Abstract: This open access book studies how foreign models of economic development can be effectively learned by and applied to today’s latecomer countries. Policy capacity and societal learning are increasingly stressed as pre-conditions for successful catch-up. However, how such learning should be initiated by individual societies with different features needs to be explained. The book answers this pragmatic question from the perspective of Japan’s past experience and its extensive development cooperation in Asia, Africa, and Latin America. Since the late nineteenth century, Japan has developed a unique philosophy and method for adopting advanced technologies and systems from the West; the same philosophy and method govern its current cooperation with the developing world. The key concepts are local learning and translative adaptation. Local learning says that development requires the learner to adopt a proactive mindset and the goal of graduating from receiving aid. Meanwhile, translative adaptation requires foreign models be modified to fit local realities given the different structures of the home and foreign society. The development process must be wholly owned by the domestic society in rejection of copy-and-paste acceptance. These ideas not only informed Japan but are key to successful development for all. The book also asks how this learning method should—or should not—be revised in the age of SDGs and digitalization. Following the overview section that lays out the general principles, the book offers many real cases from Japan and other countries. The concrete actions outlined in these cases, with close attention to individual growth “ingredients” as opposed to general theories, are crucial to successful policy making. The book contains materials that are highly useful for national leaders and practitioners within developing countries as well as students of development studies

Abstract: This Open Access book explores the multifaceted nature of agricultural and rural development in Asia and examines the extent to which the Asian experience is being replicated in contemporary Africa. This volume compiles the works of top scholars who provided analyses and evidences from household-level surveys collected for many years in several parts of Asia and Africa. The most important finding presented in this book is that African agricultural development has evolved following the pathways of Asian agricultural development. The common pathways are borrowed technology from abroad and adaptive research in rice farming; secured property rights on natural resources; adoption of ICTs; investments in human capital, including training; and launching of the high-value agriculture. In both continents, agricultural development started in the crop sector, which had a strong tendency to induce the dynamic development of other sectors in rural areas

Abstract: This is an open access book. This book, first of all, introduces the new unveiled Guangdong-Macao Intensive Cooperation Zone with details as a special mode of the regional collaborative development that is committed to be mutually beneficial to both sides with different political and economic systems. China's central authorities have recently issued a masterplan for constructing the Guangdong-Macao Intensive Cooperation Zone at Hengqin Island in September 2021. As China's first and last European colony and one of China's two special administrative regions (SARs), Macao has developed the gambling industry seven times larger than that of Las Vegas. However, the problem of the homogeneous industrial structure and the urgent need to promote sustainable economic growth by regional cooperation have been important theoretical and practical issues discussed by scholars and policy-makers. The Guangdong-Macao Intensive Cooperation Zone (ICZ) is managed under special customs supervision between two boarder lines and expected to diversify Macao's economy. Then, this book dissects the theory of regional synergistic development and its applications in a number of international comparative and cross-interdisciplinary case studies worldwide. Finally, from the perspective of land use, transportation connection, and social service, this book thoroughly explores the challenges and strategies to implement the new cooperation model within the framework of one country, two systems, two customs, and two currencies to achieve a win-win situation using updated first-hand data collected by literature review, case study, field survey, spatial analysis, and interview

Abstract: This open access book covers the most cutting-edge and hot research topics and fields of post-quantum cryptography. The main purpose of this book is to focus on the computational complexity theory of lattice ciphers, especially the reduction principle of Ajtai, in order to fill the gap that post-quantum ciphers focus on the implementation of encryption and decryption algorithms, but the theoretical proof is insufficient. In Chapter 3, Chapter 4 and Chapter 6, author introduces the theory and technology of LWE distribution, LWE cipher and homomorphic encryption in detail. When using random analysis tools, there is a problem of "ambiguity" in both definition and algorithm. The greatest feature of this book is to use probability distribution to carry out rigorous mathematical definition and mathematical demonstration for various unclear or imprecise expressions, so as to make it a rigorous theoretical system for classroom teaching and dissemination. Chapters 5 and 7 further expand and improve the theory of cyclic lattice, ideal lattice and generalized NTRU cryptography. This book is used as a professional book for graduate students majoring in mathematics and cryptography, as well as a reference book for scientific and technological personnel engaged in cryptography research

Abstract: This open access book aims to provide an initial but comprehensive roadmap for the Chinese civil litigation system. It starts with some basic concepts of the Chinese judicial system (e.g., court system, case numbering, hierarchical trial system, etc.) and runs through the entire process and most aspects of civil litigation cases (e.g., jurisdiction, service of process, rules of evidence, enforcement, representative actions, etc.). The first target audience for this book is lawyers outside of mainland China. For professors and law students, this book also serves as a window into the Chinese judicial system in a short period of time. It is my hope that this book serves as a backdrop for additional observations of Chinese judicial practice, such as a review of recent cases. This is an open access book

Abstract: This open access book consists of essays selected from Joseph S. Nye, Jr.’s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today’s global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game. The contents of this book are divided into four main parts. Part One discusses the origins and political progress of the concept of “Soft Power”. Part Two explores soft power in the American experience, its sources and interaction with US foreign policy, as well as its ebb and flow in the age of Obama, Trump and Biden. Part Three examines the rise of and the opportunities and difficulties for Chinese soft power, focusing on China’s investment in soft power and how this demonstrates its commitment to a peaceful rise. However, it also addresses the question of how can China get “smart” on how it uses soft power. Part Four provides a bird’s-eye view of power shifts in the 21st century and the interactions between the US as an established power and China as a rising power, while also reassuring readers that Thucydidean fears are unnecessary and a Cold War is avoidable. Both countries have to realize that some forms of power must be exercised with others, not over others, the development of soft power need not be a zero-sum game. Ultimately, the US-China relationship is a “cooperative rivalry” where a successful strategy of “smart competition” is necessary and cooperation on transnational challenges like climate change, pandemics, cyberterrorism and nuclear proliferation, will serve to benefit not only China and the US, but the world as a whole

Abstract: This Open Access book explains ASEAN's strategic role in managing great power politics in East Asia. Constructing a theory of institutional strategy, this book argues that the regional security institutions in Southeast Asia, ASEAN and ASEAN-led institutions have devised their own institutional strategies vis-à-vis the South China Sea and navigated the great-power politics since the 1990s. ASEAN proliferated new security institutions in the 1990s and 2000s that assumed a different functionality, a different geopolitical scope, and thus a different institutional strategy. In so doing, ASEAN formed a "strategic institutional web" that nurtured a quasi-division of labor among the institutions to maintain relative stability in the South China Sea. Unlike the conventional analysis on ASEAN, this study disaggregates "ASEAN" as a collective regional actor into specific individual institutions-ASEAN Foreign Ministers' Meeting, ASEAN Summit, ASEAN-China dialogues, ASEAN Regional Forum, East Asia Summit, and ASEAN Defense Ministers Meeting and ASEAN Defense Ministers Meeting-Plus-and explains how each of these institutions has devised and/or shifted its institutional strategy to curb great powers' ambition in dominating the South China Sea while navigating great power competition. The book sheds light on the strategic potential and limitations of ASEAN and ASEAN-led security institutions, offers implications for the future role of ASEAN in the Indo-Pacific region, and provides an alternative understanding of the strategic utilities of regional security institutions
