    Abstract: This paper reviews the different definitions and measures of skills use and shows why it matters for local development policies. Based on findings from the Annual Population Survey and the UK Employer Skills Survey, it provides unique local analysis on how the Leeds City Region compares on skills use relative to other Local Enterprise Partnerships. It then outlines opportunities for new actions that could be implemented in the Leeds City Region to work closer with firms to promote skills use in the workplace.

    Abstract: Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

    Abstract: Recent digital innovations provide opportunities to deliver better policies for the agriculture sector by helping to overcome information gaps and asymmetries, lower policy-related transaction costs, and enable people with different preferences and incentives to work better together. Drawing on ten illustrative case studies and unique new data gathered via an OECD questionnaire on agri-environmental policy organisations' experiences with digital tools, this report explores opportunities to improve current agricultural and agri-environmental policies, and to deliver new, digitally enabled and information-rich policy approaches. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring. The report provides practical advice on how policy makers can address challenges and mitigate risks to ensure digital opportunities for policy are realised in practice. Finally, the report briefly considers the broader regulatory and policy environment underpinning digitalisation of the agriculture sector, with the view to ensuring that use of digital tools for agricultural and agri-environmental policy remains coherent with the digitalisation of agriculture more generally.

    Abstract: Almost one in four people in OECD countries is currently obese. This epidemic has far-reaching consequences for individuals, society and the economy. Using microsimulation modelling, this book analyses the burden of obesity and overweight in 52 countries (including OECD, European Union and G20 countries), showing how overweight reduces life expectancy, increases healthcare costs, decreases workers' productivity and lowers GDP. The report makes the urgent economic case to scale up investments in policies to promote healthy lifestyles and tackle this growing global public health problem. The book evaluates a number of policies which could significantly improve health outcomes while being an excellent investment for countries.

    Abstract: Embracing a policy and culture of diversity and inclusion (D&I) is increasingly considered the norm for public services across the OECD. A growing number of countries acknowledge how diversity has the potential to improve service delivery to citizens and boost performance through greater innovation and employee engagement. But, while some improvements have been made over time, progress has remained slow. In most public services, pay gaps for the same positions persist; the representation - particularly at senior levels of women, visible minorities and people with disabilities - remains markedly lower than in the general population; and in employee surveys, levels of perceived harassment and bullying remain higher than average for certain demographic groups. In many OECD member countries, a new generation of D&I policies is being developed to cultivate a culture of inclusion. The present Working Paper examines how public administrations are addressing this challenge, highlighting good practices in areas such as inclusive leadership models, the use of HR analytics and behavioural approaches to design and implement D&I policies. It also identifies governance mechanisms and tools for managers and organisations to help ensure coherence and accountability for D&I goals. The drive for diversity and inclusion will always be a moving target; public services will need to continually assess, adapt, and strive for public services that reflect the changing societies that they serve.

    Abstract: Immigrants contribute considerably to South Africa’s economy. In contrast to popular perception, immigration is not associated with a reduction of the employment rate of the native-born population in South Africa, and some groups of immigrants are likely to increase employment opportunities for the native-born. In part due to the high employment rate of the immigrant population itself, immigrants also raise the income per capita in South Africa. In addition, immigrants have a positive impact on the government’s fiscal balance, mostly because they tend to pay more in taxes. Policies focused on immigrant integration and fighting discrimination would further enhance the economic contribution of immigrants in South Africa. How Immigrants Contribute to South Africa’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth, and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary, and in some cases primary, data sources.

Este informe revela que los efectos de la inmigración en la República Dominicana son variados, pero que su incidencia económica es limitada. Aunque los inmigrantes parecen reemplazar a los trabajadores autóctonos en el mercado laboral, al verse incrementada la competencia, no se ha detectado repercusión alguna en los ingresos laborales de la población autóctona. Se calcula que la proporción del valor agregado producida por los inmigrantes es cercana a su proporción en la población. Asimismo, los inmigrantes hacen aportaciones positivas al presupuesto del Estado, ya que pagan más impuestos indirectos, pero se benefician del gasto público en menor medida que la población autóctona. Las políticas que tienen como objetivo facilitar la integración de los inmigrantes y una mejor inserción de la inmigración en diferentes políticas sectoriales, son factores que podrían impulsar la contribución económica de los inmigrantes en la República Dominicana. Cómo los inmigrantes contribuyen a la economía de la República Dominicana es resultado de un proyecto realizado por el Centro de Desarrollo de la OCDE y la Organización Internacional del Trabajo, con el apoyo de la Unión Europea. Ce rapport met en avant l’impact relativement limité des migrations de travail sur les performances des travailleurs autochtones sur le marché du travail, la croissance économique et les finances publiques dans les dix pays partenaires. Esto implica que la percepción según la cual la inmigración genera efectos negativos, muchas veces no se justifica.     Abstract: Immigrants' contribution to Rwanda's economy is relatively small, but growing. Unlike in many other developing countries, immigrants in Rwanda are on average better educated and work in more productive sectors than the native-born population. Although immigration is associated with a small reduction in the employment rate of the native-born population, immigrants' contribution to the Rwandan gross domestic product is higher than their share in employment. In addition, immigrants contribute more in taxes than they receive in government benefits, leading to a positive effect on the fiscal balance. A mix of migration policies, aimed at meeting labour market needs and fostering immigrants’ integration, and non-migration policies, intending to leverage the impact of immigration on the economy, would help enhance the contribution of immigrants to Rwanda’s economy. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary, and in some cases primary, data sources.

    Abstract: The recent effects of immigration on the Kyrgyz economy appear to be limited. Many immigrants have been in the country for several decades, hence are overrepresented among the older cohorts, resulting in a lower labour force participation rate than among the native-born. Still, the estimated share of value added generated by immigrants exceeds their share of the labour force but also of the population. Overall, immigration is not associated with a deteriorating labour force situation for the native-born population. In contrast, the current contribution of immigrants to public finance appears to be negative. The high concentration among retirement-age individuals is a major reason for this outcome as the estimate disregards their prior contributions to public revenues. Kyrgyzstan's economy would benefit from changes in certain migration and non-migration sectoral policies. How Immigrants Contribute to Kyrgyzstan’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union.
