    Abstract: In People's Diplomacy, Kazushi Minami shows how the American and Chinese people rebuilt US-China relations in the 1970s, a pivotal decade bookended by Richard Nixon's 1972 visit to China and 1979 normalization of diplomatic relations. In HOW THE HEARLAND WENT RED, Stephanie Ternullo argues for the importance of place in understanding this rightward shift, showing how voters in these small Midwestern cities view national politics-whether Republican appeals to racial and religious identities or Democrat's appeals to class-through the lens of local conditions. Offering a comparative study of three White blue-collar Midwestern cities in the run-up to the 2020 election, Ternullo shows the ways that local contexts have sped up or slowed down White voters' shift to the right.     Abstract: The infamous 'scramble for Africa' resulted in random and unlikely borders that remain today. These artificial borders, the colonial policy of divide and rule, and the resultant segmental cleavages in most post-colonial African states, may be blamed for the horizontal inequalities (unequal development of and inequitable social and political relations among salient identity groups) rampant since the formation of nations. It is also often blamed for the severe violent conflicts the continent has suffered in the past half a century. In Uganda, as in many other African countries, the most evident of such cleavages have been tribal or ethnic. One of the main features of politics and power in post-independence Uganda is that they institutionally enforce tension between ethnicities. Recently there have been calls for constitutional reform that would devolve power to the tribal regions and revive the idea of federalism. The book highlights the dynamics of ethnic politics and relevance of the debate on ethnic federalism in Uganda. Its thesis is based on the voices of samples of ordinary people in ten tribal areas of Uganda and their attitude towards federalism.     Abstract: "With increasing urban population density, conflicts in cities erupt more frequently and violently. Cities have become hotspots for armed combat, highlighting the urgency of understanding the impact of local communities and urban factors on the development of violent conflict. Joldon Kutmanaliev presents a novel approach to analyzing communal violence and armed conflicts in urban zones. Drawing from fieldwork in cities of southern Kyrgyzstan, he explains local-level variations in violence across neighbourhoods during the most intense and violent episode of urban communal violence in Central Asia--the clashes between Kyrgyz and Uzbeks in June 2010. Kutmanaliev explains why armed violence affects some urban neighbourhoods but not others, why local communities react differently to the same existential threat, how they deal with a deteriorating security environment and interethnic fears, and how different types of urban planning and urban landscapes influence the spread of violence. Importantly, the book identifies key factors that help local communities and their leaders to negotiate non-aggression pacts and control local constituencies, and therefore successfully prevent violence.     Abstract: Stalemate reveals the history and contemporary politics of the United Wa State Army (UWSA), Asia's strongest insurgent army on Myanmar's border with China. This ethnographic tale recounts how a highland group, often dismissed as rebels or narcotraffickers, maintains a relational autonomy between two powerful lowland states. The Wa polity engages rather than evades these surrounding states, yet struggles to fit into their registers of sovereignty and statehood. Andrew Ong examines political culture among Wa elites and people, UWSA external relations, and capital flows with neighboring China, showing how Wa autonomy is enacted through careful navigation of complex borderland geopolitics and the shadow economy. He analyzes the seeming stalemate between the Myanmar state and the UWSA as one of tactical dissonance - adopting simultaneous postures of authority and subordination and creating disruptions and connections. Stalemate illuminates how seemingly ambiguous and disorderly practices of political signaling, economic regulation, and military governance produce relative stability, challenging our assumptions about state-like processes at the peripheries.

    Abstract: "The rapid rise of emerging economies has produced deep-ranging changes in the global order during recent decades. At the beginning of the twenty-first century, the bipolar confrontation of the Cold War seemed to be replaced by a universalized model of political liberalism and economic neo-liberalism. In recent years, however, rising nationalism and protectionism indicate the end of unfettered globalization, a looming crisis of liberal democracy, and a return to ideologies of "systemic competition", especially vis-a-vis China. Against this background, the proposed volume takes a fresh look at the evolution of governance models in Western and non-Western civilizations - Africa, India, China, and the Muslim world in particular. These models have been largely self-contained and without intensive interaction for a long time. In the wake of globalization, systems, ideologies, and political values have become part of global discourse, eventually turning into what Samuel Huntington called a "clash of civilizations." The chapters in this volume offer perspectives on the diversity of civilizations of governance as a base for a new multilateralism in the global context. The contributions explore relevant theoretical concepts of transnational governance, law, and multiple modernity. The empirical focus is on analyzing different governance systems in non-Western civilizations and Europe, including national states and transnational institutions, traditions, and networks.     Abstract: In post-war Europe, protest was everywhere. On both sides of the Iron Curtain, from Paris to Prague, Milan to Wroclaw, ordinary people took to the streets, fighting for a better world. Their efforts came to a head most dramatically in 1968 and 1989, when mass movements swept Europe and rewrote its history. In the decades between, Joachim C. Häberlen argues, new movements emerged that transformed the nature of protesting. Activism moved beyond traditional demonstrations, from squatting to staging 'happenings' and camping out at nuclear power plants. People protested in the way they dressed, the music they listened to, the lovers they slept with, the clubs where they danced all night. New movements were born, notably anti-racism, women's liberation, gay liberation, and environmentalism. And protest turned inward, as activists experimented with new ways of living and feeling, from communes to group therapy, in their efforts to live a better life in the here and now. Some of these struggles succeeded, others failed. But successful or not, their history provides a glimpse into roads not taken, into futures that did not happen. The stories in Häberlen's book invite us to imagine different futures; to struggle, to fail, and to try again. In a time when we are told that there are no alternatives, they show us that there could be another way.

    Abstract: "The Khmer Rouge rise to power in 1975 gave birth to a terrifying new order. By 1979, when Vietnamese troops invaded Cambodia, up to two million people had fallen victim to executions or to starvation and diseases arising from a program of forced ruralization and total collectivization. That few accounts of the Khmer Rouge have much positive to say is no surprise. The appearance of the memoir of Phi Phuon, Pol Pot's aide-de-camp/bodyguard, is in many ways a startling development. Though playing a relatively minor role, Phi Phuon witnessed much Khmer Rouge history. No victim's lament, this quite candid account describes how an enterprising and idealistic young man was drawn to the revolutionary cause. It also portrays much of the Khmer Rouge leadership as patriotic, disinterested and even charismatic human beings - completely opposite to the standard view. Moreover, Phi Phuon was Jarai, from one of the despised Montagnard hill tribes on the border with Vietnam. Here, astride the Ho Chi Minh Trail in the jungles of Ratanakiri Province, is where Pol Pot and his urban, intellectual comrades took shelter and developed their military strength as war in Vietnam raged nearby. Inspired by idealized perceptions of hill-tribe lifestyles, they also developed the thinking behind implementation of a civilizational tabula rasa (blank slate) when they came to power. No academic study before has fully explored how, in their infancy, Khmer Rouge guerrilla forces almost exclusively comprised troops recruited from the tribal minorities (essentially Jarai and Tapuon) and led by (Khmer) revolutionary Marxist intellectuals from the plains. Pol Pot's success in mobilizing the ethnic minorities, building on their century-old frustrations, is a key part of this account. Moreover, Phi Phuon sheds light on events and people not fully revealed before. [...]."

    Abstract: Die vorliegende kumulative Arbeit untersucht, inwiefern lokale Aushandlungsprozesse im Umgang mit extrem rechten Mobilisierungen zu deren Normalisierung beitragen. Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.
    Abstract: Englische Version: This doctoral dissertation explores to what extent local negotiations of far-right contestations contribute to the latter’s normalisation. The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Abstract: "Children of the Soil traces the relationships between indigenous Malagasy people, Comorian migrants, and French colonizers across several generations in the Indian Ocean port city of Mahajanga, Madagascar. Focusing on the built environment, Tasha Rijke-Epstein considers the complex dynamics between African groups and the spatial and formal ways that they asserted their presence and claimed space in the city before, during, and after colonization. Rijke-Epstein focuses on the articulation of Malagasy power through indigenous architectural forms; then shifts her focus to consider how Comorian migrants shaped the city's spatial and cultural terrain, marrying into existing Malagasy families, constructing mosques, and animating street life. Yet despite their longstanding ties to Madagascar and shared cultural lexicon, Comorian migrants were targeted in a series of violent uprisings in 1976 that resulted in the deaths of at least 1,000 people and the expulsion of more than 16,000 people from Mahajanga.     Abstract: "Political conflict in many parts of the world has been shaped by notions of who rightfully belongs to a place. The concept of autochthony—that a true, original people are born of a land and belong to it above all others—has animated struggles across postcolonial Africa. But is this sense of rootedness from time immemorial necessary to assertions of original being and thus political supremacy? Belonging, Identity, and Conflict in the Central African Republic examines how political conflict unfolds when the language of autochthony is detached from historical land claims. Focusing on violent struggles in the Central African Republic between 2012 and 2019, Gino Vlavonou explores the social practices, discursive strategies, and government policies that emerged in the relentless project of African state building. Conflict pitted Christian-animist communities, loosely organized as vigilante groups under the name anti-Balaka, against Muslim rebels known as the Séléka. Fighters of the anti-Balaka claimed that they were autochthonous, the "true Central Africans," reframing their Muslim neighbors as foreigners to be expelled. While the country had previously witnessed episodes of violence, both peoples had lived together relatively peacefully and intermarried. The speed and ferocity with which identity was weaponized puzzled many observers. To understand this phenomenon, Vlavonou probes autochthony as a category of identity that differs from ethnicity in important ways. He argues that elites and ordinary citizens alike mobilize the language of original belonging as "identity capital," a resource to be deployed. The value of that capital is lodged in what people say and do every day to give meaning to their identity, and its content changes across time and space." --

    Abstract: 'Another India' tells the story of the world's biggest religious minority. Weaving together vivid biographical portraits of a wide range of Indian Muslims--elite and subaltern, secular and clerical, activist and apolitical--it brings the experience of the country's Muslims under a single focus; and, by throwing light on the Indian Muslim condition during the first thirty years of independence, reflects on the true character of democratic India. What we have here is a rather different picture from received accounts of the 'world's largest democracy'. Challenging traditional histories of Nehru's India, Pratinav Anil shows that minority rights were neglected right from independence. Despite its best intentions, the Congress regime that ruled for three decades was often illiberal, intolerant and undemocratic. Muslims had to contend with discrimination, disadvantage, deindustrialisation, dispossession and disenfranchisement, as well as an unresponsive leadership. Anil demonstrates how the Muslim elite encouraged depoliticisation, taking up seemingly noble but largely inconsequential causes with little bearing on the lives of ordinary members of the community. There was no room for mass protests or collective solidarity in this version of Muslim politics. Another India explores this elite betrayal, whose consequences are still felt by India's 200 million Muslims today

German youth of Turkish, Arab, and African descent use claims of Blackness to hold states and other institutions accountable for racism today. Partridge tracks how these young people take on the expressions of Black Power, acting out the scene from the 1968 Olympics, proclaiming "I am Malcolm X," expressing mutual struggle with Muhammad Ali and Spike Lee, and standing with raised and clenched fists next to Angela Davis. Partridge also documents public school teachers, federal program leaders, and politicians demanding that young immigrants account for the global persistence of anti-Semitism as part of the German state's commitment to antigenocidal education. He uses these stories to interrogate the relationships among European Enlightenment, Holocaust memory, and Black futures, showing how noncitizens work to reshape their everyday lives.     Abstract: "At the turn of the millennium, Middle Eastern and Muslim Germans had rather unexpectedly become central to the country's Holocaust memory culture--not as welcome participants, but as targets for re-education and reform. Since then, Turkish- and Arab-Germans have been considered as the prime obstacles to German national reconciliation with its Nazi past, a status shared to a lesser degree by Germans from the formerly socialist East Germany. It is for this reason that the German government, German NGOs, and Muslim minority groups have begun to design Holocaust education and anti-Semitism prevention programs specifically tailored for Muslim immigrants and refugees, so that they, too, can learn the lessons of the Holocaust and embrace Germany's most important postwar democratic political values. Based on ethnographic research conducted over a decade, Subcontractors of Guilt explores when, how, and why Muslim Germans have moved to the center of Holocaust memory discussions. Esra Özyürek argues that German society "subcontracts" guilt of the Holocaust to new minority immigrant arrivals, with the false promise of this process leading to inclusion into the German social contract and equality with other members of postwar German society. By focusing on the recently formed but already sizable sector of Muslim-only anti-Semitism and Holocaust education programs, this book explores the paradoxes of postwar German national identity"--

This book also argues that postcolonial studies could gain from looking at the history of Zionism as an example of not only colonial domination but also the seemingly contradictory processes of national liberation and self-empowerment. Unacknowledged Kinships is the first work to systematically investigate the potential for a dialogue between postcolonial studies and Zionist historiography. It is also unique in suggesting that postcolonial concepts can be applied to the history of European Zionism just as comprehensively as to the history of Zionism in Palestine and Israel or Arab countries. Most importantly, the book is an overture for a dialogue between postcolonial studies and the historiography of Zionism

    Abstract: "How Machines Came to Speak argues that the development of new media technologies-from the phonograph, film, and radio in the early twentieth century to computer code and algorithms today-has been integral to legal conceptions of free speech in the U.S. Traditional histories of free speech and the First Amendment focus on court cases with clear moral and political stakes in regulating speech, including cases that established worker picketing, criticism of war, and freedom of the press as aspects of free speech. Yet, according to Jennifer Petersen, the outcomes of these cases have often been determined by earlier legal precedent around how we define speech itself. Offering what she calls "a media history of free speech," Petersen shows that over the course of the twentieth century, the Supreme Court's definition of speech grew to include everything from symbols and gestures (like saluting the flag) to messages without a clear speaker (like opinions broadcast over the radio) to corporate messages (like commercials and donations). As algorithms increasingly determine which news and culture we consume, Petersen argues that technology and discourse on communication are still central to how the Courts conceptualize free speech, and legal decisions concerning the parameters of speech are bound up in concerns about the constitution of personhood that have been shaped and reshaped by the role of technology as a mediator of social relations and identity"--
