Abstract: The author examines the current Canadian approach to the recognition of the rights of Aboriginal peoples. The discussion focuses especially on the conceptual and legal problems at the centre of the Supreme Court's cultural discourse. The Court's approach to culture, “cultural distinctiveness” and “cultural rights” does not concord with current anthropological or historical conceptions of culture. With this approach Aboriginal cultural rights tend to appear “frozen in time”. The Court's cultural ideas are based in part on expert testimony (from the perspective of Aboriginal peoples, amongst others), on human rights and on public opinion, but they also have their own inherent logic. They are essentially oriented toward political questions surrounding the sovereignty of the Crown and the claims of indigenous peoples to self-determination. The cultural discourse of the Court is inseparable from the tension between the liberal politics of equality and the specific rights and claims of distinct peoples.

Abstract: This paper examines the prospects for the interactive governance of water and land use following an initiative to institutionalise integrated river basin management. Taking an institutionalist perspective it first presents river basin management as a tool for overcoming problems of spatial fit and institutional interplay over water and land use. A case study of the implementation of the EU Water Framework Directive in Germany then explores opportunities and requirements for governance in future water management. On the basis of these findings the paper tests the validity of the thesis that the success of EU policy reform depends on the degree of ‘fit’ with existing institutional structures and practices.

Abstract: This paper explores the interrelationships between urban land use, resource consumption and utility service provision with a study of brownfield regeneration from an infrastructure perspective. Drawing on recent research into the spatial strategies of utility companies following liberalisation and privatisation the paper identifies disused industrial sites as “cold-spots” of infrastructure systems where energy and water consumption has recently collapsed. A case study of Berlin analyses first the challenges facing the city’s three major utilities as a result of shifting patterns of resource consumption and over-capacity in parts of their networks. The second part examines the responses of the three utilities to these challenges in the context of recent institutional changes to infrastructure provision, examining how the utilities are moving towards greater spatial differentiation in their network management and what interest they have in brownfield regeneration.

Abstract: New studies on regionalism often regard border regions and cross-border cooperation as symbols of a new quality within international relations. Since this is seen as proof of the growing decentralization of political decision-making processes and the transnationalization of foreign relations, increasing political clout is being attributed to transboundary interaction. However, such research approaches tend to ignore existing dependencies and developments which strengthen the negative image of border regions as conflict-prone and problematic. At the same time, the handling of border policies continues to be dominated by classical security-related concerns and is still decided by traditional diplomatic stake-holders. Furthermore, new border-related questions surface, based on complex interdependencies between regional and national levels as well as in the supranational and international realms. In response, this study expands the general research parameters to determine the following questions: if and how decentralized border coalitions act within the range of binational relations; whether or not they can intervene independently; what influence they have on increasingly integrated foreign policies; and in which political arenas cooperation is most likely. Independent variables beyond the local and regional level are used as points of reference regarding lasting cross-border networks. These include the state of bilateral relations, national and transcontinental integration concepts, socio-cultural conditions, and the degree of political drive towards establishing binational multileveled networks. The German-Polish and the U.S.-Mexican border regions serve as case studies. The goal is to define the political playing field, and to outline the depth and limitations of border-regional coalitions beyond local and regional demands. Two unique policy-fields are analyzed security issues which are traditionally handled by state actors on the one hand, and infrastructure, regional development, and environmental issues on the other. Special attention is given to the different strategies of European and Northamerican integration initiatives and developments.

Abstract: This paper assesses and compares the experiences of 12 Objective 1 and 2 regions across the EU which conducted pilot projects on methods of promoting sustainable development by means of Structural Funds programmes. It demonstrates how the regions translated the concept of sustainable development into practical applications which are compatible with structural funding procedures, relevant to the needs of specific programme areas and acceptable to programme partnerships. The paper analyses their experiences in terms of developing new methodologies, redesigning programme objectives, adapting management tools and opening up procedures to greater participation and dialogue. A central argument is that the success of the efforts to promote sustainable development via structural funding depends to a considerable extent on the ability of those involved to address local or regional issues of concern, to build on existing procedures and objectives of programme management and to respect the institutional framework of operation.

Abstract: During the time of the Weimar republic, Adele Schreiber was one of the most famous women in Germany and could be found all the accounts by well-known German women. Due to the break in her life brought about by the threatening seizure of power by the National Socialists which forced her into exile, she became forgotten and by the end of the Second World War she had already disappeared into insignificance. The following work attempts not only to explore the life of Adele Schreiber itself, but also her position in the women's movement from the turn of the century onwards, the numerous inter-connections between the separate organisations and between Adele Schreiber and other fellow-activists. Adele Schreiber is among those women who fought in the front line of the women's movement from the turn of the century onwards. Having initially committed herself intensively, as a newcomer in Berlin in 1898, to the cause of introducing an insurance for women, she fought equally hard a short time later for women's suffrage and she became involved in the issues of maternity leave and child protection. But besides all her committed socio-political activities and her work as a journalist for the attainment of women's rights, Adele Schreiber was also politically active. As a member of the Reichstag for the SPD from 1920 onwards, she strived in the political arena for a legally effective acknowledgement and declaration of women as political entities. Even after she went into exile in Switzerland and Great Britain she followed vigilantly the political developments in Germany and throughout the world until her death in 1957.

Abstract: When they emigrated to Europe in the 60's and 70's, Moroccans brought with them their culture and their "diseases" ( caused by the the jinn that inhabit some of them). In Europe, most North African families will include someone who is undergoing this kind of disorder, with diverse manifestations (asthma, paralysis, epilepsy, "crises", sterility etc.) which, if left untreated, may be extremely serious and destructive, causing suffering and delinquent behaviour. In the film we follow two Moroccan women: Hind and Fatima who are looking to solve their problems caused by invisibles. They are visiting healers in Europe and Morocco. The healers "negotiate" with invisible forces and are using therapeutic rituals.

Abstract: In this Special Edition of Cockfighters: The Interviews, documentary filmmaker Stephanie J. Castillo has created a documentary which presents a non-judgmental, anthropological inquiry into the American subculture of cockfighting and game fowl breeding. We see five interviews with American cockfighters/game fowl breeders. They are asked to explain and show from their point of view What is cockfighting really and just who are cockfighters? A cockfighter's grandaughter, Castillo asked the 'cockers,' as they call themselves, to reveal the breadth and depth of their fascinating, controversial lifestyle spun around this American sport that has long been devalued and targeted for extinction by animal rights activists. Cockfighting is now banned in all states and has gone deeply underground. Castillo presents a multi-cultural view of the sport in America and an invaluable chronicle that expands one's understanding of cockfighters and captures the nuances lost on those who look no deeper than the cockpit.

Abstract: Trading Women enters the worlds of brothel owners, trafficked girls, voluntary sex workers, corrupt police and anxious politicians. Filmed in Burma, China, Laos, and Thailand, this is the first film to follow the trade in women in all its complexity and to consider the impact of this 'far away' problem on the gobal community. Narrated by Oscar-winning actress Angelina Jolie, the documentary investigates the trade in minority girls and women from the hill tribes of Burma, Laos and China, into the Thai sex industry. Filmed on location in China, Thailand and Burma, Trading Women follows the trade of women in all its complexity, entering the worlds of brothel owners, trafficked girls, voluntary sex-workers, corrupt police and anxious politicians. The film also explores the international community's response to the issue. The culmination of five years of field research, Trading Women is the first film to demonstrate to viewers the relationship of the trade in drugs to the trade of women. The film dispels common beliefs about the sex trade, such as: The problem is the parents - it's part of their culture to sell their daughters; The sex trade exists because of Western sex tours; and They sell their girls for TVs. We take the audience behind the tourist tales and stereotyped news coverage to reveal the reality behind the myths, said David A. Feingold, the noted documentarian who wrote and directed Trading Women. We show how much of what the audience thinks they know about the issue is much more complex than they imagined. Thirty years ago, there was a thriving sex industry in Thailand, but there were no minority girls in it - what happened? The film cites the destruction of the traditional upland economy by a combination of well-meaning development and opium suppression programs in Thailand, and civil unrest, economic dislocation, and political repression in Burma as the answer to this question. These environmental and political factors have resulted in threats to both the physical and cultural survival of the highland minorities. Today, while hill tribe girls are perhaps thirty percent of the total number of sex workers in Thailand, they are disproportionately represented relative to their total numbers in the population. Moreover, they are employed in the lowest, most exploitative part of the industry. Trading Women examines the choices that hill tribe women make, and how these choices are constrained by the economic and political conditions in which they find themselves. The documentary explores how the politics of Burma determines the supply of women to the sex industry in Thailand and how the lack of citizenship for hill tribe women puts them at a greater risk for trafficking. Trading Women also addresses the international response to the issue. We find that it is an issue that, in the words of one United Nations official generates 'far more heat than light', said Feingold. The United States has passed a law that would block World Bank loans or other non-humanitarian aid to any country that does not meet America's minimum standards for combating trafficking. Some believe this might be counter-productive - bringing little help to the victims and pushing the problem further underground, said Feingold. Trading Women conveys that this is not a simple issue with simple answers. It is an issue that affects the futures not only of young tribal women, but also of their communities.

Abstract: Shallalah Saghirah ('Little Waterfall') is a small village of about 20 households located in the Khanasser valley, in north Syria. The village has no electricity and still uses an ancient ganat system, using a 1,500-year old Byzantine 520 meter water tunnel, as its main source of water. However decades of migration and family conflicts have caused the tunnel's maintenance to be ignored. Muhammad Musa cleans the tunnel to safeguard the water supply. This renovation is part of an applied anthropological action research being implemented by ICARDA.

Abstract: This filmic offering by acclaimed director Prasanna Vithanage (Walls Within and Death on a Full Moon Day) is a poignant narrative of human displacement against the backdrop of the bitter, real-life conflict between the Sinhalese and Tamil people of Sri Lanka. The film traces the experience of three individuals, each of whom is affected by the war in different ways. Chamari enlists the aid of a London-based journalist to help locate her husband, a pilot who was captured by the Tamil Tigers; a young Muslim boy, Arfath, tries to keep his dog, even as his family joins thousands of other Muslims in a mass exodus to escape the conflict; and Dumida, a lonely young soldier, discovers that his sister has been working as a prostitute in a brothel that serves both Sinhalese and Tamil soldiers. All of these events, presented from a Sinhalese perspective, take place under the searing heat of a hot August sun and the weight of lengthy civil war. Abstract: Becoming a Man in Melanesia follows the epic ordeals of two young men who live on separate islands. And though they will never meet each other, they share a common, singular goal : to make the difficult passage into manhood. Each will face a grueling initiation ritual. To achieve this adult status in Melanesia, Junior from Kontu island in Papua has to capture a shark armed only with a lasso and a propeller, whereas Wabak from Pentecost island in Vanuatu has to jump from a wooden tower, his ankle bound with thick vines. Two ordeals, each with the same goal : becoming a man!.

A new village is being built a few kilometres away as a compensation for the population. The film focuses on the daily life of Aldeia da Luz, with its strong rural tradition and its prospect of change. From the negotiations to the construction of the new houses, the film shows how the authorities and the population try to recreate the village identity. The situation of the village of Aldaia da Luz reflects a mutating society.

Abstract: Cemeteries are not only places for the dead. They are also spaces in which the living interact with each other-- and with the dead. "Cultivating Death" depicts the different ways in which bereaved people remember and commemorate their deceased family members and friends, by visiting and tending their graves at a Victorian cemetery in London. It is a common belief in the West that the bereaved have to 'let go' and 'get over the loss' of their deceased kin, in order to return to a 'normal' life. In contrast to these cultural norms, many survivors maintain strong social relationships with their dead. "Cultivating Death" portrays some visitors of Kensal Green Cemetery in West-London, as they actively sustain these continuing bonds by arranging and tending the graves of their deceased, talking to them and bringing them gifts. They thereby speak frankly about this important aspect of their mourning for which the cemetery constitutes a unique environment.

Abstract: This simple but affecting documentary portrays a rural craftsman who makes a traditional Iranian percussion instrument called a daf. All able-bodied family members participate in the production, including a blind son, whom we see hitching a ride to market with his sister to purchase the sheep skins and wood planks used in the instrument's manufacture. A doctor visits the father's younger 3-1/2 year-old son, who has also lost his eyesight, and offers this advice 'Pray to God. Give to charity. Have ceremonies and have a dervish play the daf for him.' The greater part of the film focuses on the laborious work involved in the fabrication of daf and culminates in a rousing ritual for the ailing boy. The accomplished camerawork takes advantage of the surrounding scenery and local color. Sensitive individuals are warned of a brief but graphic segment of sheep being slaughtered.

Abstract: Filmed in a woman's restroom located in a public park in Iran's metropolitan center of Tehran, this documentary explodes Western stereotyping of women in Iran. The elder who runs the washroom offers a shoulder to cry on or tough love in a place where women, many of them especially marginalized because they are prostitutes, addicts or runaways, feel safe enough to remove their veils, and draw on cigarettes and their opinions on a wide range of subjects that men cannot hear them speaking about: sex, family abuse, relationships, drugs, religion and self-mutilation. The director (and admired actress) supplies the audience with an unflinching, detailed examination of the lives of the women who use the restroom as a gathering place. Mary Kerr, Programming Director of Silverdocs, highly praises the way private conversations establish community: "Never before have I been so surprised by a film's candor and honesty. The Ladies' Room is an amazing testament to Mahnaz Afzali's restraint as a filmmaker as she steps into the background and lets these women, who are second-class citizens in Iran, be themselves - totally unrestrained and surprisingly progressive." Abstract: Trading Women enters the worlds of brothel owners, trafficked girls, voluntary sex workers, corrupt police and anxious politicians.

Abstract: The historical and contemporary development of certain informal and formal articulations of Muslim social and political identities and forms of association in Muslim-majority and Arab societies has facilitated the emergence of a public sphere and limited the coercive power of state authority. This article suggests how a greater focus on religious ideas and forms of association can enhance the concept of the public sphere so that it better accounts for developments in these societies and in European societies themselves.

Abstract: The author discusses the discourse-theory of the so-called ‘Cambridge School’ (Quentin Skinner, John Pocock), which is favorably compared to alternative approaches in the field of the intellectual history of political thought. Some conceptual problems of this kind of discoursetheory are discussed and some remedies proposed, resulting in the formulation of a general model, which could be applied to contemporary debates, exemplified by a short analysis of the discursive situation of modern liberalism.

Abstract: This habilitation is examined the radical socioeconomic change in agrarian districts of East Germany and the impact of this modernisation process on the working and living conditions of families, and especially the young people. The study scrutinises the status passage of the young generation (16 to 18 year old school leavers) on the backround of the socioeconomic situation of their families. It takes into account the familial and life world context of the socialisation process and looks at the status passage from school to work as a process of translating the changing social conditions into patterns of value orientation, life course planning, and biography construction. Representative questionings and interviews of the young people and their parents are the empirical basis for this study. The special charm of this research project is the historical comparison with studies on life conditions and ways of life of young people in the GDR during the 70s.

Was evolviert?
Abstract: This thesis deals with the interrelations between nature and culture from the perspective of evolutionary theory. The theoretical starting point is an overall social-ecological model that focuses on the physical interactions between societies and their natural environments. This social-ecological approach aims to describe society-nature interactions without reverting to "naturalistic" or "culturalistic" reductions. Society is understood here to be a hybrid comprising symbolic as well as material elements. Thus, the approach proposed here seeks to bridge what Snow in his well-known book termed the "two cultures," namely the culture of the sciences and culture of the humanities. The first chapter of this thesis proposes an overall social-ecological framework that is positioned in these terms. Beginning with a description of three socio-ecological models, as proposed by scientists from three different disciplines -- Stephen Boyden a human ecologist, Maurice Godelier, a cultural anthropologist, and Rolf Peter Sieferle, an environmental historian -- I proceed to develop my own epistemological model of society-nature interactions that is both consistent with central concepts of the social sciences and compatible with a natural sciences perspective. Some of the hypotheses elaborated upon in the first chapter are then exposed to empirical testing, whereby the famous two-year enclosure experiment "Biosphere 2" serves as a social-ecological case study. The third chapter resumes the theoretical discussion, focusing however on the concepts themselves of society and culture. The question of whether a systems approach is useful for and compatible with a socio-ecological model is discussed from a conceptual as well as a terminological point of view, as is the position of such a theory with regard to cultural-anthropological and sociological theories. It is concluded that a systems model is useful and necessary in a limited sense, yet the leading difference/s between nature and culture is/are reconfirmed. The fourth chapter strives to develop a theory of cultural evolution, based upon the positions elaborated thus far and beginning with a classification and discussion of various attempts to adapt evolutionary thinking to society or culture. Key questions here include: What is evolution? What evolves? When is it possible to speak of cultural evolution? My work leads me to suggest the use of an abstract version of the Darwinian algorithm in combination with systems theory to develop a concept of cultural evolution. Finally, I draw conclusions regarding a possible theory of society-nature co-evolution. The potential for empirical realisation is explored and an attempt is made in summing up to define the conditions necessary for a transition towards sustainable development.

Abstract: Despite the substantial social and economic implications of the World Wide Web, there is still a surprising lack of empirical research on Web usage. Specifically, at the level of the individual user, little is known about key issues of Internet usage, such as the trajectory of change over time in the number of visits to Web sites, the degree of individual loyalty to Web sites, and the demographics that determine Web usage. In order to overcome this lack of research, we report in this dissertation the results of several interrelated studies of individual Web usage patterns of average citizens from the Pittsburgh area. This dissertation advances the research on individual Web usage by: - analyzing the impact of increasing Web site visiting opportunities on Web utilization rates of individual users, - employing session-based measures to data on individual Web usage in order to identify how Web users change the way they use the Web as their level of expertise increases, - analyzing whether different user groups also differ in loyalty to Web sites and whether users converge over time to a set of favorite Web sites, - specifically dealing with the issue of Web portal utilization to answer the question whether Web portal users are different from average Web users. We develop measures of Web usage that are particularly relevant from a business and public policy perspective. By applying these measures to longitudinal data on Web usage, we identify significant trends in individual Internet usage. For example, we reveal that individual Web usage is not distributed equally across subgroups of users. Web users can be clustered into four groups with distinct trajectories of Web usage. All groups reach saturation in their extent of Web usage after following a downward path. Further, most Web users spent only limited time in the Web and only a small group of users uses the Web heavily. Also, users show consistently little loyalty to Web sites. Surprisingly, as Web users gain experience in using the Web, there does not seem to be a significant shift from undirected browsing to directed access of Web sites over time. We apply regression models in order to predict the determinants of Web utilization. Individual characteristics, such as ethnic background, gender, household income, phone usage, e-mail usage, and computer skill level, determine Web usage. Thus, the results have implications for both electronic commerce and public policy as it pertains to the digital divide. They are particularly useful for marketing departments, especially in the information and communication industry. Discussions of Web user loyalty and Web visiting opportunities as conducted in this dissertation are relevant to business models in use in business-to-consumer electronic commerce, especially for Internet companies that rely on advertising income generated from serving banner advertisements and companies that need to maintain a high degree of customer loyalty. The results also provide the factual foundation for key policy initiatives to promote access to the Internet for all groups of people. Policy makers need data on Internet usage in order to measure the size of a possible digital divide and ensure that everybody belonging to the present and the next generation - and not a subgroup of people only - has access to the Internet. In summary, this study advances the empirical foundation for understanding individual Web use. The findings of this dissertation will be useful to stakeholders in the new Information Age, in particular marketing departments and policy makers.

Abstract: This poignant and powerful documentary explores the complex history of interracial cooperation, urban change, and social conflict in Brownsville, a neighborhood of Brooklyn, New York, from the 1930s to the 2000s. A case study of the tragedy of urban American race relations, the film recounts the transformation of Brownsville from a poor but racially harmonious area made up largely of Jews and blacks to a community made up almost entirely of people of color. In the 1940s Brownsville was famous for its grass-roots integration. But it later achieved notoriety for one of the most divisive and bitter black-white confrontations in American history, the 1968 Ocean Hill Brownsville School War, in which the African-American (and Hispanic) community battled the predominantly white and Jewish Teachers Union.

Abstract: The last orthodox synagogue in Makó was renewed and inaugurated in 2002. The little temple, as they call it, is more than a hundred years old and represents the link between the Jews who emigrated from this town in the south-eastern part of Hungary. The various members of the community have built new lives elsewhere whilst holding on to the values of their cultural past. Scenes were shot on location in Israel, United Kingdom and the United States portraying the lives of the Jewish members of the ex community. The mood ranges from a poignant visit to the grave of the last Makó rabbi to a spirited traditional Chasidic wedding in Jerusalem; Hanukah in London, New York and Mako.
