Over the past decade, the global geopolitical context has changed significantly, with a geopolitical power shift and a more assertive Russia and China. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. But the need for greater European strategic autonomy appears increasingly evident. But how can this be achieved in the short run? A common answer to this question is that it is impossible or that this can only be achieved in the long run, if at all. The aim of this book is to present a different perspective. It aims at showing that it should be possible to make the most out of the current European system if we adjust our understanding of how it works. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration (DI) is seen as an asset rather than a challenge. While the EU remains the core in such a system (together with NATO in the military domain), there is a multitude of other (bilateral and minilateral) regional and sub-regional integration processes that need to be considered to get the full idea of how a more differentiated European strategic autonomy can be achieved. This book starts by presenting a theoretical framework for how to study European actorness beyond the EU (ch.2), then this framework is applied both to understand Europe as a global actor (ch. 3), Europe as an actor in security and defence (ch. 4) and Europe as a regional actor (ch. 5). Pernille Rieker holds a position as a research professor at the Norwegian Institute of International Affairs (NUPI) and a part-time full professor at the Inland University College (INN).     Abstract: This Open Access Pivot represents the first extensive exploration of social accountability within the Arab world following the 2011 Arab uprisings. Drawing on insights from development studies, comparative politics, and Middle East studies, the authors explore the evolution of accountability as a governance concept, review theories on social accountability’s role in improving public service delivery, and categorize types of social accountability initiatives, highlighting respective strengths and weaknesses. Detailed country chapters provide a solid basis for the comparative approach which reveals major variations in meanings of accountability, mobilization strategies, and official responses, rooted in the specific sociopolitical contexts of each country. Moreover, the book analyzes the influence of political and economic elites as well as the nature of popular mobilisation on accountability dynamics in the region. The authors conclude by discerning differences and commonalities across cases and offer recommendations for policymakers, donors, and practitioners seeking to enhance the effectiveness of social accountability initiatives. Given its contemporariness, it provides voice for the urgency for Africa to come to grips with its development woes” — Professor Sultan Khan, Sociologist, University of KwaZulu-Natal The book takes a cursory look at the drivers and the directions of Africa’s developmental drive as a largely developing continent within the frameworks of the ever-dynamic global space, putting into perspective inherent challenges and opportunities of the 21st Century, and thereafter. Being the continent with most youthful population, Africa appears to still lack in requisite innovative interventions to transmute such demographic dividend into economic opportunities for the benefits of the larger population. Instead, there has been increasing trend in South-North migrations among both skilled and unskilled Africans across all age groups. Besides, impacts of climate change on the continent have also implied unstructured migratory trend within and beyond the bounds of the continent. Africa has continued to play a feeble role in various United Nations (UN)-enabled ‘Conference of Parties’ (COP) negotiations, such as the COP-26 in Glasgow, Scotland (2021). The management of recent Covid-19 epidemic across the world has presented a clear pointer to Africa that except development is internally-driven, no one is ready to exogenously drive sustainable good life for others. Ostensible ‘vaccine nationalism’ that has dotted the production and availability of various Covid-19 vaccine brands, which has ultimately left Africa as the ‘begging continent’ one more time calls for in-depth interrogation in contextualizing what the place of Africa has been, is and to be within the global interactive mode.     Abstract: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Written in futur antérieur style, around the 200-year anniversary of the birth of International Relations (IR) as an academic discipline, the contributions engage in world-building and imagine different futures of IR. A concluding chapter anchors these explorations in contemporary discussions.     Abstract: This book discusses the impact of the process of accession to the European Union (EU) – i.e. Europeanisation – on the formulation of the ethnic identity of Bosnian Serbs and the political identity of Republika Srpska (RS) in Bosnia and Herzegovina (BiH). The centrepiece of the book is an examination of how it is possible that the expected effect of Europeanisation on ethnic identities in a post-conflict environment – a transformation of ethnic identities through desecuritisation – does not materialise in the case of BiH and the RS. The book starts from the assumption that the political elite in the RS uses Europeanisation as a context for the securitization of two sources of threats – the internal and external Other. This prevents the transformation of ethnic identities in BiH, and as a result also the desecuritisation of antagonisms among the ethnic groups of BiH. The results show that any attempt at a more active engagement by the EU and international community was interpreted by the RS political elite as Bosniak agenda aimed against the RS. In this respect, the book demonstrates that BiH’s EU accession process or a clearer EU perspective alone in scrutinized critical junctures did not outweigh the potential costs for the RS political elite if reforms aimed at creating a more functional BiH were to succeed. In all three analysed critical junctures, the political elite in RS presented motions for a more functional BiH as attempts to centralise the country and framed them as the beginning of the end for the RS as a political entity. Faris Kočan is Assistant Professor at University of Ljubljana, Faculty of Social Sciences. His research is focused on the Europeanisation of the Western Balkans and the role of the European integration in addressing the troubled past of post-Yugoslav space. He has published, among others, in the Nationalities Papers, Ethnopolitics, Southeast European and Black Sea Studies, and contributed chapters to monographs published in international publishing houses (Peter Lang, Ibidem). He has been working on many research projects, including those funded by Horizon 2020, JM/Erasmus+ and Slovenian Research Council.

    Abstract: In this book, the author attempts to debunk some myths about Western exceptionalism and to evaluate critically the characteristics that make the West superior to the Rest.     Abstract: This book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. By introducing a new concept, “democratic backlash,” the book details how democratic recession inevitably provokes resistance that often forms the nucleus of new democratic movements, and in doing so, argues that it is important to identify these reverse trends that may eventually become dominant. The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach. Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups. Dr. James Ockey lectures in the Department of Political Science and International Relations, University of Canterbury, Christchurch, New Zealand.     Abstract: Dieser Open-Access-Sammelband hinterfragt, wie sich internationale Kulturzusammenarbeit zwischen Ländern unterschiedlicher Kultursysteme und -traditionen erreichen lässt.     Abstract: Operating in environments marked by fragility, conflict, and violence poses complex and distinct challenges, and the Palestinian case is no different. A significant body of literature has emphasized the specific bottlenecks that exist, ranging from - in the first place - the movement, access, trade, and investment restrictions imposed by the Government of Israel (GoI) on the West Bank, and the near-blockade of Gaza, the noncontiguous geography of the territories, to the program advanced by the Palestinian Authority on structural reforms lacking momentum, and increasing penury of foreign aid. Numerous analytical and policy papers - spanning at least three decades, since the establishment of the AHLC forum - have emphasized the severity of the challenges at hand and the imperative of fostering cooperation among all parties. Despite relative clarity on the objectives, progress on the implementation of priorities has been modest, resulting in increased complexity and urgency at the present day. At the behest of the AHLC, this report aims to guide the renewed efforts of the PA and the GoI, the global community, and - more broadly - all relevant policymakers and stakeholders, as they lay the groundwork for sustainable growth and shared prosperity in the Palestinian territories and the wider region. In line with the above, the findings of this report are unsurprising. Unlocking the economic potential of the West Bank and Gaza requires urgent action, in order to spur per capita growth beyond near-stagnation levels, as well as to put the fiscal situation on a sounder footing. The removal, or at least a significant reduction, of restrictions by Israel is a vital prerequisite. Simultaneously, steadfast commitment by the PA to the implementation of a comprehensive reform agenda will be paramount to bolster both recovery and resilience, along with reinforcing institutional governance. In addition, as this report indicates, addressing shortfalls in the health sector will be pivotal to improve the efficiency of public spending, safeguarding human capital, improving service delivery, and revitalizing economic opportunities in a context marked by decades of fragility. While underscoring the burning pressure of these challenges, the World Bank remains fully committed to continuing its close technical collaboration with the PA, the GoI, and all relevant development partners, to help forging a path towards stability, security, economic progress and prosperity, and to contribute to the collective aspiration for a brighter future

    Abstract: This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. Gathering contributions by practitioners and researchers from various disciplines, it presents case studies and highlights recent activities of proactive engagement in democratic institution-building and responding to security threats from the Balkans to Central Asia. The volume is divided into three parts, the first of which focuses on security-related matters, armed conflicts, minorities, and women’s safety, as well as the roles that civil society, foreign governments, social media, and external donors play in this area. These contributions illustrate how the OSCE’s informal approach to peace, security, and securitization as norm entrepreneur is closely linked to the level of democracy among its member states. The second part presents a special section on the political implications of China’s Belt and Road Initiative (BRI), assessing the impact of this infrastructural program on the levels of democracy and/or autocracy in Eurasia. The third part consists of short chapters outlining future research and debates. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights, guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization.

    Abstract: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice

    Abstract: Der Multilateralismus ist nicht erst seit dem russischen Angriffskrieg in der Krise. Die wachsende Eingriffstiefe und erweiterte Mitgliedschaft multilateraler Institutionen in den letzten Jahren gingen einher mit ihrer sinkenden Akzeptanz in der internationalen Staatengemeinschaft. Transnationale Probleme, wie z.B. die Erderwärmung, erfordern aber internationale Kooperation und Absprachen. Der Report schlägt vor, den Multilateralismus künftig als Rahmenordnung zu betrachten. Das heißt, auf globaler Ebene funktionale Arrangements auszuhandeln, um handlungsfähig zu bleiben, ohne sich durch normative Differenzen blockieren zu lassen. Weiterführende Regelungen sollten auf die regionale Ebene in die Kooperation mit Staaten ähnlicher Werte und Interessen verlagert werden. Diesen Vorschlag konkretisiert der Report anhand von vier Beispielen: den Friedensmissionen der VN, dem Internationalen Strafgerichtshof, der OSZE sowie den Klimakonferenzen. Der vorliegende Report ist ein Kooperationsprojekt wissenschaftlicher Mitarbeitender des Programmbereichs "Internationale Institutionen" der HSFK.

    Abstract: The purpose of this book is three-fold. The first purpose is to posit that the fundamental substance of the universe is energy, and that energy is required (consumed) for any material transformation, or information transmission. The labor theory of value, articulated by the physiocrats and elaborated by Adam Smith, David Ricardo, J.B. Say and Karl Marx was a rough first approximation of the value creation process, in the 17th and 18th centuries, but is now obsolete. Labor is now (mostly) performed by machines, not by humans (or animals). The second aim of the book is to argue that the economy is a living (open) system -- an “island of order” –that exists far from both thermodynamic and economic equilibrium. Order is achieved by dissipating a flux of exergy. Economists frequently emphasize the equilibrium assumption, introduced originally by Leon Walras in 1854. But in reality, biological systems and human social systems are dissipative cycles, far from both thermodynamic equilibrium, and economic equilibrium, yet stable and capable of evolution, driven by the solar exergy flux. The third aim of the book is to re-emphasize, that – being open – the economic system cannot be regarded as a collection of individual competitive utility-maximizing transactions. There are, increasingly, important possibilities for cooperation instead of competition. Moreover third party effects, both “bads” (externalities) and the “public good” (happiness) – need to be incorporated into the socio-economic decision making process.

Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

    Abstract: "In Poverty and Wealth in East Africa Rhiannon Stephens offers a conceptual history of how people living in eastern Uganda have sustained and changed their ways of thinking about wealth and poverty over the past two thousand years. This history serves as a powerful reminder that colonialism and capitalism did not introduce economic thought to this region and demonstrates that even in contexts of relative material equality between households, people invested intellectual energy in creating new ways to talk about the poor and the rich. Stephens uses an interdisciplinary approach to write this history for societies without written records before the nineteenth century in which she reconstructs the words people spoke in different eras, using the methods of comparative historical linguistics, overlain with evidence from archaeology, climate science, oral traditions, and ethnography.     Abstract: First Nationalism Then Identity focuses on the case of Bosnian Muslims, a rare historic instance of a new nation emerging. Although for Bosnian Muslims the process of national emergence and the assertion of a new salient identity have been going on for over two decades, Mirsad Kriještorac is the first to explain the significance of the whole process and how the adoption of their new Bosniak identity occurred. He provides a historical overview of Yugoslav and Bosnian Slavic Muslims' transformation into a full-fledged distinct and independent national group as well as addresses the important question in the field of nationalism studies about the relationship between and workings of nationalism and identity. While this book is noteworthy for ordinary readers interested in the case of Bosnian Muslims, it is an important contribution to the scholarly debate on the role of nationalism in the political life of a group and adds an interdisciplinary perspective to comparative politics scholarship by drawing from anthropology, history, geography, and sociology.

    Abstract: This book examines the epistemological, political, and socio-economic consequences of the Fourth Industrial Revolution (4IR) for Africa. Presenting various case studies on epistemic freedom, theology, race and robotics, tertiary education, political and economic transformation, human capital, and governance, it debates whether the 4IR will be part of the solution to the African problem, namely that of coloniality in its various forms. Solving the African problem using the 4IR requires ethical, just and epistemologically independent leadership. However, the lack of ICT infrastructure militates against Africa’s endeavours to make the 4IR a problem-solving moment. To its credit, Africa possesses some of the major capital needed (human, mineral, and social), and it constitutes a huge market comprising a young population eager to participate in the 4IR as problem-solvers and not as a problem to be solved—as equal citizens and not as the marginalized other.

    Abstract: This book explores state–religion relations under a populist authoritarian ruling party in Turkey. In doing so, it investigates how the ruling Justice and Development Party (AKP) instrumentalizes state-controlled religion to further, defend, legitimatize and propagate its authoritarian populist political agenda in a constitutionally secular nation-state. To exemplify this, the authors examine the Friday sermons delivered weekly in every mosque in Turkey by the Turkish State’s Directorate of Religious Affairs (Diyanet). By analyzing all sermons delivered between 2010-2021, the book shows how the Diyanet has enthusiastically adopted AKP’s increasingly Islamist, authoritarian, civilisationist, militarist and pro-violence populism since 2010, and how it has tried to socially engineer beliefs in line with this ideology. Ihsan Yilmaz is the Research Professor and Chair of Islamic Studies and Intercultural Dialogue at the Alfred Deakin Institute for Citizenship and Globalisation, Deakin University, Melbourne, Australia. He has conducted mixed-method research on nation-building, citizenship, Islam–state–law relations in majority and minority contexts (Turkey, Pakistan, Egypt, Indonesia, UK, USA and Australia), authoritarianism, Islamism, populism, transnationalism, ethno-religious and political minorities, securitisation, political participation and intergroup relations. He was Professor of Political Science at Istanbul Fatih University (2008-2016), Lecturer in Law, Social Sciences and Politics at SOAS, University of London (2001-2008), and a fellow at Centre for Islamic Studies, the University of Oxford (1999-2001). Ismail Albayrak is the Professorial Fellow at the Australian Catholic University, Melbourne. He has worked on Islamic studies and specifically on Qur’anic Studies, Classical Exegesis, Contemporary Approaches to the Qur’an and Orientalism. He is also interested in the place of Muslim communities and their activities in globalizing world together with a focus on interfaith dialogue.     Abstract: This book contributes to the fields of memory and human rights. It offers a novel and interdisciplinary theory on social indifference, and in particular on the indifference of people to human rights violations committed against certain sectors of society in turbulent times. These theoretical frameworks are explored empirically with respect to the Chilean case. Through a blend of mixed methods, the book explains the causes, characteristics and social consequences of the current indifference of Chileans with respect to the human rights violations committed during the dictatorship of Augusto Pinochet (1973-90).     Abstract: This book focuses on measures pertaining to the three-pillar implementation strategy of R2P and examines how and to what extent the three pillars have been practised. Rich in its geographical scope, this edited book provides a critical analysis of R2P practice over the last two decades by focusing on representative cases from different regions. Analysing not only recent and/or underexplored cases but also widely studied cases from a fresh and alternative perspective, it sheds light on the depth and scope of the norm as well as the variety of actors involved and how they impact R2P practice. Diverging from most accounts, this edited book does not approach the cases as a ‘success’ or ‘failure’ of R2P. By studying the background to the conflicts and making assessments on a pillar-by-pillar basis, each chapter addresses the root causes, traces the process of implementation, investigates the actions of the actors involved, identifies elements of success and failure and finally questions the sustainability of the protection provided to date. Meanwhile, the conceptual chapters complement the case analyses through an overall evaluation of R2P’s first two decades and the progress achieved so far with the aim to draw lessons for future implementations of R2P. Pınar Gözen Ercan is Associate Professor of International Relations in the Department of International Relations at Hacettepe University, Turkey.     Abstract: This book comparatively examines the China–South Africa trade relationship over three decades through the prism of four other relationships South Africa has with states that have been China’s most contentious neighbours in the Indo-Pacific (India, Japan, Taiwan and the USA). Asia is widely expected to be the new economic centre of gravity in international relations, particularly for trade. Yet despite the story of growth for both it and its neighbours, China ranks above all these countries in terms of trade partnership with South Africa and a majority of states across the globe. This poses a puzzle answerable only through in-depth analysis. In this way, this pathbreaking new book uses quantitative data to test commonly held assumptions about the ‘new scramble for Africa’ and shines a light on the driving forces, interests and sources of agency in South Africa’s trade and foreign policies over the past three decades. The findings allow for the deduction of general patterns applicable to South Africa and peer economies, some of whom are benchmarked throughout the book for comparative insights. Bhaso Ndzendze is Senior Lecturer and Head of Department at the University of Johannesburg (UJ) Department of Politics and International Relations.     Abstract: "In 2015, Juan M. del Nido went on hundreds of taxi rides in Buenos Aires, conducting ethnographic work on the taxi industry. But by mid-April 2016, Uber launched its platform in Buenos Aires, engulfing drivers, passengers, the press, and greater general public into a frenzied hysteria that involved courts of law, political platforms, and threats of violence. This book examines not only how the taxi industry made sense of the sudden and ubiquitous presence of Uber in Argentina, but also how the assumed efficiency and objectivity of Uber's algorithmic methods catalyzed new forms of understanding ethics, responsibility and professional advancement in the Argentinean context. Tightly entwined with the politics of labor, trade, institutions, and economic life, del Nido reveals how Uber came to signify and instantiate the greatest moment of political and economic disruption seen in Argentina since the crisis of 2001.     Abstract: Wie entwickelt sich der Staat im Rahmen von Transitionsprozessen des Regimes? Lassen sich Gruppen von Entwicklungspfaden der Staatlichkeit erkennen? Welche Gemeinsamkeiten und Unterschiede hinsichtlich der Entwicklung von Staatlichkeit zeigen sich im Rahmen von Demokratisierungs- und Autokratisierungsprozessen? Welche Ursachen liegen den Entwicklungsmustern zugrunde? Mithilfe eines Mixed-Methods-Designs werden Transitionsprozesse auf Regimeebene zwischen 1970 und 2018 in Relation zur Entwicklung von Staatlichkeit analysiert und Ursachen divergenter Entwicklungspfade geprüft. Zudem thematisiert die Forschungsarbeit die Messung von Staatlichkeit sowie die Relevanz informeller Staatlichkeit. Die quantitativen und qualitativen Analysen weisen auf einen multifaktoriellen Wirkungskomplex aus Regimetransition in Kombination mit sozial-strukturellen, institutionellen, transitorischen und akteurabhängingen Ursachen zur Erklärung der Entwicklung von Staatlichkeit hin. Somit ist die Regimetransition Bestandteil einer komplexen Wirkungsbedingung, die nur in Verbindung mit weiteren Erklärungsfaktoren eine Veränderung der Staatlichkeit verursacht. Die Autorin Theresa Paola Stawski ist wissenschaftliche Mitarbeiterin am Lehrstuhl für Vergleichende Politikwissenschaft und Systemlehre der Julius-Maximilians-Universität Würzburg mit den Forschungsschwerpunkten Staat und Regime.

The authors hold that the five-year planning system with Chinese characteristics is a flexible planning system; through adaptive macro-planning and incentive target governance, it mobilizes government, market and social forces to work together to fulfill national objectives and is a representative mechanism of the state governance system and a symbol of modernized state governance capacity. From an academic point of view, it theoretically answers questions about what, why and how concerning the five-year plans. From an interdisciplinary perspective, it explores the theoretical logic and experience of plan-based governance by combining Marxism, western theories, and the science of history. Also, it tries to represent historical facts based on a vast literature about the history of CPC and PRC, reviews historical details of the previous thirteen five-year plans, and describes the great journey of the plan preparation and implementation under the CPC leadership. This book has been published in Simplified Chinese (Peking University Press) and Traditional Chinese (Hong Kong Open Page Press). It has won the 2021 Annual Books of China Economics Education and Research Network, the first prize of excellent Works of the First Young Marxism Prize, 100 "Red Classic Reading" recommended reading books of Jiangsu National Reading Activity Leading Group celebrating the Centennial of the Founding of the Party, and Jintai Good Books of People's Daily Library.

    Abstract: This open access book examines Russia-China relations across a variety of civilian and military areas of cooperation. Leading experts in the field present empirical case studies covering a wide range of strategic cooperation areas between Russia and China, such as technological, military, economic and political cooperation. The contributing authors shed new light on Chinese and Russian strategic goals, external push and pull factors, and mutual perception shifts, and discuss the options for Western countries to influence this development. This book analyses the evolution of the relationship since the watershed moment of the Crimean crisis in 2014, and whether or not a full-blown military alliance, as hinted in late 2020 by President Putin, is indeed a realistic scenario for which NATO will have to prepare.     Abstract: Tauber, a leading figure in history and philosophy of science, offers a unique autobiographical overview of how science as a discipline of thought has been characterized by philosophers and historians over the past century. He frames his account through science’s – and his own personal – quest for explanatory certainty. During the 20th century, that goal was displaced by the probabilistic epistemologies required to characterize complex systems, whether in physics, biology, economics, or the social sciences. This “triumph of uncertainty” is the inevitable outcome of irreducible chance and indeterminate causality. And beyond these epistemological limits, the interpretative faculties of the individual scientist (what Michael Polanyi called the “personal” and the “tacit”) invariably affects how data are understood. Whereas positivism had claimed radical objectivity, post-positivists have identified how a web of non-epistemic values and social forces profoundly influence the production of knowledge. Tauber presents a case study of these claims by showing how immunology has incorporated extra-curricular social elements in its theoretical development and how these in turn have influenced interpretive problems swirling around biological identity, individuality, and cognition. The correspondence between contemporary immunology and cultural notions of selfhood are strong and striking.     Abstract: The European border regions perform a specific horizontal integration function. From the perspective of public administration theory, this publication lays the foundations for conceptualising the policy area of cross-border cooperation in Europe as a horizontal level of integration. To this end, the volume analyses the integration theory specifics of its genesis, the functional particularities of its governance with regard to the decentralised integration of different political–administrative, legal and cultural systems, as well as the patterns of emergent, transnational territorial institutionalism. Finally, administrative perspectives on the study of cross-border cooperation as a horizontal level of the European Administrative Area are also presented.

    Abstract: Even before the outbreak of the COVID-19 pandemic, the Central Region faced numerous obstacles to building a stable and prosperous future. The region, which encompasses the Middle East, the Horn of Africa, Central Asia, and South Asia, has been plagued by economic and political uncertainty amidst dramatic shifts in the global power structure. With the pandemic now exacerbating the volatility in this already fragile region, the U.S.'s strategic objectives are rife for re-examination. A complicated stew of factors such as weakening of established governance systems, the emboldening of extremist individuals and groups through advances in digital technology, the humanitarian crises in Afghanistan and Syria, and the intensification of the great power competition with China and Russia are creating a fertile environment for the growth of violent extremist organizations (VEOs). Such organizations take advantage of vulnerable, aggrieved, and traumatized populations to fuel radicalization, recruitment, and unrest, which further undermine stability and the potential for peace and prosperity. While it is still early to fully understand how the ongoing response to the COVID-19 pandemic will impact U.S. policy, this book provides a timely analysis of relevant dynamics such as popular radicalization, digital information ecosystems, networks of influence, and new capabilities to recognize and prepare for other such black swan events in the region.
