drawing on hundreds of letters and testimonials, Jeremy C. Young illustrates how 'personal magnetism' in public speaking shaped society by enabling a shift from emotionally-inaccessible leadership to emotionally-available leadership. This charismatic speaking style caused a rapid transformation in the leader-follower relationship, creating an emotional link between speakers and listeners, and the effects of this social transformation remain with us today. Young argues that ultimately, charismatic movements enhanced American democracy by encouraging the personalization of leadership - creating a culture in which today's leaders appeal directly to Americans through mass media

    Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict

    Abstract: Race mixture, or mestizaje, has played a critical role in the history, culture, and politics of Latin America. Peter Wade draws on a multidisciplinary research study in Mexico, Brazil, and Colombia. He shows how Latin American elites and outside observers have emphasized mixture's democratizing potential, depicting it as a useful resource for addressing problems of racism (claiming that race mixture undoes racial difference and hierarchy), while Latin American scientists participate in this narrative with claims that genetic studies of mestizos can help isolate genetic contributors to diabetes and obesity and improve health for all. Wade argues that, in the process, genomics produces biologized versions of racialized difference within the nation and the region, but a comparative approach nuances the simple idea that highly racialized societies give rise to highly racialized genomics. Wade examines the tensions between mixture and purity, and between equality and hierarchy in liberal political orders, exploring how ideas and scientific data about genetic mixture are produced and circulate through complex networks

    Abstract: It is a little known fact that as early as the thirteenth century, Europe's political and religious powers tried to physically mark and distinguish the Jews from the rest of society. During the Renaissance, Italian Jews first had to wear a yellow round badge on their chest, and then later, a yellow beret. The discriminatory marks were a widespread phenomenon with serious consequences for Jewish communities and their relations with Christians. Beginning with a sartorial study - how the Jews were marked on their clothing and what these marks meant - the book offers an in-depth analysis of anti-Jewish discrimination across three Italian city-states: Milan, Genoa, and Piedmont.     Abstract: This is a revolutionary reinterpretation of the French past from the early fifteenth century to the establishment of the Third Republic, focused on public challenges and defenses of masculine hierarchy in relations between women and men. Karen Offen surveys heated exchanges around women's 'influence'; their exclusion from 'authority'; the increasing prominence of biomedical thinking and population issues; concerns about education, intellect, and the sexual politics of knowledge; and the politics of women's work. Initially, the majority of commentators were literate and influential men. However, as more and more women attained literacy, they too began to analyze their situation in print and to contest men's claims about who women were and should be, and what they should be restrained from doing, and why.     Abstract: The role of folk music, broadly defined, during the trying years of the Great Depression in the United States, 1929–40, with a particular focus on the role of left-wing political groups and individuals. The government promoted a labor and cultural renaissance through the "alphabet stew" of federal programs, employing Charles Seeger, John and Alan Lomax, and numerous others in collecting folk music. Performers such as Woody Guthrie, Lead Belly, Pete Seeger, and many others connected vernacular music with commercial outlets such as concerts, record companies, and radio shows. Members of the Communist Party, in particular, used folk music to promote labor unions, civil rights, and a peace movement. Folk music remained a vital part of popular culture throughout the Depression years into World War II. There is a particular focus on the role that folk music played in the clash between capitalism and the emerging grassroots proletarian movements

    Abstract: "Using a new approach to ethnicity that underscores its relative territoriality, Zeynep Bulutgil brings together previously separate arguments that focus on domestic and international factors to offer a coherent theory of what causes ethnic cleansing. The author argues that domestic obstacles based on non-ethnic cleavages usually prevent ethnic cleansing whereas territorial conflict triggers this policy by undermining such obstacles. The empirical analysis combines statistical evaluation based on original data with comprehensive studies of historical cases in Central and Eastern Europe as well as Bosnia in the 1990s. The findings demonstrate how socio-economic cleavages curb radical factions within dominant groups whereas territorial wars strengthen these factions and pave the way for ethnic cleansing. The author further explores the theoretical and empirical extensions in the context of Africa. Its theoretical novelty and broad empirical scope make this book highly valuable to scholars of comparative and international politics alike"...

Focusing on one of the most linguistically diverse territories in the British Empire, Rachel Leow explores the profound anxieties generated by a century of struggles to govern the polyglot subjects of British Malaya and postcolonial Malaysia. The book ranges across a series of key moments in the nineteenth and twentieth centuries, in which British and Asian actors wrought quiet battles in the realm of language: in textbooks and language classrooms; in dictionaries, grammars and orthographies; in propaganda and psychological warfare; and in the very planning of language itself. Every attempt to tame Chinese and Malay languages resulted in failures of translation, competence, and governance, exposing both the deep fragility of a monoglot state in polyglot milieux, and the essential untameable nature of languages in motion

    Abstract: Over half the world lives under authoritarian regimes. For these people, the opportunity to engage in politics moves outside the state's territory. Mobilising across borders, diasporas emerge to challenge such governments. This book offers an in-depth examination of the internal politics of transnational mobilisation. Studying Rwandan and Zimbabwean exiles, it exposes the power, interests, and unexpected agendas behind mobilisation, revealing the surprising and ambivalent role played by outsiders. Far from being passive victims waiting for humanitarian assistance, refugees engage actively in political struggle. From Rwandans resisting their repatriation, to Zimbabweans preventing arms shipments, political exiles have diverse aims and tactics. Conversely, the governments they face also deploy a range of transnational strategies, and those that purport to help them often do so with hidden agendas. This shifting political landscape reveals the centrality of transnationalism within global politics, the historical and political contingency of diasporas, and the precarious agency of refugees

    Abstract: "The early Soviet Union's 'nationalities policy' involved the formation of many national republics, within which 'nation building' and 'modernization' were undertaken for the benefit of 'backward' peoples. This book, in considering how such policies were implemented in Azerbaijan, argues that the Soviet policies were in fact a form of imperialism, with 'nation building' and 'modernization' imposed firmly along Soviet lines. The book demonstrates that in Azerbaijan, and more widely among western Turkic peoples, the Volga and Crimean Tatars, there were before the onset of Soviet rule long standing, well developed, forward looking, secular, national movements, which were not at all 'backward' and which had different visions to the Soviets. The book shows how in the period 1920 to 1940 the two different visions competed with each other, with eventually the pre-Soviet vision of Azerbaijani culture losing out, and the Soviet version prevailing. The book examines the details of this Sovietization of culture: in language policy and the change of the alphabet, in education, higher education and in literature. The book concludes by exploring how pre-Soviet Azerbaijani culture survived to a degree underground, and how it was partially rehabilitated after the death of Stalin and more fully in the late Soviet period"...Provided by publisher

    Abstract: In mid-1990s South Africa, apartheid ended, Nelson Mandela was elected president, and the country s urban black youth developed "kwaito" a form of electronic music (redolent of North American house) that came to represent the post-struggle generation. In this book, Gavin Steingo examines kwaito as it has developed alongside the democratization of South Africa over the past two decades. Tracking the fall of South African hope into the disenchantment that often characterizes the outlook of its youth today who face high unemployment, extreme inequality, and widespread crime Steingo looks to kwaito as a powerful tool that paradoxically engages South Africa s crucial social and political problems by, in fact, seeming to ignore them. Politicians and cultural critics have long criticized kwaito for failing to provide any meaningful contribution to a society that desperately needs direction. As Steingo shows, however, these criticisms are built on problematic assumptions about the political function of music. Interacting with kwaito artists and fans, he shows that youth aren t escaping their social condition through kwaito but rather using it to expand their sensory realities and generate new possibilities. Resisting the truism that music is always political, Steingo elucidates a music that thrives on its its radically ambiguous relationship with politics, power, and the state. - Gavin Steingo is assistant professor of music at the University of Pittsburgh.
