    Abstract: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. Authoritarian Populism and the Rural World reflects on the rural origins and consequences of the emergence of authoritarian and populist leaders across the world, as well as on the rise of multi-class mobilisation and resistance, alongside wider counter-movements and alternative practices, which together confront authoritarianism and nationalist populism. The book includes 20 chapters written by contributors to the Emancipatory Rural Politics Initiative (ERPI), a global network of academics and activists committed to both reflective analysis and political engagement. Debates about ‘populism’, ‘nationalism’, ‘authoritarianism’ and more have exploded recently, but relatively little of this has focused on the rural dimensions.     Abstract: This chapter reviews the development of the legal framework for renewable energy in Russia and discusses the current state of renewable energy in the country. The Russian support scheme for renewable energy is elaborated in detail for both the wholesale and retail energy markets, and the outcomes of the policy are assessed based on the current state of renewable energy in Russia. Russia has introduced an unusual scheme to promote renewable energy: compensating investments in capacity installed and guaranteeing investors a certain return on their investments. This instrument is known in the literature as a ‘capacity-based mechanism’ or simply a ‘capacity mechanism’. The capacity mechanism also imposes some restrictions and incentives to motivate renewable-energy production and attempts to minimise the cost burden of the subsidies on the taxpayer. Renewable-energy investments in other countries are commonly supported by paying projects for the electricity produced, rather than the installed capacity. The Russian approach has practical relevance from the policymakers’ perspective because, in contrast to conventional power plants that can be operated non-stop to produce electricity, many forms of renewable energy are not able to guarantee production on command. Paying for actual electricity production encourages investors to select appropriate sites for renewable energy generation. However, the Russian case demonstrates that renewables can also be supported through installed capacity. In this chapter, we present a short overview of Russian renewable-energy policy, review the academic literature on this topic, and analyse the outcomes of the policy in terms of the current state of renewable energy in Russia, paying particular attention to the effect of the capacity mechanism

    Abstract: This chapter makes an empirical contribution by studying whether the launch of BRI has led to a shift in Central Asian attitudes towards and perceptions of China. We discuss the interaction between China and each of the five Central Asian states, highlighting local attitudes towards and perceptions of the big neighbour. We focus on economic interaction, infrastructure and education initiatives as they are among the main pillars of the BRI agenda, while acknowledging that cooperation on political, diplomatic, and security issues has been no less important for shaping perceptions of China in Central Asia. One limitation of our analysis should be mentioned. It is difficult to separate BRI analytically from other ongoing projects within the bilateral cooperation between China and the Central Asian countries, “as many bilateral agreements are now being brought under the Silk Road and BRI umbrella” (Dave 2018, p. 100).     Abstract: Russia has long been a potential dream partner for the Organization of the Petroleum Exporting Countries (OPEC). Russia could greatly enhance the cartel’s market power and has several allies among the OPEC member states. During the 2010s, it seemed that the potential of the OPEC–Russia relationship was finally being realized as they grew closer. However, in this chapter we argue that the strengthened dialogue has little impact on physical oil output and the level of mutual commitment remains low. What they do share is an interest in the semblance of cooperation to push oil prices upward through impacting market psychology. This strategy is in line with the postmodern turn in Russian foreign policy, as proclaimed by Vladislav Surkov and others. It also has some important foreign policy side benefits for Russia, such as weakening its international isolation after the conflict in Ukraine and making it possible to simultaneously befriend various Middle Eastern countries that are at odds with each other. The OPEC–Russia dalliance is also convenient for a third party – the USA. Although the USA is still a net oil importer and its consumers dislike high oil prices, they benefit American oil companies and their employees and investors, especially in the shale oil sector. Arrangements between OPEC and Russia are thus not only a happy pro forma marriage, but also a successful ménage à trois

    Abstract: The political relationship between Norway and Russia will influence the development of Barents Sea oil and gas. The state plays a decisive role in both the Norwegian and Russian parts of the sea. It does so as a regulator, through taxation, and through the national oil and gas companies, Gazprom, Rosneft, and Statoil. Thus, if the two states have a good relationship characterized by mutual trust, they can coordinate, search for complementarities, and mitigate issues that arise. Furthermore, due to the rising cost of oil and gas production in the Arctic, many oil and gas fields there may deliver small returns on investments. Scale economies brought about by coordinated development, joint infrastructure, and information sharing can tip projects from being commercially unviable to viable. But this depends on the ability and willingness of the two states to actively work together

    Abstract: The Arctic region contains large amounts of natural resources considered necessary to sustain global economic growth, so it is unsurprising that it is increasingly susceptible to political, economic, environmental, and even military conflicts.     Abstract: Once again, the Horn of Africa has been in the headlines. And once again the news has been bad: drought, famine, conflict, hunger, suffering and death. The finger of blame has been pointed in numerous directions: to the changing climate, to environmental degradation, to overpopulation, to geopolitics and conflict, to aid agency failures, and more. But it is not all disaster and catastrophe. Many successful development efforts at ‘the margins’ often remain hidden, informal, sometimes illegal; and rarely in line with standard development prescriptions. If we shift our gaze from the capital cities to the regional centres and their hinterlands, then a very different perspective emerges. These are the places where pastoralists live. They have for centuries struggled with drought, conflict and famine. They are resourceful, entrepreneurial and innovative peoples. Yet they have been ignored and marginalised by the states that control their territory and the development agencies who are supposed to help them. This book argues that, while we should not ignore the profound difficulties of creating secure livelihoods in the Greater Horn of Africa, there is much to be learned from development successes, large and small. This book will be of great interest to students and scholars with an interest in development studies and human geography, with a particular emphasis on Africa.     Abstract: Linking environmental sustainability with poverty reduction and social justice, and making science and technology work for the poor, have become central practical, political and moral challenges of our times. These must be met in a world of rapid, interconnected change in environments, societies and economies, and globalised, fragmented governance arrangements. Yet despite growing international attention and investment, policy attempts often fail. Why is this, and what can be done about it? How might we understand and address emergent threats from epidemic disease, or the challenges of water scarcity in dryland India? In the context of climate change, how might seed systems help African farmers meet their needs, and how might appropriate energy strategies be developed? This book lays out a new 'pathways approach' to address sustainability challenges such as these in today's dynamic world. Through an appreciation of dynamics, complexity, uncertainty, differing narratives and the values-based aims of sustainability, the pathways approach allows us to see how some approaches are dominant, even though they do not produce the desired results, and how to create successful alternative 'pathways' of responding to the challenges we face. As well as offering new ways of thinking about sustainability, the book also suggests a series of practical ways forward - in tools and methods, forms of political engagement, and styles of knowledge-making and communication. Throughout the book, the practicalities of the pathways approach are illustrated using four case studies: water in dryland India, agricultural seeds in Africa, responses to epidemic disease and energy systems/climate change.
