    Abstract: Die Ernährungssicherung der Bevölkerung im ländlichen Raum in Sub-Sahara Afrika ist eine der dringlichsten Herausforderungen unserer Zeit. Der Großteil der Bevölkerung ist von der eigenen landwirtschaftlichen Produktion für die Ernährung und die Existenzsicherung abhängig. Eine nachhaltige Entwicklung kleinbäuerlicher Landwirtschaft ist daher eine Grundvoraussetzung für Ernährungssicherung und Armutsbekämpfung. Eine Vielzahl von Entwicklungsmaßnahmen zielt auf die Verbesserung der Agrarproduktion von Kleinbauern und Kleinbäuerinnen ab, um die Ernährungssituation zu verbessern. Die Konsequenzen dieser Entwicklungsmaßnahmen sind oft vielfältig; neben gewollten, intendierten Wirkungen, können sich Entwicklungsmaßnahmen auch negativ auswirken. Daher ist es essentiell ein ex-ante impact assessment vor der Umsetzung durchzuführen, um eventuelle negative Auswirkungen frühzeitig zu identifizieren und die geplanten Maßnahmen dementsprechend anzupassen. Der theoretische Diskurs hinsichtlich der Charakteristika von ex-ante sustainability impact assessment ist sehr umfassend erarbeitet. Hier werden vor allem die gleichwertige Integration der drei Nachhaltigkeitsdimensionen (Soziales, Wirtschaft und Ökologie), die aktive Partizipation verschiedener Stakeholder auf unterschiedlichen Ebenen und der Austausch- und Lernprozess in den Mittelpunkt gerückt. In der Praxis wird die lokale Bevölkerung hingegen selten in ex-ante Wirkungsanalysen von geplanten Entwicklungsmaßnahmen involviert. Auch wenn in sustainability impact assessment ein interaktiver Einbezug der lokalen Bevölkerung unterstrichen wird, existieren kaum einfach anwendbare methodische Vorgehensweisen, um dies durchzuführen. Zudem gibt es bisher nur wenige Fallstudien, die das Einbeziehen von lokalen Stakeholdern beschreiben, systematisch analysieren und den Mehrwert für die Planung von landwirtschaftlichen Entwicklungsmaßnahmen herausstellen. Die vorliegende Arbeit hat zum Ziel diese Forschungslücke zu schließen. Im Rahmen der Dissertation wurde ein methodischer Ansatz für ein ex-ante sustainability impact assessment für die Anwendung mit der lokalen Bevölkerung entwickelt. Diese Methode wurde angewendet, um die positiven und negativen Auswirkungen von geplanten landwirtschaftlichen Entwicklungsmaßnahmen aus Sicht der Kleinbauern und Kleinbäuerinnen zu analysieren. Die Forschung wurde in vier Dörfern im semi-ariden Dodoma und im semi-humiden Morogoro in Tansania durchgeführt.
    Abstract: Food security remains a major challenge in Sub-Saharan Africa. Sustainable agricultural development is fundamental for food security and poverty alleviation, notably in developing countries. Many development initiatives focus on enhancing smallholder production because the majority of poor people in developing countries live in rural areas where agriculture is the main source of livelihood. However, the consequences of these development initiatives are often diverse, having intended effects as well as unforeseen adverse impacts. Therefore, there is a need to assess development strategies/projects prior to their implementation to reduce the risk of possible negative impacts and to allow for adjustments, if necessary. This can be achieved by applying ex-ante sustainability impact assessment. The theoretical discourse on ex-ante sustainability impact assessment is comprehensive, emphasising the equal integration of all three sustainability dimensions (social, economic and environmental), the active involvement of stakeholders at every step of the assessment process and a focus on exchange and learning among the involved stakeholders. In practice, local communities are rarely involved in ex-ante impact assessment. Moreover, despite a strong emphasis on their involvement in theory, there remains a lack of easily applicable frameworks for sustainability impact assessment. Hence, there are only few concrete case studies having analysed the value added by applying sustainability impact assessment with local stakeholders and its benefit for planning agricultural measures to enhance food security and sustainable development. This PhD thesis closes the gap by developing and applying an ex-ante impact assessment approach that is based upon the Framework for Participatory Impact Assessment (FoPIA) method and is applicable at small-scale farmer level in the development context. The framework was applied to assess the sustainability of upgrading strategies along the farmers’ food value chains to improve food security in rural Tanzania at four contrasting case study villages in the semi-arid Dodoma Region and the semi-humid Morogoro Region.

    Abstract: Historically, entrepreneurs have always played a central role in the development of nation states.     Abstract: An account of all the new and surprising evidence now available for the beginnings of the earliest civilizations that contradict the standard narrative. Why did humans abandon hunting and gathering for sedentary communities dependent on livestock and cereal grains, and governed by precursors of today's states? Most people believe that plant and animal domestication allowed humans, finally, to settle down and form agricultural villages, towns, and states, which made possible civilization, law, public order, and a presumably secure way of living. But archaeological and historical evidence challenges this narrative. The first agrarian states, says James C. Scott, were born of accumulations of domestications: first fire, then plants, livestock, subjects of the state, captives, and finally women in the patriarchal family-all of which can be viewed as a way of gaining control over reproduction. Scott explores why we avoided sedentism and plow agriculture, the advantages of mobile subsistence, the unforeseeable disease epidemics arising from crowding plants, animals, and grain, and why all early states are based on millets and cereal grains and unfree labor. He also discusses the "barbarians" who long evaded state control, as a way of understanding continuing tension between states and nonsubject peoples

    Abstract: Die Arbeit zeigt im Rahmen einer theoretischen Analyse, einer Institutionenanalyse und einer empirischen Einstellungsanalyse, welche normativen Konzepte von Gerechtigkeit in der Alterssicherung relevant sind, wie vor diesem Hintergrund bestimmte institutionelle Regelungen zu bewerten sind und welche Einstellungen in der deutschen Bevölkerung dazu vorliegen. Zunächst wird dargelegt, dass es kein a priori vollständig überzeugendes Konzept von Generationengerechtigkeit gibt. Insbesondere auf Generational-Equity basierende Ansätze, die suggerieren das Problem intergenerationaler Gerechtigkeit in der Rentenversicherung finanzmathematisch lösen zu können, muss mit Skepsis begegnet werden. Aufgrund theoretischer Überlegungen vorzuziehen sind hybride Konzepte, die sowohl universalistische als auch kultur- und demo-sensitive Aspekte in sich vereinen. Die Institutionenanalyse erbringt weiter, dass das zentrale mit Generationengerechtigkeit verknüpfte Problem weniger die Ungleichheit zwischen Generationen hinsichtlich ihrer durchschnittlichen Güterausstattung ist, sondern die in der Generationenfolge zunehmende intragenerationale Ungleichheit. Schließlich zeigt die empirische Analyse der Gerechtigkeitseinstellungen, dass Statussicherung bei den Renten wichtiger einzuschätzen ist als Beitragsäquivalenz. Die primären Vorstellungen von Gerechtigkeit in der Alterssicherung orientieren sich stark am institutionellen Status quo und kaum an abstrakten Generational-Equity-Konzepten, die die in der Bevölkerung verbreitete Verlustaversion vernachlässigen. Urteilsheuristiken und regimespezifische Sozialisation erklären dabei insgesamt mehr Variation als partikulare ökonomische oder altersspezifische Interessen. Die Probleme des Rentensystems im Zuge des demografischen Wandels werden gleichwohl gesehen, wobei Lösungsansätze eher in der Familien- und Bildungspolitik gesucht werden, während Reformen im bestehenden Rentensystem Ungerechtigkeitsgefühle kurzfristig sogar verstärken.
    Abstract: This thesis demonstrates by theoretical, institutional and empirical analysis, which justice concepts are relevant in old-age provision, how specific institutional arrangements have to be evaluated in this context and which justice attitudes on that matter exist in the German population. Firstly, there is no a priori convincing theoretical concept of generational justice. Especially concepts based on generational equity that propose to solve the problem of intergenerational justice in old-age provision by generational accounting methods have to be considered with skepticism. For theoretical reasons, hybrid concepts that encompass universalistic as well as culture- and demo-sensitive aspects should be preferred. Institutional analysis shows furthermore that the central problem connected to generational justice has less to do with inequality between generations and more with growing inequality within cohorts in the generational succession. Finally, the empirical analysis of justice attitudes provides evidence for the relative priority of status conservation over input-equity in the determination of just old-age benefits. Primary notions of justice in old-age provision are strongly anchored in the institutional status quo and only marginally influenced by abstract generational equity concepts that also neglect widespread loss aversion among individuals. Heuristics and regime-specific socialization explain more variation in justice attitudes than particularistic economic or age-specific interests do. The general public does not neglect the problems of pension-systems in the wake of demographic changes however, but solutions are rather seen in family and education policies, while reforms in existing pension arrangements even amplify feelings of injustice in the short run.

    Abstract: Das Transfer-Einkommens-Derivativ ist einer der wichtigsten ökonomischen Parameter zur Beantwortung der Frage, ob Sozialrenten den unter Armut leidenden Älteren in voller Höhe zu Gute kommen oder ob politisch unerwünschte Verdrängungseffekte auftreten. Eine Verdrängung privater intergenerationeller Transfers durch die Vergabe von Sozialrenten wird dabei als Schwächung familiärer Strukturen angesehen, da erwachsene Kinder ihre vorherigen privaten finanziellen Unterstützungsleistungen an ihre bedürftigen Eltern kürzen oder gar aussetzen. Die staatlichen Leistungen kämen damit nicht vollständig den Bedürftigen zugute, weshalb die Wirksamkeit von Sozialrenten zur Bekämpfung von Altersarmut in Frage gestellt wird. Der aktuelle internationale Forschungsstand bestätigt die Existenz solcher Verdrängungseffekte bei Sozialtransferprogrammen in Entwicklungs- und Schwellenländern. Die der Dissertation zugrundeliegende empirische Erhebung zu Intrahaushaltstransfers in Mehrgenerationenhaushalten in drei Regionen Nordindiens (Himachal Pradesh, Uttar Pradesh und Delhi) hat jedoch gezeigt, dass theoretische Annahmen der Modelle und landestypische Gegebenheiten Indiens, wie etwa korrupte Vergabemuster bei den Sozialrenten, die Aussagekraft des Transfer-Einkommens-Derivativs zur Beurteilung der Effizienz der Sozialrenten stark einschränken. Die Daten zeigen überdies, dass der Nettotransferstrom abwärts verläuft, von den älteren zu den jüngeren Haushaltsmitgliedern. Dies steht im Gegensatz zu der gängigen Annahme, dass in Entwicklungs- und Schwellenländern die Älteren überwiegend Empfänger privater Transfers sind.
    Abstract: The transfer income derivative is one of the most important economic parameters in understanding whether social pensions serve the elderly poor, as the intended beneficiaries, or whether social pensions crowd out private transfers from family members. The crowding out effect of private transfers by public transfers is seen as weakening traditional family ties because adult children reduce or even cease private transfers to the needy elderly. In that case, public transfers may have no net effect on the income of the elderly calling into question the efficacy of public pension schemes in fighting old age poverty. The current state of international research provides evidence for these crowding out effects in developing or industrializing countries. Drawing on empirical research of intra-household transfers in households with elderly co-residence in three selected north Indian regions (Himachal Pradesh, Uttar Pradesh, and Delhi), this dissertation shows that theoretical assumptions of the models as well as country specific circumstances of India, such as corruption in the allocation of social pensions, limit the explanatory power of the transfer income derivative in judging the efficacy of such pensions. Additionally the data shows that private net transfers flow downward, from the elderly to the younger members of the household. This is in stark contrast to the common assumption that in developing and industrializing countries the elderly are mainly recipients of private transfers.
